Senators Press Bryza on Pro-Azerbaijan Policy; Conflict of Interest

WASHINGTON – Matthew Bryza, President Obama’s nominee to serve as U.S.
Ambassador to Azerbaijan, raised more questions than he answered
during a tense appearance yesterday before the Senate Foreign
Relations Committee, reported the Armenian National Committee of
America (ANCA).

The hearing, chaired by Senator Jean Shaheen (D-NH), featured thorough
lines of questioning from Senators Barbara Boxer (D-CA) and Robert
Menendez (D-NJ) about Mr. Bryza’s diplomatic track record, and a
specific inquiry from the chairwoman herself regarding a Washington
Times report on potential conflict of interest with his wife’s
professional advocacy for U.S. policy impacting the Caspian region
while she worked for an institute that has received money from
Azerbaijani, Turkish, and energy corporate interests.

The questions addressed to Bryza reflected concerns that his actions
reflect a tilt toward Azerbaijani over Armenian positions, and that
the perception that he has not been even-handed would hinder his
ability to effectively advance U.S. interests and American values in
the region. Special areas of focus included his close ties into
oil-rich and corrupt Azerbaijani officials, potential conflict of
interest issues, his silence in the face of Baku’s threats of war, and
his slow and weak response to the Azerbaijani military’s videotaped
destruction, in 2005, of a 1,300-year old Armenian cemetery in Djulfa.

The Bryza nomination is opposed by the ANCA and other Armenian
American groups and energetically backed by Azerbaijani American
organizations.

Senator Boxer opened her line of questioning by asking why the U.S.
State Department had not offered to clear condemnation of Azerbaijan’s
recent attack against Nagorno Karabakh defense positions. Bryza
responded that `what transpired that day remains not entirely clear to
us but we do know that there were several people who were killed.
There was an Azerbaijani movement across the line of contact, Armenia
responded, resulting in deaths.’ It was the Nagorno-Karabakh Republic
Army that responded to the attack and not Armenia as Bryza incorrectly
characterized and failed to condemn Azerbaijan’s aggression, a point
noted by Senator Boxer.

`I agree with you, and that is why I was looking for a more forceful
answer in the condemnation of Azerbaijan and that is why I would like
to re-ask this question: In your opinion, is the government of
Azerbaijan actively trying to escalate the conflict with Armenia?,’
said Boxer.

Bryza again responded in generalities, saying: `The administration
believes that the government of Azerbaijan is committed to the Minsk
Group process, which is to create this peaceful settlement. And if
confirmed, what I would do would be to continue to reiterate to
President Aliyev and his team, again, there is no military solution
and to urge them to remain committed to the Minsk Group process.’

Senator Menendez followed up, asking, `I’ve heard your comments that
there’s no military solution, but by the same token, sometimes I think
we need to be stronger than that even with our friends. Can you
respond to that?’ Bryza responded: `Absolutely, and I couldn’t agree
with you more in raising these concerns and in response to your
question, I absolutely do understand why people would worry in this
way,’ but once again fell short of explicitly condemning the most
recent Azerbaijani attacks on Nagorno Karabakh.

Both Senators Boxer and Menendez expressed concern about Bryza’s long
silence in the face of the government of Azerbaijan’s destruction of
the Armenian cemetery in Djulfa. Bryza, three months after this act
of desecration, eventually called the destruction `a tragedy’. When
pressed by Senators to about his delayed response, he blamed the
quality of the video footage stating it `was very foggy, it’s grainy’
then noted that he had privately expressed concern to the Azerbaijani
leadership on this matter. Both Senators noted that the first
documented public statement from Bryza came in response to Armenian
press inquiries months later, and asked for documentation of other
statements made in the interim.

In response to Chairwoman Shaheen’s reference to the Washington Times
article regarding conflict of interest, Bryza explained that: `Zeyno
has undertaken a pledge to refrain from bringing any issue related to
the Hudson Institute before the Bureau of European and Eurasian
Affairs at the State Department or before the Embassy of the United
States in Baku if I am confirmed. And I, of course, would maintain
the highest ethical standards as I have throughout my career and would
not take up any issue related to the Hudson Institute, without proper
authorization of course, if there is some reason for doing that, but I
would have to be authorized from Washington.’

`Matt Bryza’s testimony unfortunately raised more questions than it
answered, underscoring our longstanding concern that he is not the
right person to represent the United States in Azerbaijan,’ said ANCA
Executive Director Aram Hamparian. `Yesterday’s hearing shed long
overdue sunshine on a number of serious shortcomings in Mr. Bryza’s
diplomatic activities, starting with his consistent failure to
challenge Azerbaijan’s belligerence, the dramatic under-spending of
Congressional allocations for Nagorno Karabagh, and including, of
course, his unwillingness to forcefully confront Baku’s video-taped
destruction of the Djulfa Armenian cemetery. In terms of addressing
conflict of interest issues, his responses also fell short. His
announcement that his wife, who professionally advocates on Caspian
energy policy and works at the Hudson Institute, whose supporters
include Azerbaijani, Turkish, and energy corporate interests, has now
pledged to steer clear of State Department policymakers dealing with
Azerbaijan is too little, too late, coming, as it does, ten years into
his service in a series of senior and sensitive posts dealing directly
with Baku and the Caspian energy industry.’

`We want to share our special appreciation with Senators Boxer and
Menendez for their continued leadership in ensuring that the Senate
approves a diplomat to Baku who can most effectively advance U.S.
interests and American values in the Caucasus region, and offer thanks
to Chairwoman Shaheen for raising relevant concerns regarding a
possible conflict of interest,’ concluded Hamparian.

were received after the Armenian Medical Association held a public
opinion poll among the residents of Armenia three year ago”,- said
Nune Asryan, gynecologist of the Sexopathology Convalescent Center, at
today’s press conference in Yerevan.

According to her, agenesia is mostly revealed among 18-35-aged women
in Armenia, and the main reason is considered to be, first and
foremost, improper feeding, daily drains, tiredness, and among men –
the hormonal violations, particularly, because of heavy weight. For
her part, gynecologist of Sante Medical Center, Lilit Kujoyan, said
that hormonal violations are becoming the reason of agenesia among 25%
of the patients; infections are detected among 18%, and the couples
non-complying with each other from the physiological viewpoint made up
10%. As regards the current situation in general, Nune Asryan pointed
out that agenesia is revealed among 330 mln people in the world
annually, consequently, about 1 mln people daily consult a doctor.

the nations’ right to self-determination is prevailing over
territorial integrity, which is already an out-of-date principle in
XXI century, Armen Sargsyan, Karabakh MP from ARF Dashnaktsutyun
faction, told journalists.

“In the context of recognition of the NKR independence, we do not face
the task of applying to the International Court of Justice, as the
Hague Court has already fixed for all unrecognized states that the
nations’ rights to self-determination is a priority principle”,- said
the MP. He also pointed out that in this context, having taken into
consideration yesterday’s verdict of the International Court of
Justice, the Armenian parliament may start the process of

ArmInfo. By its yesterday decision on Kosovo, the International Court
of Justice has established a new world order, Chairman of the Standing
Committee on Foreign Relations of the Nagorno-Karabakh Parliament
Vahram Atanessyan said during a meeting with Armenian journalists.

Nagorno-Karabakh has no reason for appealing to the international
court. “We do not question the legality of our independence. It is
Azerbaijan who questions it and it is free to appeal.And let the
International Court respond to Azerbaijan. We have no such a problem”,
said Atanessyan.

He stressed the fact that it was not Pristina, but the Serbian
authorities that applied to the International Court. He added that the
Karabakh should help Baku to apply to the International Court of
Justice. “If they need our help, we are ready to help them”,- said
Atanessyan.

Turkish Ministry of Foreign Affairs published a press release on
International Court of Justice decision on Kosovo’s Declaration of
Independence.

`ICJ’s opinion should be considered as a new window of opportunity for
the establishment of lasting peace and stability in the Balkans as
well as for the enhancement of regional cooperation, and reading the
decision from that perspective would certainly serve the common good
of the region.

Turkey is among the first countries to have recognized Kosovo.
Preservation of Kosovo’s territorial integrity and its political and
social structure built on democratic values is of great importance.
Integration with the European and Euro-Atlantic structures, which is
determined as the main objective of the region, offers a sound basis
in this context.

We happily observe that European integration perspective is shared by
all the countries in the region. This vision, which will shape the
region’s common future, provides the necessary ground for settling of
the existing problems in the culture of conciliation, and transforming
the Balkans into a region of peace, stability and prosperity. Our

statement on International Court of Justice ruling on Kosovo
independence. In their statement, parliamentary groups confirmed NKR
people’s readiness to resolve current issues through negotiations, as
stipulated by international law.

`On December 10, 1991, based on international law principles and USSR
legislation, Karabakh people declared independence through referendum.
Over the last 20years, NKR, having repulsed Azeri attack, achieved
conclusion of armistice agreement, proving itself as a fully
democratic state,’ the statement emphasized.

Hague court ruling on Kosovo independence proved the priority of
people’s right to self-determination over territorial integrity
principle, according to Free Motherland parliamentary group leader
Artur Tovmasyan.

As he pointed out, an agreement between NKR and RA parliament
envisaged RA National Assembly’s recognition of NKR independence at an
opportune time. `I believe, time has come to recognize NKR
independence. Other states’ recognition of Artsakh independence will
not hamper negotiation process,’ he stated, adding that world court
ruling can serve as a basis for Armenia to launch the process of
international recognition of NKR independence.

ARFD NKR parliamentary group member Armen Sargsyan, in turn, noted
that Hague court ruling can make a positive impact on international
recognition of NKR.

On 22 July, the International Court of Justice issued an advisory
opinion on Kosovo’s declaration of independence. The ICJ ruled that a
declaration of independence does not violate any UN resolution or
international law.

Stepanakert will continue efforts toward international recognition of
Karabakh independence, NKR President Bako Sahakyan stated.

As he emphasized at the briefing in Stepanakert, NKR considers Hague
court ruling on Kosovo important and favourable to international
recognition of Karabakh independence.

Bako Sahakyan noted that Stepanakert is conducting a constructive
policy aimed at Karabakh issue settlement, stressing that NKR will
never again agree to accept Soviet-time status.

Peace Corps Armenia spreads Volunteerism principles in provinces

YEREVAN, JULY 23, ARMENPRESS: Volunteerism initiative program is being
carried out in Armenian provinces, the goal of which is to increase
the competence on civic responsibility and voluntary work, the
involvement of voluntary service in improvement of communities in the
whole territory of Armenia. The program is implemented by Peace Corps
Armenia in collaboration with the Civic Development and Partnership
Foundation (CDPF) and 5 Armenian NGOs. The program is funded by the
USAID.

`Next year we intend to work with pupils,’ head of the Classes
Department of the Peace Corps Armenia Nicholas Bruno said at
`Armenpress’ press-hall during a meeting with journalists, noting that
a guide on volunteerism has been published with the efforts of the
corpse. According to N. Bruno, the volunteerism is well-developed in
Europe, and the Peace Corps in Armenia has been operating already for
18 years and has got over 90 volunteers. Yerevan has not been
involved, as here volunteerism is comparatively developed.

`The goal of the program is to increase the competence on
volunteerism. This program is implemented in Armenia for the first
time, and the volunteers are quite active,’ Program coordinator of the
CDPF Lilit Hovhannisyan said stressing that as a result of the
implemented workshops the best young people have been selected who
will spread the principles of volunteerism.

As a result of the implementation of the program, the organizers look
forward to strong communities, competent residents, who will be ready
to do something good for their community, as well as for 30 voluntary
activities and continuation of voluntary works.

International Court of Justice (ICJ) clearly registers the priority of
the people’s right to self-determination over the right of territorial
integrity. It is a very important and historic decision,’ chairwoman
of the NA’s Eurointegration affairs standing committee, member of the
`Prosperous Armenia’ party Naira Zohrabyan said, commenting on the
ruling of the ICJ about Kosovo’s declaration of independence saying it
does not violate any international law. Naira Zohrabyan added that the
usage of the right of people to self-determination is the basic aim of
the UN. `It may have a practical significance for us as we can show
the international community that the right to self-determination has
been practically applied as well as has got de jure grounding,’ she
pointed out.

As representative of the Armenian delegation to the Council of Europe
Parliamentary Assembly, in her coming speeches Naira Zohrabyan is
going to make references on the speeches of representatives of other
countries, particularly Great Britain’s representative who without any
duality noted that any people have right to free self-determination.
In response to the question whether after this ruling Armenia will
recognize Nagorno Karabakh’s independence, she noted that as far as
the Armenian authorities see negotiation resources it is not expedient
yet.
