today a decree according to which NKR deputy minister of health care
Alen Poghosyan was appointed member of the independent committee on
the issues of grant of parole and substitution of the remanent with
milder punishment instead of Aram Grigoryan.

Central Information Department of the Office of the Artsakh President
told Armenpress that according to another Presidential decree David
Ishkhanyan, oncologist, head of the medical service department
of the Police under the Artsakh Republic Cabinet of Ministers and
Gagik Petrosyan (by consent), head of the Artsakh Republic National
Assembly’s standing commission on state-legal issues were appointed
members of the commission on Amnesty under the Artsakh Republic
President replacing Sergey Movsisyan and Garik Grigoryan.

YEREVAN, JULY 27, ARMENPRESS: The session of the permanent council
of the Collective Security Treaty Organization (CSTO) was held today
with participation of CSTO Secretary General Nikolay Bordyuzha. Press
service of the CSTO told Armenpress that according to the agreement
signed September 5, 2008 in Moscow, which intends preparation
of specialists for law enforcement, anti-firing, accident rescue
bodies, as well as for special services of CSTO member countries,
the permanent council of the CSTO has presented the list of the
educational establishments, where the trainings of the employees of
those bodies must be conducted.The relevant project of the commission
has been agreed and guaranteed, in order it is involved in the agenda
of the regular session of the Secretaries’ Commission of the CSTO
Security Council.

Over 30 higher educational establishments of the Ministries of Home
Affairs and Emergency Situations, law enforcement bodies and special
services of Armenia, Belarusia, Kazakhstan, Kyrgyzstan, Russia and
Tajikistan are involved in the list.

The CSTO permanent council has also coordinated the project on threat
of drug business coming from Afghanistan.

Hunchakyan Party in Armenia will start from August 3 under the heading
of “By the Call of the Homeland”. The young members of “Hunchakyan”
arrived from different countries of the world will spend 5 days in
settlements together with their party members. They will take part
in lectures, games, sport contests and other interesting events. The
number of the participants will reach about 200.

YEREVAN, JULY 27, ARMENPRESS: Ukrainian ambassador to Armenia
Alexander Bozhko will end his tenure months ago and will hand his
recall credentials to the Armenian President Serzh Sargsyan. Today
at the meeting with the reporters he said that the main factor in
the Armenian-Ukrainian relations is the economic ties. “In 2005
the trade turnover between our countries made 118 million USD and
already in 2008 it reached 310 million USD but as a result of the
financial-economic crisis we lost almost 40% of it,” Bozhko said,
adding that currently works are being carried out to restore the
former volumes and neutralize the consequences.

The ambassador noted that the economic cooperation is spread on
the agricultural sphere. A. Bozhko referred also to the cultural
cooperation presenting the book printed in Armenian – “History of
Ukraine” book. Majoring in Armenology the ambassador said after he
returns to the homeland he is going to publish a book in Ukrainian
dedicated to Armenia and its history.

YEREVAN, JULY 27, ARMENPRESS: A memorandum of mutual comprehension
on continuing the cooperation of further deepening of the process of
planning budgetary reforms in Armenia was signed today between the
Armenian Finance Ministry and German Technical Cooperation Company
(GTZ).

The memorandum was signed by Armenian First Deputy Finance Minister
Pavel Safaryan and GTZ regional director James Macbeth. The main goal
of the memorandum is to support in deepening of planning budgetary
reforms in Armenia and in application of the advanced experience of
the planning budgetary in RA state financial management system.

Press service of the Armenian Finance Ministry told Armenpress that
the primary goal of the planning budgetary is the economic efficiency
increase of state expenses. It appears to be the priority of the
Armenian government.

At the moment thanks to the GTZ technical support implemented in the
planning budgetary sphere, all the state governing bodies are involved
in experimental investment works of the planning budgetary reforms.

Within the frameworks of the support intended by the memorandum,
it is expected that in the stage of forming the 2011 and 2012 state
budgets, all the state bodies will have an opportunity of deepening the
planning budgetary investment works and will present their budgetary
applications with an improved format.

The cooperation between the GTZ and Armenian government in the issue
of deepening reforms in the planning budgetary sphere is implemented
from 2008.

Yeritsyan will take part in the ninth business development conference
of the Central Asia Regional Economic Cooperation (CAREC). The
delegation headed by Armenian Economy Minister Nerses Yeritsyan will
pay today a five-day working visit to Urumchi.

An official from the Armenian Economy Ministry told Armenpress that
the delegation was comprised of First Deputy Minister of Transport
and Communication H. Beglaryan, head of the Industry Department of
the Armenian Economy Ministry Hayk Mirzoyan and head of the Economic
Policy and Strategy Development Department Artak Baghdasaryan.

The ninth conference of the CAREC is organized by the Asian Development
Bank (ADB). The goal of the gathering is the encouragement of foreign
direct investments in big infrastructural programs, as well as the
promotion of cooperation between private and state enterprises in
the countries of the Central Asia region.

Minister Manuk Vardanyan received today Indian Ambassador to Armenia
Achal Kumar Malhotra. Ambassador A. K. Malhotra noted that though
the political relations between the two countries are at quite a high
level, they do not reflect on the trade and investments. According to
A. K. Malhotra, India does not participate in implementation of any
investment program in Armenia. With ambassador’s request M. Vardanyan
presented the spheres which are under the liability of the department,
particularly, the spheres of telecommunication, communication and
post, where it is possible to make investments. Press secretary of
the Armenian Transport and Communication Ministry Susanna Tonoyan told
Armenpress that with ambassador’s request the minister presented the
construction process of “North-South” railway.

Ambassador A. K. Malhotra underscored that their main goal is to expand
the investment programs. The ambassador also said that the visit of
the representatives of the Confederation of Indian Industrials to
Armenia is intended, during which businessmen representing different
spheres will try to find cooperation verges.

Minister M. Vardanyan expressed gratitude to the ambassador for
involving the employees of the Transport and Communication Ministry
in the classes organized within the frameworks of the technical and
economic cooperation of India.

YEREVAN, JULY 27, ARMENPRESS: The ruling of the International Court
of Justice about Kosovo is a good occasion for the international
community to undertake certain steps toward the recognition of
the Nagorno Karabakh Republic, head of the “European Integration”
non-governmental organization Karen Bekaryan said today at a meeting
with reporters. According to him, in the recognition process the
Karabakhi authorities and particularly the foreign ministry and
parliament must carry out active and dynamic activity.

“In this issue it is necessary to display initiative policy. Not
being a negotiating party Karabakh is free to undertake certain
steps in the process of its recognition,” Karen Bekaryan said. He
highlighted the activity of the NKR parliament, noting that it is
possible to establish ties with the corresponding institutions of
other countries and make active steps directed toward recognition
thanks to which interesting results may be registered.

He also underscored the importance of the activity of the civic
society. “Non-governmental organizations, mass media and other
establishments may have their role cooperating with their partners
of other countries. It is not necessary to sit and say that nothing
will happen, it is necessary to act. We expect active involvement of
Karabakh in the recognition process,” Karen Bekaryan said.

He said the ruling of the International Court of Justice will have its
impact on the process of negotiations. “As a negotiating party Armenia
is restricted in a certain respect but I am more than sure that the
court ruling will be used at maximum in the situation created at the
table of negotiations,” he said, adding that Armenian parliamentary
diplomacy has an opportunity of carrying out quite interesting steps.

Its tools are NA’s foreign relations, Eurointegration standing
committees, NA delegation to international establishments,
inter-parliamentary commissions.

“Within this whole Armenia’s parliamentary diplomacy may undertake
steps with its partners of friend countries for starting consultations
over the NK recognition process,” Bekaryan said. He said the Armenian
establishments operating in Diaspora may also have important role in
the recognition process.

“Armenian-Ukrainian relations continue developing dynamically,” the
outgoing Ukrainian ambassador to Armenia Alexander Bozhko said today
at a news conference. Ending his tenure in Armenia, he noted that
during the years of his tenure serious changes took place in Armenia
and the region and in the whole world too. The most serious event in
the region he considers the 2008 Russian-Georgian war and the essential
change in the global scale was caused by the financial-economic crisis.

“We have good future in our relations,” the ambassador said, adding
that the visits of the high-ranked officials of the two countries
have become quite frequent and effective. “Serzh Sargsyan and Viktor
Yanukovich only this year on different occasion met eight times,
in August the visit of the Ukrainian foreign minister is expected
to Armenia and afterwards Serzh Sargsyan will visit Ukraine,” the
ambassador said.

“We are also trying to develop inter-territorial cooperation,” he
added bringing an example the visit of the governor of Kharkov Avakov
to Armenia.

Service Of Armenian Peacekeepers In Kunduz Highly Praised

SERVICE OF ARMENIAN PEACEKEEPERS IN KUNDUZ HIGHLY PRAISED

YEREVAN, JULY 27, ARMENPRESS: Delegation headed by the Armenian Defense
Minister Seyran Ohanyan was in Afghanistan July 24-26 on a working
visit. Public relations office of the DM told Armenpress that July
24 the minister visited the Armenian contingent located in Kunduz,
got acquainted with the conditions of the service, visited the base
of the Kunduz airport the security of which is being ensured by the
Armenian contingent. Spiritual leader of the Armenian Armed Forces
Archbishop Vrtanes Abrahamyan blessed the St. Tadevos chapel built
by the Armenian peacekeepers.

Within the framework of the meeting the delegation met with
the International Security Assistance Forces Afghanistan (ISAF)
Commander, General of the US AF David Petraeus, Defense Minister of
Afghanistan Abdul Rahim Vardak, Head of the Afghanistan’s AF’s chief
headquarter General-Lieutenant Sher Muhamed Karimi and northern ISAF
commandership. During the meetings the parties discussed the security
environment of Afghanistan and the region, results of the Kabul summit
and further cooperation prospects. The commandership of ISAF thanked
the Armenian minister for the excellent and model service of the
Armenian contingent and for the important contribution the Armenian
peacekeepers have to ensuring security of the territories that are
of strategic significance for Afghanistan.

On the way back from Afghanistan July 26 at the Uzbekistan’s Termez
airport the Armenian defense minister met with his Uzbek counterpart
Fshavkat Tursun Normatov. During the meeting the parties discussed
the current state of bilateral and multi-sided military cooperation
and development opportunities.

The Termez airport serves as a transit station for transporting
Armenian contingent to Kunduz. July 26 in the evening the delegation
headed by the Armenian defense minister arrived back in Yerevan.
