The Armenian-Turkish normalization process is now in a “stand by”
mode, turkologist and Director of the Caucasus Institute Alexander
Iskandaryan told a press conference today.

According to Iskandaryan no development is probable in the
Yerevan-Ankara relations before the parliamentary in Turkey.

In his words, currently the Turkish ruling Justice and Development
Party is having tough times given the domestic problems Turkey is
facing now, namely the recent developments in the Turkish-Israeli
relations.

Armenia will see 40% less apricot this year due to the early-spring bad
weather conditions, Armenia’s Agriculture Minister Gerasim Alaverdyan
told a press conference today, adding that the price of apricots this
year will be rather high.

Alaverdyan further mentioned that the scale of damage bad weather
conditions have caused to agriculture this year has yet to be finally
clarified.

“Last year the damage that natural calamities caused agriculture made
12 billion AMD of which 6 billion AMD had been caused by hail. The
government still holds discussions to clarify the scale of the damage,”
said he.

In his words, this year’s frostbite and hail have mainly hit the
Armavir, Gyumri, Gegharquniq, Shirak and Syunik marzes (province).

Armenian song-writer Ruben Hakhverdyan is one of the outspoken
opponents of a government-backed initiative to re-open foreign-language
schools in Armenia.

In a press conference today Hakhverdyan said that it will have far
more serious consequences, especially given that the Armenian nation
has through all its life been occupied by coaxing the Russians.

“We must first of all preserve our language which is our skin. The
homeland is not only the landscape and the mountain but rather our
language. The Armenians know the history of foreigners’ much better
[than theirs]; they speak Russian even in bed. But they are unaware
of what kind of cultural and saint responsibility are they carrying
on their shoulders,” said Hakhverdyan.

Armenian Tutujyan (Chiko), an Armenian musician also present at the
press conference, said he did not share Hakhverdyan’s viewpoint over
the re-opening of foreign-language schools, saying that the opening
will not be detrimental for the Armenian language. Besides, he thinks
that the Armenians should thoroughly study foreign languages.

The ratification of the Armenia-Turkey Protocols was suspended because
Turkey is not ready for it, said Armenian president in the Russian city
of Doni Rostov Monday as he addressed the local Armenian community.

According to Serzh Sargsyan Turkey pushes new and new pre-conditions
in an attempt to justify its failure ratifying those documents.

“Even more, it is trying to rush into an area, what I mean is the
settlement process of Artsakh [conflict], where it has apparently
nothing to do,” said he.

Further Sargsyan said Turkey is an “unreliable and untrustworthy
partner who systematically violates agreements reached previously,”
adding that the “currently we have nothing to tell them.”

“I am sure that you remember the thoughts, concerns and ideas I
expressed just here in Doni Rostov during my pan-Armenian tour. The
time showed that we did all we could to open Europe’s last closed
door, while Turkey is not ready [for it]. As what concerns the Nagorno
Karabakh conflict, we have unambiguously said that we are not going to
bargain the national self-determination right of the Artsakhi people
with anyone,” said Sargsyan.

Armenia’s Central Bank is the 19th (10 points) among the 26 CIS
countries, according to a rating list on central banks’ dependency
on the authorities prepared by Gaidar Institute, a Russian think tank.

According to local Armenian business daily Capital the central banks
have been rated based on their dependency upon the local authorities.

Among factors the specialist took into account while calculating the
economic and political coefficients is the law on financial field.

Armenia’s CB has yielded to such countries in the Eastern Europe as
Turkmenstan and Tajikistan.

The central banks in Azerbaijan and Georgia have occupied the 20th
(10 points) and the 15th (12 points) respectively.

The list is headed by the central banks of Hungary, Bosnia and
Hertzegovina, while the most dependent CB is that of Belarus.

The use of force or the threat of using force must not be used as
negotiation dividend in the settlement of Nagorno Karabakh conflict,
said Armenia’s Foreign Minister Edward Nalbandyan as he addressed
the Canadian parliament on June 1.

“Bellicose statements by Azerbaijani authorities, the rhetoric
that seeds hatred are not only a violation of international rights,
but also obviously run counter Azerbaijan’s false promises as if it
intends to ensure the welfare of the population of Nagorno Karabakh.

To what extent one should be cynical to promise taking care of
someone at the same time threatening to kill them should they not
obey? A conflict is impossible to settle by proposing its cause as
a settlement mechanism,” said Nalbandyan.

“Today the Azerbaijani authorities are under the illusion that waving
Azerbaijani flag in Stepanakert will embody the settlement of the
conflict,” said he, adding that in reality, the reason of the future
conflict became the fact that Josef Stalin forcefully imposed that
very flag upon Karabakh in 1921.

Araz Ozbilis, an Armenian national and player of the Dutch football
team Ayaks, has arrived in Yerevan where he is expected to be trained
in the Armenian football team Pyunik, reports local Armenian sports
news website.

“Yerevan has greatly impressed me. It is a very beautiful city. It
is rather a noisy one and large. Everybody is hurrying somewhere. To
be honest, I did not expect to see so many cars here. It leaves the
impression of a megalopolis. I am saying it again that I liked it,”
Ozbilis told Armsport.am.

Further he said he it would be an honor for him to play in the
Armenian team.

“Naturally, that is what I have come for. As what concerns Ayaks, I
will play in the main team already from the next tournament season. I
have to work hard to deserve that right,” said he.

general du Conseil Mondial des Eglises (WCC), le docteur Olav Tveit
a l’Institut Oecumenique Bossey en Suisse. Mme Teny Pirri-Simonian,
Vice-president du Comite des Relations Oecumenique du Catholicosat
a suivi la reunion.

Aram 1er ancien Moderateur du Conseil Mondial des Eglises et le nouveau
Secretaire general ont passe plus d’une heure a discuter des questions
et des inquietudes lies au Mouvement et a WCC.

Sa Saintete Aram 1er a partage sa vision oecumenique et son experience
comme Moderateur du Conseil Mondial des Eglises et Chef d’une Eglise
Orthodoxe. À son tour, le docteur Tveit a partage ses observations et
plans quant a l”avancement del’ oecumenisme. Tandis que le Secretaire
general etait conscient des priorites urgentes, Sa Saintete Aram
1er lui a rappele l’importance du dialogue interreligieux et lui a
recommande vivement d’organiser une suite a la consultation de 2005
intitule ” un moment critique dans le dialogue interreligieux”.

Le chef du parti Nationaliste et Conservatrice de la Turquie (MMP),
Ahmet Reyiz Yilmaz, a appele a une action militaire contre l’Armenie.

Il a dit que l’action militaire est necessaire pour arreter les
actes terroristes du parti des Ouvriers du Kurdistan (PKK), selon
Beyaz Gazete.

Yilmaz a publie une declaration pour attirer l’attention du nombre de
Turcs tues par le PKK depuis que les protocoles sur le rapprochement
turco-armenien ont ete signes en octobre 2009.

” Le PKK est une organisation terroriste armenienne. En aprofondisant
la question, le gouvernement signe un cessez-le-feu sur le PKK avec
les armeniens ” a dit Yilmaz dans sa declaration.

Un ancien fonctionnaire de haut rang de la police a menace d’eviter
les journalistes “deformant” ses declarations alors qu’il reprenait
le poste de gouverneur de la province de t Shirak en Armenie.

Ashot Gizirian a ete nomme par le President Serge Sarkissian pour
diriger la region bordant la Turquie. Le vice-Premier ministre Armen
Gevorgian l’a presente au personnel de l’administration regional dans
la capitale regionale du shirak Gyumri le jour suivant.

S’exprimant devant les journalistes ensuite, Gizirian a promis d’etre
” ouvert et transparent ” aux medias. Mais il a aussi deconseille,
après qu’ils aient eteint les cameras et les enregistreurs de voix,
qu’il ” ne cooperera pas ” avec les medias dont il pense qu’ils
deforment ses declarations.

Shirak dispose de plus d’une douzaine de chaîne de television et de
stations de raradios et de journaux. Un d’entre eux, la television
GALA TV est en desaccord avec les gouvernements locaux et centraux
depuis 2007 et est toujours en danger de fermeture. De plus les medias
D’Erevan ont des correspondants a Gyumri.

Questionne sur les raisons de sa nomination surprise, Gizirian a dit
: ” j’ai commence mes activites professionnelles dans la region de
Shirak. Je pense que la nomination a eu un rapport avec cela. ”

Gevorgian, qui est aussi le ministre armenien de l’autonomie locale,
a donne la meme raison. ” La nomination d’Ashot Gizirian a ete
conditionnee par le fait que la majorite de sa vie professionnelle a
ete passee dans la region de Shirak, ” a-t-il dit aux journalistes. ”
Il connaît la region très bien et, malgre son travail a Erevan ces
recentes annees, il n’en est pas reste eloigne. ”

Originaire du Nagorno-Karabakh, Gizirian a servi comme chef du
departement de la police de Shirak de 1996 a 2000 avant une promotion
pour un poste de plus haut niveau a Erevan. Il a dirige la puissante
Sixième Direction de la police armenienne en charge de lutter contre
le crime organise et le traffic de drogue de 2002 a 2008. Cette unite
de police a ete activement implique dans les mesures de repression
post-election de 2008 sur l’opposition armenienne.

Peu de temps après que Serge Sarkissian soit devenu le president de la
republique en avril 2008, Gizirian est devenu le chef d’une branche de
l’agence de perception des impôts du gouvernement armenien. Le general
de police a ete nomme l’annee dernière comme chef d’un departement
du Ministère de la Justice gerant les prisons d’Armenie.
