Arthur M. Halvajian of Saddle River, developer and former owner of
the Mall at IV in Paramus, died Monday at The Valley Hospital in
Ridgewood. He was 76.

The cause was complications from leukemia, said his sister, Alyce
Parseghian.

Mr. Halvajian, a Teaneck High School graduate and an Army veteran of
the Korean War, worked as a photoengraver and a mortgage broker before
venturing into commercial real estate development in the 1960s. He
built stores in the former Eyelab vision-care chain and a shopping
center in northeast Philadelphia. His signature project endures as
a Paramus landmark.

The Mall at IV, an enclosed, 120,000-square-foot, two-story shopping
center, opened in 1986 on westbound Route 4. Mr. Halvajian competed
against a hotel company and several developers for the lease to the
10-acre site.

“People have come all the way from Florida to view what we are doing,
because this building has never been built before,” he said in a 1986
interview. “There isn’t an enclosed mall I know of in the country
that permits exposure of the tenants’ names on the outside.”

The $8 million project’s original anchor store was Filene’s Basement.

“He was so proud of that mall and his country and his Armenian
heritage,” his sister said. “He looked for the biggest American flag
he could find and flew it outside the mall, but before he put it up
he arranged for it to fly over the U.S. Capitol.”

Mr. Halvajian owned the Mall at IV for little more than a decade. The
departure of Filene’s Basement led to difficult times. Mr. Halvajian
entered Chapter 11 bankruptcy reorganization in 1995; the case was
converted to Chapter 7 bankruptcy liquidation in 1997.

A son of Armenian immigrants, Mr. Halvajian helped bring Armenian
children to the United States for medical treatment in his role as
a director of Medical Outreach for Armenians. The organization was
formed after a 1988 earthquake devastated Armenia, then a Soviet
republic. Parseghian said her brother made many trips to Armenia
to deliver relief and medical supplies and to arrange for Armenian
doctors to come to the U.S. for training.

Three years ago, Mr. Halvajian and his wife, Araxy, were reunited in
New Jersey with Arman Ghazaryan, who was living in Spitak, Armenia,
when the earthquake struck. Ghazaryan, who was 8 years old at the time,
suffered a crushed skull and other serious injuries; the Halvajians
cared for him during his two months of reconstructive surgery in the
United States.

In addition to his wife and sister, Mr. Halvajian is survived by his
son, A.J., and daughter, Alyne.

The wake will be Friday from 6 to 9 p.m. at William G. Basralian
Funeral Home, Oradell. The funeral will be Saturday at 10:30 a.m. at
St. Leon Armenian Church in Fair Lawn. Burial will be in George
Washington Memorial Park, Paramus.

27 years ago Turkish Embassy in Lisbon, Portugal, was kept hostage by
five Armenians. In July, 27, 1983 five brave Armenians born in Lebanon
Setrak Ajamian, 19 years old; Ara Karvikian, 20; Sarkis Abrahamian,
21; Simon Yahniyan, 21, and Vache Daghlian, 19, attacked Turkish
Embassy to Lisbon. While attacking the Embassy one of the Armenians
Simon Yahniyan was murdered. Brave heroes of Armenian nation refused
to yield and bombed themselves.

Those five young men knowingly sacrificed their lives for their
fatherland; their act of devotion shocked the world.

“Sardarapat” movement calls on to commemorate our heroes and to
take their ashes buried in Beirut at the Armenian national cemetery,
back home.

Abdullah Gul Turkish President Abdullah Gul will visit Azerbaijan soon.

Turkish State Minister on Foreign Trade Zafer Caglayan told reporters
that preparations for Gul’s visit to Baku are currently underway.

“Brothers do not need special invitations. Azerbaijani president can
visit his homeland Turkey any time and Turkish president can visit
his homeland Azerbaijan any time as well”, the state minister added.

Turkey has always supported and will continue supporting Azerbaijan in
the Karabakh issue, this is our historical responsibility, said Turkish
State Minister Zafer Caglayan speaking at the Azerbaijani-Turkish
business forum held in Baku.

‘We are for liberation of Azerbaijan’s occupied lands and establishment
of peace in this region which has a big political and economic
potential. In turn, Turkey considering its fraternal relations with
Azerbaijan will always support Azerbaijan in the issue of Karabakh
which cannot raise any doubts’, he said.

The state minister recalled the words by President of Azerbaijan Ilham
Aliyev who said Turkey’s achievement is a success of Azerbaijan and
vice verse.

‘Ankara will further take steps to establish peace and stability
in this region since we, as a regional state, are responsible for
regional security’, Caglayan said.

Public Services Regulatory Commission of Armenia (PSRC) told
Panorama.am 1 million 396550 internet subscribers are officially
recorded in Armenia, this figures includes GPRS and physical and
judicial bodies. According to the official data that figure greatly
differs if GPRS subscribers are not listed – 132 493.

PSRC gets information from about 60 providers. New data about the
second term aren’t yet available.

According to Internet World Stats web site Armenia recorded 208
thousand 200 internet users.

Experts are alarmed by these figures since the there are more internet
users than subscribers in Armenia.

OSCE Minsk Group Co-chairs Igor Popov, Bernard Fassier and Robert
Bradtke met with members of Minsk Group on July 28 in Vienna.

According to the OSCE website, the co-chairs informed Minsk Group about
the negotiation process over Nagorno Karabakh peaceful settlement,
July 17 meeting between Presidents of Armenia, Russia and Azerbaijan
in Saint Petersburg, July 17 meeting of heads of OSCE Minsk Group
country members’ delegations with Armenian and Azerbaijani Foreign
Ministers and co-chairing countries’ statements in Muskoka and Almaty.

The Co-chairs mentioned that the efforts of the conflict sides were
insufficient to overcome disagreements, additional measures are needed
to strengthen ceasefire and to show readiness for compromises.

The Co-chairs are set to visit the region in early September to assist
the efforts of the conflict sides.

"Days Of Performing Arts" To Be Concluded

The closing ceremony of “Days of Performing Arts” program held within
the framework of the 4th “One Nation, One Culture” Pan-Armenian
Cultural Festival will be held today at A. Spendiaryan National
Academic Theater of Opera and Ballet. Members of delegations from
about 20 countries will perform.

“Days of Performing Arts” program was launched on July 22. Over
1700 participants of program visited Armenian regions and Artsakh in
these days.

“One Nation, One Culture” Festival was launched on March 15 and will
last until the end of 2010. This year “Days of Performing Arts” also
include painting, architecture, Pan-Armenian Chess Olympiad, media
conference in Artsakh, Pan-Armenian conferences and master classes.

Armenian Defense Minister Seyran Ohanian visited Afghanistan, where
he inspected Armenian troops and met with Afghan officials and top
NATO military commanders, Radio Free Europe/Radio Liberty’s Armenian
Service reported Wednesday.

The Armenian Defense Ministry said Ohanian, whose three-day visit
ended on Monday, held meetings to discuss Afghanistan’s “security
environment.” He met with, among others, General David Petraeus,
the commander of U.S.-led forces in Afghanistan.

Armenia is one of 43 NATO member or partner states making up the
multinational contingent in Afghanistan, having sent a 40-strong
combat unit there early this year.

The troops were deployed near the northern Afghan city of Kunduz and
are in charge of protecting a local military airport.

Ohanian visited Armenian troops and inspected observation posts,
barracks, and equipment.

Bishop Vrtanes Abrahamian, the Armenian Army’s chief chaplain,
accompanied the minister and consecrated a small chapel built in the
troops’ military compound.

According to the Defense Ministry statement, Petraeus thanked Ohanian
for the “excellent and exemplary service” of the Armenian soldiers.

Afghan Defense Minister Abdul Rahim Wardak likewise praised the
Armenian troops during talks with Ohanian in Kabul on Saturday,
the Defense Ministry statement said.

Baku. Rashad Suleymanov – APA-ECONOMICS. Azerbaijan-Turkey business
forum has started in Baku today.

APA-ECONOMICS reports that Turkish Minister of Trade Zafer Caglayan
and Azerbaijan’s Minister of Economic Development Shahin Mustafayev
also attended the business forum.

Addressing the event Shahin Mustafayev noted that political, cultural,
economic relations are developing between Turkey and Azerbaijan. The
countries have especially come closer as a result of the recent
projects of regional importance.

“$80 billion was invested in Azerbaijan’s economy during the
years of independence, half is foreign investments. Azerbaijan’s
economy constitutes 75% of the economy of the South Caucasus,” Shahin
Mustafayev said and added that Turkish companies play important role in
the development of Azerbaijan’s economy. Minister noted that there are
good conditions to increase the trade turnover between the countries.

Minister called on the Turkish businessmen to cooperate with Azerbaijan
in non-oil sector, especially agrarian sector, tourism, production
of agricultural products, transit shipment.

Zafer Caglayan spoke about cooperation between the two countries from
political up to economic relations. Touching on the Nagorno Karabakh
problem Zafer Caglayan said: “Turkey wants the occupied territories to
be returned to Azerbaijan and Karabakh problem to be solved soon. This
is the wish of the entire Turkey.”

State Minister said joint activity will produce positive results. He
noted the possibility of Turkish companies’ participation in the
projects in ship construction, agriculture and construction.

Zafer Caglayan advised the companies to take into account the existing
law while establishing cooperation.

“Problems, lawsuits have negative influence on the relations between
the countries,” he said.

Azerbaijan Export and Investment Promotion Foundation (AZPROMO),
Azerbaijan Investment Company held presentations. Turkish businessmen
were informed about Azerbaijan’s economic opportunities, potential,
priority projects.

Turkish State Minister Caglayan said Turkey stood by Azerbaijan for
the return of its occupied territory and would continue to be on
Azerbaijan’s side.

Turkish State Minister Zafer Caglayan said Thursday Turkey stood by
Azerbaijan for the return of its occupied territory and would continue
to be on Azerbaijan’s side.

Speaking at the Turkish-Azerbaijani Business Forum in Baku, Caglayan
said that the world’s most important energy and transportation corridor
was in Azerbaijan.

Turkey and Azerbaijan share the same destiny. We are one single
nation incomparable to any other place in the world. We must turn
this relationship to an opportunity for further growth, Caglayan said.

It is clear that the issue of Upper Karabakh must be resolved. Turkey
makes efforts at the highest levels in the world so that this issue
gets solved. Turkey stands by Azerbaijan for the return of its occupied
territory, Caglayan said.

Today’s meeting will contribute to the increase of commercial
relations between Turkey and Azerbaijan. There are fields in which
the businesspeople of Turkey and Azerbaijan can work together in
third countries, Caglayan said.

Reminding the problems experienced vis-a-vis with visas and customs,
Minister Caglayan said that Turkey wanted to sign a free trade
agreement with Azerbaijan just as it did with Georgia.
