Russian expert: Azerbaijan must emphasize that it does not attack
Armenia, but restores constitutional order

Interview with editor-in-chief of St. Petersburg-based “Konservator”
newspaper Rustam Arifjanov.

What are your comments on the fact that the Almaty meeting between
Azerbaijani and Armenian foreign ministers was fruitless? What will
happen next?

This will be followed by a stalemate. The parties will either reach a
peace or will continue to play until one of the parties surrenders.
The Almaty meeting clearly showed that today the OSCE Minsk Group is
not able to influence settlement of the conflict. Armenia represented
by Foreign Minister Edward Nalbandian once again made it clear in
Kazakhstan that it will not make any compromise or even withdraw from
unchallenged Azerbaijani territories around Nagorno-Karabakh. In this
situation, they start to cheat and say that allegedly Nagorno-Karabakh
“army” occupied these lands although this is not true. In Armenia
everybody understands the situation and mourn for those draftees who
have recently died in a clash on the frontline and who were the
natives of Armenia, not Karabakh. I think the settlement process
should involve new players and news powers.

Whom do you mean exactly?

With all due respect to our Kazakh friends, who head the OSCE, mandate
of this organization is clearly not enough to move the conflict
resolution forward. I think this requires new UN resolution, a fresh
resolution by the Security Council and other authoritative
international organizations. Armenia should understand that their
position when they seem to intend to solve the conflict, participate
in the negotiation process but take their original stance at a
decisive moment is fundamentally wrong. Even the Armenian opposition
leader Levon Ter-Petrosian called position of the Armenia authorities
on the Nagorno Karabakh conflict destructive and senseless. But the
Armenian authorities do not understand this or unwilling to understand
for some reason. The so-called representatives of the Karabakh elite
think that if they make even one step towards liberating Azerbaijani
lands, it would mean their political defeat, and possibly end of their
political career.

At the end of the year Kazakhstan will host summit of the OSCE member
states’ leaders. I believe that Azerbaijan should squarely put the
issue of Nagorno-Karabakh during this summit. Azerbaijan must
reiterate its position and note that Baku agrees with the updated
version of the Madrid principles proposed by the mediators, and is
ready to begin to resolve the conflict. At the same time make it clear
that Armenia does not make any compromises. Let the OSCE members
address the Armenian leadership and call it to pursue a constructive
policy, threatening with certain sanctions if necessary.

In your opinion, is military solution to the conflict realistic today?

I think its real. However, before it starts fighting to liberate its
occupied territories, Azerbaijan should inform the world’s major
powers and world community of its intention. Baku is not obliged to
ask permission to do it. Azerbaijan simply once again must emphasize
that it does not attack Armenia, but restores constitutional order on
its lands. Armenia has its own borders and no one is going to breach
them. Azerbaijan only wants justice and has this legal right to this.
However, a war is not desirable in any case. It does not bring
anything good to countries whatever its outcome. And I’m sure that
Baku, acting wisely and well-heeled in diplomacy, knows that it might
give a brief pause to the opposite side to think everything over so
that to go back to the negotiating table after a certain time.

Polish senator: Baku may crush Armenia with tanks in three months

Armenia should liberate territories surrounding Nagorno Karabakh and
Karabakh itself should be given international guarantees of security,
Polish senator (member of parliament’s upper chamber), head of the
Polish-Armenian friendship group Lukash Abgarovic said.

The Polish senator says the fact that Azerbaijani regions surrounding
Nagorno-Karabakh are controlled by Armenia is unacceptable for
international community expressing confidence that the Karabakh issue
will be resolved through referendum in 10 years.

“This conflict must be resolved, because after several years
Azerbaijan’s army expenditures will enable Baku to crush Armenia with
tanks in three months without any other assistance,” the senator said.

The senator believes without Russia’s help, Armenia will have no
chance in a confrontation with Azerbaijan.

`Therefore, the conflict should be resolved in a way that the Karabakh
issue will not be linked with the Armenia-Turkey normalization.
Stabile relations between Yerevan and Baku are a key to a peace in the
South Caucasus,’ he added.

Abgarovich says, that today prospect of war in Karabakh seems
improbable, but this can happen in the longer term. Armenia’s security
still depends on Russia to a large extent. If Moscow considers
economic cooperation with Azerbaijan more important, it may simply not
support Armenia in the event of an attack by Azerbaijan, senator
added.

Beginning a dialogue between the Azerbaijani and Armenian communities
of Nagorno-Karabakh would be helpful, Director of the Center for
Political Innovation and Technology, a political scientist Mubariz
Ahmadoglu said.

“If the dialogue of the Armenian and Azerbaijani communities of
Nagorno-Karabakh would be held in the North Caucasus, it would greatly
contribute to stabilizing the ethno-psychological situation in the
region. This step corresponds with the philosophy and interests of
long negotiations,” said Ahmadoglu.

According to Ahmedoglu, Armenian president Serzh Sargsyan’s preference
to trilateral (Russian Federation, Azerbaijan and Armenia) format at
the St. Petersburg meeting comes from the essence of Armenia’s policy.

“Conflict is the key and alternative source of income for the
Armenians. Azerbaijan’s main source of income is the natural resources
and the transit potential, Georgia – mainly transit potential,
however, Armenia has none of these. Finance and other resources earned
by the collapse of the USSR have depleted, country’s external debt
exceeds the state budget by 2-5 times. In order to obtain financial
benefits and other resources, Armenia needs a new, more large-scale
conflict,” said Ahmadoglu.

According to the political scientist, creating a regional conflict on
the basis of the Nagorno-Karabakh is the principal for the Armenians.

“When Russia, the United States and the European Union are together,
Armenia can’t afford to lie. To create a conflict-prone situation,
Armenia should work with the United States and Russia separately. The
regional situation of Tehran also increases the maneuvering of
Armenia. In this case, Russia mostly loses, but Armenia gains instead.
This is an old plan of Armenians,” said Ahmadoglu.

NKR leader hails ICJ verdict on Kosovo

Official Stepanakert hails the verdict recognizing Kosovo returned by
the International Court of Justice (ICJ). `If the recognition of
Kosovo’s independence by the World Court contributes to the NKR’s
international recognition, we can only welcome it,’ stated NKR
President Bako Sahakyan.

He also stressed the necessity for a balance stance on the verdict

said, as quoted by the NEWS.am correspondent in Stepanakert.

The ICJ ruled on July 22 that the Kosovo authorities’ decision to
declare independence in 2008 did not violate international law.

The Nagorno-Karabakh Republic (NKR) must become a principal party to
the negotiations with Azerbaijan, Vahram Atanesyan, Chairman of the
Foreign Relations Committee, NKR Parliament, told reporters in
Stepanakert.

As regard Armenia as negotiator, it is the wrong format, he said.
“Armenia must take part in the negotiations as guarantor of the NKR’s
security,” Atanesyan said.

Artur Tovmasyan, Chairman of the Free Homeland faction, stated that
the international recognition of the NKR will contribute to a peaceful
settlement of the conflict.

The ICJ ruled on July 22 that the Kosovo authorities’ decision to

NKR has no intention to appeal to International Court of Justice

Chairman of the NKR Parliament’s Committee on Foreign Relations Vahram
Atanesyan does not consider there is reason to appeal to the
International Court of Justice (ICJ) in The Hague.

`We do not see grounds to appeal to the court, as we do not cast doubt
on Nagorno-Karabakh’s independence. Azerbaijan can appeal to the ICJ,
as it questions the fact of NKR’s independence,’ Atanesyan told the
journalists, asked whether Stepanakert plans to appeal to the ICJ for
it to consider the issue on NKR’s recognition.

Atanesyan also noted that in case of Kosovo, it was Belgrade and not
Kosovo itself, that appealed to the court, NEWS.am correspondent
reports from Nagorno-Karabakh.

On July 22, the International Court of Justice in The Hague concluded
that proclamation of Kosovo’s independence of 17 February 2008 did not
violate general international law.

The political forces represented in the National Assembly of the
Nagorno-Karabakh Republic (NKR) ` Armenian Revolutionary Federation
(ARF) in the person of Armen Sargsyan, Free Homeland (Artur
Tovmasyan), as well as Chairman of the Foreign Relations Committee
Vahram Atanesyan ` issued a statement in connection with the
Kosovo-related verdict returned by the International Court of Justice
(ICJ).

`The verdict by the U.N. court confirmed that the self-determination
principle does not violate international legal norms, including the
principle of territorial integrity. Nagorno-Karabakh is ready to
perform its role in the peace talks. Considering the current situation
in the international political arena, the Nagorno-Karabakh Republic is
ready to assume responsibility for the sake of progress, regional
peace and international security. On December 10, 1991,
Nagorno-Karabakh, in conformity with international and USSR laws
declared independence. The Nagorno-Karabakh Republic has proved it is
a full-fledged state since,’ says the statement.

The health state of the Armenian soldiers Andranik Arzumanyan, wounded
in Azerbaijani act of sabotage remains unchanged, the Head of the
Central Military Hospital, RA Defense Ministry Mikael Mikaelyan told
NEWS.am. According to him, the Armenian soldier is till in a coma.

On June 18, an Azerbaijani task force intruded into Nagorno-Karabakh
from Azerbaijan, killing 4 Armenian soldiers and wounding 4 others.
The enemy retreated, leaving one soldier killed and ammunition.

The International Court of Justice verdict is a beacon for all the
countries that proclaimed independence under the conditions similar to
those of Kosovo, said Ashot Grigorian, the Chairman of the Forum of
Armenian Associations in Europe.

According to him, the judgment undermined the statement by the
Azerbaijani President Ilham Aliyev, namely Armenians cannot have two
states. Grigorian underlined that in this context Albanians, Turks and
Armenians have two states.

Ashot Grigorian noted that sooner or later world powers will recognize
the fact of Nagorno-Karabakh’s independence that will be adopted by
the International Court of Justice in the Hague.

Armenian Assembly of America grateful to Senator Menendez

During Tuesday’s confirmation hearing in the Senate Foreign Relations
Committee, Senator Robert Menendez reiterated the importance of U.S.
affirmation of the Armenian Genocide stating that it was a `critical’
issue, reported the Armenian Assembly of America (Assembly).

In a series of questions addressed to Ambassador-Designate Francis
Ricciardone, to serve as the U.S. Ambassador to the Republic of
Turkey, Senator Menendez clearly indicated that there cannot be
reconciliation without acknowledgment of the Genocide, and asked if
Ambassador Ricciardone had ever attended an Armenian Genocide
commemoration during his prior service in Turkey.

Mr. Ricciardone noted that he had not attended a commemoration, but
did meet with the Armenian Patriarch, and also visited Harpout, which
he indicated was once home to a vibrant Armenian community.

`On behalf of the Armenian Assembly’s 2010 Terjenian-Thomas Internship
Class, I wish to convey our appreciation to Senator Menendez for his
forceful questioning of the nominee. We fully concur with his
assessment of Turkey and the need for much more progress,’ said Ani
Tramblian, a Modern Foreign Languages Major who is interning with the
Armenian National Institute.
