YEREVAN, JULY 29, ARMENPRESS: The increase of flour price in Armenia
is agreed with the lack of wheat harvest in the international market.

Minister of Agriculture Gerasim Alaverdyan said today at a news
conference after the session of the government that the volume of
wheat harvest has notably reduced this year.

“Market decides the price, if the demand of product increases,
naturally the price will grow. Of course, it does not mean that the
price may continuatively grow. Currently we are conducting monitoring
in the market, cooperating with the RA State Commission for the
Protection of Economic Competition to see the issues,” Alaverdyan
said. He noted that according to the UN report, about 40% of growth
of wheat price is expected in the world.

Armenia mainly imports flour from Russia, Kazakhstan and Canada.

GYUMRI, JULY 29, ARMENPRESS: Armenian, Georgian, Turkish and
Azerbaijani producers will create joint “Caucasian” new brands. The
businessmen of these countries have already produced “Caucasian
Cheese” joint product. By the way, Azerbaijan joined the program quite
recently. The first exposition of “Caucasian Cheese” took place two
years ago in Gyumri.

Director of the “Caucasian Center for Conflict Solution” Artush
Lazarian said this is more a “diplomatic step” when businessmen
are trying to establish business ties on their own. During the last
meeting of the businessmen, which took place in Tbilisi July 17-21,
more than 20 businessmen from Armenia, Georgia, Turkey and Azerbaijan
intended to create also joint honey, wine, tea and jams products.

“This program really changes stereotypes among the countries. If you
had seen what contacts and exchange of information was taking place
between the Armenian and Azerbaijani cheese makers, you would have
been convinced of the usefulness of the programs. I think if we were
able to build relations with our neighbors in such tempos we would
have lived in peaceful Caucasus,” A. Lazarian noted.

The initiators of the program are aimed at exporting new products
to Europe. The program is being implemented on the initiative of
“Business and Development Caucasian Network”.

PRELIMINARY CONSTRUCTION WORKS OF THE SECOND NUCLEAR POWER UNIT IN ARMENIA IN PROCESS

YEREVAN, JULY 29, ARMENPRESS: The preliminary construction works of
the second large nuclear power unit in the Republic of Armenia are
being carried out. The decision of Armenian authorities on this is
in implementation stage.

Chairman of the government-affiliated State Committee on Nuclear
Security Regulation Ashot Martirosyan, referring to security issues
today at a meeting with journalists, stated that the current power
unit works exclusively secure, and the preliminary construction works
of the second one will be implemented corresponding to international
standards of security.

Among the conditions required for implementation of the intended works
A. Martirosyan attaches huge importance especially to preparation of
high-quality cadres. This question, as he assured, is in the agenda
of the government.

The chairman of the committee, referring to the research works of
the uranium mine, assured that after the process of the preliminary
studies and in case of a positive result works will be carried out
in the direction of uranium mining as well.

The site of conduction of researches is based between Kapan and Kajaran
towns – at the bank of Voghj River. The Armenian-Russian joint venture
will have ready data on research results by the end of the year and
will publicize them.

The State Committee on Nuclear Security Regulation has been established
on the state decision in 1993. The working staff of the committee
includes 43 employees. An organization of technical support has been
established as well.

Program On Actuary Qualification Implemented By USAID And RA Central

PROGRAM ON ACTUARY QUALIFICATION IMPLEMENTED BY USAID AND RA CENTRAL BANK WRAPPED UP

YEREVAN, JULY 29, ARMENPRESS: Supporting the Central Bank, in
collaboration with the British Actuarial Profession Association
and within the program on financial development, the US Agency for
International Development (USAID) has implemented in Armenia a program
on actuary qualification. Today the ceremony of handing graduation
certificates was held. The implementation of the program was assumed
in October 2009 by the Development Program on Human and Institutional
Capacity implemented by the Educational Development Academy.

The program on qualification of actuaries consisted of 2 ingredients
– basic and deepened. The majority of the educational classes were
conducted according to the quality standards of the Great Britain. The
classes finished with qualification exams. Eight students finished
the deepened courses and over a dozen – the basic. Director of the
USAID Armenia Office Jatinder Chima, Deputy Chairman of the Central
bank Vache Gabrielyan and other high ranking officials were present
at the ceremony. As a result of the joint work with the British
Institute of Actuaries the participants of the educational courses
will have an opportunity to work in a financial field, particularly,
in insurance companies.

“This professional qualification must not be confused with the
education of higher educational establishments, both are very
important, but pursue different goals,” the Deputy Chairman of the
Central Bank noted, adding that the specialists of the sphere have
conveyed to the participants knowledge corresponding to the intended
standards.

Director of the USAID Armenia mission Jatinder Chima highly assessed
the support displayed by the Yerevan State University and Central
Bank, noting that the profession is of great significance for Armenia,
and the educational program has been implemented at a high level. J.

Chima congratulated the participants wishing them success in
their career. Director of the Armenia office of the US Academy for
Educational Development Anush Yedigaryan presented the prehistory of
the program, it became clear that the basic class started in May 2008
and finished in February 2009.

The second round of the program and the first rounds of the deepened
classes were held from February 2009 to July 2010. The graduates of
the basic qualification classes can be patented by the Central Bank
as responsible actuaries of insurance companies. The program has
simultaneously afforded an opportunity to implement other actuary
works in banks, in pensionary funds, state and commercial structures.

Los Angeles, California (CNN) — A claim that several dozen glass plates
bought for $45 at a garage sale were negatives from Ansel Adams brought
an angry response of disbelief from the man who oversees the famed
photographer’s trust.
Adams’ grandson is also unconvinced. Matthew Adams, who runs the Ansel
Adams Gallery, said even if they are authenticated, they are not worth
much beyond their historical value.

The art dealer who placed their eventual value at more than $200 million
said Wednesday that the controversy is increasing their value by
“driving the market to them.”

“They’re making them so desirable,” said David W. Streets. “People all
over the world are seeing this and saying ‘I want one of each.'”

That controversy took a bitter turn a day after California wall painter
Rick Norsigian and his lawyer held a news conference at Streets’ Beverly
Hills art gallery to say they have proof the negatives were created by
Ansel Adams.

William Turnage, the managing trustee of Adams’ trust, called Norsigian
and those working with him “a bunch of crooks” who “are pulling a big
con job.”

Norsigian’s lawyer, Arnold Peter, called Turnage’s attack “a shameful
and pointless disparagement of the professional reputations of some of
the top leaders in their respective fields.”

The team of experts included two court-qualified handwriting experts, a
retired FBI agent and a former Assistant United States Attorney, Peter
said.

Peter said that based on the overwhelming evidence they gathered “no
reasonable person would have any doubt that these, in fact, were the
long-lost images of Ansel Adams.”

Turnage, who was Adams’ business manager for before his death in 1984,
challenged the expertise of Norsigian’s team, saying the only one with
art credentials was a “so-called expert that nobody has ever heard of
from Jackson Hole, Wyoming.”

“They had to go out into the boonies to dig him up,” Turnage said.

Norsigian’s lawyer responded by calling Turnage an “elitist.”

“Ansel Adams would likely be shocked and appalled at such blatant
arrogance and condensing commentary in his name,” Peter said.

Turnage said Norsigian’s strategy is to line up a long list of hired
experts to tell “a big lie.”

“Hitler used that technique,” Turnage said. “You don’t tell a small one.
You tell a big one.”

Peter said Turnage “has converted a professional disagreement over works
of art into a personal attack utilizing tactics that are grossly
offensive and unconscionable.”

“Likening Rick Norsigian to Adolf Hitler is nothing more than yet
another bullying tactics designed to silence Mr. Norsigian,” Peter said.

The lawyer invited Matthew Adams and Turnage “to engage in a meaningful
dialogue and examine the evidence which they have consistently refused
to do.”

“We now offer them yet another opportunity to jointly agree on and hire
experts who are qualified to render a final opinion on the authenticity
of the negatives,” Peter said. “Any honest and fair assessment will lead
to but one conclusion — these are the lost negatives of Ansel Adams.”

The approach was “to put these negatives on trial” using a “high burden
of proof” to show that the 65 glass plates were created by Adams, the
iconic American photographer whose images of the West inspired the
country.

“I have sent people to prison for the rest of their lives for far less
evidence than I have seen in this case,” said evidence and
burden-of-proof expert Manny Medrano, who was hired by Norsigian to help
authenticate the plates. “In my view, those photographs were done by
Ansel Adams.”

Meanwhile, Matthew Adams said Wednesday, “I don’t think that they’ve
proven that they are (authentic) … And I don’t know that you could
ever prove that they are.”

Adams, who reviewed Norsigian’s evidence last year, said he wanted more
scientific tests, including carbon-dating, to prove beyond a doubt that
the work was that of his grandfather.

He cited “a number of inconsistencies,” including the conclusion by two
handwriting analysts that notations on manila envelopes containing the
plates were made by Ansel Adams’ wife, Virginia Adams.

The envelopes had five misspellings of well-known Yosemite National Park
landmarks, he said. “Bridal Veil Falls” is misspelled twice as “Bridal
Vail Falls” and “Happy Isles” is misspelled “Happy Iles,” Adams said.

Virginia Adams — who spent most of her life in that area of California
— would have spelled those names correctly, he said.

Handwriting experts Michael Nattenberg and Marcel Matley said they used
Virginia Adams’ writing samples provided by the Adams’ grandson to reach
their conclusion that it was her penmanship.

Matthew Adams said his belief that she was not the author of the
notations is based on copies of the envelopes given to him by Peter.

“I just looked at them myself,” Adams said. “I did not hire experts.”

Norsigian’s team also said the locations of the photographs, which were
taken around San Francisco and Yosemite, helped prove their case.

“The fact that these locations were well-known to Adams, and visited by
him, further supports the proposition that all of the images in the
collection were most probably created by Adams,” said art expert Robert
Moeller.

Matthew Adams said that circumstantial evidence was unconvincing, since
several other highly-skilled photographers were known to shoot at the
same places around the same period.

Even if Norsigian’s glass plates are authentic Ansel Adams photographs,
they would have mostly historical value, “not anywhere near” the $200
million estimate given by Streets, Adams said.

Streets said his estimate was based on decades of print sales and rights
fees. “There will always be a demand for Ansel Adams’ work,” he said.
“The long-term potential is very easy to prove for these.”

“You can’t print original photographs from them because Ansel’s not
around to print them,” Matthew Adams said. “Anything you make from them
you would have to say is an unknown interpretation of something that may
be Ansel’s.”

The Ansel Adams Gallery is still producing prints, but with a printer
who was trained by Adams. The iconic artist died in 1984 at the age of
82.

“A lot of the magic that he created was in the darkroom making the
print,” his grandson said. “Ansel’s not around to tell us how he would
have printed it.”

Streets countered Adams, saying, “It’s not a mysterious process.”

“There are master printmakers who are making prints today,” he said.

Norsigian has contracted with Jesse Kallisher, whose prints hang in the
Smithsonian and the Louvre museums, to produce original fine arts prints
from the negatives, Streets said.

While Matthew Adams is unconvinced, he doesn’t doubt that Norsigian is
sincere in his belief that he has Ansel Adams negatives. “I think that
they do believe it, but I don’t think that they have proven it,” he
said.

He doesn’t agree, however, with Turnage’s charge that it’s a “con job.”

“My take on it is that it is irresponsible to present them as Ansel’s,”
Matthew Adams said.

Norsigian, a painter for the Fresno school system, kept the glass plates
under his pool table for four years before realizing they may be too
valuable to store at home.

He believes they were from Adams’ early career, a period that is not
well documented since a 1937 darkroom fire destroyed 5,000 of his
plates.

“It truly is a missing link of Ansel Adams and history and his career,”
Streets said.

Norsigian, who scours garage sales for antiques, was looking for a
barber chair when he spotted two deteriorated boxes in the spring of
2000.

When he pulled one of the glass negatives out, he saw Yosemite.

“As a young man, I worked at Yosemite quite a bit. So, right away I
recognized it as Yosemite,” Norsigian said.

He bickered with the seller, finally negotiating the price for the boxes
down from $70 to $45. The owner said he bought them in the 1940s at a
warehouse salvage sale in Los Angeles.

It would be two years before Norsigian realized the photos may be from
Adams, he said. After four years, he had done enough research to realize
the plates could be valuable. He moved them from under his pool table
and placed them in a bank vault.

How these 6.5-inch x 8.5-inch glass plate negatives of famous Yosemite
landscapes and San Francisco landmarks — some of them showing fire
damage — made their way from Adams collection 70 years ago to a
Southern California garage sale in 2000 can only be guessed.

Photography expert Patrick Alt, who helped confirm the authenticity of
the negatives, suspects Adams carried them to use in a photography class
he was teaching in Pasadena, California, in the early 1940s.

“It is my belief that he brought these negatives with him for teaching
purposes and to show students how to not let their negatives be engulfed
in a fire,” Alt said. “I think this clearly explains the range of work
in these negatives, from very early pictorialist boat pictures, to
images not as successful, to images of the highest level of his work
during this time period.”

Alt said it is impossible to know why Adams would store them in Pasadena
and never reclaim them.

For now, the photos will go on a tour of universities and museums,
starting in October at Fresno State University, Norsigian said.

“I just hope everybody enjoys them,” he said.

Norsigian said he has not spoken with the man who sold him the two boxes
a decade ago.

“If he’s still around, I’m afraid he may come looking for me,” he said.

Norsigian, who is 64, is still working but said he may retire this year.

The International Court of Justice’s decision on July 22 on Kosovo
confirms and legalizes the principle that the right of a nation to
self-determination and its implementation do not violate international
law and principles, including the territorial integrity principle,
the Foreign Ministry of the self-proclaimed Nagorno- Karabakh
republic said.

“This decision is extremely important from a legal, political and
moral point of view, and is significant as a universal precedent,
whose application cannot be limited only to Kosovo,” the ministry
said in a statement on Saturday.

Nagorno-Karabakh hopes that “the people of Artsakh [the Armenian name
for Nagorno-Karabakh] have the right to have and build their own state
and be in control of their own fate and this will surely be recognized
by the international community, because it has been exercised in line
with the fundamental principles of international law.”

Nagorno-Karabakh parliament deputy speaker Artur Tovmasian told
Interfax that the Armenian National Assembly can start the process
of recognition of the Nagorno-Karabakh republic.

“We do not have to appeal to The Hague Court regarding Nagorno-
Karabakh’s recognition as it has already decided for all the non-
recognized states that priority should be given to the nations’
right to self-determination,” he said.

Azerbaijan, which doubts Karabakh’s independence, can appeal to the
International Court of Justice, Atanesian said.

“Let The Hague Court give it a reply with regard to recognition or non-
recognition of the legitimacy of the de-facto independence of Nagorno
Karabakh. It was not Pristina but the Serbian authorities who asked
the International Court of Justice and got the answer,” Atanesian said.

The Geneva consultations on security in Transcaucasia are difficult
but the format is still useful, European Union Special Representative
for the Southern Caucasus Peter Semneby said.

The negotiations continue despite difficulties and it is important
that there is a platform where all interested parties can meet,
he told Interfax.

Semneby said he is hoping these consultations will continue. They
have already brought the results – we have an effective mechanism of
incident prevention and response in the case of Abkhazia. And it is
very important that there is a format that addresses the most pressing
regional issues, he said.

The EU also believes it is premature to conduct any referendum on
the status of Nagorno-Karabakh.

Any voting on the Nagorno-Karabakh’s status can only happen after a
long process. What needs to be done now is to agree upon the principles
of how this [conflict resolution] process should evolve in order to
create guarantees for all parties, Semneby said.

Such principles have already been voiced by the co-chairmen of the OSCE
(Organization for Security and Co-operation in Europe) Minsk Group,
that is Russia, France and the United States.

I think it is an excellent base for conflict resolution, and the
EU calls on both parties [Azerbaijan and Armenia] to stick to it,
Semneby said.

The stabilization of Turkish-Armenian relations does affect the
Karabakh settlement process, he also said.

Although there is no formal linkage, one cannot deny that whatever
happens in either of these processes affects the atmosphere of trust
and this should be taken into account, he said.

The next round of the consultations on security in Transcaucasia is
scheduled for Tuesday, July 27.

The EU said any referendums on the status of Nagorno-Karabakh would
be premature.

Any voting on the status of Nagorno-Karabakh can only take place
after a long process and now we need to agree on the principles of
settlement to create guarantees for all parties, European Union Special
Representative for the South Caucasus Peter Semneby told Interfax.

Semneby recalled that the settlement principles were voiced by the
co-chairmen of the Organization for Security and Co-operation in Europe
Minsk Group (which comprises Russia, France, and the U.S.), which
he said is an excellent foundation for settling the Nagorno-Karabakh
conflict, and said the EU is calling on both parties (Azerbaijan and
Armenia) to follow it.

Semneby also admitted that the process for normalizing Turkish-
Armenian relations is impacting the Nagorno-Karabakh settlement as
it influences the atmosphere of trust.

Georgia’s national agency of cultural heritage submitted an application
to the Armenian Ministry of Culture Monday to inform preparatory
explorations are being held near St. Gevorg of Mughni, Tbilisi.

According to acting director of the agency Zurab Miminoshvili the
project is developed by experienced architect Shalva Melikidze.

Panorama.am is informed that Armenian Deputy Minister of Culture Arev
Samuelyan will head a delegation to Tbilisi on August 5 to follow
the reconstruction activities there.

$26790 USD is disposed from Georgia’s State Budget to national agency
of cultural heritage for the reconstruction of St Gevorg of Mughni.

The Saint Gevorg of Mughni Church also known as Saint George of Mughni
Church is a 13th century Armenian church in Tbilisi, Georgia that was
rebuilt in 1756. It is made of brick and its architectural typology is
that of a cross within a rectangular perimeter, with four free-standing
supports. Until the mid-1980s, the church served as a museum of folk
art. By 1990, it was no longer a museum and its interior lay in ruin.

The vestibule attached to the western facade of the church was
destroyed in May, 1991. The large cracks in the church walls served
as an excuse to Georgian authorities to destroy the church instead
of repair it. During the night of November 18, 2009, the dome of the
Church of St George in Tbilisi’s Sololaki district collapsed.

According to locals recent rains had further weakened the already badly
damaged structure of the church. Georgian television station Rustavi 2
reports that the district governor promised to allocate funds for the
rehabilitation of the church after visiting the ruin on November 19.

Israel has been strongly dispositioned in the territory of the Republic
of Azerbaijan and leads various anti-Iranian activities from there,

According to the source, Israel under image of making agricultural
activities in the southern regions of Azerbaijan hired large lands
which should serve for investigation against Iran.

It’s worth stating that another Iranian website “tabnaq.ir” has
referred to this very problem. The paper was alarmed that different
agricultural diseases may be spread over the Iranian lands from those
Israeli hired Azerbaijani territories.
