There is no truth to reports that Russia agreed to deliver S-300
air defense systems to Azerbaijan, Russian state arms exporter
Rosoboronexport said on Thursday.

“There is no contract between Russia and Azerbaijan on the delivery
of S-300 air defense systems to this country,” a Rosoboronexport
spokesman said.

Russian business daily Vedomosti said earlier on Thursday that
Rosoboronexport signed an agreement with the Azerbaijani Defense
Ministry on the delivery of two S-300PMU-2 Favorit (SA-20b Gargoyle b)
battalions last year, RIA Novosti reported.

ArmInfo. Foreign Ministry of Armenia has joined the search of an
Armenian citizen who lost in Turkey, Foreign Ministry press service
told ArmInfo.

According to Turkish media, a citizen of Armenia, 29-years-old Anna
Davtyan, disappeared under vague circumstances. According to some
data, a six months pregnant young woman disappeared in Antalya, and
according to another data – in Ankara. The relatives of the lost
woman have already started an independent search. They think that
A. Davtyan could be stolen.

Police used force on Wednesday to break up a protest in Yerevan near a
commercial bank that intends to loan a controversial mining project in
northern Armenia. Activists were at VTB bank to protest its financing
of Armenian Copper Programme’s (ACP) development of a mine in Teghut.

The activists demanded that VTB should stop the funding of the
“anti-ecological and illegal Teghut project”, publicize the Bank’s
environmental criteria [for loan programs] and the names of those who
have developed these criteria. The protesters further called for an
end to what they call a contemptuous attitude towards society, for
honoring the principles of transparency and accountability and also
demanded that clear answers be given to letters of environmental and
human rights organizations.

Enlarge Photo The Government made the decision on developing the copper
and molybdenum mine in Teghut in November 2007, giving ACP a license
for 25 years. This is the first case when the government allows mining
amid a forest site. The Teghut mine – in the lush province of Lori –
is the second largest in Armenia, after the copper and molybdenum
mine in Kajaran in southern Armenia. Experts estimate that the mine
in Teghut contains more than 1.6 million tons of copper and 100,000
tons of molybdenum.

>From the very outset environmentalists in Armenia carefully monitored
the government’s decision to develop the mine, constantly voicing
concerns about possible irreparable loss to the environment (damage
to the eco system, disappearance of some of the rare species of flora
and fauna, threats to public health because of tailings, etc.). ACP
officials, meanwhile, argue that the mining industry will create
new jobs for the local population and will considerably improve the
social conditions in the province and generally will contribute to the
country’s economic growth. Despite the perceived benefits, however,
ACP seemed to be experiencing difficulties in finding a financial
partner for the Teghut mine operation.

Russian-owned VTB has decided this year to provide ACP with a promised
sum of about $300 million. So far only a small part of the loan has
been provided, and the provision of the basic sum has been delayed
because of the financial crisis.

At first, the activists demanded to see VTB management, but when nobody
approached them, they sat on the bank steps, hindering customers
and employees from entering. The demonstrators demanded that the
bank customers should not use the services of a bank that promotes
“the destruction of Armenia”.

Police arrived to disperse the protesters. In the ensuing scuffle,
chairman of the Green Party of Armenia Armen Dovlatyan was among
those who suffered minor scrapes.

The activists also turned to the Ombudsman’s office, whose
representative heard them and said: “We will decide what to do” –
and then left.

Ecologist Karine Danielyan, who in the end also joined the
demonstrators, says that the economic profit from the operation of
the mine will never be near enough to offset the environmental damages
caused by it. According to her, it will take years to compensate for
the forests now being destroyed.

“And forests not only in the territory of the mine operation will be
destroyed, but also upper forests, because water will descend into
that cavity and the upper forests will dry out,” says Danielyan,
adding that the local water resources also get contaminated and the
biodiversity of the forest is vanishing.

Thirty-one-year-old Nazaryan died in the military unit under
questionable circumstances

A 31-year old lieutenant has become the latest Armenian soldier to
die under questionable circumstances while serving in a combat post.

Artak Nazaryan died Tuesday at his base in the Tavush province. The
Ministry of Defense says Nazaryan – who joined the army for contract
service eight months ago – used a machine gun to commit suicide.

His family, however, says the MOD is lying.

According to Nazaryan’s mother, forensic investigation found traces
of violence from a blunt instrument on her son’s body.

“A few days ago, when I talked to him, I felt that he was very worried
about something, he was confused. It is an evident murder case. My
son was killed in the morning, and we were informed about it only at
5 p.m. It means that they were trying to clean the murder traces by
then,” says Nazaryan’s mother Hasmik Hovhannisyan.

Nazaryan’s friends say that he was a very even tempered and quiet
person, who could have never commit suicide, moreover he was not a
simple conscript – he was a commander.

Nazaryan served as a conscript in 2000-2001, but later, because he
was a specialist of oriental studies and fluent in Persian, he served
one year in Tehran, Iran, as an ambassador attache, translator.

Human rights defender Arthur Sakunts, Head of Helsinki Citizens’
Assembly Vanadzor Office, says that it was an evident murder case.

“This is a horrible tragedy, which at the same time registers another
terrible tendency that not only conscripts but also officers and
commanders are being subject to violence and killed in army during
the recent two-three years,” Sakunts told ArmeniaNow. According to
official data, this is the first death registered in the army this
year attributed to non-military actions. Over the years, however,
Armenia’s army has had dozens of cases of soldier-on-soldier violence
and officer-to-conscript violence that resulted in death.

Matthew Bryza, an Obama pick for a diplomatic posting in Baku, was
put on the defensive during recent Senate hearings.

The prospect of former OSCE Minsk Group mediator on the Karabakh issue
settlement Matthew Bryza’s possible appointment as the US Ambassador
to Azerbaijan has become one of the most discussed subjects in Armenia.

The main issue in this connection is: how can Ambassador Bryza impact
the negotiation process considering his close relations with Turkey’s
and Azerbaijan’s political circles and his kindred relations with a
famous Turkish family?

The recent hearings at the US Senate Committee on Foreign Affairs
during which Bryza, as the nominee for US Ambassador in Azerbaijan,
was asked impartial questions related to his partial position on the
Karabakh issue settlement, have made this issue more urgent.

On June 20 the Washington Times published an article citing the
concerns voiced by the Armenian National Committee of America (ANCA)
over Bryza’s close relations with Azerbaijani and Turkish political
circles and fuel-communication companies.

Bryza has many levers of influence on the region, and regardless of his
mission – Minsk Group (MG) mediator or US Ambassador to Azerbaijan –
he is a constant presence in the South Caucasus, and has been for
many years.

As deputy head of the US State Department’s office of Europe and
Eurasia and deputy assistant to the Secretary of State he has
constantly worked with Georgia, Azerbaijan and Armenia.

During the Senate hearings, Senator Robert Menendez reminded him
that the US Ambassador to Armenia John Evans was released of his
duties after using the phrase “Armenian Genocide”. “What was your
role in firing Evans” he asked Bryza, who, in response, said he had
no involvement in that issue.

Bryza was also asked the reasons for his firm conviction that
Nagorno-Karabakh has to be part of Azerbaijan.

Right from the moment of his appointment as MG mediator Bryza lobbied
this option, and in his interview to the BBC he candidly said
the principle of Azerbaijan’s territorial integrity was dominant
over all other principles, including that of nations’ right to
self-determination.

Senator Menendez asked Bryza: “Isn’t the principle of national
self-determination among the most important principles in America’s
policy?”

Bryza did not give a direct answer to that question, and made a
reference to the position of the then Vice-President Dick Cheney
saying that earlier, even before his interview to the BBC, Cheney
said in Baku that the settlement of this conflict had to meet the
principles of Azerbaijan’s territorial integrity.

Bryza marked his joining the OCSE MG in 2005 by presenting the
so-called Framework Agreement, which, as he said, “calls for the
withdrawal of the Armenian troops from those territories of Azerbaijan
where they are currently quartered”.

It was during the time period of Bryza’s mission as a mediator that
the Madrid Principles came up, providing for a new status to Nagorno
Karabakh, but only under the condition of being an indispensable part
of Azerbaijan. That was in November, 2007.

“If we recognize the independence of this or that territorial unit
every time the issue of self-determination is raised, the other norm
of the Helsinki Act will be violated – the principle of territorial
integrity,” stated Bryza back then.

Bryza’s appearance at OSCE MG activated the operation of the
International Crisis Group (ICG): the recommendations of this group
often influence the final decisions on this or that issue.

“As Deputy Secretary of State I often used the ICG products. Reports
compiled by this group and their analytical researches, as a rule,
had the kind of information that was impossible to receive from other
sources. So, no wonder their recommendations played their part in
the process of making final political decisions,” said Strobe Talbott.

With Bryza’s appointment as the American co-chair of Minsk Group the
ICG reports grew more and more rigorous and unambiguous.

In September, 2005, ICG made public the report text on Nagorno
Karabakh, which said in part: “Nagorno Karabakh wants independence
and grounds its capacity to build a sovereign state by having a
democratically elected government in accordance to the terms and
standards of statehood. However, from the international perspective
Karabakh is part of Azerbaijan… Nagorno Karabakh is one of the most
militarized communities on earth.”

It was this report that prompted the Azeri authorities to start making
more radical appeals, and, what’s important is that Bryza never once
criticized Azerbaijan’s bellicose rhetoric.

Bryza’s constant presence in the region (now as the US Ambassador to
Azerbaijan) will result in an even more active work of the Crisis
Group, the position of which is based on the condition of Nagorno
Karabakh being part of Azerbaijan.

from the Armenian Football Federation told Armenpress.

In an interview with the French magazine 1998 FIFA World Cup champion

team of Armenia, though he has not received any official offer from
Armenia’s Football Federation.

Genocide Museum-Institute had 130 225 visitors. Deputy director of
the museum-institute Seda Barsamyan noted that this year the number
of visitors has increased as compared with the same span of the past
year when 129 906 people visited the museum. The majority of visitors
are foreigners.

He said the museum has 354 permanent exhibits which are being changed
and the temporary exhibits are 117 including photos, documents,
