YEREVAN, JULY 28, ARMENPRESS: The National Agency for Cultural Heritage
Preservation of Georgia and the Armenian Culture Ministry have today
informed in written form that preliminary studies are carried out
in the territory of St Gevorg of Mughni Church, Tbilisi for drafting
its restoration plan.

An official from the Armenian Culture Ministry told Armenpress that
according to acting director of the agency Zurab Miminoshvili,
skilled architect Shalva Melikidze heads the drafting works. At
the moment the measurement of the monument is finished and study of
the engineering-geological conditions of the church’s base is being
carried out.

For discussing the further works on restoration of the church, a
delegation headed by Armenian Deputy Culture Minister Arev Samuelyan
will pay a five day working visit to Tbilisi.

CONSTRUCTION WORKS OF A NEW CYCLING GROUND KICKED OFF IN YEREVAN

YEREVAN, JULY 28, ARMENPRESS: A new and an up-to-date cycling ground
corresponding to European standards will be constructed in the capital
by a joint investment program of the Yerevan Municipality and Italian
“Renko” company. The start of the program was today announced by the
Yerevan Mayor and by the director of the Armenian branch of the “Renko”
company. Press service of the Yerevan Municipality told Armenpress that
Gagik Beglaryan and Francesco Jussotti have signed a declaration, by
starting the construction of an up-to-date cycling ground in Yerevan.

The cycling ground will be constructed on 2 hectares territory at the
address of Admiral Isakov Avenue and will be intended for over 3200
spectators. The construction of the cycling ground will turn this
part of the capital into an active sport and cultural center. “In
near future Yerevan will have a cycling ground corresponding to
international standards, which will contribute to development of
cycling in Armenia,” Yerevan Mayor Gagik Beglaryan said.

“We express our readiness and commitment to complete the construction
of this new masterpiece in Yerevan in time,” Director of the Armenian
branch of “Renko” company Francesco Justotti said. The program is
extensive, large-scale construction works will be carried out. After
two years the Yerevan people will have an opportunity to pass their
spare time in this public cultural and sport center.

handed July 20 his credentials to the President of Sri Lanka Mahinda
Rajapaksa. Armenian Foreign Ministry’s press and information department
told Armenpress that at the conversation followed after the handing
ceremony the ambassador highlighted the friendly relations between
Sri Lanka and Armenia and noted that after the end of inner conflict
lasting for tens of years the peace and stability established in Sri
Lanka create more favorable atmosphere for further development of
bilateral cooperation.

During the visit to Sri Lanka the ambassador also met with the
ministers, parliament members and other top officials.

During the meetings a great number of issues on bilateral
trade-economic, scientific-educational and business relations have
been discussed. Possibility of creating friendship groups in the
parliaments of the two countries have also been discussed.

Bako Sahakyan visited today the Askeran and Martouni regions and got
acquainted on site with the functioning of the newly-built irrigation
system.

Central Information Department of the Office of the Artsakh Republic
President told Armenpress that thereupon the president convoked a
working consultation in Askeran regional center dedicated to the
issues of irrigation system.

Head of the department of water industry under the Cabinet of Ministers
Kajik Khachatryan delivered a corresponding report.

Bako Sahakyan underlined strategic importance of irrigation network
development for our country.

The President noted the significance of elaborating new strategy
of water consumption and adoption of the necessary legal acts in
the legislative sphere. In this context Bako Sahakyan gave concrete
instructions to the heads of corresponding structures.

Premier Ara Haroutyunyan, minister of agriculture Armo Tsaturyan and
other officials accompanied the President during the visit.

YEREVAN, JULY 28, ARMENPRESS: The 13th session of the special working
team (AWG/KP) on the further commitments of the Appendix 1 parties
under the Kyoto protocol and the 11th session of the special working
team (AWG/LCA) of long-term cooperation under the Convention on
Climate Change will be held August 2-6 in German town of Bonn.

In these events Armenia will be presented by national coordinator of
the Convention on Climate Change, head of the Neighboring Surrounding
Protection Department of the Armenian Nature Protection Ministry
Aram Gabrielyan. The latter told Armenpress that during the sessions
the previous interrupted negotiations held this year from May 31 to
June 11 is intended to continue during the sessions. The negotiations
frosted at the 12th session of the AWG/KP working team are intended
to restart as well.

These negotiations will run in parallel to the work of the AWG/LCA
team and are directly dependant on the efficiency and progress of
the latter. “We are interested to have our contribution to smoothing
the climate change,” A. Gabrielyan said noting that taking into
consideration the importance of the issue it is everybody’s commitment.

and Samvel Nikoyan received today deputy chairman of the NKR parliament
Arthur Tovmasyan. NKR NA representative in Armenian parliament Karen
Topchyan partook at the meeting.

The NA deputy speakers congratulated their counterpart on being
elected wishing him effective work and expecting active cooperation.

NA public relations department official told Armenpress that
the interlocutors referred to Armenia-Artsakh inter-parliamentary
cooperation, prospects of developing parliamentary diplomacy as well
as the ruling of the ICJ about Kosovo.

Deputy speaker of the NKR parliament expressed opinion that the
precedent of recognition of the Kosovo’s independence may contribute
to the process of international recognition of the NKR. In this
pre-context the role of inter-parliamentary diplomacy has been pointed
out. He assured that the international recognition of the NKR will
not impede the process of negotiations.

The interlocutors also referred to the recent developments over the
NK conflict settlement.

Armenian Prime Minister Tigran Sargsyan met today with the
representatives of “Future is yours” NGO and of “Young People against
Corruption” program implemented by the latter.

The goal of the program is formation of intolerant attitude
against corruption and civil activeness among young people. Five-day
classes have been conducted for 300 young people of 6 Yerevan higher
educational establishments by the specialists of “Future is yours” NGO,
during which the participants of the program gained knowledge about the
phenomenon of corruption, its manifestations, causes and consequences,
about fighting against corruption and preventive measures. Discussions,
disputes and quizzes were organized during the classes.

During the meeting with the Prime Minister the participants of the
program had an opportunity to address the questions they are interested
in, to present the flaws in higher and post-graduate education, etc.

T. Sargsyan, speaking of the mentioned issues, noted that serious
changes will be made in near future in the system of higher and post
graduate education. There is a serious working team which is engaged
in it. “Higher educational establishments, both state and private,
must operate in an equal competitive field. The state’s attitude
toward them must be the same,” the Prime Minister said.

“We must intensify the licensing stage. Certain standards must
exist,” T. Sargsyan added. But it is not enough. Higher educational
establishments must have the guarantee of the accreditation institute.

The Armenian Accreditation Institute will cooperate with relevant
structures of different countries throughout the world. Today, only
the American University of Armenia has an international accreditation
in the republic.

The Prime Minister noted that as a result of the reforms positive
shifts will be registered within 4 years.

Kuwaiti-Armenian businessman Kirakos Guyumjian presents Armenian
views in the press of Kuwait, other Arab countries and international
Arabic language press. In addition to being involved in philanthropic
activities for the good of the homeland, he has undertaken another
important mission too: he has responded to and refuted zerbaijani
and Turkish disinformation on the Armenian Cause and other issues,
including disinformation spread by mbassadors of Turkey and Azerbaijan
in Kuwait. “There is a need for such publications: disinformation,
incorrect xpressions on various occasions, news, rumors, libel remain
unanswered,” K. Guyumjian told NT correspondent.

“The Turkish ambassador made a speech in connection with April 24,
declaring that the 1915 events were not assacres and killings, but
“we just moved Armenians from one area to another, and we aimed
to do good and not arm”. I could not tolerate such a statement and
responded to the ambassador through a newspaper, saying: “You distort
the reality to change international opinion, whereas the reality
is such and such”. I have responded to him many times, he has also
reacted to my articles. I have repeatedly clashed with the Turkish
and Azerbaijani mbassadors in the Kuwaiti press. I realized that no
efforts were made to familiarize the Arab people with our Trial and
our rights. I know that Armenians in California, the UK, and France
carry out activities in their mass media outlets, but there was no
such thing in Arab environment: there were no analysts, no persons to
defend Armenian subjects and it gave me an occasion to set an example,
especially taking into account the fact that the Armenian Genocide
survivors and Arabs who offered shelter to them in various countries
are dying, and the new generation of Arabs knows nothing or almost
nothing about the Genocide”.

K. Guyumjian said that thanks to his publications, many learned that
the Armenian Genocide was committed in the Ottoman Empire, as a result
of which 1.5 million Armenians were killed. He is confident that
others will follow his example, some interest is already evident:
“I believe that at the crucial moment the orientation of Arab and
Islamic states that have voting rights in the UN will affect the vote
on issues related to the Armenians,” K. Guyumjian said, noting that
it will help mitigate, if not neutralize tough positions. Kirakos
Guyumjian, who has recently participated in the pan-Armenian forum of
writers in Armenia, is not only the author of numerous publications
in Arabic language press, but also the sponsor of “Yert” year-book
of Aleppobased Syrian Armenians.

In the words of K. Guyumjian, Kuwait’s Armenian community used to be
much better organized years ago than its now. “The number of community
members has declined a bit for a number of reasons, but I think the
problem will be solved over time because Kuwait’s community was an
active and sincere, amiable and patriotic one among the colonies of
southern countries”.

There are currently about 5,000 Armenians in the community. The
Armenian Apostolic Church has its establishment there, but no
building. ‘We have some problems with the building’s owner and now we
try to rent a new building to move the church there,” K. Guyumjian
noted. In his words, more than 300 pupils attend the local Armenian
school, receiving a good education. Businessman K. Guyumjian runs
Industrial Metal Center Company which makes and sells metal items.

“Making wroughtiron doors, gates and fences is part of our business;
we offer highquality products used in palaces and big hotels,” the
businessman said, explaining that the company has various metals used
in crafts and machine building industry. The company also specializes
in “stainless” copper decorations for pubs and palaces. It employs 200
people, operates mainly In Kuwait, sometimes exporting its products
to Qatar, Lebanon and Syria. There were plans to expand the business
to Armenia as well, but the global economic crisis prevented the
implementation of these plans. Gurgen Melikian, Director of Gurgen
Melikian Foundation of Large Families in Kashatagh, has known K.

Guyumjian, his family, and brothers for almost 20 years; he is
familiar with their devotion to the Homeland. In his words, Guyumjian
is one of those people who strive to do some work in the Homeland and
provide help to those who need it. “A few years ago he applied to me
with the proposal to build a school. We know that villages have no
schools and are in bad condition so people leave their villages.

Thanks to honest motives of Guyumjian, a school (for 30 pupils) and
a sports ground have been constructed in Urekan village of Nagorno
Karabakh’s Kashatagh district. Yet it is insufficient to have a school,
it is also necessary to maintain it, and Mr. Guyumjian supports both
the teachers and pupils through the banking system. The businessman
also helps to repair the damage caused by deforestation in the 1990s. A
maple grove was planted in the liberated Berdzor. It bears the name
of Sosi – the benefactor’s granddaughter. Under the tree program,
the following groves were created: Memory Garden, Monte Melkonian
Grove, Boston National College Pupils Grove, Glendale Students Grove,
Zaven and Narek Yekavanians

Grove – a total of 7,000 trees. Walnut trees have produced crops since
last year. “I think that Mr. Guyumjian is a soldier and patriot, and
such patriots should be loved and respected. Such Armenians should
be protected so as to increase their number,” G. Melikian underlined.

“I don’t put my good deeds on the scales, quite the opposite – I
just feel that I am a person performing my national duty, which is
quite natural,” K. Guyumjian objected to G. Melikian. The most recent
charitable work of the benefactor is related to Surb Grigor Lusavorich
Church in Yerevan. K. Guyumjian recalls: “I noticed that the church
surroundings and its altar were not completed. I went to the Catholicos
of All Armenians Karekin II and offered my contribution. He said that
the money allocated for construction had run out. We immediately took
measurements, made designs and I left for Kuwait where we made iron
items and sent them to Armenia. “I’d like to see bronze rather than
iron on the altar,” the catholicos said, so I made those items in
another place and again came to Yerevan a bit behind time”.

Armenia’s Minister of Diaspora Hranush Hakobian highly valued the
patriotic activities of K. Guyumjian. eceiving the benefactor in
Yerevan, she thanked him for his charitable work, numerous articles
published in the Arabic language press, and his active national stance.

>From about 46 thousand hectares of cereal fields of the
Nagorno-Karabakh Republic over 38 thousand hectares has already
been harvested, said the Minister of Agriculture of Karabakh Armo
Tsaturyan in a meeting with the Prime Minister on the results of the
final harvest.

“The average yield per hectare is only 6.8 quintals,” said the minister
during a meeting with senior officials in this sphere and heads of
regional administrations.

As it was reported to the agency ARKA in the management of Information
and Public Relations of the NKR Government, the head of the Karabakh
government Ara Harutyunyan drew the meeting’s attention to the fact
that this year’s low crop yield is a problem worldwide, so that is
expected to have an unprecedented price hike for grains.

“We need to advise producers of grain, so they do not hurry with the
implementation of the harvest,” said Harutyunyan.

The meeting discussed the issue of providing public assistance to
owners of fields affected by the hail.

The Prime Minister instructed the Minister of Agriculture to head a
special commission and within a 20-day period to examine the state
of damaged land.

It is planned to provide financial assistance to land users.

Addressing the issue of state support in agriculture, NKR Prime
Minister noted that the attitude in this regard is tightened.

The meeting also touched upon increased interaction between the
machine-tractor stations and land users.

ARMENIAN MINISTRY OF FINANCE AND GTZ WILL COOPERATE IN REFORMATION OF BUDGET PROCESS

YEREVAN, July 28. /ARKA/. On Tuesday, First deputy Minister of Finance
Pavel Safaryan and Regional Director of German Union on Technical
Cooperation (GTZ) James Macbeth signed Memorandum of Understanding
for the continuation of cooperation on making reforms in program
budgeting till the end of 2011.

The main goal of the memorandum is assistance to Armenia in making
reforms and introduction of program budgeting experience in management
system of Armenia.

The aim of making reforms of program budgeting is increase of
efficiency of state expenses which is priority in Armenia.

Currently, these activities are implemented by technical assistance
of GTZ where state management bodies are involved.

The memorandum assumes that during the development of state budgets
of 2011 and 2012 all state bodies will have opportunity to submit
budget orders in completed format relevant to budgeting requirements.

Ministry of Finance and GTZ cooperate in the sphere of reforms of
program budgeting since 2002.
