YEREVAN, JULY 28, ARMENPRESS: The terrorist movements have become
rather active in Turkey during the recent period. There are mainly
being organized by Kurds but there is an opinion that the latter have
been organized by others – under the name of Kurds. Editor-in-chief of
the Armenian “Marmara” daily published in Turkey Ropper Hattechyan
told Armenpress. He noted that the opposition does not want the
September 12 constitutional referendum be a success and it has its
role in terrorism. “The situation raises concern and before the
referendum the situation will continue be tensed,” Hattechyan said,
expressing opinion that as a result the “yes” will win.

The Kurdish issue in Turkey remains but according to him, in that
country a powerful opposition is functioning. “There are 2 very
strong opposition parties operating against Erdogan’s government,”
he said, noting that these parties are against the initiatives of
the government which becomes a reason of tensed situation. “As far as
the political situation is tensed, the terrorism will not stop,” the
chief editor said, noting that the opposition has serious intentions
and the government has firm positions.

Referring to the constitution the editor in chief said this is a
constitution dictated my militaries and needs to be changed for being
considered a democratic one.

YEREVAN, JULY 28, ARMENPRESS: The ruling of the International Court of
Justice about Kosovo is a good opportunity to show the international
community that the recognition of the Nagorno Karabakh Republic is not
against the international right, head of the ARF Armenian Cause and
political affairs office Kiro Manoyan said today at a news conference,
adding that the ruling of the court does not only refer to Kosovo.

“It is a good reason to be active and calm down the international
community so that they do think that by recognizing the independence
of the NKR they will make a step against international right,”
Kiro Manoyan said. According to him, it is necessary to every time
remind the international political circles that Artsakh has declared
its independence when it was outside of the authority of the Soviet
Azerbaijan and it was done on the basis of soviet laws.

“It is necessary to again remind the world the basics of the Artsakh’s
independence. In this case the Artsakh’s voice must reach not only
Yerevan but farther. The statements made from Artsakh are not enough:
it is necessary to focus the attention of international mass media
on Karabakh and I hope it is not late yet to undertake steps in that
direction,” he said.

Referring to the issue on recognition of the NKR Independence by
Armenia, Kiro Manoyan said that it is not right to say that Armenia
has not recognized the NKR’s independence, on the other hand it is not
right to say that it has de jure recognized it. “Armenia recognized
a bit more from de facto as we have inter-state agreements. The
recognition by Armenia will make it easier for other states to do it,”
Kiro Manoyan said.

According to him, Azerbaijan is afraid of taking the issue to the
legal field as it is useless for it.

“Azerbaijan has no legal basis to declare Karabakh a part of its
territory: Karabakh has never been part of independent Azerbaijan: with
the laws of the USSR it came out from Azerbaijan. Knowing all this,
Azerbaijan is trying to withdraw the NK conflict settlement process
from the circles of the OSCE and move it to other instances which do
not have authorities to settle such issues,” Kiro Manoyan concluded.

YEREVAN, JULY 28, ARMENPRESS: “Armenpress” news agency spoke about
the so-called “people’s diplomacy” path of solution of conflicts as
well as prospects of solution of the conflicts existing in Caucasus
with the head of the “Associazione Nazionale Dirigenti Scolastici”,
specialist in international relations Mateo Marteli.

– Mr. Marteli, what prospects do you see for the settlement of the
conflicts existing in Caucasus?

– In Caucasus there is a bucket of conflicts each of which taken
separately presents a difficulty. It refers not only to the
Armenian-Azerbaijani conflict, but in general to Caucasus. In my
opinion, the best variant of the settlement of the conflicts is the
dialogue between the parties, that is to say the parties must by all
means negotiate with each other and it may be done starting with the
educational and youth spheres.

– And if certain counties do not display political will on the
political platform for the settlement of the conflicts, in this case
can the youth solve the existing issues on its own?

– My main hypothesis is that the young people must contact with each
other as they are tomorrow’s political figures and decision makers,
thus today it is necessary to develop among them such knowledge and
skills that will allow them to solve the issues peacefully through
contacts and dialogue. In Caucasus too such rules of game may function.

– In your opinion, can the way the Kosovo issue was solved become a
precedent for the settlement of the Caucasian conflicts?

– I think that the big states will not encourage the same way of the
solution of the issues in Caucasus like it was done in case of Kosovo.

Thus, in this case the issue must be solved from inside, through
the public dialogue. In my opinion the international community will
support this way of the solution of the issues.

– Can it be registered that double standards are functioning for
Kosovo and Caucasus?

– We find that the standards must be the same for all the countries.

But as you see the real policy in some way differs from the policy
of principles that is why it is necessary to move with “people’s
diplomacy” path which, as to me, is more effective.

for France, where they will conduct a joint teaching and training
match with French boxers.

An official from the Armenian Boxing Federation told Armenpress
that the Armenian National Boxing Team, headed by Chief Coach Rafael
Mehrabyan, will also partake in an international tournament in France
together with the teams of France, Cuba, USA, Belarusia and Ukraine.

the title of the world chess champion will be held in autumn 2011 in
the Russian town of Kazan.

An official from the Armenian Chess Federation told Armenpress that
8 chess players will partake in the chess tournament, including Grand
Master Levon Aronyan. Bulgarian Veselin Topalov, Israeli Boris Gelfand,
Russian Vladimir Kramnik, Gata Kamsky from the USA, Azerbaijani Teimur
Rajabov and Shahriyar Mammadyarov will come forth in the tournament
as well.

In this tournament B. Gelfand will be L. Aronyan’s first competitor.

young oriental studies specialists launched today at the Armenian
National Academy of Sciences.

“Though this time the conference is not an international but a
republican one, the number of participants and reports exceeds 50,”
chairwoman of the NAS Oriental Studies Institute Young Specialists
Council Sona Grigoryan said, noting that the positive tendency
is the circumstance that from year to year not only the number of
participants increases but the topics of reports are extended which
shows that this specialization is not losing its contemporariness
but opens new horizons for the young scientists.

“This conference proves that the oriental studies in Armenia not only
maintain their positions but have opportunity to develop,” director
of the Institute Ruben Safrastyan said. According to him, the best
reports presented at the conference will be published in autumn.

Arshile Gorky will be held August 1 in Gafesjian Art Center, Yerevan,
on the occasion of which the center has organized a two-weak free
entrance to the exhibition hall. On July 31 and August 1 a day of open
days will be announced, and the participants will be comprehensively
presented Gorky’s works. Program Coordinator of the center Astghik
Marabyan told Armenpress that Arshile Gorky’s exhibition has been
open since the opening day of the Art Center – from November 9, 2009.

“The exhibition will be summed up by these events,” A. Marabyan
said stressing the great importance of the exhibition. According to
the director of the department, during the events the participants
and visitors will be afforded an opportunity to hear about the art
of Gorky.

"Community Youth Policy" Project To Be Conducted In The Town Of Seva

YEREVAN, JULY 28, ARMENPRESS: “Community Youth Policy” project will be
conducted in the town of Sevan the main goal of which is to promote
the participation of young people on community levels. The project
has been approved still a year ago by the Council of Elders of Sevan
and will soon launch.

CEO of the “Powerful Society” Foundation, member of the prime
minister-affiliated national youth policy council Ashot Hakobyan
told Armenpress that one of the prior steps of the program is to
gather the active young people of the community – creating a youth
initiative team and an affiliated program of actions.

“In our country and particularly in provinces, unfortunately, the young
people are more passive and see the country’s governance processes
outside of them. In this direction serious steps are being undertaken
by the Armenian government,” Ashot Hakobyan said. As a result of the
program the community has a youth policy adopted by the Council of
Elders and a program of actions – as a part of the strategic program
of the community. The project is being implemented not only in Sevan,
but in Hrazdan where it has been worked out recently and sent to the
approval of the Council of Elders.

“Young people are voicing community issues which need to be solved and
then in a project present the solutions to the issues,” the CEO of the
foundation said, adding that the project presented by the young people
is being put to public discussion at a forum with the participation of
the Council of Elders of the community, community office, different
enterprises, civic society and mass media representatives. After
implementing the suggestions received at the forum, the document is
being finalized and presented for the approval of the Council of Elders
as a part of the strategic program of development of the community.

gathering will be conducted July 31-August 7 in the Swedish town of
Halmstad. It is organized by “European Rural Youth” international
organization and European Youth Foundation of the Council of Europe.

Armenia office of “European Rural Youth” told Armenpress that
delegations of rural youth organizations from different European
countries, including from Armenia will take part in the event.

The issues are almost the same both in European and local rural
settlements; low participation of young people in the public life,
lack of working places, social and economic issues. “European Rally
2010” annual youth gathering aims to bring young people together
giving possible variants of solution to these issues.

Armenia’s rural young people are going to present at the gathering the
Armenian culture, song, dancing, national uniforms and local product.

YEREVAN, JULY 28, ARMENPRESS: Armenian deputy foreign minister Karine
Ghazinyan received July 27 head of the Italian “Rondine Cittadella
della Pace” association Franco Vaccari and members of his entourage
who are in Armenia on a regional visit with a mission to support in
the peaceful settlement of the existing conflicts.

Foreign Ministry’s press and information department told Armenpress
that during the meeting Franco Vaccari noted that in different parts
of the world they invite students to the Italian province of Toscana to
continue education there. The deputy minister thanked for inviting the
first student from Armenia and next year a student from the Nagorno
Karabakh Republic.

Karine Ghazinyan pointed out the significance of peace for the whole
region as well as presented details connected with the NK conflict.

An arrangement has been reached to establish cooperation between the
Armenia’s Vayk and Italian Arecco towns.

Last year at the international conference in Arecco the organization
adopted 14-point declaration which was handed to the Armenian deputy
minister at the end of today’s meeting.

On the same day the members of the delegation met with the mayor
of Vayk, conducted discussions at the diaspora and education and
science ministries.

July 26 a memorandum of mutual understanding was signed by the
rector of Yerevan Brusov State Linguistic University and head of the
association Franco Vaccari, meeting with the rector of Yerevan State
University also took place.
