On July 26, National Agency for Preservation of Georgia’s Cultural
Heritage gave written notice to RA Ministry of Culture on preliminary
studies being conducted at Saint Gevorg of Mughni Church to draw up
church reconstruction project.

As the Agency CEO Zurab Siminoshvili reported, an experienced restorer,
architect Shalva Melikidze is in charge of reconstruction works.

On August 5, a delegation led by RA deputy Minister of Culture Arev
Samuelyan will leave on a working visit to Tbilisi to discuss church
restoration plans.

The FIDE Candidates for 2011 will be held in Kazan, Russia. They
have been moved from Baku, Azerbaijan. The decision was taken at the
Presidential Board in Tromso, Norway.

Armenia’s GM Levon Aronyan stated earlier that he wouldn’t play in Baku

The Azerbaijan nominee Shakhriyar Mamedyarov will not lose his place
in the Candidates.

However the bitterness Topalov holds towards his loss in Elista in
his world title match has resulted in him releasing a letter saying
he would not play in Russia, especially against a Russian opponent
(in fact Kramnik is the only Russian).

Kirsan Ilyumzhinov is going to write a letter to Topalov asking him
not to take hasty decisions. If Topalov still refuses to go to Kazan,
his place will be number three in the final minutes of Grand Prix
FIDE Russian Alexander Grischuk, chess.co.uk reported.

TIGRAN NALBANDYAN WINS INTERNATIONAL CHESS TOURNAMENT IN DORTMUND

GM Tigran Nalbandyan won an international tournament held with
participation of 92 chess players in Dortmund, Germany. Nalbandyan
edged out Thomas Henrichs (Germany) and Mikhail Zaitsev (Russia)
on tie-break after all finished on 7/9.

Karen Movsisyan scored 4.5 points out of 5 possible in an international
chess tournament in Sitges, Spain. He is only half a point behind
leader GM Barsov (Uzbekistan).

Meanwhile, Zaven Andriasyan scored 5.5 points out of 8 possible before
the last round of a tournament held in Balaguer, Spain. Andriasyan
is one point behind the tournament leader. Hrant Melkumyan scored
5 points.

Arthur Gabrielyan and Sergey Kasparov scored 3.5 points each out
of 4 possible in an international tournament with participation of
310 chess players in Pardubice, the Czech Republic. The Armenian
chess players are only half a point behind the tournament leaders,

Armenia’s population continues displaying distrust and adjusting to
bad living conditions.

The results of the first half of 2010 indicate that global economy is
growing at a slow pace, including markets of the U.S., Europe, Russia
and China. Meanwhile, 15% unprecedented growth was recorded in China.

Indices of stock exchanges also prove the growth in global economy.

Moreover, anti-crisis governmental programs are implemented
consistently.

International financial and trade structures revise their forecasts
one after another. Specifically, the European Bank for Reconstruction
and Development (EBRD) revised upward its GDP growth forecasts for
Armenia from 4.5% to 4.6%, according to the EBRD economic outlook for
Eastern and Central Europe, as well as Central Asia. 4% average growth
will be recorded in 2010 in economies of Eastern Europe and Caucasus,
what is explained by the “effect of low base” (7.8% decrease was
recorded in these countries in 2009). Meanwhile, EBRD forecasts 3.5%
average economic growth in 2010 for the entire region (30 countries),
after 6.1% drop in 2009 and against 2.5% growth predicted in October.

The growth in forecasts is conditioned by stronger indices of four
economies of the region – Poland, Turkey, Russia and Kazakhstan –
due to increase in prices for raw materials and resumption of capital
flows into developing markets. At the same time, the economic recovery
will proceed at a slow pace for majority of the region’s countries,
which do not export raw materials. Besides, GDP drop is expected in
some countries (Hungary and the Baltic countries) in 2011.

Pascal Lamy, director-general of the World Trade Organization (WTO),
said that global trade, in volume terms, is expected to grow more than
10% this year. The forecast is up from an estimate of 9.5% in March.

“It will probably pick up 10 to 10-plus percent this year depending
on what happens in the second half of the year,” Lamy said speaking at
the UN pavilion at the Shanghai World Expo. Earlier, the International
Monetary Fund predicted 5.8% growth in global trade in 2010.

The global tendencies also had an impact on Armenia’s economy – 6.7%
GDP growth was recorded by the end of the first half of 2010.

Meanwhile, 18% decrease was recorded in Armenia’s economy during the
same period of last year. However, Armenian Minister of Finance Tigran
Davtyan said on July 23 that the country’s government does not hurry
to review its macroeconomic indices. Perhaps, the government does
not believe in their irreversibility, as structural changes have
not been observed in Armenia’s economy yet. Besides, the country’s
population does not trust the monthly “drawn” indices published by
the RA National Statistical Service.

Nevertheless, Armenia’s economic growth is reasoned by three basic
factors: first, the credits attracted in 2009 yield results; second,
sharp increase was recorded in world prices for copper and molybdenum.

However, the country’s population does not experience improvements
due the increase in prices, as Armenia’s mining field is in the hands
of several individuals. And growth in remittances is the third factor
that has had an impact on Armenia’s economy.

It should be noted that decrease in export and agricultural volumes
was recorded by the end of the first half of 2010. Agriculture is an
extinct field in Armenia, as any reforms have not been implemented in
this field since 90s. Meanwhile, 0.8% deflation recorded in Armenia’s
consumer market in June as compared with May causes misunderstanding.

Specifically, the prices for fruits and vegetables have not
dropped, despite promises of Armenian Minister of Agriculture
Gerasim Alaverdyan. In its turn, the Central Bank of Armenia (CBA)
is trying to convince that the continuous toughening of monetary and
credit conditions, decrease in international prices for raw materials
and foodstuffs, gradual cancellation of expanding influence of the
monetary and credit, as well as tax and budgetary policy implemented
in 2009 have resulted in decrease of 12-month inflation at a higher
pace. The CBA believes that the decrease in prices recorded in June
is basically conditioned by drop in prices for a range of goods –
vegetables, fruits, sugar, egg, petrol and diesel fuel. And this has
resulted in 0.8% decrease in prices.

IMPORT OF EXPENSIVE CARS DECREASED BY 2 TIMES IN ARMENIA BY END OF FIRST QUARTER OF 2010

8,137 vehicles were imported to Armenia in the first half of 2010
against 9,143 cars during the same period of 2009. According to data
of the RA State Revenue Committee, customs fees obtained due to import
of cars totaled AMD 10.220bln against 10.955bln in 2009.

738 cars out of 8137 vehicles imported to Armenia were produced in
Russia. It should be noted that the number of cars in the value of
up to $5000 totaled 3303 against 5680 in 2009; the cost of 2558 cars
fluctuated from $5-10thous, while the number of cars within this value
totaled 6255 in 2009; the number of cars in the value of $10-15thous.
and $15-30thous. totaled 812 and 902 against 2120 and 2198 in 2009
respectively.

Meanwhile, the number of cars in the value of over $30thous totaled
562 against 1043 in 2009. Thus, import of expensive cars decreased by
two times by the end of the first half of 2010, what shows that our
citizens do not dare purchase luxurious cars in the post-crisis period.

Indian Ambassador to Armenia Achal Kumar Malhotra .

As the Ambassador pointed out at the meeting, development of bilateral
economic ties and investment stimulation is highly important to India.

The Minister, in turn, briefed the Ambassador on investment
possibilities in RA, specifically noting the sphere of
telecommunications, post and communication services, as well as
implementation of North-South railway construction program.

The parties also focused on October visit of Indian Industrial
Federation representatives to Armenia.

The dates, venue and format of the Candidates Matches, that will
determine qualificiation for the 2012 World Chess Championship,
are still undecided.

It appears that most of the contenders are in revolt. No-one likes
the short length of the matches; best of four games for the quarter
finals is ridiculous.

Most object to the proposed venue, which is Baku. Levon Aronian’s
match will have to be organised separately. As an Armenian he cannot
play in Azerbaijan.

The Russians want to move the matches to Kazan, a move that was
promptly rejected by Veselin Topalov who says he will refuse to play
in Russia.

The Israeli GM Emil Sutovsky recently lobbied FIDE President Kirsan
Ilyumzhinov with a new proposal. He might as well not of bothered,
FIDE will do whatever suits them but at least it gives me an excuse
to give a game from one of my favourite players.

Armenian Justice Ministry Acknowledges A Number Of Rough Violations

ARMENIAN JUSTICE MINISTRY ACKNOWLEDGES A NUMBER OF ROUGH VIOLATIONS IN SYSTEM OF MEDICAL ASSISTANCE PROVISION TO PRISONERS

ArmInfo. The Armenian Justice Ministry has acknowledged a number of
rough violations in the system of medical assistance provision to
prisoners. The sad ground for this acknowledgement was the death of
10 prisoners at various criminal-executive institutions of Armenia
over the first half-year of 2010.

Press Secretary of the Armenian Justice Minister Lana Mshetsyan
reported that the control department of the Justice Ministry
administration conducted investigation related to the cases of deaths
at the criminal- executive institutions and revealed a number of
problems. Armenian Justice Minister Gevorg Danielyan gave a number of
instructions and presented the results of the work done to President
Serzh Sargsyan.

“It was stated in all the cases that death was not caused by subjective
factors, on the contrary, in many cases as a result of conscientious
and well-organized work, worsening of many prisoners’ health was
prevented and medical services was improved. At the same time, it was
found out that in several cases the officials of criminal-executive
institutions and specialists of civil medical establishments made a
number of violations. There are also certain problems, the settlement
of which is conditioned by not only legal, but also financial and
technical, as well as organizational factors”,- says the statement. The
investigation conducted found out violation of the provision of the
Armenian government’s relevant decision envisaging weekly visits
of doctors to the prisoners; some specialists of the civil medical
establishments made a wrong diagnosis; it was not specified very
often which doctor provided medical assistance to the prisoners,
whereas it was to be done in compliance with the Armenian government’s
decision. There are cases of ungrounded delay of consideration of
issues related to the prisoners suffering from a disease, which is
incompatible with imprisonment; in several case the medical report
wax ignored during the treatment; in some cases no investigation was
conducted on the death of a prisoner and no relevant conclusion was
made. In addition, there are cases when the prisoners were moved from
the “Hospital for defendants” criminal-executive institution to civil
medical establishments with delay, the defendants were not examined
by a physician for a long time, and the documents were registered
with rough violations.

The statement says that some extra funds are needed to provide
medical service to the prisoners at a proper level. For this
purpose the Justice Ministry intends to apply to the Armenian
government. The Prosecutor General’s Office has also been informed
about the violations. In a number of cases materials were prepared
and criminal cases were instituted in due time.

At the same time, the justice minister gave relevant instructions
to the head of the criminal-executive department to bring those
responsible for the violations to disciplinary liability, liquidate
the conditions and reasons of violations as soon as possible, and
take relevant legal and organizational measures.

16 People Saved By Armenian Rescuers Since Early Season

ArmInfo. Fifteen cases of death of people were registered since
the beginning of a swimming season by Armenia’s Emergency Ministry,
commander of special water rescue detachment of Armenia’s Emergency
Ministry Samvel Lazarian said at today’s press-conference.

To note, the given statistical data concern only the cases when
rescuers were attracted to save the people or withdraw bodies from
water. Six of the indicated fifteen tragic incidents happened in lake
Sevan (1 local fisherman and 5 holidaymakers died), the rest of the
cases happened in regions. Moreover, water rescuers saved 16 people,
including several children from an overturned water cycle. In 2009,
EM registered 5 cases of death of people in lake Sevan and 4 – in
regions, 23 people were saved. Major part of tragic events falls on
evenings, and mostly drunk people are victims in such cases.

Currently, Armenian Emergency Ministry set up a duty at lake Sevan:
37 employees in 19 points carry out duty from 9:00 AM before dark.

According to S. Lazarian, the situation in regions from the viewpoint
of control is worse than at Sevan. So, less people were drowned in
lake Sevan than in water reservoirs in regions over the last two years.

In general, S. Lazarian said, the situation in the republic from
the viewpoint of the number of tragic incidents in water strongly
differs for the better both from other countries and in Armenia of
Soviet years.

ArmInfo. Emergency Ministry of Armenia is going to spend August under
a slogan “Without victims”, Ministry Samvel Lazarian said at today’s
press-conference.

He calls on citizens to be watchful and not to swim in forbidden
places. According to him, water level raising in lake Sevan
also endangers the security of holidaymakers. “Trees and concrete
constructions remained under water in many places. Moreover, in view
of the water level raising, the buoys, which were earlier installed
in 10-15 meters from the shore, are currently installed in 3-5 meters
in some places.

“It is clear that swimmers will ignore the buoys installed near to
shore. However, even under rescuers available on the shore, the people
should keep their security in memory”, S. Lazarian said.
