The shooting of the documentary on life of Azerbaijan’s National hero
Mubariz Ibrahimov has started in Azerbaijan. The film will be made
at the initiative of MP Ganira Pashayeva, Trend reported.

As NEWS.am reported earlier, on June 18, an Azerbaijani task force
intruded into Nagorno-Karabakh from Azerbaijan, killing 4 Armenian
soldiers and wounding 4 others. The enemy retreated, leaving one
soldier killed – Mubariz Ibrahimov.

Azerbaijani President Ilham Aliyev signed a decree, awarding Mubariz
Ibrahimov (posthumously) the title of a National hero of Azerbaijan.

Anna Davtyan, a 29-year-old citizen of Armenia, has disappeared in
Turkey in mysterious circumstances. Anna and her boyfriend decided
to spend their holiday in Antalya.

Sabah reports that, after spending two days in Antalya, Anna decided
to return to Dubai. However, on July 17 she disappeared from the hotel,
where her boyfriend had left her.

Anna’s mother, Karina Davtyan left for Antalya to find her daughter.

She said her daughter is six months pregnant and must have been
kidnapped.

New package of EU sanctions against Iran included the Armenian branch
of Bank Mellat, DPA agency reported.

As NEWS.am reported earlier, on July 26 EU foreign ministers confirmed
new sanctions imposed on Iran to hinder country’s uranium enrichment
program.

The restrictions affect foreign trade, financial services, as well
as oil industry, the basis of Iran’s economy.

The EU officials said it is “the most far-reaching set of sanctions
the EU has agreed to on Iran or indeed on any country”.

The Turkish government promised that the Turkish-Armenian border
will not be open until Armenians resolve the Karabakh conflict,
Azerbaijan’s General Consul in Kars Aykhan Suleymanov said in the
course of his visit to the city of Igdir, Turkey.

He also noted that Turkish government’s stance on the issue is
unambiguous.

The World Court’s judgment on Kosovo cannot have any impact on the
Nagorno-Karabakh peace process, and the Armenian side should not be
enthusiastic about it, Galust Sahakyan, Chairman of the Republican
Party of Armenia (RPA) parliamentary faction told reporters on July
28. “First, the U.S. statement made it clear that double standards
are applied worldwide in dealing with such problems. Kosovo can be
recognized, others cannot. This is the reason why I say we should not
be enthusiastic. Especially so if the grounds are even stronger in
the case of Nagorno-Karabakh than in the case of any similar problems,
including Kosovo,” Sahakyan said. The World Court’s judgment enables
the Armenian side to modify its foreign policy and “put it on a
new track.”

According to Sahakyan, Armenian diplomatic corps must call on the
friendly nations to initiate the recognition of Nagorno-Karabakh as
an international entity.

Sahakyan also commented on a proposal made by Karen Bekaryan, the
head of the European Integration NGO. According to the proposal,
the NKR foreign office should initiate consultations with friendly
nations on the possible recognition of Nagorno-Karabakh. Sahakyan
shares Bekaryan’s opinion, without, however, separating the NKR and
RA foreign offices, as it is a national problem.

Commenting of the widespread opinion that Armenia will agree with
any decision acceptable to Nagorno-Karabakh, Sahakyan said: “We say
so, but it is not so. What Armenians decide will be a decision for
Nagorno-Karabakh.” After the World Court passed its judgment, Armenia
must speak of the format of Nagorno-Karabakh’s self-determination
rather than of concessions.

The OSCE Minsk Group is the strongest format enabling Armenia to share
its opinion with the international community. Therefore, this is the
right format for further negotiations.

Head of the Republican parliamentary group Galust Sahakyan is unaware
of the meeting between Serzh Sargsyan and Levon Ter-Petrosyan that is
to be allegedly organized at U.S. initiative, he told the journalists
on Wednesday.

The MP also noted that such a meeting is not planned, stressing it
is impossible to keep the meeting secret.

According to rumors spread by Armenian press, U.S. Ambassador to
Armenia Marie Yovanovitch is engaged in intense lobbying to launch
dialogue between Armenian current President Serzh Sargsyan and first
President Levon Ter-Petrosyan.

On July 28, Vice Speakers of Armenian National Assembly Samvel Nikoyan
and Arevik Petrosyan received Vice Speaker of NKR National Assembly
Arthur Tovmasyan. The officials touched upon the Armenia-Artsakh
inter-parliamentary cooperation, the prospects of diplomatic diplomacy,
as well as The Hague International Court’s verdict on Kosovo’s’
independence, Armenian Foreign Office press service informed NEWS.am.

Tovmasyan stressed the precedent for recognition of Kosovo’s’
independence may contribute to the international recognition of
Nagorno-Karabakh. In this regard he attached significance to the
inter-parliamentary diplomacy. According to him, the recognition of
Nagorno-Karabakh will not hinder the Karabakh peace process.

The diplomats also discussed the recent developments in the
peace process, as well as presentation of Karabakh issue in
inter-parliamentary agencies.

The International Court of Justice verdict on Kosovo is in Armenia’s
interests, however one should not have great expectations, the MP
of Republican Party parliamentary group Lernik Alexanyan told the
journalists on Wednesday.

He also noted that the judgment provides for a legal basis that might
contribute to shifting of the Karabakh peace process from political
into legal framework.

According to him, the verdict should open the eyes of Azerbaijan to
realize there is a possibility for the conflict’s resolution based
on the international law.

Commenting on Armenia’s recognition of NKR’s independence, the MP noted
that it should be done in due time to achieve the necessary result.

He considers that in due time means when international community
takes NKR’s recognition in stride or when the relations between
Armenia and Azerbaijan aggravate.

Alexanyan deems that presently Armenia should enjoy its right to
recognize NKR as cart blanches in the peace process.

The claim that the U.S. World Courtâ~@~Ys judgment on Kosovo has to
do with Kosovo alone, and cannot be applied to similar cases, is, to
put it mildly, untrue, Giro Manoyan, Director of the Hay Dat (Armenian
Cause) office, Armenian Revolutionary Federation (ARF), told reporters.

According to him, Armenia must repeatedly stress that the World Court
passed the right judgment, suggesting to the international community
that Kosovo can serve as a precedent for Nagorno-Karabakh as well. It
is important for Armenia to do its best to stress that the recognition
of Nagorno-Karabakh will not run counter to any international legal
norm. The World Courtâ~@~Ys judgment on Kosovo is an opportunity to
stress that Nagorno-Karabakhâ~@~Ys international recognition is within
international law, Manoyan said. He warned against concentrating on
the idea that the judgment can only be applied to Kosovo.

The ARF representative the World Courtâ~@~Ys judgment is a clear
one. It can be viewed as a political judgment, which is supposed
to enable the Armenian side to be more active. It must be made use
of for raising the issue of settling the Nagorno-Karabakh problem,
Manoyan said.

He added that this is a case when Nagorno-Karabakhâ~@~Ys voice must
be heard even better not only in Yerevan, but also outside.

More than 60 nations have recognized Kosovoâ~@~Ys independence. Among
them are the United States and 22 of the 27 EU member-states.

Armenian Defense Ministry presented its version of the July 27 incident
on the death of the 29-aged Armenian soldier in Tavush region.

According to the statement by Defense Ministry, Lieutenant Artak
Nazaryan committed a suicide from his own weapon. An investigation
has been launched.

The incident occurred on July 27 morning, whereas soldier’s parents
were informed of it in the evening at 5:00 p.m. local time. The
parents are confident that it was murder. Earlier the killed soldier
had problems with other officers.
