Turkologist Artak Shakaryan said that Washington may address sharp
statements to Ankara prior to the U.S. congressional elections due
November 2010.

The U.S. political circles will take certain steps to attract
Armenian-American voters, Shakaryan told a press conference in Yerevan.

According to him, the visit of U.S. Secretary of State Hillary Clinton
to the Armenian Genocide Memorial during her visit to Yerevan should
also be considered within this context.

Member of Republican Party of Armenia parliamentary group Lernik
Alexanyan said that the ruling of the International Court of Justice
on Kosovo will definitely have a positive impact on the Karabakh
conflict resolution.

However, one should not expect it to have a considerable impact on
the international recognition of NKR’s independence, Alexanyan told
a press conference in Yerevan.

According to Alexanyan, though the ruling has a consultative nature,
it was made within juridical logics. “The ruling is a good basis to
transfer the Karabakh problem from the political field into a legal
one. At last, the ruling will open the eyes of Azerbaijanis to the
fact that the Karabakh conflict may be resolved in the legal field,”
noted Alexanyan.

As for recognition of NKR’s independence by Armenia, he said that
Armenia should do it at a well-chosen moment.

“Armenia should keep this step as a trump card in its relations with
Azerbaijan to use it at the right moment,” said Alexanyan.

According to him, Armenia can use this trump card in two cases: if
Azerbaijan resumes hostilities or favorable conditions are established
in international relations for recognition of NKR’s independence.

Georgian Foreign Minister Alexander Nalbandov said that the so-called
“disputable churches” in Tbilisi and other regions are neither
Georgian, nor Armenian.

Historians should deal with this issue, Nalbandov told Armenian
journalists in Tbilisi. “Georgia cannot transfer historical monuments
to an individual, while the Primate of the Georgian Diocese of the
Armenian Apostolic Church is an individual. Only legal entities have
the right to inheritance. Meanwhile, the Armenian Apostolic Church is
not a legal entity on Georgia’s territory,” said Nalbandov, adding that
the demand of the Armenian community on return of churches is baseless.

A PanARMENIAN.Net correspondent reported from Tbilisi that, according
to Nalbandov, the Armenian-Georgian relations could be more efficient,
if Armenia votes for resolutions offered by Georgia in international
organizations like UN.

Answering the question why Georgia does not take the same actions, for
which it reproaches Armenia, the Deputy Foreign Minister said that any
country acts based on its own interests. He added that Georgia meets
the wishes of Armenia, pointing to opening of Upper Lars checkpoint
and transit of the Russian gas to Armenia via Georgia’s territory.

Meanwhile, the diplomat held back the fact that Georgia receives
certain incomes from the transit.

As for the Georgian-Russian normalization, Alexander Nalbandov
stressed that Tbilisi is always ready for negotiations with Moscow
“in any format, without preconditions and on equal terms.”

Head of Ukrainian Analitika.at.ua Internet publication Marat Hakobyan
said that the chaotic statements of Baku with respect to the Hague
court’s ruling indicate that Azerbaijan is not ready for such
developments, despite evident predictability of a similar ruling by
the International Court of Justice.

“Azerbaijan persistently does not notice evident things in the region
for many years. It seems that a virtual perception has actually found
lodgment in minds of Azerbaijani officials and experts. Any sobering
event, which is directly related to Karabakh, surprises Baku, and it
starts making contradictory statements” Hakobyan told PanARMENIAN.Net

On July 22, the International Court of Justice said that Kosovo’s
unilateral secession from Serbia in 2008 did not violate international
law.

Abkhazia, South Ossetia, Nagorno Karabakh and Transdniestria require
recognition of their independence by the international community,
making reference also to the Kosovo precedent. The first two ones are
recognized by Russia, Nicaragua, Venezuela and the Republic of Nauru,
as well as unrecognized Nagorno Karabakh and Transdniestria.

Representatives of the RA Police started dispersing a rally in front
of the central office of VTB Bank (Armenia) in Yerevan.

On July 28, activists of the movement against deforestation of Teghut
blocked the entrance of the bank central office and demanded a meeting
with the bank leadership, a PanARMENIAN.Net correspondent reported
from the scene.

The rally participants accuse VTB Bank (Armenia) of financing Armenian
Copper Program aimed at mining of Teghut copper-molybdenum deposit
of Lori region, Armenia.

The activists urged clients of the bank to refrain from using the
bank services, explaining it by the fact that their money will be
used for deforestation.

6 units of Zenith anti-hail systems were installed and tested in
Karakert, Vanand and Tsakhalanj villages of Armavir region this year
through AMD 44mln financial assistance of VivaCell-MTS, a subsidiary
of Mobile TeleSystems OJSC.

VivaCell-MTS has been implementing this project since 2008. In two
years, 9 remote control Zenith anti-hail stations were installed
in Shenik, Aygeshat, Berkashat and Shenavan villages of Armavir
marz. The stations have proved to be 100% efficient. Besides support
in installing anti-hail stations, VivaCell-MTS also provides access
to its major competitive advantage – wider 3G and GPRS/EDGE coverage
– to be used for agricultural purposes. The installed equipment is
operated by remote control order based on VivaCell-MTS network.

“Agriculture is the most vulnerable sphere of economy, where the output
of hard work and considerable investment – crops – can be swept away
mercilessly by nature just in several minutes. We should acknowledge
that each of us is affected by this problem as this is a huge loss
caused to the national economy. The diverse programs carried out by
VivaCell-MTS stem from this approach. And ultimately, all what we are
doing is aimed at creating conditions for better quality of life in
our Homeland,” commented VivaCell-MTS General Manager Ralph Yirikian.

Zenith anti-hail stations have been fully developed and produced by
Barva Innovative Center that uses local intellectual and production

Armenian ex-minister of ecology, Chairperson of For Sustainable
Human Development NGO Karine Danielyan said that incomes from mining
of Teghut copper-molybdenum deposit cannot compensate the loss that
Armenia will suffer in case of Teghut forest elimination. The deposit’s
development will assist Armenia’s economy for five years, while we
will never manage to restore the region’s ecology, Danielyan told
journalist during a protest action against deforestation of Teghut.

According to her, instead of the deposit’s development, canning plants
can be reopened to create new jobs for local residents. She added that
there are unique animals in the region, which are on the Red List,
and they will disappear in case of Teghut deforestation.

The protest action of activists against deforestation of Teghut was
held on July 28 in front of the central office of VTB Bank (Armenia).

The activists accuse the bank of allocating a $243mln loan to Armenian
Copper Program aimed at Teghut deforestation for the development of
Teghut copper-molybdenum deposit in Lori region.

NKR: Osce Monitoring Is To Be Held

On August 3, in accordance with the earlier achieved agreement with
the NKR authorities the OSCE mission is going to conduct Á regular
monitoring of the line of contact of Nagorno Karabakh and Azerbaijani
Armed Forces in the eastern direction of Talish settlement of Martakert
region, NKR.

>>From the NKR Defense Army positions, the monitoring will be held
by Coordinator of the OSCE Office, Lieutenant-Colonel Imre Palatinus
(Hungary) and Field Assistant of the Personal Representative of the
OSCE Chairman-in-Office Hristo Hristov (Bulgaria).

>>From the opposite side, the monitoring will be realized by Field
Assistants of Personal Representative of the OSCE Chairman-in-Office
Lieutenant-Colonel Antal Herdich(Hungary) and William Pryor(Great
Britain).

>>From the Karabakhi party, the monitoring mission will be accompanied
by representatives of the NKR Ministry of Foreign Affairs and Ministry
of Defense.

YEREVAN, JULY 28, ARMENPRESS: In the Turkish-Kurdish clashes the
concern is raised not only with the fact of their existence but
the extended geography, Turkologist Ruben Melkonyan said in the
conversation with Armenpress, noting that if previously such clashes
were limited with the eastern sector of Turkey now they occur in
Antalya, Bursa and which is more remarkable in Istanbul. These clashes
take place when the passions grow connected with the constitutional
changes and it sharpens the situation more.

“Another interesting circumstance is that the clashes are not limited
only between Kurdish armed people and Turkish soldiers but they are
of civic nature which may become a basis for civil war,” R. Melkonyan
said. He also added that July 27 one of the co-leaders of the Kurdish
“Peace and Democracy” party stated that if the authorities will not be
able to stop the clashes they will have to do it on their own. From
July 25 till today 10-11 Turkish soldiers were killed, and nothing
is said about the victims among the peaceful population.

autumn in the inner political life of Turkey, which will also
reflect on Armenian-Turkish relations, specialist of Turkish studies
Artak Shakaran said today at a press conference. A referendum of
constitutional changes will be conducted September 12 in Turkey, and
later – on September 18, a holy liturgy will be held in St Khach Church
of Van. Besides that, in Armenia – in the neighboring territory of
Arzni, the exercises of the North Atlantic Treaty Organization (NATO)
are expected, in which Turkish servicemen will also participate,
and on August 30 the head of the chief headquarter of the Turkish
armed forces will be changed, who is quite an outstanding figure in
the country in political regard.

In regard to the constitutional referendum of Turkey A. Shakaryan
noted that it has a goal to strengthen the positions of the Islamists
in the country and to weaken the positions of the servicemen and
judges, who are considered to be the maintainers of the kemalist
principles. “Simultaneously, activation of the Kurdish factor
is noticed, which, though indirectly, but is beneficial for the
servicemen, as by re-consolidating peace in the country, they can
prove the population that Turkey still needs the army”.

Referring to the future of Armenian-Turkish relations, A. Shakaryan
noted that A. Gule stated it is high time of “silent diplomacy”,
so it is hard to expect essential shifts in Turkey before the 2011
parliamentary elections.
