Azerbaijan, Armenia to discuss liberation of two districts on 17 July
– minister

Baku, 15 July: Azerbaijani Foreign Minister Elmar Mammadyarov has
confirmed today that he would discuss the period of liberation of
[Armenian controlled Azerbaijani districts of] Lacin and Kalbacar with
Armenian Foreign Minister Edvard Nalbandyan on 17 July in Almaty
Mammadyarov said this at a press conference after negotiations with
his Portuguese counterpart Luis Amado.

Earlier the Armenian minister denied Mammadyarov’s statement about
upcoming talks on Lacin and Kalbacar in Almaty calling it “a fantasy”
of the Azerbaijani side.

Mammadyarov said that Nalbandyan was talking about the continuation of
talks on the issues discussed between the Azerbaijani and Armenian
presidents in St Petersbourg. “Liberation of Lacin and Kalbacar
districts and some related proposals by Russia were discussed in St
Petersbourg,” Mammadyarov said.

Orange Armenia has come up with a new ‘Internet Now’ mobile internet
tariff plan. Available for AMD 6,000, it offers high-speed internet for
traffic up to 1 GB and a 128 Kbps speed thereafter. As with other
mobile internet tariff plans from Orange, an Internet Now modem will be
provided for AMD 1 to clients signing a one-year contract. A week ago,
Orange increased the volume of existing high-speed internet bundles by
30-180 percent as well as doubled the internet speed in case of traffic
over the fair-use policy to 256 Kbps.

Vahan Misakyan proposes ‘Evolving Skyscraper’ for future Armenia

Eco Factor: Sustainable skyscraper equipped with cutting-edge green
technologies.

The Evolving Skyscraper has been designed by Vahan Misakyan
() for the city of Yerevan in
Armenia. The structure features geodesics that form three piercing
towers linked by habitable bridges at the top and the bottom. The
skyscraper’s three towers provide space for different programs that
include offices, residences and hotels.

The concept proposes to create soft transitions between vertical and
horizontal planes by creating structures that peel off from the ground
and transform into habitable areas. A transportation hub has been
envisioned for the entire region that emerges from one of the
structures while a bridge and a recreational park emerge from the
second one.

The building incorporates the latest in green technology and features
intelligent skin controls which enable light incidence and natural
ventilation to be controlled via mechanical openings. Moreover, the
skin also includes rainwater collection systems, photovoltaic panels
and wind turbines to generate on-site energy.

Artur Brothers Report Gathers Dust in House

A report on the activities of controversial Armenians — the Artur
brothers — has been lying in Parliament since 2007 without being
debated.

The report by the parliamentary committees on Administration, National
Security and Local Authorities, and Administration of Justice and
Legal Affairs was tabled in Parliament in July 2007, but has not been
debated.

As a result, its recommendations such as further investigations and
possible prosecution of people associated with the brothers have not
been implemented.

The co-chairs of the joint team, Mr Paul Muite and Mr Ramadhan
Kajembe, said they did not understand why the document had not been
debated since then.

Mr Kajembe, now an assistant minister, chaired the committee on
National Security and Local Authorities. He said the current
membership of the committee could take up the report and debate it.

Former Siakago MP Justin Muturi, who was a member of the House
Business Committee (HBC) when the report was tabled, said it was never
given priority by the government.

He said that once a report was tabled in the House, it was listed on
the weekly Order Paper from which the HBC, whose chairman at the time
was vice-president Moody Awori, picked motions and Bills.

Mr Muite said: “I tabled it in the House towards the end of the Ninth
Parliament. The House Business Committee, which was government
controlled, never wanted it debated and that is why it was not
allocated time for debate.”

The report, seen by the Daily Nation, indicates that the work of the
team was frustrated by those bent on protecting the Artur brothers and
promoting cover-ups to the extent that summonses to senior police
officers to testify were ignored.

During their presence in Kenya, the Armenians, Artur Margaryan and
Artur Sargsyan, are said to have been involved in numerous illegal
activities, including tax evasion.

AMERICAN CNN-INTERNATIONAL BROADCAST ON ECONOMIC BOOM IN AZERBAIJAN

The influential US-based CNN-International on 12 July aired a report
dedicated to Azerbaijan.

A brief video report of the CNN World View program made by Sevinj
Osmanqizi of Azerbaijani TV station ANS deals with the effects of
Azerbaijan`s economic boom.

The clip shows the massive Sadarak shopping center outside Baku, where
a collection of ramshackle market stalls, many of them trading
illegally, has been transformed into a modern shopping center with
convenient transport links for shoppers from Georgia, Iran and Russia.

The reporter compares Sadarak with the recently opened Park Bulvar
shopping center on Baku`s seafront boulevard. Although the center
backs onto Neftchilar Avenue, home to exclusive designer boutiques
such as Versace, Park Bulvar`s prices are still affordable for many
people.

Despite the global economic downturn, Azerbaijan managed to finish
last year with double digit growth, the reporter underlines.

With poverty dropped to a record low of 20% and wages doubled, retail
and paid services are flourishing in Azerbaijan, the reporter says.

Fostering competition and a market based economy is exactly what
Azerbaijan is trying to achieve while making the most of the oil
boom… The biggest challenge of all is how to make Azerbaijan`s
economy diverse and sustainable when the oil boom is gone, the
reporter concludes.

The World View being one of the long-standing programs in CNN, has
been televised since 1987. Since 1988, the program has prepared
several programs on Azerbaijan realities. Among them also was the
Armenia-Azerbaijan, Nagorno Karabakh conflict, the Khojaly genocide,
20 January tragedy and other themes.

World Bank Supports Further Improvement of Armenia’s Rural Roads Network

The FINANCIAL — The World Bank Board of Executive Directors on July
15 approved a US$ 40 million loan for the second Additional Financing
for the Lifeline Road Improvement Project (LRIP-AF2) for Armenia.

According to World Bank , this project will assist the Government of
Armenia in its on-going efforts to improve accessibility of the
country’s main road network for the rural population and to create
employment. It will also help Armenia to further mitigate the impacts
of the global economic crisis on the country’s economy and the
well-being of its population.

The second additional financing will further scale-up activities under
the on-going project to improve the condition of 190 km of roads. Over
the years, insufficient investment in the rehabilitation and
maintenance of lifeline roads has made the road quality poor, and left
some roads difficult to use and others completely impassable. The poor
conditions and inadequacy of the lifeline roads connecting rural
communities to the main highways affect many aspects of rural life: it
means that business opportunities are lost, children find it hard to
get to school, and it is difficult for people to get urgent medical
attention when they need it.

For example, the inability to bring crops to market in time has
resulted in 40 percent or more of harvest loss; in some communities –
up to 80 percent of loss. The rehabilitation of the roads network will
therefore help farmers and small businesses in rural areas to bring
their products to market more easily and at a lower cost.

`As in the case of the original project, rehabilitation of additional
lifeline roads would create temporary jobs in rural areas, which have
been hit by the crisis, and improve access to basic social services,’
said Asad Alam, World Bank Regional Director for the South Caucasus
Countries. `While this immediate impact is critical, the project will
also improve market connectivity for rural areas and build upon the
ongoing efforts to strengthen the basis for growth and
competitiveness.’

`The direct and indirect job creation impact of the project is
estimated at about 19,000 person-months of employment,’ added Olivier
Le Ber, Head of the World Bank team designing the project. `The
implementation of the civil works will commence in late July. It is
expected that up to 50 km will be rehabilitated by the end of this
year, providing economic stimulus to rural communities.’

About 153 km of rural roads, including 35 km under the ongoing
LRIP-AF1, were rehabilitated, allowing the Government to swiftly
mitigate the negative impact of the financial crisis. The original
project outperformed the target by rehabilitating additional 18 km of
roads thanks to the significant cost savings generated from the
reduction in the cost of construction and the adoption of more cost
effective design standards during the implementation. About 12,000
person-months of jobs have been created so far. By hiring region-based
contractors local construction industries remain on business. Basic
accesses to social services have been improved by connecting the rural
poor to the main road network. Travel time was reduced on average by
about 40 percent.

The LRIP-AF has two main components. First, it will support
rehabilitation of approximately 190 km of the lifeline roads, located
in nine regions. In addition, a technical assistance component will
help the Armenian Government to modernize and increase the efficiency
of designing the roads. The LRIP-AF2 will also continue supporting the
`safe village program’ through small road safety civil works combined
with awareness campaigns at the community level.

The IBRD Flexible loan has a maturity of 25 years and a grace period
of 10 years included.

Since joining the World Bank in 1992 and IDA in 1993, the commitments
to Armenia total approximately US$ 1, 358, 7 million.

As an investment bank Armenian Ameriabank has successfully negotiated
attraction of two loans from two major international lending
organizations to support construction of Elite Plaza, the first
high-class multipurpose office building in Yerevan.

A member of the World Bank Group and the European Bank for
Reconstruction and Development will provide loans of $5.4 million and
$3.6 million, respectively, to Elite Group, one of the leading
property development companies to build an 18-store building that will
accommodate office, retail, conference, and exhibition areas to meet
the growing demand for high-quality office space in Armenia.

Ameriabank said it acted as a financial and legal consultant for
negotiating the loan and secured development of required financial
models, provision of consulting services, conduction of talks and
signing contracts as well as other assistance.

Earlier IFC said that in addition to long-term financing it will
provide Elite Group with sector expertise and know-how to help the
company develop and operate its first office building project applying
international safety and environmental standards, thus setting a
market benchmark for other local developers.

Turkey silent on terms of power supplies from Armenia

Turkish side has not declared the new terms of start of power supply
from Armenia, but the negotiation process continues.

The agreement on the establishment of direct power supplies from
Armenia to Turkey was signed between Armenian Ministry of Energy and
Natural Resources, High-voltage power grids and Belgian UNIT importing
and distribution high voltage power in Turkey on 4 September 2008.

We had a contract with the Turkish companies under which the power
supplies will start with 1.5bn KW/H a year with the further increase.
Our potential has grown due to availability of new capacities.

By a preliminary agreement, Armenia will start supplies from 1.5bn
KW/Hs a year raising it to 3.5bn KW/Hs a year in the coming years. The
cost of power was expected to be $57 per 1,000 KW/Hs of power but the
final price will be corrected due to changes in price of gas and in
connection with the final terms of supplies.

RA authorities not concerned over possible sale of Armenia-bound gas pipeline

Armenian Minister of Energy and Natural Resources Armen Movsisyan said
that the RA authorities are not concerned over the possible purchase
of Armenia-bound gas pipeline by another country, including
Azerbaijan.

Georgia has not announced the intention to sell the pipeline yet. It
has only been withdrawn from the list of strategic properties
privatization of which is forbidden, Movsisyan told journalists on
July 14.

Anyway, even if the pipeline is offered for sale, our country will not
face any shocking situation, he added.

Meanwhile, Georgian media reports say that Free Democrats opposition
party of Georgia headed by former permanent representative of Georgia
in the UN Irakly Alasania is against the pipeline’s withdrawal from
the list of enterprises, privatization of which is forbidden.

According to the party, the sale of the pipeline or a part of its
shares at London Stock Exchange will be an unjustified decision aimed
at solving budgetary problems. Besides, the party has strategic
concerns related to the possible purchase of the pipeline by Russia.
