Un parti clef de l’opposition affilie au Congrès National Armenien
(HAK) a choisi une nouvelle direction après la demission de ses
deux principaux membres en desaccord avec le chef du HAK et ancien
President Levon Ter-Petrosian.

Le Mouvement Pan-National Armenien (HHSh), qui etait le parti au
pouvoir de l’Armenie de 1990-1998, a tenu un congrès en urgence
durant le week-end un mois après son president, Ararat Zurabian et
son vice-president, Khachatur Kokobelian, aient demissionner dans
des circonstances non precisees.

Des informations non confirmees ont affirme que Zurabian et
particulièrement Kokobelian ont ete soupconnes par les chefs du HAK
de secrètement collaborer avec les autorites. Levon Ter-Petrosian,
qui entretient une forte influence sur l’ancien parti, leur aurait
personnellement demande de demissionner de la direction du HHSH. Levon
Ter-Petrosian a confirme implicitement cette theorie dans son discours
au congrès.

” La realite consiste en ce que les autorites armeniennes ont essaye
dans les recents mois d’influencer dans le HHSH et de causer une
fissure entre le parti et le Congrès National Armenien ” a-t-il dit. ”
Mais grâce a la vigilance de la majorite des membres du conseil
du HHSH, la subversion a ete mise en exposition et la menace d’une
fissure dans le Congrès a ete complètement neutralisee. ”

Le chef du HAK n’a pas donne plus de details. Ses commentaires ont
clairement pris beaucoup des 600 delegues du congrès au depourvu. Ils
ne se sont pas attendus a ce que la question soit publiquement evoquee.

Les delegues ont elu un nouveau conseil du HHSH, qui a a son tour
choisi Aram Manukian, une figure experimentee du parti comme president.

Ararat Zurabian, qui a suivi le congrès mais n’a pas fait de
declarations, a aussi ete elu au nouveau conseil. Kokobelian etait
absent de la reunion.

A aussi ete reelu comme membre du conseil Vano Siradeghian, un
ancien ministre de l’Interieur et president du HHSH qui s’est enfui
de l’Armenie en 2000 pour eviter une arrestation pour une accusation
de meurtre. Les delegues ont salue la nomination de la candidature
de Siradeghian avec une longue ovation.

Dans une resolution adoptee par le congrès, le HHSH a reaffirme sa
fidelite a l’alliance de l’opposition formee par Levon Ter-Petrosian
après l’election presidentielle de fevrier 2008. Le parti dit qu’il
continuera a faire campagne avec le HAK pour le changement de pouvoir
en Armenie.

Faisant une declaration au service armenien de RFE/RL, Aram Manukian a
dit que la tenue d’elections presidentielle et parlementaire anticipees
reste la priorite superieure du HHSH.

“The Georgian authorities use new methods of repressions to distort
the national identity of local Armenian population,” Chairman of the
Javakhk Compatriotic Union, Armenian National Assembly member Shirak
Torosyan told a press conference.

According to him, a new program was worked out in Tbilisi for Javakhk
schools reducing to minimum the number of Armenian language classes
in Armenian schools of Javakhk. In his words, the number of Armenian
language classes is five fold less than in the Soviet years.

According to Torosyan, the Georgian authorities adopted policy of
strengthening the Georgian language, it is natural, but that policy
should not be carried out at the expense of eradicating the Armenian
language.

“While, we fight for recognition of Armenian as second state language
in the region, which comes from international practice, legal norms
of rights of national minorities, as well as Framework Convention
for the Protection of National Minorities of Council of Europe, the
United Nations Declaration on Indigenous People, as well as any legal
document on national minorities,” Mr. Torosyan stressed.

On July 21 the joint working sitting of the Armenian delegation in
Armenia-European Union Parliamentary Cooperation Committee and Eastern
Partnership Parliamentary Assembly Euronest, to which the RA Foreign
Minister Edward Nalbandian was invited to take part.

At the beginning of the sitting RA Foreign Minister Edward Nalbandian
gave comprehensive information about the last meeting, which took
place in Almaty and the latest developments over the settlement of NK
problem. The Foreign Minister and the members of the two delegations
exchanged opinions over the present phase of the negotiating process
of the Karabakh conflict, as well as possible developments.

The second issue of the agenda related to the issues of coordinating
the work of the delegations of the Armenian Parliament in international
structures and the ministry. The members of the delegation voiced
proposals, which would give opportunity to make the work of the
parliamentary delegations more effective, as well as mechanisms were
presented to make more practical the relations between the National
Assembly-the Ministry of Foreign Affairs.

The Head of the Armenian delegation in the Eastern Partnership
Parliamentary Assembly Euronest, Vahan Hovhannisyan presented details
about the last visit to Brussels of the delegation led by RA NA
President, especially emphasizing the problems of the parliamentary
cooperation. Mr. Hovhannisyan also introduced the latest developments
on Euronest, saying that most probably the first sitting will be
convened in September.

The Co-Chair of Armenia-European Union Parliamentary Cooperation
Committee Naira Zohrabyan provided information about her last visit
to Warsaw, where the Eastern Partnership programme was discussed. Mrs.

Zohrabyan provided information about the sitting of Armenia-European
Union Parliamentary Cooperation Committee being held in November.

As the agenda of the sitting was not exhausted an agreement was
reached to invite once again RA Foreign Minister Edward Nalbandian
in the nearest future to more inclusively discuss the issues of
inter-parliamentary diplomacy.

The World Youth Greco-Roman Wrestling Championship ended in Budapest
on July 21, bringing a signal victory to Armenia’s Artur Aleksanian.

Artur Aleksanian (in the 84 kg) won over Austrian Kevin Frank (12:0),
Swede Johan Tobias Kvarnmark (8:2), Russian Makhmoud Bashiev (8:1,
0:1, 2:0), and Ukrainian Jean Belenyuk (3:0). In the final round
Aleksanian overcame a fighter from South Korea.

Thus, the Armenian national team headed by Director of the Sport
College, Gevorg Aleksanian, returned home with one gold and one bronze
medals. The bronze was taken by Aleksan Mikaelian (in the 60 kg).

On July 23, Budapest will host the world championship of freestyle
wrestling. Five athletes from Armenia are prepared for champs by
Coach Avetik Vardanian.

The Armenian-populated Javakhq (Javakheti) of Georgia continues meeting
serious obstacles imposed by the Georgian government: in addition to
reduction of hours of the Armenian language classes at the Armenian
schools to the minimum, there was also issued a blacklist of Armenian
history and language teachers, told Thursday media a Republican,
chairman of the Javakhq Charitable Fraternity Union, Shirak Torosian.

“All those persons who have been making efforts towards preservation
of national identity, language and culture, were put on the blacklist,”
said Torosian.

He said that teachers, who were dismissed, have no right to work at
Georgia’s schools at all. “All these actions are aimed at distorting
of the national identify and creating an atmosphere of fear,” stressed
Torosian pointing that the recent policy which is being implemented
by Georgian government, has gone too far.

In addition, Armenian language and history teachers of Javakhq are
deprived of possibility to take retraining professional courses
in Armenia.

“The Georgian side said that the retraining center will be established
at the place; however, it’s very difficult to say what on basis
that will be provided and what specialists will lecture. There is an
indisputable fact that the teachers are deprived of the right to take
the retraining courses in Armenia,” pointed out the lawmaker.

The president of Armenia today said that his country has accepted
the proposals made in St. Peteresburg and is waiting for Azerbaijan
to express its position on the St. Peteresburg proposals on how to
solve the Nagorno Karabakh conflict.

Speaking in a youth camp on the shores of Lake Sevan president Serzh
Sargsyan said that during the meeting in St. Peteresburgh Armenia and
Azerbaijan had to express their positions if they want to continue the
negotiations based on the new proposals. He told the youth movement
Miasin (Together) and a large group of young Armenians visiting from
the diaspora that Armenia’s position is that the proposals made in St.

Peteresburg give a good base to continue the negotiations with
Azerbaijan.

“If Azerbaijan says that it accepts the Minks group principles then
the negotiations will continue, if no, then other avenues will be
chosen. Yes, the negotiations are continuing. There are the latest
proposals that have been made in St. Peteresburg. We say that that
document gives an opportunity to continue the negotiations. Let’s
see what Azerbaijan says,” said president Sargsyan answering to one
of the questions raise by one of the young people.

He also reminded that the conflict resolution should be based on
three principles: territorial integrity, self-determination right
and non-use of force.

Indeed the ball is on Azerbaijan’s court and it’s up to Azeri
leadership to make the next step. What is interesting here is the
level of constructiveness that president Sargsyan demonstrated today.

He spoke about all three principles including the territorial
integrity. The problem is when the president or the foreign minister
of Azerbaijan speak, they only speak about the territorial integrity.

Azerbaijan never talks about the principle of non-use of force and
hardly mentions the principle of people’s right of self-determination.

When it comes to non-use of force by Azerbaijan, forget it. Almost
every week one can read about the threat of use of force if Nagorno
Karabakh does not withdraw its troops from liberated territories. When
it comes to self-determination, Azerbaijan talks about it more like
granting, rather than respecting that right. They only talk about
it in their own terms: self-determination within the territorial
boundaries of Azerbaijan. What self determination is it anymore?

Thus, it’s Azerbaijan’s turn. Can its president Mr. Ilham Aliyev
talk about Nagorno Karabakh people’s right of self-determination and
non-use of force as openly and democratically as the president of
Armenia mentioned all three principles together? Let’s wait and see.

Fikret Sadikhov ‘Azerbaijan does not intend to fight anyone, it will
conduct operation to restore the sovereignty of country within the
framework of its territory’.

Political scientist Fikret Sadikhov has commented on the influence
of the meeting of the Azerbaijani and Armenian foreign ministers in
Almaty on the resolution of the Karabakh conflict.

‘A frustrating situation has been established in the negotiation
process which is also a fault of the OSCE Minsk Group co-chairing
countries. Nevertheless, this meeting is useful since it has clarified
that we are dealing rather with the forces backing occupant Armenia
than with Armenia itself’, Sadikhov said.

‘The leading superpowers support the territorial integrity of
Azerbaijan, which cannot be otherwise, but, in fact, we do not see
any progress in this direction. We cannot rely on anyone in this issue
and continue strengthening Azerbaijan’s defense capacity. I think it
is a peak of cynicism when someone is trying to say that Azerbaijan
is preparing for war.

Azerbaijan does not intend to fight anyone, it will conduct operation
to restore the sovereignty of the country within the framework of
its territory’, said the political scientist.

‘Though paradoxically, it is clear that the superpowers are trying to
prevent Azerbaijan from restoring its sovereignty instead of putting
any pressure on aggressor Armenia. Our will to liberate the lands
occupied by Armenia forces the superpowers to continue the peaceful
negotiation process. We should further put stiff pressure on Armenia
and not agree on the meetings with the Armenian side if they yield
no effect’, Sadikhov said.

The Cyprus Action Network of America (CANA) demonstrated against the
Turkish Embassy in Washington DC on July 20th, 2010 for the entire
business day, to mark the 36-year anniversary of the illegal Turkish
invasion of Cyprus that began on July 20, 1974.

Greek-Cypriot demonstrators from the DC area and from as far away as
Florida and New York participated. The Greek-Cypriot demonstration
was helped by Armenian community supporters, (whose people are
an integral part of Cyprus) and suffer from the ongoing illegal
Turkish-military-occupation, and by pro-Israel activists. The
Greek-Cypriot demonstration applauded American celebrity Jennifer
Lopez�s “NO” to Turkish terrorism. Protest slogans emphasized the
Turkish Crimes against the Greek-Cypriot people and the brutality
of the illegal Turkish invasion, and ongoing illegal Turkish
military-occupation.

Many diplomats and journalists took pictures and videos of the
demonstration, and diplomatic staff from the nearby Embassies of India,
Japan and South Korea voiced their admiration of our commitment to
justice and human rights by asking for our flyers and information
about the Turkish Crimes committed in Cyprus.

GUNAY EVINCH AND THE TURKISH EMBASSY HITLER YOUTH A counter
demonstration was staged and closely supervised by Gunay Evinch, of the
law firm Evinch and Saltzman. Gunay Evinch is widely acknowledged as
“the lawyer of the Turkish Embassy.” Gunay Evinch has defended Turkey
from American lawsuits by Greek-Cypriot Americans, he is the President
of the Turkish Lobby. Gunay Evinch is a promoter of Armenian genocide
denial within the United States and the source of Turkish invasion
of Cyprus denial propaganda for Turkey in America.

The main speaker for the Turkish Embassy counter demonstrators (who was
witnessed as receiving help and consulted with Gunay Evinch) repeatedly
made the Hitler salute and shouted “Heil Hitler” towards pro-Israel
activists and the Greek-Cypriot community. The Turkish Embassy staff
also participated and helped GUNAY EVINCH AND THE TURKISH EMBASSY
HITLER YOUTH who also barked out to the Greek-Cypriot community
“Turkish soldiers raped your mothers” and further committed hate
crimes against women by making obscene gestures with his genitalia
and his megaphone. The Cyprus Action Network of America (CANA) will
be releasing the pictures and videos of GUNAY EVINCH and his Turkish
Hitler Youth making the Hitler salute to Jewish Anti-Semitism watch
groups and to the Israeli and German government which monitors such
hate speech and hate gestures and enforces heavy criminal penalties

Serzh Sargsyan Armenia is ready to use proposals put forward in
St Petersburg as a basis for talks on a Karabakh peace settlement,
President Serzh Sargsyan has said.

The proposals were made at a meeting in St Petersburg between the
Armenian and Azerbaijani presidents, mediated by Russian President
Dmitriy Medvedev, in June.

“Armenia is ready to use the St Petersburg proposals as basis for
negotiations; now it’s Azerbaijan’s turn to decide on its position,”
Serzh Sargsyan said yesterday, according to PanARMENIAN.Net. He was
addressing young Armenians from the diaspora, members of the Miasin
movement and Come Home program at a summer camp.

“Suggestions were put forward at the St Petersburg meeting, with
Armenia and Azerbaijan expected to express their positions.

Negotiations will be resumed when Azerbaijan has accepted the OSCE
Minsk Group’s suggestions,” Sargsyan continued.

His remarks echo statements made earlier by Azerbaijan that the
negotiations would continue once Armenia had accepted as a basis for
negotiations the updated Madrid principles, put forward by the OSCE
Minsk Group mediators.

The difference between the updated Madrid principles and St Petersburg
proposals has not been made public. The St Petersburg proposals,
however, appear to be less satisfactory to Azerbaijan.

Foreign Minister Elmar Mammadyarov, speaking after a meeting at the
weekend with his Armenian counterpart Edward Nalbandian and OSCE
Minsk Group representatives, accused Armenia of taking into account
only the last meeting of the Armenian and Azerbaijani presidents in
St Petersburg, while all presidential meetings on Nagorno-Karabakh
were important.

The wrangling over proposals and principles is unlikely to change
the nub of the conflict, the status of the disputed territory of
Nagorno-Karabakh. Azerbaijan insists that the territory should remain
part of Azerbaijan, while Armenia demands the reverse.

Following the talks between the foreign ministers at the weekend,
the OSCE mediators urged the sides to “a greater spirit of compromise”.

That call appears to have gone unheeded.

“The primary responsibility to put an end to the Nagorno-Karabakh
conflict still remains with Azerbaijani and Armenian leaders,” the
mediators said in a statement.

Talking about rapprochement with Turkey, Serzh Sargsyan said yesterday
that Armenia had shown political will towards the normalization of
ties with Turkey and expected Turkey to undertake a reciprocal step.

“The whole world is urging Turkey to show political will in ratifying
the protocols, but Ankara is turning a deaf ear, calling on Armenia
to show political will,” PanARMENIAN.Net reported Sargsyan as saying.

“Despite the Turkish authorities’ statements, Armenia is ready to
accept any expression of friendship,” he concluded.

Baku – APA. Under the mandate of the Personal Representative of the
OSCE Chairman-in-Office, the contact line of troops near Gapanli
village of Azerbaijan’s Tartar region will be monitored on July 23.

Azerbaijani Defense Ministry’s press service told APA that coordinator
of the Office of Personal Representative of the OSCE Chairman-in-Office
Imre Palatinus, his field assistant William Pryor will conduct the
monitoring on Azerbaijani side.

Field assistants of the OSCE Chairman-in-Office Antal Herdich,
Jaslan Nurtazin and Christo Christov will conduct the monitoring on
the opposite side of the line of contact recognized as territory of
Azerbaijan on the international level.
