The Azerbaijani embassy in Syria asked the Iraqi embassy about
reports that Armenians from Syria are being resettled in occupied
Azerbaijani land.

The Iraqi embassy in Damascus responded that, according to a report
by the Syrian office of the UN High Commissioner for Refugees, 1,223
Iraqi refugees of Armenian ethnic origin were registered with the
UNHCR’s Damascus office as of 31 March 2010.

The UNHCR says that Iraqi refugees in Syria are placed in the countries
of Western and Central Europe and North America. The report provides
no information about any operations to settle Iraqi refugees in either
Armenia or Azerbaijan, the letter from the Iraqi embassy said.

‘Azerbaijan has agreed on the use of any road to Nagorno Karabakh by
Armenia’, Azerbaijan’s FM Elmar Mammadyarov said.

‘We are aware of the difficult state of Armenia. On the whole, we agree
on the use of any road by Armenia. They can use the reconstructed
Lachin road. It is necessary to deploy peacekeeping troops there in
terms of security. It is important both for Armenia and Azerbaijan.

Armenia has always raised this issue. The top priority for them is
the security of the Armenian community of Nagorno Karabakh”, said
the foreign minister at a news conference following the meeting with
Ukrainian FM Konstantin Grishenko.

Armenia-EU Association Agreement Negotiations Launched

The first plenary meetings over Association Agreement between the
Republic of Armenia and European Union were launched today in Yerevan.

Deputy Foreign Minister Karine Kazinian told a press conference that
the Association Agreement is set to reflect strong ties between
the sides and guidelines of close cooperation in foreign policy,
keeping security, democracy, economic integration, human rights,
energy spheres.

“This agreement aims at strengthening political association with the
European Union and promoting economic integration for the purpose of
standardization with EU legislation and criteria,” Mrs. Kazinian said
mentioning that a special team and three working groups were formed
by Armenian President’s order to carry out negotiations with EU over
the Association Agreement. Foreign Minister Edward Nalbandyan will
coordinate team and working groups activities.

“The negotiations will proceed by the format of plenary meetings and
working groups,” Deputy Foreign Minister said adding that according
to the three working groups, the negotiation process will mostly
include three spheres – political, justice, and economic. She also
noted that the third stage of negotiations will be held in Brussels.

Gunnar Wiegand, Director of the European Commission’s External
Relations Directorate-General for Eastern Europe, Southern Caucasus,
and Central Asia, in return, told reporters that the launch of the
negotiations is a decisive step towards closer Armenia-EU relations.

“Today we move towards political association and economic integration
between the European Union and Armenia. It is a step of historical
significance that comes to replace our former agreement relations –
Basic Frame Agreement we had since the 90s. We will have a modern,
new and all-embracing circle to enable us to carry out cooperation
in the mentioned spheres,” the European official said noting that
strengthening security, prosperity and democracy in the South Caucasus
is an issue of strategic interest for EU. He noted that the mentioned
directions are involved in EU Eastern Partnership.

Gunnar Wiegand also expressed satisfaction with discussions in the
spheres of internal affairs and justice.

“Relations with Armenia develop swiftly,” he said.

The closing ceremony of Golden Apricot Film Festival

Turkish director Reha Erdem has taken the top award for his ~SKosmos~T
film (Turkey/Bulgaria) in the international feature film competition
at the Golden Apricot International Film Festival, which ended in
Armenian capital Yerevan on Sunday.

As many as 500 applications from around the world had been made for
participation in the seventh international film festival held in
Armenia annually since 2004. In the end, a total of 120 of these
applications had been selected for shows, including 45 films for
participation on a competitive basis during the festival held July
11-18. Competion was held in three sections, with a five-member panel
of international judges deciding which films to award prizes.

This year cinema critics have kept repeating one thought ~V Turkish
cinema is going through great development, creating original and
interesting products.

Cinema critic Artsvi Bakhchinyan singles out the winning film, noting
that one could feel the filmmaker~Rs strong hand in the creation of
the film environment, characters and action.

Bakhchinyan is convinced that Erdem~Rs reckless characters are somewhat
reminiscent of well-known Serbian film director Emir Kusturica~Rs
characters.

Russian director Pavel Kostomarov~Rs film ~STogether~T has won an
award for the Best International Documentary and in the Armenian
Panorama Competition the prize-winning film was ~SThe Last Tightrope
Performer in Armenia~T by Arman Yeritsyan and Inna Sahakyan.

The FIPRESCI (International Federation of Film Critics) Jury Award
has gone to Jasmila Zbanic for the film ~SOn the Path~T (Bosnia and
Herzegovina/Austria/Croatia/Germany). The Ecumenical Jury Award has
been given to Suren Babayan, from Armenia, for his film ~SDon~Rt Look
in the Mirror~T.

The film festival was held with the support of the Ministry of Culture
of Armenia. Its general sponsor was the VivaCell-MTS company.

Analysis

Karabakh settlement was among the issues discussed in Almaty with no
tangible result.

The OSCE Ministerial meeting in Almaty, Kazakhstan, late last week
had been presented in previews as a decisive one for the Karabakh
settlement. It had been assumed that the Armenian and Azerbaijani
sides would come to terms and possibly come close to drafting a
framework document. Western diplomats even suggested “keeping the
fingers crossed” to avoid “the evil eye.”

Apparently, someone, after all, has spoilt it with his “evil eye”.

Top representatives of the Foreign Ministries of Russia and France
and a senior official of the United States Department of State issued
a special statement after the meeting on Saturday.

They stated about the “unconstructive position of the Azerbaijani
side,” said Armenia’s Foreign Minister Edward Nalbandyan, commenting on
the statement by the Heads of Delegation of the Minsk Group Co-Chair
countries.

“The statement focuses on three principles for the settlement of the
conflict, namely refraining from the use of force or the threat of use
of force, self-determination and territorial integrity. The statement
points out that there is no selectively approaching these principles.

And Azerbaijan speaks only about territorial integrity,” said Armenia’s
foreign minister.

Azerbaijani Foreign Minister Elmar Mammadyarov, for his part, stated
that the Armenian side raises such issues as the status of Karabakh,
“although at this stage it is impossible to work on this issue.”

“First, it is necessary to solve the most difficult problem – the
occupied lands,” said Mammadyarov, pointing out that the Azerbaijani
side agrees to open all communications if five southern districts
are returned to it. “This time it did not work, but we need to be
patient and continue the work,” he added.

The statement also refers to “additional actions by the sides” that
are needed “to reinforce the ceasefire” and “armed incidents and
inflammatory public statements”, which increase tension and do not
contribute to a solution to the conflict.

In fact, it looks like “freezing” the problem, at least temporarily.

The mediators have made sure that Azerbaijan does not intend to talk
about Karabakh’s self-determination, and Armenia is not going to
withdraw troops without it.

What way out of this impasse will be found? At least the international
negotiators have warned Azerbaijan against even thinking about a
military operation.

Talks on association agreements between the three South Caucasus
countries, including Armenia, and the European Union have also begun
these days. Such talks between Brussels and Yerevan have opened today,
July 19. Remarkably, however, Azerbaijan has officially refused
to cooperate with Armenia within the framework of the EU Eastern
Partnership program.

Before that, on July 16, U.S. Deputy Assistant Secretary of Defense
Celeste Wallander arrived in Armenia. In Yerevan she stressed that
the United States believes that there is no alternative to a peaceful
settlement of the Karabakh conflict.

Interestingly, on July 17, Armenia’s Defense Minister Seyran Ohanyan
visited Iran “at the invitation of his Iranian counterpart.” The
visit also included meetings with the Islamic Republic’s military
and political leadership.

All these developments suggest that the regional countries and the
states concerned have been preparing for any turn of events, including
a swift one.

Levon Ter-Petrosyan’s speech at the 16th Congress of Armenian National
Movement.

The opposition Heritage Party and Armenian National Movement (HHSh)
each held their congresses during the past two weeks; and while the
oppositionists call for a change of power in Armenia, leadership
changes have taken place within their own parties heralding the
launch of pre-election campaigns. (The next parliamentary elections
in Armenia are scheduled to be held in 2012).

The HHSh congress, held on Saturday, July 17, was preceded by serious
discord inside the party: first vice-chairman of the party Khachatur
Kokobelyan resigned followed by the resignation of Ararat Zurabyan, who
had been the party chairman for many years. Both of them were accused
of negotiating with the authorities. The speculation was that they were
negotiating over getting mandates for HHSh in the upcoming elections,
and over the possible release of oppositionists jailed on charges
stemming from their purported roles in the 2008 post-election unrest.

Armenian National Congress (ANC) leader Levon Ter-Petrosyan could not
overlook the recent developments within HHSh and reflected on them
in his speech periodically interrupted with applause: “The Armenian
authorities tried to influence HHSh’s internal matters and create a
gap between ANC and HHSh.

However, thanks to the vigilance of the majority of HHSh Administration
and Council members, the sabotage was revealed in time, and the
threat of ANC split is completely nullified,” said Ter-Petrosyan,
adding that HHSh became even stronger after this trial.

In HHSh, which became more active only after Levon Ter-Petrosyan’s
return to big politics in 2007, something unexpected happened: Vano
Siradeghyan, who had been wanted for 14 years, “resurrected”.

Two weeks ago, Hraparak (Square) daily published an article saying
that Ter-Petrosyan turned to Siradeghyan asking him “to interfere
into HHSh’s internal matters and influence Ararat Zurabyan, making
him obey.”

According to the same source (‘Hraparak’), Siradeghyan sent a letter
to Zurabyan, saying: “Don’t you know that the all-time chairman of
HHSh is Levon Ter-Petrosyan?!” appealing to him not to split HHSh
and to resign.

HHSh, naturally, refutes that information. However, former Minister
of Internal Affairs of Armenia, ex-chairman of HHSh administration
Siradeghyan, who is charged with masterminding a number of murders
in 1992-1996, and who was last spoken of in 2000, when the National
Assembly of Armenia allowed [law-enforcers] to detain him, was elected
an HHSh administration member on Saturday completing the 31-member
executive board of the party.

According to independent expert Yervand Bozoyan, HHSh needs a strong
leader, and perhaps this is the reason for bringing in Siradeghyan.

(The former influential politician and strongman has not come out of
hiding yet.)

“However, I do not believe that it will have tangible results; the
opposition has serious tactical shortcomings,” Bozoyan says.

The current tendencies indicate that the opposition is strengthening
its positions; however, there are no more grounds for unification.

Controversies between the two main opposition players- ANC and
Heritage – first emerged last year, during the municipal elections
in Yerevan, when the Heritage Party decided not to participate in
the elections because they were unable to come to an agreement over
a single candidate with ANC; as a result ANC failed.

Back then Heritage member Zaruhi Postanjyan stated: “ANC is not a
viable opposition force, and it does not enjoy public trust.” Later
she blamed Ter-Petrosyan for not being beside people on March 1, 2008.

A few months later discord started within Heritage party: founding
chairman Raffi Hovannisian gave up his parliamentary mandate, later
a few party members were dismissed from the party, mainly accused of
cooperating with ANC against Heritage.

On July 10, after Heritage’s extraordinary, or as they call it,
“watershed” congress, the executive board underwent a drastic change –
old members were replaced with new ones, and Raffi Hovannisian was
reinstated in his position as the formal party leader which he had
given up a year ago.

It is obvious that by means of calling congresses and creating
new executive boards, the opposition is preparing for the upcoming
elections, but it is also obvious that this time they are not going
to unite either.

After the congress Hovannisian expressed his hope that “the opposition
would have a single alternative candidate,” and if it is impossible
then “Heritage will think about its own candidate,” who, by the way,
according to Hovannisian, would preferably be a woman.

Hovannisian also stressed that “the upcoming elections must be out
of the triangle of the three presidents [Ter-Petrosyan, Kocharyan,
Sargsyan].” Hence, he excludes Ter-Petrosyan’s candidacy.

Soon after Heritage’s congress, opposition media were flooded with
different epithets in Heritage’s address – slimy, a pocket opposition,
authorities’ spy, etc.; and one of opposition leaders, convict Nikol
Pashinyan, raised the following question: “Where was Raffi Hovannisian
on March 1 [2008]?”

“It is clear that the opposition will not unite this time either,
and it will fail again. It is a matter of ambitions, and it will have
no solutions, for as long as personal issues are higher than state
interests,” Arshak Sadoyan, a former opposition lawmaker who, too,
failed to unite an opposition wing in 2008, told ArmeniaNow.

ArmInfo. I have always said that the Nagorno-Karabakh peace process is
being delayed not so much because of the sides’ disagreements as
because this problem is not among the West’s priorities, the first
Armenian president, the leader of the opposition Levon Ter-Petrossyan
said during the 16th congress of the Armenian National Movement today.

The key priorities of the West are fight with global terrorism, the
Palestinian-Israeli conflict, Bosnia, Kosovo, Afghanistan, Iraq, Iran
and the global crisis. After the Russian-Georgian war it seemed that
the Nagorno-Karabakh conflict would also become the West’s priority.
However, Afghanistan, Iraq, Iran and the global crisis have proved to
be much too heavy a burden for the West and today it has hardly time
left for Nagorno-Karabakh.

The West must admit that the Nagorno-Karabakh conflict is not among
its priorities so that the conflicting parties could look for
alternatives. In 1920 the UK was brave enough to advise Armenia to no
longer rely on the West and to try to solve its problems by coming to
terms with its neighbors.

ArmInfo. On July 16 the well-known Korean film director Lee Chang-dong
was awarded Master prize of the Golden Apricot International Film
Festival.

“I don’t think I deserve this prize”,- says Lee Chang-dong modestly.
He confesses that he perceives the Master prize as display of love and
respect for the Korean people.

The film director says this is his second visit to Armenia and he can
say that he has already fallen in love with this country. He adds that
before coming to Armenia he read the books by a Korean writer, who
states that Armenian women are the most beautiful women. Having come
to Armenia, he saw that Armenians have not only beautiful appearance,
but also internal beauty, says Lee Chang-dong.

o note, within the frames of the VII Golden Apricot International film
Festival in Yerevan, the premiere of Lee Chang-dong’s film “Poetry”
took place on July 16. To recall, the film was awarded aprize at
Festival de Cannes for the best script.

ArmInfo. The Book of Eli will be the last film shot by the Hughes brothers.

During a press conference today, one of the brothers, Allen Hughes,
said that they will continue their cooperation but one of them will
make films and the other will promote them. So, the Book of Eli is not
the last project the brothers will cooperate on.

Allen confessed that it is hard for him to be the half of his twin
brother Albert.

When the twins grew up that became a burden for them as each wanted to
be an individual. But instead people regarded them as something of
circus: black twins with Armenian roots.

Even though the brothers were brought up as Armenians, in the United
States they were regarded as Black people.
