Hilmi Akil’s Monday letter to the editor, “Cyprus is not Gaza,” is
a shameful attempt to falsely distance the Turkish government from
responsibility for May’s Gaza flotilla incidents. Of the dozens
of boats that set sail for Gaza, it was only on the Mavi Marmara
ferry – organized by Turkish Prime Minister Recep Tayyip Erdogan’s
terrorist-classified IHH charities – that violence occurred.

The only internationally recognized and legal government on the
island of Cyprus is the Republic of Cyprus. It was the legitimate
government of Cyprus that refused involvement with the terrorists;
the Mavi Marmara set sail from the Turkish-occupied port of Famagusta.

It was honorable of Commentary writer Daniel Pipes (“Turkey in Cyprus
vs. Israel in Gaza,” Opinion, July 20) to draw a comparison between
Gaza and Turkish-occupied Cyprus. Whereas Israel has no illegal
settlers in Gaza, Turkey has mocked international law by importing
more than 150,000 illegal settlers from mainland Turkey into homes
and properties stolen from Greek Cypriots by the Turkish military in
the occupation that began July 20, 1974. While Israel builds schools
and universities for Arabs, Turkey has pillaged; forcibly converted
Cypriots; and demolished scores of Greek and Armenian schools,
universities and houses of worship in Turkish-occupied Cyprus.

Turkey’s illegal presence on Cyprus is recognized by no country
except Turkey. Not content just to forcibly and illegally exploit land
belonging to Greek Cypriots, Turkey shamelessly uses Turkish-occupied
Cyprus to export terrorism in the region.

ARMENIA SELECTS A TEAM OF 14 FOR YOUTH OLYMPICS IN SINGAPORE

Fourteen sportsmen will represent Armenia in the Youth Olympic Games
in Singapore on August 14-26.

The Armenian team selected for inaugural the games will include
weightlifters Smbat Margarian (in the 56 kg, Yerevan) and Gor Minasian
(+85 kg, Gyumri), a shooter Roumi Vardumian (Yerevan), a gymnast Vahan
Vardanian (Yerevan), a judoka David Kazarian (in the 66 kg, Vanadzor),
a boxer Hrayr Matevosian (in the 60 kg, Yerevan), Varos Petrosian
(wrestling in the Greco-Roman style, Gyumri), Artak Hovhannisian
(wrestling freestyle, Hoktemberian), a female-athlete Diana Khubeserian
(100 meters runner, Yerevan), Gevorg Papoyan (water jump, Yerevan),
Edgar Babayan (canoeing and sprint, Yerevan), Anahit Barseghian
(backstroke, Yerevan), Sergei Pevnev (freestyle swimming, Yerevan),
and Vassil Shakhnazarian (archery, Armavir region).

The Armenian team will leave for Singapore on August 10 and will be
back on August 29.

More than 3,500 athletes from 170 countries are expected to compete
in the Youth Olympics which opening will take place on August 14.

Scoring 6 points out of 7, Armenia’s Grand Master Karen Movsisian has
topped the Chess Open taking place in Span’s Sitges along with Grand
Masters Aleksey Barsov from Uzbekistan, Gonzalez Garcia from Mexico,
and Gonzalez Perez from Cuba.

Two rounds remain to finish the tournament, Armchess.am reported.

The Open Chess tournament in Sitges gathered 134 players.

“This is a deal that is up to Russia-Azerbaijan bilateral ties. This
is their internal affair. Personally, my attitude to the deal is
positive,” the spokesman of Artsakh Republic President, David Babayan,
told Panorama.am, commenting on Russian-Azerbaijani military deal.

Russian state arms exporter Rosoboronexport signed a $300-million
agreement with the Azerbaijani Defense Ministry on the supply of
S-300 air defense systems to Azerbaijan.

According to the spokesman, the agreement has no aim to complicate
the Nagorno-Karabakh settlement process.

“I think, the deal will not complicate the situation as Russia is an
OSCE MG co-chairing state and this speaks about the peaceful settlement
of Nagorno-Karabakh conflict,” he said.

Czech town of Pardubice and are a point behind tournament’s leaders

IM Karina Hambardzumova earned 3,2 points. The Open Chess tournament
in Pardubice gathered together 310 players.

Rosoboronexport rejected to confirm Vedomosti reports about Russia’s
plans to supply two divisions of S-300 Anti-missile complexes Favorit
to Azerbaijan.

“Russia and Azerbaijan have not signed such a deal,” the spokesman
for general director of Rosoboronexport, Vyacheslav Davidenko told
RIA Novosti.

The Deputy Foreign Minister expressed satisfaction with development

The sides attached importance to expansion of legal sphere for
cooperation between Armenia and Switzerland, stressed necessity to
make more active trade and economic partnership.

Panorama.am interviews Dr. Janusz Bugajski, Director of the Lavrentis
Lavrentiadis Chair from Center for Strategic and International Studies,
or CSIS, Washington DC.

Panorama: What are the main differences between the Nagorno Karabakh
and Kosovo issues? Do you find the advisory opinion of ICJ with regards
to Kosovo (July 22, 2010) applicable to the other unrecognized entities
such as Nagorno Karabakh?

Bugajski: Although every separatist dispute has a different
historical, demographic, and political context, the ICJ verdict on
Kosova will reinvigorate disputes between proponents and opponents of
national sovereignty for minority populations inhabiting delineated
territories. The key criterion on which independence should be based
is whether the compact territorially-based minority has been subjected
to mass expulsion or attempted genocide by the existing state. This was
clearly the case with the Kosova Albanians at the hands of the Serbian
government and legitimizes their struggle for separation. One needs
to look at the historical record and contemporary evidence to decide
which governments or ethnic leaders were primarily responsible for mass
murders and expulsions in territories such as Nagorno-Karabakh in order
to decide whether the separation of these territories is justified on
the grounds of incompatible cohabitation in the same state structure.

Panorama: Do you agree with the assumption that international relations
and politics are primarily based on so-called “double standards”
and ignore the international law?

Bugajski: International relations and inter-state politics are based
on a mixture of elements including diplomacy, mutuality, enticement,
inducement, dominance, threat, and force. There is no single standard
or even a double standard as each case has differing components.

Although the United Nations poses as the dispensary of international
law, in reality it is not a model of international legality let
alone a moral or ethical compass. For instance, the UN accepted
East European borders that were primarily established by force under
Stalin’s conquest and acquiesced to the occupation of half of Europe
and the loss of state independence to the Soviet Union for 45 years.

In the contemporary setting, we cannot hide behind alleged
international law and allow states to murder or abuse their own
minority populations. Sometimes military intervention is necessary
and sometimes state separation is essential.

Panorama: How do you estimate the regional politics of the Obama
Administration in the South Caucasus and Central Asia? Where do you
see primary differences with regards to the Bush Administration era?

Do you agree with those saying this Administration pays less attention
to these regions so far, “giving” the region to Russia?

Bugajski: One shortcoming of President Obama’s approach has been
its inability or unwillingness to clearly articulate U.S. security
interests and strategic goals in the wider European, Caucasian, and
Central Asian regions, even if these are not currently overarching
national priorities. As a result, Washington is perceived as
surrendering these regions to predominant Russian influence. U.S. and
Western interests can be encapsulated in at least four policy
objectives: first, consolidating bilateral partnerships and regional
alliances to prevent the emergence of weak, fractured, or conflicted
states that undermine regional security; second, precluding the
expansion of any dominant regional power or regional alliance that
challenges broader American interests and even the American presence;
third, involving a diverse array of states to assist Washington and
NATO in combating common threats stemming from the broader Middle
East and South Asia; and fourth, ensuring the development of energy
resources and their secure transportation from the Caspian Basin to
Europe via the Caucasus and Black Sea region to uphold the stability
of America’s European allies.

Yerevan – A soldier shot dead four officers in a dispute at an army
barracks in Armenia, before turning his gun on himself, local media
reported Thursday, quoting non-governmental organizations.

The young soldier grabbed his Kalashnikov and fired at his victims
after they woke him up in the middle of the night and started bullying
him, the reports said.

The defence ministry confirmed that a violent incident had taken
placed, resulting in several casualties, but gave no further details.
