The case filed by the International Hrant Dink Foundation against the
Istanbul Provincial Directorate of National Education related to the
screening of the controversial “Sarı Gelin” documentary at Turkish
schools was dismissed by the Administrative Court.

2010, Wednesday The Administrative Court dismissed the application
filed by the International Hrant Dink Foundation regarding the
allegedly racist documentation entitled “Sarı Gelin” (Blonde Bride).

The foundation had applied in order to stop the distribution of the
controversial documentation at schools.

The full title of the documentary is “Sarı Gelin: The Inside Story
of the Armenian Problem”. It deals with the events of 1915, when, so
many Armenians and also an increasing number of Turks say, millions of
Armenian citizens of the Ottoman Empire were forcibly sent into exile.

Many people starved, die of exhaustion or were killed by gangs.

The court dismissed the trial because the procedure subject to the
case was not a definitive procedure necessary to be conducted and
because it was classified as an announcement.

Officials of the foundation announced to appeal against the decision.

The documentary was sent out to primary schools by the Ministry of
National Education and the Provincial Directorates of Culture in June
2008. The National Education District Directorates sent a writing to
all schools in January 2008, calling the schools to show the movie
to all students.

Doctor Serdar K. claimed that the documentation had negative effects on
his daughter in fifth grade. He filed a criminal complaint against the
Ministry of National Education, the Istanbul Directorate of National
Education and the primary school visited by his daughter.

He wrote the following in his petition:

“The documentary entitled “Sarı Gelin” was shown to my daughter on
13 February without my knowledge and permission as the father. My
daughter was strongly influenced by the documentary; she was afraid
and asked many questions starting with ‘Did the Armenians stab us?'”

“This sort of documentation develops feelings of hate and enmity
which damage my daughter’s psychology. It is an attack on the rights
of my daughter and as the father also on my rights by the school I
entrusted my daughter to. My daughter was strongly taken aback and
kept on asking questions despite my affirmations that all peoples
are brothers. A criminal complaint became compelling to punish the
people responsible for this”. (EU/VK)

RA strategy of sustainable agricultural development for 2010-2020
was discussed at the consultative meeting which was chaired by Prime
Minister Tigran Sargsyan. The paper specifies the priority areas of
agrarian policy and the corresponding action plan.

The meeting heard the ministries’, stakeholders’ and public council
representatives’ comments and recommendations concerning the strategy
and the action plan. First Deputy Minister of Agriculture Samvel
Avetisyan said the document had been amended to comply with the
proposals received from the stakeholders.

Opinions were exchanged on the ways of achieving increased efficiency
in farming. The head of government introduced the Rural Capacity
Building Program of IFAD emphasizing its importance to the development
agriculture in our country.

Summing up the discussion, Tigran Sargsyan directed those present to
finalize and submit their comments and proposals in writing within
a week’s time.

Prime Minister Tigran Sargsyan received Gunnar Wigand, Director for
Eastern European, South Caucasian and Central Asian Affairs of EC
General Department for External Relations. In attendance was Head of
EU delegation to Armenia, Ambassador Raul de Lutzenberger.

underscored the importance of the startup of talks on the association
agreement to be signed between the Republic of Armenia and the
European Union.

Details of Eastern Partnership Program’s State agency development
comprehensive program were discussed during the meeting. In this
context, the interlocutors emphasized those capacity building-wise
joint efforts exercised by the EU advisory group and local agencies
which may well lead to successful public sector reform and enhanced
governance efficiency in Armenia.

Gunnar Wigand forwarded to the Prime Minister EC Vice President
Catherine Ashton’s best regards and invited Tigran Sargsyan to visit
the EC headquarters in Brussels.

Prime Minister Tigran Sargsyan traveled to Gegarkunik marz where
“Miasin” youth movement is holding its annual gathering.

The Prime Minister toured the Miasin – 2010 summer campus, inclusive
of its computer center to get acquainted with the activities of this
youth movement.

Tigran Sargsyan was introduced to the business projects developed by
movement activists and was suggested establishing a young businessmen
support foundation.

Addressing the gathering, the head of government spoke about the
current economic status of our country, after which opinions were
exchanged on the role of knowledge and education, as well as on the
need for building up highly skilled research potential in Armenia.

Later this evening, the Prime Minister returned to Yerevan.

LA CRESCENTA-The Western Prelacy of the Armenian Apostolic Church
announced that funeral services for the late Archbishop Sumbat
Lapajian, who passed away on July 17, will take place Monday, July
26 at the Holy Cross Cathedral in Montebello.

Western Prelate Archbishop Moushegh Mardirossian will celebrate Divine
Liturgy at 10:30 a.m., and will conduct the Extreme Unction at 11 a.m.

By the authority of His Holiness Aram I, Catholicos of the Great House
of Cilcia, and per the wishes of the late Archbishop, the burial will
take place in the courtyard of Holy Cross Cathedral.

The viewing will be held on Sunday, July 25, from 5 to 9 p.m., with
the wake service set to begin at 7:30 p.m.

An ad hoc memorial committee has been formed to oversee the details
and arrangements of the funeral. The committee is headed by the
Prelate and includes Archbishop Yeprem Tabakian, Very Rev. Muron
Aznikian, Rev. Ashod Kambourian, Khajag Dikijian, Levon Kirakosian,
and Dr. Hagop Dikranian.

In memory of the late Archbishop, the “Holy Cross Archbishop Sumbat
Lapajian Memorial Fund” will be established, proceeds of which will be
allocated to the new clergy preparation program of the Western Prelacy.

On the morning of July 17, one of the eldest members of the
Catholicosate Brotherhood and the first Western Prelate Archbishop
Sumbat Lapajian passed away at Ararat Home in Mission Hills. The
Catholicosate of Cilicia and the Western Prelacy mourn the loss of
Archbishop Lapajian, who leaves behind a legacy of over four decades
of devoted service within the Western prelacy.

Archbishop Lapajian was born in Beirut in 1927 with the baptismal
name Setrag. Having lost his parents at a very early age, he was
sent to the Danish “Birds’ Nest” orphanage under the directorship
of Maria Jacobson, who cared for him as a nurturing mother and for
whom he had deep admiration and respect. From early adulthood on,
Archbishop Lapajian’s life was one of service. He belonged to the
first generation of post-Genocide youth for whom orphanhood and
self-education were the way of life.

In 1941, he graduated from Junior High. During the Second World War,
at the age of 14, he was forced to work to earn a living. He worked
with the British Army in Lebanon for almost six years as a typist
and telephone operator, and at the same time devoted himself to
self-education.

In 1948, he was accepted into the Seminary of the Armenian
Catholicossate in Antelias by His Holiness Karekin I (Hovsepiantz). He
studied there until 1952, and in 1953 he served as a deacon in the
Armenian section of the Holy Sepulcher Cathedral in Jerusalem.

>>From 1954 to 1958, he held teaching posts in Armenian schools in
Jordan and Lebanon. In 1956, along with his teaching, he entered
Haigazian University as a full-time student and graduated from the
sophomore class in 1958.

Also in 1958, during the tenure of His Holiness Catholicos Zareh I,
he was ordained a celibate priest by Archbishop Ardak Manougian at St.

Gregory the Illuminator Mother Cathedral in Antelias, Lebanon on July
13, the Feast of Transfiguration.

Father Lapajian continued his studies in theology and philosophy
through a combined curriculum at Haigazian University and the Near
East School of Theology, and graduated from Haigazian in 1960 with
a Bachelor of Arts degree in Theology. In Antelias, Father Lapajian
resumed the duties as Dean of the Seminary, and became the Secretary
to the Catholicos.

In January 1961 he was appointed pastor of the Holy Cross Armenian
Apostolic Church of Los Angeles, a position he held until the time of
his election as Prelate of the Western United States on June 2, 1973.

In March of 1961, he was ordained a Vartabed by Archbishop Hrant
Khatchadourian. His academic thesis was “The Spiritual Life in Armenia
During the First Five Centuries”, a thorough study of the religious
life of that era.

>>From mid-1961 to 1963, he also assumed the pastorate of Holy Martyrs
Church in Encino, during which time he played an important role in
the building of the new church.

In May of 1963, he participated in the election of Caltholicos Khoren
I as a representative from the United States.

During the academic year 1963-1964, he taught classical and modern
Armenian in the Department of Armenian studies at UCLA. He also
established a bilingual Radio Sermon Hour which aired on Sundays
from 1963 to 1968, and which was widely received by the Los Angeles
Armenian community.

In 1965, he blessed the groundbreaking of Armenian Mesrobian School
in Pico Rivera, and actively participated in the educational and
administrative progress of the school.

In 1965 he was ordained Supreme Vartabed by H.H. Catholicos Khoren I in
Antelias, and in 1966 he was appointed Assistant Prelate of California.

On June 2, 1973, the first Representatives Assembly of the Western
Prelacy elected him Prelate of the Western Prelacy of the Armenian
Apostolic Church of America.

On June 2, 1974, the Feast of Pentecost, he was ordained a bishop
by H.H. Catholicos Khoren I at St. Gregory the Illuminator Mother
Cathedral in Antelias, Lebanon.

During his tenure as Prelate of the Western States (June 1973 –
September 1977), St. Mary’s parish and day school were established
in Glendale (later the day school was named after its benefactors
Mr. & Mrs. Vahan & Anoush Chamlian), the parish in Orange County was
established (later named Forty Martyrs Armenian Apostolic Church),
and he consecrated the foundation of what became St. Garabed Church
in Hollywood. The building of the church was almost completed during
his tenure. Today, these three churches are flourishing parishes in
Southern California. Again, during this period, the Armenian community
of California generously contributed half a million dollars to help
the victims of Lebanon’s civil war.

On April 4, 1981, Catholicos Khoren I honored him with the title
of Archbishop.

>>From 1978-1985, he was the instructor of Religion and Ethics at
Mesrobian and Rose & Alex Pilibos Armenian Schools, as well as Pastor
at Holy Cross and St. Garabed Churches.

>>From 1986-1990, he was the Chairman of the Religious Council of
the Western Prelacy.

In 1985, he assumed the duties of Dean at Holy Cross Cathedral in
Montebello, a position he held until 1994.

In January 1994, he officially retired from administrative duties but
continued his voluntary ministry, especially to the parish community
of Holy Cross Cathedral.

In recent years his health began to deteriorate, however he continued
to serve to the best of his ability. In 1998, the 40th anniversary
of his service within the Western Prelacy was celebrated, and the
commemorative book published on this occasion serves as a beautiful
reminder of his remarkable life of service.

University of Cyprus will commence part time Armenian Language Courses
as of September 2010.

The details of the Course are as follows:-

Hrant Bagratyan: New Oligarchs Owning Pension Assets Will Appear In

Former prime minister of Armenia Hrant Bagratyan said that the
legislative package of pension reforms have not been thoroughly
discussed by the Armenian parliament.

“Members of the parliament either did not want to go into details,
or they do not understand anything, as the package is rather complex,”
Bagratyan told a press conference in Yerevan.

The former prime minister expressed his opinion concerning
implementation of pension reforms in the country, saying that the
pension amount should have a nominal value and make 30% of the
average salary, as if this ratio exceeds the average salary, people
are deprived of the stimulus to work. As for the compulsory funded
component, Bagratyan is against its introduction.

He criticized the government for the fact that the pension assets,
which it is going to collect from the population (around $800mln),
will be transferred to managers chosen by the government. “As a
result, new oligarchs owning pensions assets will appear in Armenia,”
noted Bagratyan.

Besides, he said that the legislative package of pension reforms
provides with the opportunity to invest in securities of developed
countries, what will result in outflow of funds from the country.

Meanwhile, according to him, the pension assets should stay in the
country to be invested in such huge projects, as construction of
Iran-Armenia railroad, creation of high-capacity irrigation system,
construction of Zvartnots airport, etc.

Besides, Bagratyan expressed concern over the possibility that the AMD
pension assets may later cause tenseness at the fO…reign exchange
market of the country, as the government will be have to transfer
them into dollars.

On July 20 President of Artsakh Republic Bako Sahakyan signed a decree
awarding medals to four Karabakhi servicemen.

According to the decree they have been awarded with a medal “For
courage” for decisive activities, precise performance of military
duties and assignments of the command staff shown while defending
military positions.

One of the servicemen was granted with the medal posthumously.

Thirteen servicemen were awarded with medals “For Service in Battle.”

Armenian President Serge Sargsyan met with a group of young Armenians
from the “Miasin” (“Together”) movement camping near Lake Sevan
together with a group of young people from Diaspora.

The President asnwered a number of questions most of them concerning
the Nagorno-Karabakh conflict, Armenian-Turkish, and Armenia-Diaspora
relations.

Serge Sargsyan said some new proposals have been put on the table of
negotiations which Azerbaijan was expected to approve or decline at
the trilateral meeting (presidents of Armenia, Azerbaijan, and Moscow)
in Saint Petersburg.

“If Baku approves the Minsk group proposals, negotiations will
continue, and if it does not, some other ways will be chosen. Yes,
the negotiations are going on. The latest proposals were presented
in Saint Petersburg. We say, that the document allows us to proceed
with the talks. Let’s see what Azerbaijan will say to that,” he said.

Talking about the recent developments in Armenian-Turkish relations,
Serge Sargsyan said the Turkish authorites have adopted a policy of
“say-what-occurs-in-your-mind” and distorting the facts.

“While the world is urging Turkey to express a will and ratify the
Protocols, Turks won’t understand, and they even urge us to express
a will,” the Prsident said.

He said Armenia will never ignore a hand of friendship, but when the
hand is a false one, it is ignored.

“We consider [Former Armenian President] Levon Ter-Petrosyan’s speech
as a serious concern, a serious alarm and we highly appreciate his
courage for not avoiding the reality and presenting it as it is.

Truly, there are serious challenges in Armenia. We accept it as
an alarm over the challenges our country is facing,” newly elected
Chairman of the Armenian Pan-National Movement (HHSh) Aram Manukyan
said at a press conference today.

Earlier, during the HHSh 16th Congress held on July 17 said that there
will be no development in Armenia as long as the Karabakh conflict
is unresolved, which has kicked up a lot of discussions.

“Levon Ter-Petrosyan said the same what he said in his article titled
War and Peace; nothing has changed in that issue. Take and compare
the texts,” said Ashot Sargsyan, another HHSh member, adding that he
totally agrees with that view of Ter-Petrosyan.

Manukyan in turn said that the authorities must definitely resign
and that in that case the legitimate authorities that will come into
power will at least have some success in this issue.

At the same time he said nothing has changed in the strategy and
philosophy pursued by HHSh and the Armenian National Congress.
