ADIBEKYAN PROPOSES “CIVILIZED DIVORCE”

According to the survey conducted during the NKR parliamentary
elections, 85 percent Karabakh residents are for Artsakh independence,
15 percent have doubts about it. Head of Sociometer center, sociologist
Aharon Adibekyan told a press conference.

According to the speaker, the Nagorno Karabakh conflict should be
resolved through direct negotiations between Karabakh and Azerbaijan
without Armenia’s participation.

“Armenia should abandon the process and let the sides “divorce in
a civilized way;” when a married couple decides to divorce after
many years of common life, they decide how to divide the property,”
sociologist said adding that if a survey is conducted among NKR
population on the issue, 90 percent will agree to the variant he
mentioned.

Adibekyan thinks that it would not be dangerous until the Armenian
armed forces are in Karabakh.

Armenian Deputy Prime Minister, Territorial Administration Minister
Armen Gevorgyan received Ambassador of Switzerland to Armenia Lorenzo
Amberg completing his diplomatic mission in Armenia, Ministry
press office reported. The Deputy Prime Minister wished success
to the diplomat in his future activities expressing gratitude for
Ambassador’s support to implementation of programs in technical,
economic, humanitarian spheres.

In return, the Ambassador expressed gratitude for efficient cooperation
appreciating very much the friendly relations with the Armenian
government.

According to the Ambassador, he has friendly feelings for the Armenian
people and leaves Armenia with warm memories. He noted that Switzerland
plans to open Embassy in Armenia. The Deputy Prime Minister said that
the Embassy will further promote development of mutual relations.

Baku, Fineko/abc.az. Azerbaijan has begun the creation of national
missile defense (NMD) system with tactical radius of action.

The Russian media inform that within one or two years Russia will
supply Azerbaijan two divisions of anti-aircraft missiles C-300 PMU-2
Favorit worth $300 million.

C-300 PMU-2 Favorit is intended to defend the vital installations
of the state and its armed forces from massive strikes of modern
and advanced aircrafts, strategic cruise missiles, tactical and
operational-tactical ballistic missiles and other means of air attack
in the entire range and speed of their combat applications, including
in case of the effect of intensive active and passive interference.

With the new launch of 48N6E2, anti-aircraft missile has a higher
efficiency of ballistic target defeat at ranges of up to 40 km with
the provision of undermining warhead targets, increased up to 200 km
the distant border of lesion zone of aerodynamic targets, including
the weapon in pursuit, advanced information capabilities of a command
post of the system of detection and tracking ballistic targets with
conservation sector of detection of aerodynamic targets.

Russian military experts consider that Armenia has not strike
aircraft, ballistic and tactical missiles, suppression of which demands
Favorit. They think that the purchase is carried out to reduce risks
posed by Iran.

Armenian government approved the proposal to sign a cooperation
agreement between Armenian and Russian governments on building new
nuclear power units in the territory of Armenia, government press
office reported.

The government also approved the proposal to sign a financing
agreement between the Armenian government and Commission of the
European Communities on financing the second part of Nuclear Security
Action Plan for 2009.

Eldar Ibrahimov ‘Nagorno Karabakh conflict is problem number one
facing Azerbaijani policy.

The process of well known talks has continued for about several years
due to the settlement of this conflict.

Heads of states, foreign ministers, plenipotentiary representatives
of the presidents meet during the conflict settlement process and
we, being representatives of the legislative bodies, take part in
the events of different international organizations, sessions of
parliamentary assemblies where we meet with relevant persons, hold
discussions’, said Eldar Ibrahimov, chairman of the committee on
agrarian policy of the Milli Majlis and member of the Azerbaijani
delegation in the OSCE Parliamentary Assembly.

Ibrahimov said that at the recent summer session of the OSCE
Parliamentary Assembly held in Norwegian Oslo, they held the next
discussions both with the leadership of the aforementioned organization
and members of the Armenian delegation.

‘I would like to say that the main issue of the Azerbaijani policy is
the issue of the fair resolution of the Karabakh conflict. I would
like to note that the OSCE Minsk Group and the institutes of its
co-chairs are working to settle this conflict and we would like to
say that there are definite achievements. But personally I cannot
voice satisfaction about its activity…

This is because the OSCE Minsk Group and the institute of its co-chairs
functioning within 18 years have failed to reach the goal.

Their activity in this period was not significant. There are still no
definite results and I personally regret about this. One moment should
be especially singled out here. New US ambassador in Azerbaijan-former
co-chair of the OSCE Minsk Group, Matthew Bryza, is expected to be
appointed soon. Relevant hearings were held on his appointment in
the US Congress where Bryza said he will try to intensify activity
for the resolution of the conflict…’.

Armenian government approved today of the suggestion on signing a
cooperation agreement between the governments of Armenia and Russia
on building new nuclear units in Armenia.

Earlier the government also agreed to equip the newly constructed
Armenian nuclear unit with Russian hydro-power reactor infrastructures,
as well as establish Armenian-Russian joint “Metsamorenergaatom”
CJSC, which is open to other investors, according to the government’s
information department.

Churches In Controversy Are Georgian, Not Armenian

The churches in controversy located in Georgia’s capital and regions,
are Georgian, not Armenian, told Armenian reporters in Tbilisi Deputy
Foreign Minister of Georgia, Alexander Nalbandov.

He said that last research reports by scientists and historians
make it clear. “Georgia can’t transfer historical monuments to an
individual which is the head of the Georgian Diocese of the Armenian
Apostolic Church. The heirship belongs to legal entities only. The
Armenian Apostolic Church isn’t a legal entity in Georgia,” detailed
Nalbandov adding that claims of the Armenian community of Georgia to
return the churches back are groundless.

Georgian official said that relations between Armenia and Georgia
could be better if Armenia at the international organisations like UN
backed and supported resolutions proposed by Georgia. When asked why
Georgia doesn’t support Armenia’s resolutions, Nalbandov said that
each county implements a policy of own interests. He also said that
Georgia meets halfway in relations with Armenia, citing the opening of
the Upper Lars Checkpoint and transit of Russian gas to Armenia via
Georgia as examples. But he was silent about the fact that Georgia
earns an income from gas transit via its territory.

Nalbandov also referred to Georgian-Russian relations and said that
Tbilisi is always ready to negotiate with Russia “in any format,
without preconditions and at equal positions.”

Azerbaijan has voiced protest to foreign countries that take part in
digging in one of the oldest centers of civilization-Azikh, Karabakh.

According to chief of department of the Ministry of Culture and
Tourism, Arif Aliyev, Azerbaijan has sent notes of protest to Spain,
Great Britain and Ireland via the embassies of these countries in
Baku. The letter says that the conduction of such works in Azerbaijan
without his permission is contrary to international conventions.

‘Azerbaijan’s Ministry of Culture and Tourism is preparing an appeal
to the due structures of Spain, Great Britain and Ireland for them
to call their specialists back.

Azerbaijan has already submitted notes of protest to the embassies
of those countries. In addition, the Foreign Ministry is preparing
an appeal to foreign countries for them to warn their companies about
the illegality of works carried out there’, Aliyev concluded.

Matthew Bryza Matthew Bryza has not been invited to a meeting in
Committee on Foreign Relations of US Senate unlike all other candidates
for ambassador’s positions.

According to the official website of the Committee, the US Senate
Committee on Foreign Relations presided by Senator Carry will hold
a business meeting with candidates nominated for positions of the US
ambassadors in different countries.

The list of 25 candidates does not contain the candidate for
Azerbaijan, Matthew Bryza.

Bryza has earlier been attacked by representatives of the Armenian
lobby who accused him of incompetence and bias and accentuated
attention to the nationality of Bryza’s spouse – Zeyno Baran who
is Turkish.

Meanwhile, candidate for the US ambassador in Turkey Francis Ricardone
will attend the meeting.

It is unclear why Bryza was not invited.

It is still unknown whether this is a result of the campaign to
blacken the diplomat, initiated by the Armenian diaspora or caused
by other reasons.
