SERVICEMEN AWARDED FOR SAVING THEIR COMRADE-IN-ARMS

According to Armenian Defense Minister Seyran Ohanyan’s order,
junior sergeant Sasun Gevorgyan and soldier Narek Gharakeshishyan
were awarded “Vazgen Sargsyan” medals for acting courageously in a
difficult situation and saving their comrade-in-arms.

Seyran Ohanyan handed the award to Narek Gharakeshishyan at the central
military clinical hospital of the Ministry of Defense. Wishing him
good health and soon recovery, the Defense Minister noted that his act
of saving the friend endangering his own life deserves appreciation
and admiration.

The same day Minister Ohanyan handed the medal to junior sergeant
Sasun Gevorgyan at the administrative headquarters of the Ministry
of Defense. Seyran Ohanyan wished him health, as well as a peaceful
and productive service.

Hustle And Bustle Outside VTB Bank

HUSTLE AND BUSTLE OUTSIDE VTB BANK

Today’s protest action organized by the Teghut Defense Group outside
the offices of VTB Bank turned into a real jostle.

When the protestors demanded to speak to a bank official they were
told that the bank “had no manager.” This made the protesters block
off the entrance steps.

Bank employees and customers demanded the protesters to “free” the
entrance but all in vain. Customers, neglecting the environmentalists’
calls for sobriety and shame, walked over the protestors to get inside

Still, there were few who joined the protesters at the entrance doors.

Minutes later scores of police officers approached the protesters
and forced them off the steps elbowing and hurling.

The Russian VTB Bank is going to fund a mining operation in the
pristine forest of Teghut. For this purpose, the Bank will allot ACP
Company (Armenian Copper Programme)a loan of $300 mln to operate the
copper and molybdenum mine.

The ruling by the International Court of Justice over the legality of
the declaration of Kosovo’s independence is an additional opportunity
for Armenia to stress the fact that the independence of the Republic
of Nagorno Karabakh does not run counter the international law much in
the same way as to the SSSR laws, Head of the Armenian Revolutionary
Federation (Dashnaktsutyun, ARF-D) Bureau’s Hay Dat and Political
Affairs Office Kiro Manoyan told a press conference today.

In his words the court does not confirm that it recognized only
Kosovo’s independence.

“It says that the declaration of Kosovo’s independence does not run
counter the international law. The court has simply stated the fact
that most of independence declarations have been unilateral and there
is no ban to make unilateral declarations,” added Manoyan.

Further he said that this chance should not be missed, i.e. the
process of the recognition of Karabakh’s independence should be given
an impetus, and the states should be persuaded that by recognizing
Karabakh’s independence they do not run counter the international law.

“It is extremely important for us to use this chance and voice
that the declaration of NKR’s independence is in line with SSSR and
international law. We should always remind international political
circles that Artsakh declared its independence when it was no
longer part of Azerbaijan. And that separation tool place because
the Soviet Azerbaijan had for decades implemented a biased policy
towards Karabakh,” said Mr Manoyan.

State Commission for Protection of Economic Competition of the Republic
of Armenia has fined five poultry factories by 500,000 AMD each for
not having mentioned the keeping time on eggs.

A study conducted by the Commission has discovered that among
companies that have not mentioned the keeping time and other necessary
information on eggs are Zangap, Yerevan Poultry Factory, Lusakert
Poultry Factory, Arzni Poultry Farm and Araks Poultry Factories.

The Commission has ruled that it may be considered as an expression
of unconscious competition and an act to mislead consumers.

OSCE To Conduct Monitoring In Karabakh Front Line

OSCE TO CONDUCT MONITORING IN KARABAKH FRONT LINE

On August 3, in accordance with the earlier achieved agreement with
the NKR authorities the OSCE mission is going to conduct ? regular
monitoring of the line of contact of Nagorno Karabakh and Azerbaijani
Armed Forces in the eastern direction of Talish settlement of Martakert
region, NKR.

According to a release issued by the NKR Foreign Ministry from the NKR
Defense Army positions, the monitoring will be held by Coordinator of
the OSCE Office, Lieutenant-Colonel Imre Palatinus (Hungary) and Field
Assistant of the Personal Representative of the OSCE Chairman-in-Office
Hristo Hristov (Bulgaria).

>From the Azerbaijani side, the monitoring will be conducted by Field
Assistants of Personal Representative of the OSCE Chairman-in-Office
Lieutenant-Colonel Antal Herdich (Hungary) and William Pryor (Great
Britain).

>From the Karabakhi side the monitoring mission will be accompanied by
representatives of the NKR Ministry of Foreign Affairs and Ministry
of Defense.

CIVIL SOCIETY SERVANTS ARE CONCERNED ABOUT SITUATION IN SPECIAL SCHOOL #11 AND SENT LETTER TO EDUCATION MINISTER

Civil Society Institute, Helsinki Committee of Armenia and Fund Against
Violations of Law NGOs and several citizens have sent an open letter
to Armenia’s Minister of Education and Science Armen Ashotyan relating
to Special School #11 in Nubarashen district in Yerevan.

Earlier an investigative journalist had revealed that one of the
female children at this school had been subjected to abuse with sexual
character by Levon Avagyan – a teacher at that school who has already
been found guilty and sentenced.

“The situation over Special School #11 continues to raise uncertainty.

The former principal M. Engibaryan has at the beginning of July
appealed to the Administrative Court requesting to restore his
position. The school still employs people who, according to the
testimony by the schoolchildren, have been accomplice in various
violations against the schoolchildren or informed about them but have
remained criminally indifferent,” reads the letter.

Further it says that based on what was said by Karen Batikyan –
Levon Avagyan’s investigator – it turns out that Lilit Berberyan,
who is currently holding the position of the principal, also took
part in concealing the facts.

Saying that they are very much concerned about the moral-psychological
atmosphere in that school the initiators of the letter propose doing
the following:

Investigate the violations that took place in that school Conduct
a study on the professional abilities and capabilities of the staff
Investigate issues when there is a conflict of interest due to family
and relations and correspondingly make some personnel changes

“Recognition of the Nagorno Karabakh Republic does not run counter
to international law,” Head of the Armenian Revolutionary Federation
(ARF) Bureau’s Hay Dat and Political Affairs Office Kiro Manoyan told
a press conference today.

“The ruling on Kosovo was not a precedent. The decision was made on
the basis of the precedents of the 18th, 19th and 20th centuries,”
he added.

Kiro Manoyan considers that the recognition of Nagorno Karabakh
by Armenia should derive from the logic of the talks, and it’s not
expedient at this point.

“It does not mean, however, that Armenia should not work in the
direction of recognition of NKR’s independence by other countries. The
Diaspora is taking indirect steps in that direction,” Kiro Manoyan
said.

A workshop dedicated to the recommendations on the Universal Periodical
Report of Armenia was held in Yerevan today with participation
of Mrs. Dafina Gercheva, UN Resident Coordinator/UNDP Resident
Representative in Armenia and Mr. Arman Kirakosyan, Deputy Minister
of Foreign Affairs oft eh Republic of Armenia.

The objective of the workshop was to introduce the draft Report of
the Working Group on the Universal Periodic Review for Armenia to
the national stakeholders and the UN Country Team for elaboration
of the further framework for implementation of the recommendations
presented by the UN member states in May 2010.

The Universal Periodic Review was created by the Resolution of the
UN General Assembly in March 2006 and is a unique process, which
involves a review of the human rights records of all 192 UN member
states once every four years. It is a state-driven process under the
auspices of the Human Rights Council, which provides the opportunity
for each state to declare what actions they have taken to improve
the human rights situations in their countries and to fulfill their
human rights obligations.

The Universal Periodic Review of Armenia was conducted on May 6, 2010
in the Human Rights Council during the 8th session of the Working Group
on the Universal Periodic Review. Most of the recommendations presented
by the delegates from 47 countries enjoy the support of the Armenian
Government and the majority of those are in the implementation process.

In her opening remarks Mrs. Dafina Gercheva commended the Government
of Armenia for the broad and full coverage of the major achievements
in protection and promotion of human rights in the country, as well
as for open and constructive discussions of the challenges that still
require attention.

“The UN in Armenia is supporting the Armenian Government in meeting
its obligations vis-a-vis the international human rights instruments.

Many of the recommendations reflected in the UPR are already being
implemented in the framework of current UN programs and projects and
are included in 2010-2015 UNDAF. This witnesses that most of the issues
identified and recommended as areas for potential improvement are ib
the center of the UN attention and continuous support,” she added.
