June 17, NKR President Bako Sahakyan chaired a sitting of the NKR
Security Council.

NKR Minister of Agriculture Armo Tsaturyan and Director of the Rescue
Service Arthur Harutunyan delivered reports on efficient organization
of fire fighting and safe harvesting of cereals, the NKR presidential
press service informed NEWS.am.

Head of the NKR State Tax Service Artak Balayan delivered a report on
streamlined document circulation in trade and transactions effected
in the other economic sectors.

The Nagorno-Karabakh Republic (NKR) is the principal party to the
Nagorno-Karabakh conflict, and it is up to the republic to determine
“the most and the least” for itself, Karen Bekaryan, Chairman of the
European Integration NGO, told journalists, responding to a question
concerning the most substantial concessions for the country. No one can
feel all the gravity of the problem as an NKR citizen does, he said.

“Our common task is to guarantee Nagorno-Karabakh’s security and that
no one may blackmail it,” Bekaryan said. As to when Nagorno-Karabakh
can become a negotiator, he said: “Let us reach the level when healthy
perception brings Nagorno-Karabakh back to the negotiating table.

Armenia should contribute to it as much as it can, and I think it
does so.”

Turkey is discontent with the current situation over Nagorno-Karabakh,
said Turkey’s Ambassador to Azerbaijan Hulusi Kilic.

“The current situation around the Nagorno-Karabakh conflict is not in
favor of anybody, so it is necessary to sign an armistice and end the
occupation [of Azerbaijani lands] soon,” Trend quotes the Ambassador.

According to him, Turkey welcomes the Armenian- Azerbaijan-Russian
presidential meeting, as it stands for peace and stability, as well
as rapid reconciliation between all regional states, for them be
capable of fully exploiting the region’s economic potential.

“It is a regular meeting and I would not say that breakthrough will
come after the meeting or the meeting will give significant results,”
European Integration NGO Chairman, political scientist Karen Bekaryan
stated commenting upon the tripartite meeting of Armenian, Russian
and Azerbaijani Presidents Serzh Sargsyan, Dmitry Medvedev and Ilham
Aliyev in Saint Petersburg.

Mentioning that the Nagorno Karabakh settlement process is rather
complicated and deep as it is, and a resolution takes much time and
efforts, K. Bekaryan stressed that “he does not expect great results
as the Nagorno Karabakh Republic is not at the negotiations table.”

Nevertheless, the political scientist considers it possible that
“some new detail or element can appear” in the negotiations process
at the meeting.

“And in the general context it is a regular meeting, however, even if
it does not produce significant results, even if no breakthrough comes
after it, nevertheless the meeting is in itself important, because,
if the negotiations process works between the sides, in spite of all
its shortcomings, it is much better than any shot fired in a border
region,” K. Bekaryan stressed in conclusion.

US lawmakers are getting fed up with Turkey’s continuing antagonism
toward Israel, which escalated in the wake of Israel’s raid on a
Gaza blockade-busting flotilla this month, during which nine Turkish
citizens with ties to terrorist organizations were killed.

Turkey led the international community in condemning Israel for the
raid, and has set up its own commission of inquiry into the incident.

Ankara has also threatened to downgrade ties with Israel and may not
return its ambassador to Tel Aviv.

A number of members of the US House of Representatives warned in
interviews this week that Turkey will suffer consequences if it
continues down this path.

In March of this year, a bill recognizing Turkey’s genocide against the
Armenians during and after World War I passed a House committee by a
single vote. But many congressmen who previously opposed calling Turkey
out publicly for that past sin now say they may support the bill when
it comes before the full House of Representatives in the near future.

The lawmakers said that Turkey is clearly moving closer to Iran and its
terrorist proxies and adopting a more Islamic position. That being the
case, they are less concerned about damaging US-Turkish relations by
officially recognizing a holocaust only slightly less severe than that
carried out against the Jews of Europe during the second world war.

Turkey has conducted a charm offensive in Washington since the bill was
first introduced. But several lawmakers suggested it was hypocritical
for Turkey to insist that the US treat it with kid gloves, while
being so exaggeratedly harsh with Israel.

“Within the period of 2009-2010, any developments in the process of
settlement to the Karabakh conflict and Armenian-Turkish reconciliation
were going in parallel,” said chairman of the European Integration
public organisation, a political scientist, Karen Bekarian.

Bekarian pointed that Turkey used to voice issue of Karabakh in
all possible directions and relations; however, it stopped this
after the process of normalisation of relations between Armenia and
Turkey was banned. According to scientist, it’s clear to both Turkey
and Azerbaijan on the one hand, and international community on the
other, that Turkey has nothing to do with the process of settlement
to Karabakh conflict.

“It’s obvious, that Turkey has lost all its chances in all senses,
and this is clear even to Azerbaijan,” said Karen Bekarian. He added
that Turkey’s active involvement causes hardening of positions on
both sides and doesn’t put forward negotiations.

“Azerbaijan has tightened position having a chimerical dream that being
so strongly backed by Turkey means that it can never make concessions;
and Armenia, in its turn, tightened position as its perceiving of
Turkey’s position is subjective,” said Bekarian.

“Turkey’s role keeps on lowering; and in generally, Turkey’s withdrawal
from the process of settlement to Karabakh makes both sides more
normal and effective,” he added.

Baku. Rashad Suleymanov – APA. Azerbaijan’s support for Turkey in
problem emerged between Turkey and Israel is highly assessed by
official Ankara, said Turkish ambassador to Azerbaijan Hulusi Kilic,
APA reports.

Reminding Azerbaijani President Ilham Aliyev’s speeches in Istanbul
supporting Turkey, the ambassador said: “The president stated that
Azerbaijan was always with Turkey. He reprobated Israel’s attacks. We
are satisfied with it”.

The ambassador also noted that Turkey always supported Azerbaijan
and Azerbaijan always supported Turkey too.

The diplomat noted that he backed up the expected meeting of
Azerbaijani and Armenian presidents. Kilic said Turkey wanted the
soonest solution to the conflict.

Underwater Research In Lake Sevan From June 21 To 30

UNDERWATER RESEARCH IN LAKE SEVAN FROM JUNE 21 TO 30

Underwater research will be conducted in Lake Sevan in the period
from June 21 to 30, 2010.

This French-Armenian mission will be carried out by two authors
of the program – Claude Tulumjian (initiator) and Stephan Kojayan
(assistant), in cooperation with research centers affiliated with the
National Academy of Sciences of Armenia and state structures engaged
in solution of Lake Sevan problems.

According to the mission members, the underwater research aims at
getting specimens for scientists (water, gas, sediments, slime),
video films and photographs, holding fauna registration (fish,
crayfish) and flora description, getting topographic data to be used
for underwater archaeological excavations or geological researches,
discovering underwater caves, holding stream measurements, etc.

The program relates to the following spheres: hydrogeology and fish
breeding, geological sciences, ecological and noosphere researches,
archaeology and ethnography, cave science and history and collaborates
with the Ayas Nautical Research Club led by Karen Balayan.

The totality of data will be provided to Armenian scientists for
conducting researches, the results of which directly relate to
ecological balance of this fresh water reservoir which is of much
strategic importance and regional significance.

Besides, the data will make it possible to raise local population’s
awareness of Lake Sevan through reports and notifications.

Frescos By Minas To Be Put Up For Auction

FRESCOS BY MINAS TO BE PUT UP FOR AUCTION

Today the RA Government allocated 20m AMD to the Minas Avetisyan
cultural charitable fund to transport two frescos by Minas from Gyumri
to Yerevan. The frescos – “Meeting in 1915” and “Near khachkar” –
have to be transported to Government Building #1 with the assistance
of Italian specialists.

RA Culture Minister Hasmik Poghosyan said some 12 frescos by Minas
have been preserved in a dangerous structure in the city of Gyumri.

The RA Premier Tigran Sargsyan ordered the minister to sell the
frescos to private enterprises by auction.

Day.Az interview with editor-in-chief of Saint-Petersburg-based
“Konservator” newspaper Rustam Arifjanov.

As of late, experts have widely discussed the stepped up U.S. efforts
in our region, in particular in respect to Azerbaijan. In your opinion,
why the United States has been so active lately?

Americans love and know how to say good words, but talk like that,
when these words do them benefit, and when they feel that they are
losing initiative. They feel that Russia and Turkey have increased
its efforts in the South Caucasus. Turkey is not with which Americans
are accustomed to deal with before.

So, the United States realized that the attempt of diplomatic or
political isolation of Azerbaijan weakens U.S. foothold in the
South Caucasus. They understand that the initiative in resolving
the Nagorno-Karabakh conflict will be held by those who will be most
directly involved in its resolution.

The United States understands in what direction Yerevan will swim once
it faces a choice – Russia or the U.S., and especially Turkey. In case
with Azerbaijan, its not so clear. Baku pursues multi-faceted policy
despite the fact that Russia is a strategic partner of Azerbaijan.

Therefore, its much more favorable to negotiate with Baku than with
Yerevan.

In your opinion, may these increased U.S. efforts in the region speed
up the resolution of Nagorno-Karabakh conflict?

I was in Yerevan two weeks ago to attend a roundtable on the
situation in South Caucasus. There were participants from Georgia,
Abkhazia, South Ossetia and etc. Unfortunately, there was no one
from Azerbaijan. I was also invited as an expert versed in all of
these problems.

For me, it was not important what they say during the plenary
sessions. This may be interesting, but I think everybody understands
what they would say in such an event in Yerevan. Much more interesting
are the backstage talks. And there I felt a tendency towards a certain
unawareness of Yerevan political experts on what is happening in
Nagorno-Karabakh, as well as some confusion. Confusion and recognition
that Armenia’s foreign policy leads to dead end is a very interesting
trend.

As for what will accelerate resolution to the Karabakh conflict, let
focus on OSCE Minsk Group co-chairs. Russia, France and the United
States are more than the best countries for Armenia. All these three
countries are home to strong Armenian diaspora organizations. At the
same time, all three countries have repeatedly told Armenia that a
decision to liberate occupied territories around Nagorno-Karabakh
should be made as a first step. Moreover, there are four UN
resolutions, the resolution of European Parliament and other
international organizations. Today there is even stronger pressure
on Armenia.

But it is rather hard to predict whether it will result in a sensible
and earlier resolution of the conflict because current Armenian
government with Karabakh roots retains power only thanks to the
Karabakh theme. It will be immediately overthrown once it makes a
step in line with real resolution process.

You said that in Yerevan definite stratum of political elites are not
so sensitive towards the Karabakh issue as before. Can we say that
today the Armenian society is ready for liberation of Azerbaijan’s
ancestral lands?

Not everybody in Armenia believes that all occupied territories should
be returned to Azerbaijan’s control. But many agree with liberation
of territories around Nagorno-Karabakh. True, they see it as some
element of a bargaining. That is, if we give away lands, we should
get something in return. This is what those in Armenia think.

While in Armenia, I often heard that Nagorno-Karabakh and adjacent
occupied territories are considered as a single entity there. In
response, I told the Armenians: “You will not deny that it was
Azerbaijanis who lived in all these occupied territories, right?

Armenians also lived there. Let’s hypothetically consider the scenario
in which you agree to return of all refugees, both Armenians and
Azerbaijanis, or their descendants to their homes as a humanitarian
action. And then three years later we hold a referendum in which
population of all occupied lands will decide under what state they
will live.”

And what did Armenian experts say?

They said Azerbaijanis will outnumber Armenians and outcome of the
referendum in this case is predetermined. Then I ask, “Do you want
to hold a referendum where Azerbaijanis would be outnumbered?”

This suggests that the idea of Armenians and the ability to compromise
has exhausted itself. No new ideas are available. My opponents still
refused all scenarios I suggested. That is, any equitable solution,
which implies preferences toward Azerbaijan, is immediately rejected
by Yerevan.

I remember when Arkady Volsky was heading a special subcommittee on
Nagorno-Karabakh, Karabakh residents of Armenian origin turned to
him with a request to resolve the conflict “honestly and fairly in
our favor.” Today Armenian authorities are of the same positions. So,
they will show extremely tough resistance.

In a period prior to Dmitry Medvedev’s trip to Yerevan, Armenian media
reported that he will submit a new plan to bring an earliest resolution
to the Nagorno-Karabakh conflict to the Armenian leadership. The plan
allegedly calls for liberation of three occupied regions of Azerbaijan
at an early stage. What are your views on this plan?

I think that this plan is not realistic not because that Russia and
its government cannot put forward any option. In my opinion, anyone
who deals with this problem can have an option. I just do not think
that Armenia and Azerbaijan will agree to the option that suggests
placement of peacekeepers in de-occupied territories, especially
Americans in areas that border with Iran.

Of course, Americans want this very much. But this option still is
hardly possible especially because only connection to the world for
Armenia lies through Iran. It should be noted that greater part of
Iranians who run factories, shops and engaged in trade in Armenia
are ethnic Azerbaijanis.

However, I think there will be numerous attempts to persuade Armenia.

Russian President shows interest and flexibility in resolving the
conflict which has caused U.S. to intensify efforts. The pressure
on Armenia is growing with no any tangible results. Armenians should
themselves decide who will lead their state and how they see future
of their country.
