Armenian Deputy FM, Ambassador of Canada discuss Karabakh issue

Armenian Deputy Foreign Minister Arman Kirakosyan received Friday the
Ambassador of Canada, Ralph Lysyshyn, who is completing his diplomatic
mission in our country. According to the MFA press service, Arman
Kirakosyan expressed satisfaction over Ralph Lysyshyn’s personal
contribution to the development of the bilateral relations for the
past four years.

Appreciating the expanding bilateral relations, the growing frequency
of bilateral meetings, as well as the cooperation within international
organizations, the parties attached importance to the development of
bilateral ties.

Reference was made to the process of settlement of the Karabakh issue,
Armenia’s relations with its immediate neighbors, as well as other
regional issues.

Only mutual concessions are possible: peace for peace: NKR President

`Peace for territories’ principle is not only unacceptable in
Nagorno-Karabakh settlement process but is full of unpredictable
consequences for the region, Artsakh President Bako Sahakyan said in
an interview with Interfax.

According to him, the cause of the conflict should be eliminated to
reach final solution of the issue. Otherwise, according to Artsakh
President, the conflict could re-occur in the future, even more
intensively.

Bako Sahakyan expressed conviction that Karabakh-Azerbaijan dispute
should be regulated basing on mutual concessions and the concessions
should not be unilateral.

`Only mutual concessions are possible,’ Sahakyan said highlighting
that only this route can lead to peace. `Peace for peace,’ President
said.

As he said, it cannot go about return to the situation of 1988.
`Status issue and security are among priorities of Karabakh-Azerbaijan
dispute settlement,’ Bako Sahakyan highlighted.

“Karabakh issue would be considered by NATO in autumn”

`When I met with President of NATO Parliamentary Assembly John Tanner
at the previous session, I asked why the military-political
organization did not express opinion on Nagorno Karabakh issue. John
Tanner promised that the issue would be considered in autumn. Council
of Europe, European Union, UN Security Council have expressed opinion
on the Nagorno Karabakh conflict. Why doesn’t NATO Parliamentary
Assembly express its reaction?’ first vice-speaker of the Azerbaijani
parliament, head of the delegation to NATO Parliamentary Assembly
Ziyafat Asgarov said.

Asgarov said he gave John Tanner all resolutions adopted by the
international organizations on Nagorno-Karabakh since 1992.

Ziyafat Asgarov said Armenia’s concern over the issue is understandable.

`Armenia will and must always feel concerned, because they understand
that they have occupied the lands of another country, are pursuing
aggressive policy. They do not want the international organizations to
pass decision on it,’ he said.

According to Ziyafat Asgarov, Armenia is being isolated from the
international community. Speaker of the Armenian parliament Ovik
Abramyan sent a letter to President of NATO PA John Tanner and
expressed concern over the report on Nagorno Karabakh conflict. Autumn
session of NATO Parliamentary Assembly will be held in Warsaw in
November.

Bulgarian President awards Armenian Ambassador

Bulgarian President Georgi Parvanov signed a decree on July 27
awarding RA Ambassador to Bulgaria Sergey Manasaryan Order of Stara
Planina, First Class.

The press service of the RA foreign office informed NEWS.am that the
award ceremony was held at the residence of the Bulgarian President on
July 30.

Attending the ceremony were RA Honorary Consuls in Plovdiv and Varna,
Yeghiazar Uzunyan and Sargis Sargsyan, Armenian clergymen, Bulgarian
MPs, members of the Sofia public council, representatives of the
Armenian community and journalists.

Socialist International ready to contribute to road map on Karabakh

The Socialist International is concerned about the situation of
refugees and the risk of armed incidents on the contact line of
Azerbaijani and Armenian troops, Socialist International Secretary
General Luis Ayala told the reporters on July 30, Trend agency
reports.

`The international community should be involved more widely and
observers need a more dynamic start in order to move forward in
achieving a comprehensive peace agreement,’ he said.

A so-called “road map” is necessary to see “where we are and where we
are moving,” Ayala stated, noting the willingness of Socialist
International to help in this process.

“We want those who are in a difficult position because of the presence
of this conflict to believe that there are people who sympathize with
them and are ready to support them,” said Ayala.

On July 30, the Armenian first President, leader of the Armenian
National Congress (ANC) Levon Ter-Petrosyan met U.S. Ambassador to
Armenia Marie L. Yovanovitch. The prospects of the Karabakh peace
process and Armenia-Turkey relations were the focus at the meeting.

Ter-Petrosyan raised issues related to the release of political
prisoners, restoration of democracy, fighting against corruption and
economic development, as well as regional policy, ANC press service
informed NEWS.am.

ANC representatives Levon Zurabyan, David Shahnazaryan, as well as
Deputy Head of U.S. diplomatic mission in Armenia Bruce Donahue and US
State Department expert Paul Stronski attended the meeting.

FIDE awards international titles to Armenian chess players

FIDE has awarded the title of Grandmaster to 24-year-old Armenian
chess player Grigor-Sevak Mekhitarian (Brazil).

Women’s Grandmaster Lilit Galoyan has received the title of Men’s
International Master. On the same day Lilit’s brother, Levon Galoyan,
has been awarded the title of FIDE Master.

Yervand Hakobyan has become a FIDE Arbiter, Armchess.am website reports.

Life of Armenian loving Azerbaijani girl menaced

After the love story about the Armenian boy and a daughter of
Azerbaijani Minister was spread, it became clear the life of the
Armenian student is menaced. The love affair received wide publicity
among the Armenian and Azerbaijani communities in London.

The Azerbaijani community headed by Taleh Heydarov, son of Azerbaijani
Minister of Emergency Situations and the leader of Azerbaijani
community in Europe Kamaladdin Heydarov brought cries of protest,
considering the young girl offended the identity of the Azerbaijani
nation. The young men even called to punish the `unfaithful girl.’
They tried to make the girls’ father, a Chairman of an Azerbaijani
State Committee, having status of Ministry, take adequate measures and
put an end to this disgrace.

The representatives of the Armenian Community in London informed
NEWS.am the Azerbaijani community just burst out and some hot heads
even promised to kill both the boy and the girl. `His life is menaced.
We do not want to announce his name to avoid the possible
consequences,’ they said. Asked on their attitude towards the young
lovers, the Armenians said it is their personal affair and nobody has
right to interfere.

The loving couple continues to live together and is ready to leave the
country if it is needed.

The Azerbaijani community in Great Britain makes 15.000, whereas the
Armenian-20.000.

ICJ verdict on Kosovo not to serve as precedent for mediators to
recognize Karabakh

The verdict of The Hague International Court is indefinite, as it
recognizes the declaration of legal independence, political scientist
Sergey Shakaryan told the reporters on Friday .According to him, there
is no need to be excited over the ICJ judgment as it has nothing in
common with Nagorno-Karabakh.

Shakaryan stressed there are similarities between Kosovo and
Nagorno-Karabakh, but there are differences too. The Karabakh issue is
much alike Cyprus issue, as both the Artsakh and Cyprus issues set the
task for `the same nation to live in the same state.’

According to him, the OSCE Minsk Group Co-Chairs will not use the
International Court’s decision in the Karabakh peace process and the
Kosovo’s precedent will not serve as precedent for mediators to
recognize Karabakh’s independence.

Karabakh cannot appeal to the Hague court, Sabine Freizer says

The International Court of Justice verdict on Kosovo cannot be
considered as a precedent for other frozen conflicts, Sabine Freizer,
the Europe program director of the International Crisis Group told
RFE/RL Azerbaijani service.

The expert deems that the verdict by International Court indicated
that declaration of Kosovo’s independence does not contradict
international law.

Asked about the consequences, in case Nagorno-Karabakh, South Ossetia,
Abkhazia or Transnistria file a lawsuit, Freizer noted that
unrecognized republics cannot appeal to the International Court.

According to her, Karabakh should be supported by the majority of UN
General Assembly members to sustain its plea in the International
Court. The same should be done in the UN Security Council. However, in
this case the side filing a lawsuit should be a UN member. Karabakh is
not a UN member, thus it cannot appeal to the court, she stressed.
