YEREVAN, July 27. /ARKA/. Armenian Ministry of Extraordinary Situations
is intended to conduct its rescue activities in August under the
slogan “August without any accidents”, said leader of special water
rescue team of the Armenian Ministry of Extraordinary Situations,
colonel of rescue service Samvel Lazarian to the journalists in
international press-center “Novosti”.

Today due to regular prophylactic activities and technical equipment,
the number of water significantly reduced.

The number of people drawn in reservoirs of Armenia during beach
season is 15. The rescue team managed to save 16 people, of which
four are under 13. Nine of ten drawn are from the regions of Armenia
and in Sevan this number was six.

Rescue service is technically equipped, including transport and
communications means necessary for rescue works. The team of divers
is equipped with necessary equipment for the conduction of underwater
works.

“Today we have six rescue motor-boats, high-speed mini-boat and
research ship which implements rescue works in any weather conditions”,
said Lazarian.

Along with the above mentioned, there occur a number of problems,
such as increase of Sevan level.

If formerly the buoys were installed in the distance of 20- 30 m from
the beach, now due to increase of water level they are installed
in the distance of 5-10 m, sometimes – 3 m. Usually, the buoys are
installed in the depth of about 1.6 meters and further, the depth of
the lake is abruptly increased.

There are trees, fragments of buildings and reinforcing steel are left
under water which can bring to certain damages for the swimmers. For
this reason, the rescue service warns them and asks not to swim in
prohibited places.

Beach territory in the section of Norashen and Chambarak in the zone
of Shorzha is under the control of rescuers, where there are a lot
of vacationers. Rescue works in Sevan are implemented via 19 rescue
points with 37 rescuers.

ARMENIAN STATE REVENUE COMMITTEE TO INTRODUCE VAT AUTOMATIC RETURN SYSTEM

YEREVAN, July 27. /ARKA/. Armenian State Revenue Committee, in
cooperation with the USAID, will introduce the risk-based system of
automatic return of VAT, the Committee’s official site reports.

Representatives of the committee and the Armenian mission of USAID
gathered in Tsakhkadzor, Armenia, on July 23 for a two-day conference.

They discussed issues related to the new system introduction.

The committee has set up 22 groups for working out new e-governing
modules and using them.

This joint program is being implemented as part of the memorandum
signed on May 4 for improving tax administration and business
procedures.

The conference participants also discussed VAT return criteria and
technical solutions for introduction of the new system.

This effective system will spur development of business environment
in the country.

The system will also lessen export-related uncertainty.

Earlier, Armenian Finance Minister Tigran Davtyan said that AMD 18
billion is planned to be allocated in 2010 for returning overpaid VAT.

EXPERT: MFA OF KARABAKH SHOULD START THE PROCESS OF INTERNATIONAL RECOGNITION OF THE REPUBLIC

YEREVAN, July 27. /ARKA/. Ministry of Foreign Affairs of
Nagorno-Karabakh Republic (NKR) should start the process of
international recognition of the republic, head of NGO “European
Integration” Karen Bekaryan considers.

The best opportunity for starting the process is the decision of UN
International Court. NKR, not being one of the parties of negotiations,
has no constraints in its actions and can use all opportunities for
recognition of independence of the republic.

In July, UN International Court made consultative conclusion In Hague,
according to which self- proclamation of independence of Kosovo does
not contradict the norms of international law. The court states that
international law does not contain any visible ban for proclamation
of independence.

As for possible steps of Armenia in this direction, Bekaryan said that
Armenian side should use all international platforms, organizations
and civil society for the promotion of this process.

Armenia should also use the potential of parliament diplomacy of
National Assembly of Armenia, its instruments, standing committees
on foreign relations and European integration for recognition of NKR
independence by friendly states.

“This issue should have been priority for the structures of Armenian
Diaspora”, he said.

Karabakh conflict started in 1988 after announcement of coming out of
Nagorno- Karabakh from Azerbaijan. On December 10, 1991 referendum took
place in Nagorno- Karabakh where 99.89% agreed to become independent
from Azerbaijan. On May 12, 1994 military actions were terminated in
the zone. About 25-30 thousand people died from each side and about
1 million had to leave their houses.

Cease-fire continues till now. From 1992 till present negotiations are
conducted on peaceful regulation of the conflict in the frames of Minsk
Group of OSCE, co-chairmen of which are USA, Russia and France.

YEREVAN, July 27. /ARKA/. Today’s Yerevan is heaped with plenty of
buildings, which is totally unacceptable, the chairman of the Union
of Architects of Armenia Mkrtich Minasyan said.

“To date, built-up pile in the center of Yerevan has reached
the highest degree. This is unacceptable. There are streets where
installation problems have not even been solved. There are schools,
next to which at a distance of two meters, houses are being built,
dimming the sunlight in the classrooms,” said Minasyan on Tuesday at a
news conference, citing as an example the school named after Charents.

The head of the Union of Architects said that in the event of such
irresponsible construction, the Armenians could lose the “old”
recognizable Yerevan, its face.

Minasyan believes that the new structure does not fit into the first
master plan created by architect Alexander Tamanyan, and violates the
architecture of old Yerevan. In particular he mentioned the reduction
of green areas at the expense of the buildings in the form of houses
and cafes.

As an example, the architect brought one of the areas of the capital,
the Zangoo ravine, which is piled up with various buildings. Another
example includes the park between the streets of Saryan and Mashtots,
on the territory of which it was tried to build a 7-storey building and
that is totally unacceptable in terms of seismic safety of the capital.

In his turn, the great grandson of the famous architect, director of
the House-Museum named after Alexander Tamanyan, Hayk Tamanyan noted
that the main axis of the master plan of his great grandfather was
the tendency to Mount Ararat, which was broken back in the 50th for
ideological reasons.

Tamanyan added that to date the core of the city still exists, but
an increase in buildings with a high attic, reducing the green areas
and the failure to follow the number of floors in the buildings (on
the general plan Tamanyan of 1924, the maximum number of floors of
buildings was up to three) will lead to a loss of architecture of
the capital.

Master plan of Yerevan has been approved by the Government of Armenia
in 2005, and its implementation is designed to 2020.

YEREVAN, July 27, /ARKA/. Karen Bekarian, head of a non-governmental
organization, called European Integration, urged today Armenia’s
parliament to launch consultations with lawmakers from friendly
countries on recognition of the Nagorno-Karabakh Republic (NKR).

The United Nations International Court of Justice (ICJ) ruled last
Thursday to upheld the international legitimacy of Kosovo’s secession
from Serbia.

Speaking at a news conference Karen Bekarian said the ICJ ruling is an
important event creating a “new political situation” in the Karabakh
conflict zone and opening large avenues for Armenian parliament
and its standing committees as well as Armenian delegations to
various international organizations to advocate the recognition of
Nagorno-Karabakh.

In his words, the ICJ ruling will have a certain impact on the future
pace of the negotiations on the peaceful resolution of the conflict,
but Armenia will be constrained in its moves. He said also Armenian
civic society as well as tits vast Diaspora should have their say in
this issue.

The conflict in Nagorno-Karabakh broke out in 1988 after the
predominantly Armenian-populated enclave declared about secession
from Azerbaijan As Azerbaijan declared its independence from the
Soviet Union and removed the powers held by the enclave’s government,
the Armenian majority voted in 1991, December 10, to secede from
Azerbaijan and in the process proclaimed the enclave the Republic
of Nagorno-Karabakh.

Full-scale fighting, initiated by Azerbaijan, erupted in the late
winter of 1992. International mediation by several groups including
Europe’s OSCE’s failed to bring an end resolution that both sides
could work with. In the spring of 1993, Armenian forces captured
regions outside the enclave itself. By the end of the war in 1994,
the Armenians were in full control of most of the enclave and also
held and currently control seven regions beyond the administrative
borders of Nagorno-Karabakh.

Almost 1 million people on both sides have been displaced as a result
of the conflict. A Russian- -brokered ceasefire was signed in May
1994 and peace talks, mediated by the OSCE Minsk Group, have been
held ever since by Armenia and Azerbaijan.

The outgoing Ukrainian ambassador to Armenia, Alexander Bozhko, said
today the bilateral trade between the two countries was affected
heavily by the economic crisis resulting in a 30-40% decline.

Speaking at a news conference he said the bilateral trade rose to
$310 million in 2008 from $118 million in 2005. He said the bilateral
intergovernmental commission on economic cooperation is working now
to try to restore the trade to before-the-crisis level.

‘We are taking steps also to help Armenian and Ukrainian provinces
establish close contacts, especially in agriculture,’ he said.

According to government data, Armenia’s trade with Ukraine in the
first five months of 2010 rose by 52.5% year-on-year to about $96.7
million. Armenian exports to Ukraine rose by 25.4% to $4.8 million
(1.3% of the overall exports).

Alexander Bozhko served as ambassador to Armenia twice, from 1996
to 2001 and then from 2005 to 2010. According to a statement on the
official website of Ukrainian president, he will be replaced by Ivan
Kukhta.

Electrical Networks of Armenia (ENA) power distribution company
topped the list of 300 biggest taxpayers to the Social Security Fund
of Armenia in the first half of the year.

According to a report by State Revenue Committee, the company paid
a total of 1.08 billion Drams to the Social Security Fund, down from
1.1 billion paid in the first six months of 2009.

Russian-Armenian natural gas distributor ArmRosGazprom (ARG) was
second. It paid 730 million Drams, down from 840 million from a year
before. The South Caucasian Railways was third with 543 million Drams,
up by 5.7% from a year before.

Overall the 300 largest taxpayers paid 18.5 billion Drams in the
first half. ($1 – 367.16 Drams).

Barack Obama ran for the Presidency on a platform of “change” and
promised to bring a fresh approach to domestic and foreign policy
issues. After the election, however, he disappointed his supporters
by continuing many of his predecessor~Rs policies.

One example of Pres. Obama’s failure to break with the past is his
nomination of Matt Bryza as the next Ambassador to Azerbaijan. Bryza
is a relic from the Bush Administration with a checkered and
controversial past. He is a liability rather than an asset to the
Obama administration and the United States.

For several months, Bryza had been going around Washington, dropping
not so subtle hints that he will become the next Ambassador to
Azerbaijan. The fact that it took almost a year before he was
actually nominated to that post, indicates that there were serious
complications, including concerns by Russia about Bryza~Rs role in
the Georgian-Russian war, Azerbaijan~Rs objection to his backing of
Armenia-Turkey protocols, conflict of interest allegations about his
wife~Rs work, and questions about his wedding expenses.

Given all of these controversies, Bryza would have never been nominated
as Ambassador to Azerbaijan, were it not for some powerful friends at
high places. According to press reports, Dan Fried, former Assistant
Secretary of State, had personally recommended Bryza to Secretary of
State Hillary Clinton for the post of ambassador.

Bryza~Rs marriage to Zeyno Baran, a native of Turkey, generated the
most controversy. The issue was not her ethnic origin, but what she
did for a living, as Director of the Center for Eurasian Policy at
the Hudson Institute, a Washington-based think thank that reportedly
receives funding from ExxonMobile and other energy companies.

According to Washington Times, “Turkish and Azerbaijani business
interests funded a major conference at the Hudson Institute, which
was organized in part by Mrs. Bryza.” The newspaper quoted ANCA as
stating that “the policy positions that Mrs. Bryza has advocated have
often been aligned with ~E the interests pursued by the Azerbaijani
government and energy corporations with interests in the Caspian [Sea]
region,” and that “Mr. Bryza might be in violation of federal ethics
rules because of his wife~Rs connections to Turkish and Azerbaijani
business interests.”

Bryza was extensively questioned about his possible conflicts of
interest during the Senate Foreign Relations Committee~Rs July 22
hearing on his nomination as Ambassador to Azerbaijan. In response,
Bryza told the Senators that the U.S. government had thoroughly checked
his family~Rs finances and “uncovered no conflicts of interest.” He
further told the Senators that his wife “Zeyno has undertaken a pledge
to refrain from bringing any issue related to the Hudson Institute
before~Ethe State Department or before the U.S.

Embassy in Baku.” Needless to say, his wife~Rs reported “pledge”
is not a legally binding commitment.

Another controversial issue addressed by Bryza at the hearing was
the serious allegation that Heydar Babayev, former Azeri Minister
of Economic Development, helped pay for the Bryzas~R lavish 2007
wedding in Istanbul. Infuriated by the accusation, Babayev sued
the Azeri newspaper that had published the story. The journalist
who had written the report was arrested and beaten, before fleeing
the country. He has since filed a lawsuit against Azerbaijan in the
European Court of Human Rights.

Bryza assured the Senators that it is “absolutely untrue” that
Minister Babayev had financed his wedding. Nevertheless, should the
European Court find that Minister Babayev had in fact helped pay
for the wedding, Bryza could face several serious charges, including
violation of U.S. government~Rs gift acceptance and disclosure policy,
non-reporting of such contribution to IRS as income, and perjuring
himself during Senate testimony.

Bryza proudly announced to the Senators that he and his wife had
invited to their wedding people they had known during the course of
their work over the last decade — including government officials,
diplomats, opposition leaders, NGO~Rs, and religious leaders in
Turkey, Azerbaijan, Armenia, Cyprus and Greece. Bryza stated that
among the invitees to the wedding was “the Armenian Patriarch Mesrob,
now deceased!”

As is widely known, the Armenian Patriarch of Turkey is very much
alive, even though he suffers from dementia. It is simply astounding
that Bryza does not know that Patriarch Mesrob is still alive —
someone he felt close enough to invite to his wedding! One hopes that
this error is not indicative of how misinformed Bryza is about key
people and events in that critical part of the world, where he seeks
to represent the United States.

FIFA World Cup champion of 1998 Youri Djorkaeff said in an interview
with the French magazine Francefootball.fr he would like to coach
the national football team of Armenia.

Youri Djorkaeff said he has not received any official offer from the
Football Federation of Armenia, “but if I were offered one day to be
the coach of Armenia, I would think about it,” he said.

“My father Jean has been the coach of the Armenian National Soccer
Team. It would be nice if I also trained the Armenian teem one day. It
would be an interesting adventure.”
