Expert: US More Interested In Suspension Of Armenian-Turkish Process

EXPERT: US MORE INTERESTED IN SUSPENSION OF ARMENIAN-TURKISH PROCESS RATHER THAN ITS RESUMPTION

Suspension of the Armenian-Turkish process was quite a heavy blow for
the US, political expert Sergey Minasyan told reporters today. He
noted that for the US now a serious situation has been created in
the Middle East.

“Turkey is behaving like a serious opponent for the US not only in the
Armenian-Turkish normalization process, but also in Turkish-Israeli
and Iran-related issues,” the expert said.

According to him, the most serious conflict in Turkish-American
relations came after Turkey voted against the UN Security Council
resolution over applying sanctions against Iran.

“Currently the US will be more interested in the freezing of
Armenian-Turkish process rather than its resumption,” the expert said,
noting that the possible visit of the US State Secretary Hillary
Clinton will not mark the beginning of a new process.

Bako Sahakyan Receives Armenian Justice Minister

On 18 June President of the Artsakh Republic Bako Sahakyan met Justice
Minister of the Republic of Armenia Gevorg Danielyan and his deputy
Emil Babayan.

Issues related to further expansion and reinforcement of cooperation
between the two Armenian states in the sphere of justice were discussed
during the meeting. Minister of Justice of the Artsakh Republic Narine
Narimanyan partook at the meeting.

Special attention was paid to the issues of sharing experience, the
central information department of Artsakh President’s office reported.

Working Group For Examining State Purchases Process Established In A

WORKING GROUP FOR EXAMINING STATE PURCHASES PROCESS ESTABLISHED IN ARTSAKH

On 18 June Artsakh Republic President Bako Sahakyan signed a decree on
forming a working group for examining state purchases process in the
NKR, elaborating a package of arrangements directed to raising the
efficiency of the process and preparing necessary suggestions. The
group comprises:

Benik Babayan, adviser to the NKR President (leader of the operative
group);

Grigory Martirossyan, NKR deputy finance minister;

Karen Danielyan, NKR deputy minister of justice’

Armen Lazarian, deputy head of the state department of capital
construction under the NKR Cabinet of Ministers;

Levon Voskanyan, head of the “State Purchases Agency” non-commercial
organization;

Ashot Bakhshiyan, head of the administration of the NKR Control
Chamber;

Shahane Safaryan, head of the legal and control department of the
NKR Cabinet of Ministers;

Davit Stepanyan, prosecutor of the department of state interests
protection of the NKR Chief Prosecutor’s Office;

Lia Asryan, loyal adviser and chief specialist of the NKR National
Assembly’s secretariat;

Ruzanna Seyranyan, head of the legal department of the NKR ministry
of economic development;

Vrezh Zhamharyan, head of the legal department of the NKR President’s
Office (secretary of the operative group).

According to the central information department of Artsakh President’s
office, the working group is to complete the activities of examining
the process of the state purchases till September 15, 2010 and present
corresponding suggestions to the Artsakh Republic President.

Expert Said Aliev Disappointed

Before St Petersburg meeting Ilham Aliev was sure the negotiations
would have the direction he wanted, but in fact quite the opposite
happened, political expert Alexander Manasyan told the reporters.

It’s worth reminding that after Medvedev-Sargsyan-Aliev meeting,
President of Azerbaijan who was paying working visit to St Petersburg
left back for Baku without attending the economic forum.

“When Aliev appeared in St Petersburg the negotiations there had the
direction unwilling for him,” Manasyan said. Expert said, Aliev hoped
official Moscow would have certain pressure upon the Armenian side,
leaving back Russian PM Putin’s statement in Turkey that Russia
excludes any pressure upon the sides over the Karabakh conflict.

“Baku thought Armenia should have been pressed on and they cherished
those thoughts which led their President to St Petersburg,” expert
said.

“Leaving that forum would mean something went wrong,” Manasyan said.

In the context of Turkish-Israeli clash Jewish lobby of the US is
behaving not the way it used to, i.e. it has emerged as supporter of
the Armenian genocide resolution.

However, experts think, the bash-Turkey movement did not start with
the flotilla incident. It began when Turkey spoke out against Israel’s
bloody invasion of Gaza.

The Huffington Post published an article by MJ Rosenberg, Senior
Foreign Policy Fellow, Media Matters Action Network. He recalls the
meetings of Jewish lobby representatives with Turks, some of which
he also attended.

“The lobbyists — from AIPAC, the American Jewish Committee and the
Anti-Defamation League — were essentially telling the Turks that if
they didn’t shape up, it would affect Turkey’s standing in Congress.

She also said that they hinted that any Turkish distancing from Israel
could lead to the lobby dropping its opposition to the Armenian
Genocide Resolution, then pending in Congress. And that would mean
that the resolution would pass.

That resolution, pushed by the Armenian community, basically states
that the killing of 1.5 million Armenians in the Ottoman Empire
95 years ago was genocide and should be recognized as such by the
United States.

I never understood why the Turks had such strong feelings on this
subject. True, Turkey is the successor state to the Ottoman Empire (or,
at least, part of the empire), but modern Germany is the successor
to Nazi Germany and only crazy people blame today’s Germany for the
crimes of the Nazis.

The lobby’s position on the resolution was utterly cynical,” he writes.

“Turkey was Israel’s friend. But why should that require the lobby
using its clout to prevent the United States from memorializing the
killing of a million-and-a-half people?

That seemed especially unsavory considering how strongly Jews feel
about Holocaust denial. And, after all, it was Adolf Hitler himself
who cited the Armenian slaughter when he reassured his aides that
Nazi Germany could indeed get away with the murder of millions of
innocent Jews:

“Who, after all, speaks today of the annihilation of the Armenians?”

Those words are inscribed on a wall in the United States Holocaust
Museum.

Nonetheless, the lobby backed the Turkish position. It pushed the
view that the Armenians who were slaughtered had died in the context
of war.”

“But now, the Netanyahu government and its lobby are having a change of
heart. According to media reports in Israel and the United States, the
lobby may indeed drop its opposition to the resolution. The Netanyahu
government, the lobby, the neocons, and their acolytes in the media,
have decided that Turkey needs to be punished for its opposition to
the Gaza blockade and its role in the flotilla fiasco,” MJ Rosenberg
writes, and asks: “Say what? Because the Turks no longer are doing
what Israel wants, they should be thrown out of NATO?” The answers:
“NATO membership makes Turkey a formal ally of the United States.

Expect the lobby to get the Armenian genocide resolution passed at
the next opportunity — but not out of recognition of the demands
of history, or empathy with Armenians, or because passage is long
overdue. Congress will pass it because the lobby and Netanyahu want
us to. It’s all about sticking it to Turkey, our NATO ally, which
has the temerity not to clear its policies with the American Jewish
Committee and AIPAC.

Both the Netanyahu government and its lobby are operating with callous
disregard for U.S. interests. But what else is new?

As for Israel’s interests, they are only invoked to rally support
from people who would otherwise understand that Israel’s interest is
just a political football in this game. For Netanyahu, the game is
political survival. For the lobby, it is throwing its weight around
in Washington. For members of Congress, it is pleasing donors.

The Israeli people and the Palestinians — and, now, the Turks and
Armenians too — are mere pawns,” he writes.

Meeting In St. Petersburg Is Not Progress: Arman Melikyan

Hardly anything serious can be expected from the recent meeting of
Armenian, Azerbaijani and Russian presidents in the Russian city of
Saint Petersburg, former Foreign Minister of the Republic of Nagorno
Karabakh Arman Melikyan told Tert.am today.

“The worst thing is that the parties have agreed to continue to seek
a solution to this issue in the context of the Madrid Principles,”
said Melikyan, as he referred to Serzh Sargsyan’s and Ilham Aliyev’s
meeting attended by their Russian counterpart Dmitry Medvedev.

Melikyan is sure that the settlement of the issue will remain hung
in the air unless the logics of the talks is changed. In the form
that they have been presented to the public, the Madrid Principles,
according to him, do not comprise any solution.

“Here is what we should understand. Even if, from this view point,
Armenia is obliged to continue the talks in the framework of Madrid
Principles, I am sure that sooner or later that process will be
suspended, it will bear not fruit and will be useless. The Madrid
Principles do not have anything essential for Armenia and Karabakh,”
said Melikyan.

Further Melikyan said he did not share the widely-spread viewpoint
among Armenian politologist that Mr Aliyev went to St. Petersburg under
international pressure. According to him, it is just the contrary;
it is Mr Aliyev who constantly attempts to exert pressure on Armenia,
and who blackmails international community.

Armenia should not try solving pan-national issues through those
Armenians who have been educated abroad, member of Mesropyan Ukht
(Mesrop’s covenant) union, American-Armenian Nshan Vorberyan told
a press conference today, while speaking about the re-opening of
foreign-language schools in Armenia.

In his words the only comforting thing in this row aroused due to the
re-opening of those schools is that the public and the intelligentsia
came to be Unanimous over the issue, i.e. they both opposed to that
initiative.

Furhter he mentioned that by opening those foreign-language schools
we will lose those who ensure the continuity of our culture.

“I think that pan-national issues must not be solved by people who
have had foreign education – something our prime minister and education
minister are seeking – because those who get education abroad diverge
from national values,” said Vorberyan.

Despite the diplomatic tensions between Israel and Turkey aroused by
last month’s botched raid on a Gaza-bound flotilla, the Knesset is
scheduled to hold a session later this month on the Armenian genocide
of 1915, which is attributed to the Ottoman Turks, according to the
local Israeli daily Haaretz.

“But due to an agreement between the government and the Knesset,
the discussion will be held not in the plenum, but in a Knesset
committee – most likely the Foreign Affairs and Defense Committee,”
writes the newspaper.

Further it mentiones that the Committee chairman Tzachi Hanegbi said
yesterday that if, as expected, the Knesset House Committee selects
the panel he heads to host the session, he will probably schedule
the hearing for two weeks from now.

According to Haaretz several U.S. congressmen from both parties
announced on Wednesday that they were reconsidering their own positions
on whether Turkey’s treatment of the Armenians during World War I
should be labeled genocide. At a press conference, the congressmen
expressed concern over Ankara’s deepening ties with Iran at the
expense of those with its traditional ally Israel.

The Knesset session is the brainchild of Meretz chairman Haim Oron,
who first suggested a debate be held on the matter a year ago. Oron
said he does not intend to turn the discussion into a “settling of
accounts” with Turkey over the flotilla incident, and plans to ensure
that other lawmakers conduct themselves in a similar vein.

“I think this issue is deeply significant, and that’s why I don’t want
it to turn into a denigration of our ties with Turkey at the hands of
those who previously didn’t even want to hold this debate,” Oron said.

In an address to the Knesset plenum a month ago, Oron used unusually
harsh language to denounce Turkey’s wartime conduct toward the
Armenians. But he took pains to qualify his remarks, lest he be
accused of making a false historical analogy.

“We must not be part of this denial, because we, the Jewish people,
are hurt by this kind of thinking all the time,” he said. “I want
to say this completely clearly: I am not making an analogy between
the Holocaust of the Jewish people and the massacre of the Armenian
nation, as tragic as the latter was. As a Jew, I can of course say
that the Holocaust was unique. And that’s why I don’t use the same
term in reference to the Armenians.”

Member of the ruling Republican Party of Armenia and Head of the
Standing Committee on Social Affairs of the National Assembly of
Armenia Hakob Hacobyan made a remarkable confession as he spoke about
the Government-backed bill that will allow re-opening foreign-language
schools in Armenia if adopted by the parliament.

Hacobyan, in fact, did not deny that the Party will be obliged to
vote in favor of the initiative.

“If the bill has been proposed by the Republican Party [of Armenia],
by the government, then the National Assembly must vote in favor of
that bill. How else could you imagine?” said Hakobyan.

“I cannot speak about schools now, but I can clearly say that the
society, the state, the citizens must fight for education,” said he
adding that we must not combat for obtaining knowledge.

“Who is against foreign languages? All want to know their native
language and learn foreign ones. That is the case in all over the
world: few are the poor in a society that has knowledge,” concluded
Hakobyan.

STATEMENT BY THE ARARAT CENTER FOR STRATEGIC RESEARCH REGARDING THE APRIL 28, 2010 RULING BY THE COURT OF CASSATION OF THE REPUBLIC OF ARMENIA

On May 21, 2010 the ARARAT Center for Strategic Research, represented
by “G & I” Law Firm, received the decision of the Court of Cassation
dated April 28, 2010 rejecting its appeal to prevent denial of
the Armenian Genocide by the Caucasus Institute Fund. The Court of
Cassation, chaired by Judge E. Hayriyan and participated by Judges A.

Barseghyan, S. Antonyan, V. Avanesyan, E. Khundaryan, M. Drmeyan, T.
Petrosyan and E. Soghomonyan, without dealing with the substance
of the claims, issued a conclusory ruling that the complaint is not
subject to judicial review. As a result, a situation has been created,
whereby the judicial system of the Republic of Armenia has denied
the ARARAT Center for Strategic Research its right to argue in court
both its original case and the subsequent appeals, which is a gross
violation of due process and Armenian law, as well as a series of
international obligations undertaken by the Republic of Armenia.

The ARARAT Center for Strategic Research has stated that it plans
to pursue all avenues to rectify this damaging precedent. As legal
remedies have been exhausted in Armenia, an appeal is being prepared
for submission to international tribunals in the near future.
