ANALYST: IRAQ MAY BE DIVIDED INTO THREE PARTS

Armenian analyst Ruben Safrastyan believes new Middle East and North
Africa are being formed at the moment.

Since the beginning of Arab spring, the Middle East and North Africa
entered that can be described as a period of changes and chaos,
Safrastyan, director of Armenia Institute of Orientology, said during
a press conference on Tuesday.

“But, for already several days, we can observe a new geopolitical stage
in the Middle East, the elements that can lay background for the new
Middle East. First of all this is referring to the developments over
Iraq,” he said.

The second element, the analyst believes, is election of Bashar Assad
that proved he is acceptable leader for the majority of Syrian people.

“This proves the Syrian state is a strong country and can resist
crisis. The third factor is a protest movement of Libyan military
against Islamists. The fourth element is elections in Egypt,”
Safrastyan noted.

According to Safrastyans forecasts, Iraq will be divided at least
into three parts. Besides, Libya is likely to split into 2-3 states.

Although there is no direct dependence of Yerevan on Moscow, Russia has
always been and still remains the key strategic partner of Armenia and
the biggest investor in its economy, members of the Armenian-Russian
Inter-parliamentary Commission for Cooperation said after the regular
sitting of the Commission in Nizhny Novgorod, held on 7-11 June.

For the Armenian-Russian Inter-Parliamentary Commission an important
issue is the expansion of small and medium business cooperation between
the two countries, the head of the delegation, National Assembly
Vice-Chairperson Hermine Naghdalyan during the press conference
of the Armenian delegation. “We attached great importance to this
issue in the time when there had been no talks about the process of
integration with Russia. And later, after September 3 this issue has
become much more important for us. We must work hard to expand the
economic cooperation between the two countries”, – she said.

Mrs. Naghdalyan underlined that in Nizhny Novgorod at the last session
of the Commission an agreement was reached to set up working groups in
the two countries that will study the economic cooperation between the
two countries, will try to find out the problems and possibilities
of expanding the cooperation, and in autumn, at the next session
of the Commission will present the results of their study and the
recommendations.

She also added that an arrangement was made with the Russian party,
according to which Armenian migrants will be given easy conditions
similar to the migration conditions of the Russian citizens.

Touching on the statement by the head of the “Russia Today”, Dmitri
Kiselev, about the necessity of the Russian language “returning”
to Armenia, Naghdalyan said that the Russian language may not be
given a status of the second state language in Armenia, as Armenia
is a mono-ethnic republic.

PUTIN HAS NO GROUNDS TO LAY BLAME ON ARMENIA’S SARGSYAN – NEWSPAPER

YEREVAN. – The one-month period, which was given toArmenia at the
Astana summit on May 29, is already half completed, but the course
of the problems for which the period was given is still unknown,
Zhamanak daily reported.

“The [one-month] period was given to solve the Armenia-Artsakh
[Nagorno-Karabakh] border issue, yet nothing happens. So far, it is
only announced that there cannot be a [border] checkpoint between
Armenia and Karabakh. [But official] Yerevan is stating this; the
others are silent. In other words, it is unclear whether or not they
are ready to accept Armenia [into the Eurasian Economic Union] with
such a claim.

“Logic suggests that they cannot accept [Armenia] if [Kazakhstan
President Nursultan] Nazarbayev states that they should not discomfort
[Azerbaijani President Ilham] Aliyev. [And] Armenia has shown that
if they do not accept it, it will not take offense that much.

“Here the accountability falls upon Russia; that is, Russia is unable
to ensure a ‘painless’ membership for Armenia. So, it will be difficult
for [Russian President Vladimir] Putin to lay the blame on [Armenia
President] Serzh Sargsyan [for the fact] that Armenia is not becoming
a member. So,Azerbaijan needs to be persuaded to withdraw its demand,”
Zhamanak wrote.

The treaty on the establishment of the Eurasian Economic Union
(EaEU) was signed, in the Kazakh capital city Astana on May 29,
by the leaders of Russia, Belarus, and Kazakhstan. In addition,
Armenia President Serzh Sargsyan participated in the meeting of the
Supreme Eurasian Economic Council and offered to sign a treaty on
Armenia’s Union accession by no later than June 15. In response,
Kazakhstan President Nursultan Nazarbayev spoke about the letter by
AzerbaijanPresident Ilham Aliyev calling to accept Armenia into the
Eurasian Union only within the limits of the country’s internationally
recognized borders, and not including Nagorno-Karabakh. But Russian
President Vladimir Putin, for his part, stressed the need to sign a
respective document with Armeniain the shortest period of time.

Head of Azerbaijani delegation to NATO Parliamentary Assembly Ziyafet
Askerov called for Armenians to be evicted from NATO parliamentary
assembly, analyst Richard Giragosiantweeted.

Richard Giragorsian, Director of Armenia-based Regional Studies
Center, is participating in the NATO Parliamentary Assembly (PA)
Rose-Roth Seminar that is held in Baku.

Guragosian said Azerbaijani delegates’ conduct resembles “tragic
farce”: they called Armenian president “criminal terrorist” and
accused Tevan Poghosyan’s family of terrorism.

“I’m proud of all that my father has done… He taught me to love my
country,” Poghosyan said in response.

The Armenian delegates noted that the Armenian armed forces are now
contributor, and no longer consumer of regional and international
security.

Azerbaijani analyst Avaz Hasanov, for his part, warned NATO meeting
of risk of instability in Azerbaijan from islamists and criticizes
Baku crackdown on civil society. Besides, he warned of difficulty in
engaging Armenia and Karabakh under Azerbaijan state pressure.

Britain’s Windsor town has hosted a conference on the
Armenia-Azerbaijan Nagorno-Karabakh conflict.

The three-day conference was held under a project of the Centre for
Russian and East European Studies of the University of Birmingham,
AzerTag news agency reported.

The project is financed by the Council of State Support to
Non-Governmental Organizations under the President of Azerbaijan.

Participants in the event included experts of the Centre for Russian
and East European Studies, former diplomats, experts, professors at
the Italian Verona, British Kent and Finnish Karelia universities.

The second day of the conference featured a round table called “The
Caucasus: the role of foreign and internal powers”.

It heard a report “The Armenia-Azerbaijan Nagorno-Karabakh conflict
through the prism of the British media” by a researcher at the Centre
for Russian and East European Studies.

The report criticized coverage of the conflict in the British media
as unprofessional and biased, saying it was promoting Armenia`s
groundless position.

It expressed regret over the fact that the British media outlets did
not feature Azerbaijan`s just position on the dispute. It also said
the British media did not investigate the historic aspects of the
Nagorno-Karabakh conflict, which erupted back in 1988 when Armenia
made territorial claims against Azerbaijan.

Since a lengthy war in the early 1990s that displaced over one
million Azerbaijanis displaced, Armenian armed forces have occupied
over 20 percent of Azerbaijan’s internationally recognized territory,
including Nagorno-Karabakh and seven adjacent regions.

The UN Security Council’s four resolutions on Armenian withdrawal
have not been enforced to this day.

Peace talks, mediated by Russia, France and the U.S. through the OSCE
Minsk Group, are underway on the basis of a peace outline proposed
by the Minsk Group co-chairs and dubbed the Madrid Principles. The
negotiations have been largely fruitless so far.

TEHRAN (FNA)- Syria’s President Bashar al-Assad received a
congratulatory cable from Armeninan President Serzh Sargsyan on his
victory in the recent presidential vote.

Serzh Sargsyan wished him success and the friendly Syrian people
enduring peace, SANA reported.

The Armenian president hoped, in his cable, that Syria will manage
to restore security and stability for the prosperity and wellbeing
of the Syrian people.

Cables congratulating President Bashar al-Assad for victory in
presidential vote continued to pour in from heads of states, as well
as official and public figures and parties.

President al-Assad won by a landslide in presidential elections held
on June 3, having garnered 88.7 of the votes cast, handing him a new
7-year term in office.

Meanwhile, President al-Assad received cables from Arab and
international bodies, with the senders congratulating the Syrian people
for their collective decision and sovereign will that was made clear
through the freedom and democracy that marked the elections.

Syria, led by President al-Assad, is edging closer towards a future
that will see peace and stability prevail, a confident note expressed
in the cables.

The cables came from the executive committee of the International Mihai
Aaminescu Academy, the European Mihai Aaminescu Foundation in Romania,
People’s Unity Party of Afghanistan, the Palestine Liberation Army
(PLA) Staff, as well as the league of the Sudanese who graduated from
Syrian universities and institutes.

A church in the Armenian Christian town of Kessab
(Reuters/Stringer).The Syrian military has recaptured the strategically
important border town of Kessab. The predominantly Christian-Armenian
town was overrun by jihadist rebels in March, with much blame placed
on Turkey for reportedly allowing the crossover to happen.

Syrian armed forces have been carrying out systematic assaults on the
Al-Nusra Front and associated rebel positions across several provinces,
including northern Lattakia, where control was reestablished on
Saturday. The army seized weapons and ammunition and took out dozens
of terrorists in the operation, mostly non-Syrians, according to SANA
news agency.

The jihadists withdrew from Kessab “leaving behind only a small number
of men,” according to the Syrian Observatory for Human Rights. Tanks
were deployed in the surrounding areas and government forces eventually
closed in on militants’ positions.

The jihadist groups were reportedly pushed back toward the Jabal
al-Akrad area.

On March 21, extremists affiliated with Al-Qaeda seized the town
of Kessab after clashes with Syrian government troops and local
self-defense squads. This was to become part of a long-winded
diplomatic crisis involving Turkey, Syria, and Armenia, as the
jihadists had reportedly crossed into Syria from Turkey.

The Armenian government called on the UN to protect Kessab, evoked the
Armenian genocide of 1915, and accused Turkey of allowing jihadists to
cross the border to attack Kessab, blaming it for the civilian deaths.

Moscow also joined calls at the UNSC to evaluate the situation and
offer solutions on how to protect the some 2,000 Christian Armenians
that inhabit Kessab.

Ankara slammed any accusations of its complicity and condemned the
allegations as “confrontational political propaganda,” although
Turkey downed a Syrian military jet on March 23, just ahead of an
escalation in tensions between Prime Minister Tayyip Erdogan’s Justice
and Development Party (AKP) and the Syrian government. Turkey claimed
the jet was violating its airspace.

In response, Damascus accused Ankara of “blatant aggression,” saying
the fighter jet had been over Syria. The Syrian pilot said a Turkish
aircraft fired a missile at him while he was pursuing jihadist
militants within Syrian territories, SANA news agency reported.

Although the Syrian Observatory for Human Rights has been caught
several times in the past in the act of supporting the rebels and
largely taking up a stance against the Syrian government, it likewise
disagreed with the statement released by Ankara in the aftermath of
the downing of the Syrian jet.

Finally, on March 27, a leaked phone conversation between top Turkish
officials discussing the options for manufacturing a pretext for a
military invasion of Syria appeared on YouTube, leaving little doubt
as to how little Turkey was willing to hold back when it came to
engaging the Assad government.

Theories on the invasion of Kessab by terrorists center largely
on Erdogan allowing the border crossover to take place. It is a
strategically important area because of its geographical location near
the only border crossing with Turkey in the shaky Lattakia province,
which is the heartland of the Alawite sect, of which Assad is a member.

March violence brought with it the loss of the last functioning
border crossing with Turkey, when jihadists won it over from the
Syrian government.

Syrian Army Crushes Rebel Push Near Turkish Border

SYRIAN ARMY CRUSHES REBEL PUSH NEAR TURKISH BORDER

BEIRUT (AP) – Government forces flushed opposition fighters from
their last redoubts in northwestern Syria near the Turkish frontier
on Sunday, capturing two villages and restoring government control
over the border crossing, activists and state media said.

The military’s advances fully reversed the gains rebels had made
during their three-month campaign in Latakia province, the rugged
coastal region that is the ancestral heartland of President Bashar
Assad. The counteroffensive’s success is the latest blow to the rebels,
who have suffered a string of bitter recent setbacks in Syria’s more
than three-year-old civil war.

Islamic rebel factions launched their surprise assault in Latakia
in March, pushing south from the Turkish border to seize a string
of villages in the lush, mountainous terrain. The military, nervous
about an incursion in a bastion of government support, dispatched
reinforcements to blunt the rebel advance and eventually turn the tide.

On Sunday, after months of bloody clashes, army troops backed by
fighters from the Lebanese Shiite military group Hezbollah seized the
seaside hamlet of Samra before also taking the village of Kassab and
its adjacent border crossing, said Rami Abdurrahman, the director of
the Britain-based Syrian Observatory for Human Rights.

He said there were minor clashes still taking place west of Kassab,
a predominantly Armenian Christian village whose residents fled after
the rebels seized control.

The Syrian army command issued a statement saying that it “restored
security and stability to Kassab.” It also said the operation “smashes
the illusions” of the rebels securing a sea port in Samra or a buffer
zone along the border to use as “a base for launching terrorist acts
against the Syrian people.”

The government refers to those trying to topple Assad as “terrorists.”

Lebanon-based Al-Mayadeen TV, which has a reporter embedded with
Syrian troops, broadcast live footage from Kassab that showed a
blown-out stone building with a smoldering wooden staircase. Soldiers
in camouflage uniforms milled in the streets, and the rocky hills
typical of the area could be seen in the background.

Engineering units were clearing mines and dismantling booby traps in
Kassab, Syria’s pro-government Al-Ikhbariya TV said.

The government made dislodging rebels from Latakia a priority for
strategic as well as symbolic areas. The coastal province is a
stronghold of Assad’s minority Alawite sect, which is an offshoot
of Shiite Islam, and losing control of even a portion of it was an
embarrassment to the government.

Now in its fourth year, Syria’s conflict has spilled far beyond the
country’s borders to shake the foundations of the Middle East.

Last week, an al-Qaida breakaway group known as the Islamic State of
Iraq and the Levant, which holds much of northern and eastern Syria,
overran huge swaths of neighboring Iraq and captured the country’s
second-largest city.

In the wake of its onslaught, the jihadi group has pillaged Iraqi
military bases, carting off Humvees, ammunition and other weapons. The
militants have transferred some of that materiel to Syria to bolster
their forces there.

The Syrian air force has not targeted Islamic State territory with
the same ferocity as it has other rebel factions. But on Saturday
and Sunday, government aircraft bombed facilities belonging to the
extremist group in Hassakeh province bordering Iraq and in the groups’
stronghold of Raqqa province, the Observatory said.

Abdurrahman said the Syrian military appeared to be wary of the
Islamic State’s possessing high-grade military equipment. Among the
places targeted by the airstrikes was Shaddadi, a town just across the
Syrian border from Iraq that activists say is a hub for the movement
of men and equipment across the frontier.

Also Sunday, the state news agency said that some 230 prisoners were
freed under a general amnesty declared by President Bashar Assad
following his re-election in Syria’s June 3 vote. SANA said the
prisoners were released from lockups in the central cities of Homs
and Hama, as well as the northeastern province of Hassakeh.

The Observatory confirmed that detainees were released Sunday, although
it could not provide exact numbers. The group said that more than 1,500
people – a mix of anti-government activists and common criminals –
have been freed under the presidential amnesty since it was announced
on June 9.

International rights groups say there are tens of thousands of
anti-government activists, protesters, opposition supporters imprisoned
in the country. It is not clear how many of them will be covered by
the pardon.
