NKR Defense Army’s forces have found several other members of
the Azerbaijani subversive group, the NKR Defense Ministry reports.

One of them showed resistance and was killed. An Armenian officer
was killed by an Azerbaijani diversionist’s bullet.

Earlier it was reported that some members of the Azerbaijani subversive
group who attempted a commando raid in the Karvachar direction were
detained and some others managed to escape.

Droit A La Langue : Un Officiel Admet Des Violations Lors Des Manife

DROIT A LA LANGUE : UN OFFICIEL ADMET DES VIOLATIONS LORS DES MANIFESTATIONS PUBLIQUES

Des violations constantes a la loi > par les
responsables armeniens ont suscite beaucoup de critiques et de
mecontentement parmi le public. Il est clairement indique dans la
loi que les fonctionnaires sont tenus de fournir une interpretation
armenienne sur les forum non-armeniens, les seances, reunions,
colloques, thèses publiques et les evenements publics.

Le 23 Juin la conference des ministres armenien et russe des Affaires
etrangères a ete menee en russe sans traduction synchronisee en
armenien. Plus tôt, le 16 Juin, un evenement organise par le ministère
armenien de l’economie consacree aux règlements techniques, etait
egalement uniquement en russe sans interpretation.

Interroge par les journalistes pourquoi il n’existe pas
d’interpretation, le vice-ministre Garnik Badalyan a dit : >.

Le plus dur est que la violation de la loi a eu lieu au Parlement,
où lors d’une reunion avec un groupe de parlementaires armeniens,
Dmitry Kiselyov, un hôte d’un programme du dimanche en prime-time sur
la television d’Etat russe connu comme l’un des meilleurs porte-parole
du Kremlin, a exprimeson regret que la langue russe est en train de
disparaître en Armenie, appelant a lui donner un statut officiel.

Dmitry Kiselyov s’est plaint qu’en Armenie la langue et la culture
russes ne sont pas suffisamment respectes. >, a declare Kiselyov, ajoutant que sinon il va falloir reflechir sur
la securite que la Russie fournit a l’Armenie. Et l’ex-ambassadeur
de la Russie en Armenie Vyacheslav Kovalenko a exige que le russe
recoive un statut de langue d’Etat.

Tout cela a ete suivi par de fortes remarques de l’opposition. Depute
de l’ANC Nikol Pashinyan a exhorte le ministère des Affaires etrangères
a declarer Kiselyov persona non grata.

Les demandes de Kiselyov ont recu une reponse du ministre de
l’education des sciences Armen Ashotyan qui a mentionne que
le gouvernement armenien ne considère pas qu’il soit necessaire
d’accorder au russe le statut de langue officielle, cependant, il y
a les meilleures conditions pour que la langue russe soit promu en
Armenie. La langue est enseignee dans les ecoles armeniennes au cours
de la deuxième annee, les autres langues etrangères de la troisième.

Neanmoins, après tout cela, le 25 Juin lors d’une reunion avec des
journalistes le ministre de l’education et de la science a reconnu que
la loi > a ete violee lors de differents evenements,
mais le ministère, dit-il, n’est pas responsable d’elle.

d’Armenie de football contre 8 la saison dernière. > Erevan,
le champion d’Armenie en 2011 ne prendra pas part au championnat
faute d’avoir effectue dans les temps reglementaires les formalites
necessaires auprès auprès de la Federation armenienne de football. 7
clubs ont recu de la Federation armenienne leur visa pour disputer le

Long delays in resolving Nagorno-Karabakh conflict have given rise
to the ideas of changing the format of talks which are currently led
by the OSCE Minsk Group.

The recent escalation of violence in the contact line of Armenian and
Azerbaijani troops has raised new concerns as ceasefire violations
caused loss of life and injuries not only among the military, but
also among civilians.

The ongoing peace process concerning the Nagorno-Karabakh conflict,
mediated by the OSCE Minsk Group has yielded no results to date. In
addition, the negotiations have stalemated as there has been no
breakthrough in the talks since beginning of 2014.

Senior Fellow at American Foreign Policy Council, Professor Stephen
Blank said the U.S. president should pave the way for a meeting between
Armenian President Serzh Sargsyan and Azerbaijani President Ilham
Aliyev analogous to that at Camp David in 1978 to broker a settlement.

U.S. President Jimmy Carter brokered the negotiations between Israel
and Egypt in 1978 that led to a historic peace agreement between the
two countries.

Blank said Barack Obama should be ready to offer the necessary
mediation and funding as well as peacekeepers either through NATO or
the UN to bring both sides to peace.

He further noted that there is no viable negotiating forum for a
peace process to resolve the Nagorno-Karabakh conflict at present.

“I don’t see anything that could remotely be called a peace process.

Instead, there are many armed clashes between both sides. There is no
viable negotiating forum for a peace process at present,” Blank said.

Regarding some views on replacing OSCE Minsk group with a neutral
moderator, Blank said, the U.S. and France will have to play that role.

Earlier, British Member of Parliament, Lord Kilclooney said OSCE
Minsk group should be replaced by a neutral mediator.

Touching upon the participation of civil society in the conflict
resolution, Blank said at present, there is no effective civil society
in either country to promote a solution.

“Indeed I would argue that the war’s continuation for all these years
has been a major obstacle to the development of civil society in
both Armenia and Azerbaijan. A peaceful resolution is a necessary
precondition for the appearance in both countries of genuinely
democratizing trends in society, economics, and politics,” Blank said.

Armenia occupied over 20 percent of Azerbaijan’s internationally
recognized territory, including Nagorno-Karabakh and seven adjacent
regions, after laying territorial claims against its South Caucasus
neighbor that caused a brutal war in the early 1990s. Long-standing
efforts by U.S, Russian and French mediators have been largely
fruitless so far.

The UN Security Council has passed four resolutions on Armenian
withdrawal from the Azerbaijani territory, but they have not been
enforced to this day.

Press Service of the Azerbaijani Defense Ministry denied reports
of the Armenian sources on the attempt of suppression a sabotage
from the Azerbaijani side. Messages about attempts to sabotage,
its preventing, and the arrest of the members of the group do not
correspond to reality, Turan was told by the spokesman.

On July 10 the Armenian media gave a confusing information on the
Suppression of Azerbaijani sabotage in the Kalbajar region. However,
initially it was reported that in this city (occupied by Armenians
in April 1993) were seen two Azerbaijanis, one was detained, and the
second escaped.

Later the Armenian side said that “an attempt of reconnaissance and
sabotage operations” was prevented. At the same time, “the enemy was
revealed in time, some of its members were arrested, the others –
ran away,” says the press service of the Defense Ministry. -02D-

Yesterday, the Prime Minister, Hovik Abrahamyan, talking about
immigration in Gyumri, spoke out that there is lack of faith and
trust in people, because some officials had gone and given promises
but failed to fulfill them, therefore a gap has been formed between
the government and the people. “He stated correctly. He gave a true
diagnosis,” so responded the “Heritage” party board member, Anahit
Bakhshyan, in the conversation with Aravot.am, in response to the
question of whether the prime minister is speaking from the people’s
heart, for just a PR, or is clearing the mistakes of his predecessor.

According to the observation by Mrs. Bakhshyan, “Of course, there
is an element of PR. But I think that it’s not just PR. He wanted to
do, but how he will be able to turn the stance of understanding his
people’s grief into practice, I cannot tell. I’m not an economist,
but I see our country’s critical economic situation. This can be
seen with a naked eye. And he so far wants to appease our people
that I understand your situation. Humanly, I do not doubt Hovik
Abrahamyan’s willingness, but how he will be able to resolve these
issues, I do not know. There is both PR and a desire. Of course,
he would very much like to make steps so that people would say, see,
the Prime Minister said and did. He is appointed to this position to
do these steps, but it depends on how successful he can be. You know,
substituting A with B or C, I do not think that our expectations
will become real, regardless of what he wants. I believe that Hovik
Abrahamyan is willing. Any normal leader dreams about his people
talk good of him, and tell that he understood our sufferings and
helped us. But whether he will be successful, I highly doubt.” Today,
Hovik Abrahamyan had accepted Nairit plant employees demonstrating in
front of the Government building, and in addition to the promise of
releasing 1 month salary, he gave one more promise, to clarify until
the end of August who are guilty of the problems raised in “Nairit”
plant. Since the former Prime Minister Tigran Sargsyan’s name is
touched upon in bankruptcy of “Nairit” plant, to our question of
whether Hovik Abrahamyan is willing to confront Tigran Sargsyan,
or he really does not know who are to blame for “Nairit” plant’s
problems, Anahit Bakhshyan responded, “Of he really does not know,
then it is too bad.

But, on the other hand, he cannot but know and cannot say in public
that he knows. In doing this, he extends and now he has to think about
how to get out from his words. I am sure that he knows very well what
machinations had happened. He just cannot publicize what has happened.

He cannot say. I do not believe that this government, headed by
Hovik Abrahamyan, may do something against Tigran Sargsyan, because
as people say, they are interdependent to each other. Even if he
has such an intention, I do not think that he will be allowed to
do it. It’s another thing that he would be very much willing to do
it. He is willing to do it, but his move will not be encouraged. Thus,
he puts a soft pillow under the heads of Nairit plant employees,
by sending them home until he sees what he can do.”

Turkish Prime Minister Recep Tayyip Erdogan will announce his “vision
statement” for the upcoming presidential elections with a ceremony
in Istanbul today, with the participation of some nongovernmental
organizations, academics, minority representatives and artists,
the Hurriyet Daily News reports.

Erdogan, who is running for presidency against Ekmeleddin Ihsanoglu
and Selahattin Demirtas, will announce the statement that outlines
his program and vision for leadership if he is to win the elections.

Preparing for the first-ever presidential elections that will be held
by popular vote in the country, Erdogan is expected to outline his
“2023 targets,” a date Erdogan refers to, coinciding with the 100th
anniversary of the foundation of the Turkish Republic.

Erdogan has invited religious leaders, such as Chief Rabbi Ishak
Haleva, acting head of the Armenian Patriarchate Aram Ateshyan, Greek
Patriarch Bartholomew and Turkish Syriac Catholic Deputy Patriarch
Chorepiscopus Yusuf Sag to the event.

Doctors’ Shortage Major Problem In Armenia’s Regions – NGO Chief

DOCTORS’ SHORTAGE MAJOR PROBLEM IN ARMENIA’S REGIONS – NGO CHIEF

The shortage specialists remains a major problem in the regional
hospitals of Armenia despite the continuing repairs and re-equipment,
the head the healthcare NGO Trust has said, complaining about the
media’s somewhat biased coverage of the sector.

“Given the salaries and the working conditions in the regions, very few
doctors will agree to work there. Those who now work do a hero’s job;
I don’t know who will agree to work in regions if doctors of that
generation do not any more,” Susanna Harutyunyan told reporters on
Friday, adding that she doesn’t expect young specialists leave the
capital for a job in regions.

As for the state policies, Harutyunyan said that the Government is now
working on a program to offer the younger generation in the regions
an opportunity of free university education to encourage them to work
in their native towns or villages after the completion of studies.

The specialist said further that professional trainings for regional
specialists are conducted more frequently than for those in capital
Yerevan. “The equipment is naturally is in a poorer condition in the
regions, so I don’t think regional polyclinics are so richly equipped
as those in the capital,” she added.

GARNI RESIDENTS CITE ENVIRONMENTAL, SOCIAL JUSTICE REASONS WHY OPPOSE WATER PIPE PROJECT

Residents of the village of Garni with a population of 10,000 are
steadfast in not permitting water to be moved from the river that
runs past their community, the Azat, through pipes to a few villages
in Ararat marz (province) for use as irrigation water. The residents
said this to an Epress.am correspondent who went to their village
on Thursday.

Representatives of an Armenian hydropower project yesterday morning
went to Garni to hold public hearings and present the program to the
community; however, the public hearings did not take place because
the approximately 300 Garni residents didn’t agree to them.

Speaking to Epress.am, the villagers presented the grounds for their
complaints. According to them, the program contravenes environmental
and social justice norms and is drafted with violations of the law.

Social Justice Issue

Garni residents are convinced the main reason for construction of the
water pipe is to support Armenian Prime Minister Hovik Abrahamyan’s
business. One of the villagers, who wished to remain anonymous,
said the mayor of the village of Narek in Ararat marz established
a 600-hectare orchard, and the water pipe is constructed to provide
cheap irrigation water (without the use of pumps).

“He’s not taking [the water] for an Ararat villager but for him. If we
knew that people’s orchards were going to be irrigated, we’d say, the
hell with it. But we know that the decision was made for his property.

For his fish farms, his orchards. While our fields — there are
about 40 farming households at the river shore… we’ve all nursed
our trees like a child; they’ll dry up in a day,” he said.

Hamlet Harutyunyan, who established orchards at the river shore,
added that apart from those two goals, the prime minister is trying
to do one other thing. “He wants to build a hydropower plant. Yes,
he’ll take cheap water, but he wouldn’t assume so many expenses just
for that. After all, an approximately 30-km pipe has to be built. This
is being done to build a few hydropower plants,” he said.

Environmental Concerns

According to the project presented by the Armenian hydropower project
representatives, a pipe measuring 820 cm in diameter is to be built
along the length of the river, which will transport water for two
months in the summer to several villages in Ararat marz. Hamlet
Harutyunyan said that the flow of the river is powerful only in the
spring, while in the summer, the river carries only 1,200 liters of
water per second.

“With a 820 cm-[diameter] pipe, 1,000-1,200 liters will flow; that
is, it will lead to the river drying up. And that will lead to the
trees growing on the mountains around the river drying up. What will
happen to the fish? In this river, there are Beghlu, Karmrakhayt,
and Koghak; we pour in Ishkhan. It’s obvious, those fish will die,”
said Harutyunyan.

Legislative Arena

Garni residents said their community, as well as the village of Goght,
oppose the project, and since they’re the affected community, the
project cannot be implemented.

“When they cut off a branch from a tree, to get warm, when they catch
a fish, people are subject to criminal accountability, whereas in this
case, a forest will be destroyed, and the fauna of the river,” he said.

Hamlet Harutyunyan said that they bid adieu to the 7-person delegation,
urging them to retract their decision.

After the Yerevan delegation left, the residents convened a meeting
and decided their next steps.

“If the government insists that it will take the water, we’ve decided
to block the touristic road to Garni and Geghard. A Garni native will
not stand against anything. Second, we will go to Yerevan by foot. Our
neighboring Goght community also will join,” said the other villager.

According to him, this project, in fact, should concern also the
villagers of Ararat marz, since taken will be the water that goes to
Zovashen Lake, which nourishes 12 communities.

“Let [him] take water from Arax [River], put in a few pumps. [He]
takes our water, irrigates, then fills Arax, which goes where? To
the Turks,” said Harutyunyan.

Armenia’s Minister of Agriculture Sergo Karapetyan received on
Friday the newly-appointed Armenian Ambassador Extraordinary and
Plenipotentiary to Iraq, Karen Grigoryan. Before his departure to Iraq,
the Ambassador wanted to clarify issues related to the expansion of
bilateral relations between the two countries in question, specifically
in the sector of agriculture.

Congratulating the Ambassador on appointment, Minister Sergo Karapetyan
presented the relations between the two Ministries and said the sector
has great potential for development and expansion. He particularly
underlined the possibility of exporting mutton, fresh fruit and
vegetables, potatoes, drinking and mineral water, juice and canned
vegetables to Iraq.

Ambassador Karen Grigoryan, in turn, thanked for the information
and expressed readiness to discuss with the Iraqi side the avenues
for cooperation in the above-mentioned areas and create favourable
conditions for exporting Armenian products to Iraq.
