PROTECTING INTERESTS OF PALESTINE TURKEY STRIVES TO INCREASE ITS AUTHORITY IN ISLAMIC WORLD: ARMENIAN EXPERT

ArmInfo. “Protecting the interests of Palestine Turkey strives to
increase its authority in the Islamic world,” Kristine Melkonyan,
the Armenian National Academy of Science (NAS) Fellow, said during the
XXXI scientific conference of young orientalists of the NAS of Armenia.

“Although Turkey has proclaimed itself a social country but it is
at the same time a Muslim country and protecting the interests of
Palestine Turkey tries to increase its authority in the Islamic
world,” Melkonyan said. She believes that Turkey will not wage a
policy that may damage its authority in the Islamic world, which
may become possible as a result of its vote at the UN for division
of Palestine. K. Melkonyan said that Turkey’s regional policy in the
Middle East has changed since 2002 after the Justice and Development
Party came to power and relations with Arab countries have become
warmer amid alienation of Turkish- Israel ties.

Co-chair Bernard Fassier’s statements reanimated by the Azerbaijani
mass media, taking into account the fact that they were made in March
2010 and Fassier will shortly resign”,- said Karabakh analyst Hayk
Haroutyunyan to ArmInfo when commenting on the French co-chair’s
statements on the ways of Karabakh conflict settlement.

“As regards his statements that the Kosovo conflict cannot become a
precedent for Nagorno-Karabakh, the French co-chair has said nothing
new. His words that the Kosovo conflict is a conflict inside a state
and the Karabalkh conflict is a conflict between two states Armenia
and Azerbaijan are affecting. Being a co- chairman of the OSCE Minsk
Group, he hardly failed to realize the core of the conflict. Here one
can speak about not the dilettantism, but the partiality of the French
diplomat”,- said the analyst. He thinks that Fassier’s statements
may also have sordid motives. “Probably, Matthew Byza’s example and
experience did good to French diplomat”,- he said. At the same time,
the analyst expressed hope that “Mr. Co- chairman, who has displayed
carefulness and tactfulness in his statements over his term in
co-chair’s office, will keep this line before resigning”. “As regards
the issue deployment of international peacekeeping forces touched
on by Fassier, no examples, even such a bright one as the Kosovo
example, will be unable to persuade Karabakh to give its consent to
their deployment in the region. There are a lot of arguments against
the deployment, and not a single one – for it”, he stressed.

In the course of Karabakh conflict settlement, NKR status issue
should be resolved before starting negotiations on mutual concessions,
RPA parliamentary group member Lernik Alexanyan stated.

As he told a news conference in Yerevan, Armenian side does not mean to
be controlling all 7 NKR-surrounding regions. “In case of Azerbaijan’s
recognizing NKR independence, and international safety guarantees
provision, diplomats can launch negotiations on territorial concessions
to be made on both sides,” he noted, adding that Azeri recognition
of Artsakh independence will be viewed as Azerbaijan’s concession.

Turkologist Artak Shakaryan said that certain progress may be recorded
in the Armenian-Turkish normalization in September. Real steps for
the Protocols’ ratification will be not be taken, but Ankara would
like to demonstrate to the world that it exerts efforts for the
establishment of good neighborly relations with Yerevan, Shakaryan
told a press conference.

Commenting on reports about possibility of the Armenian-Turkish border
opening in September 2010 to allow passage of the Turkish delegation
to participate in NATO exercises in Armenia, Artak Shakaryan noted
that it is highly improbable and depends on results of the September
referendum on constitutional reforms in Turkey.

“Yerevan and Ankara will face “hot” September,” concluded Shakaryan.

On July 27, Georgian President Mikheil Saakashvili said that Georgia,
Armenia and Azerbaijan should integrate their customs systems for
the sake of population of these countries.

According to Saakashvili, the Georgian and Turkish customs systems
integration has contributed significantly to the countries economies.

“We have managed to integrate the customs systems of Georgia and Turkey
at Sarpi customs checkpoint, the same principle should be applied in
case of Armenia and Azerbaijan,” Saakashvili told a meeting with the
leadership of the country’s Ministry of Finance.

He added that the negotiations on the issue will be complicated, but
Armenia has already agreed to this. “We should work with Azerbaijan
on integration of our customs systems’ integration, so that people and
cargo move freely, what in its turn will contribute to more intensive
development of our economies,” said Saakashvili.

Matt Bryza, President Obama’s nominee to serve as U.S. Ambassador
to Azerbaijan, raised more questions than he answered during a tense
appearance yesterday before the Senate Foreign Relations Committee,
reported the Armenian National Committee of America (ANCA).

The questions addressed to Bryza reflected concerns that his actions
reflect a tilt toward Azerbaijani over Armenian positions, and that
the perception that he has not been even-handed would hinder his
ability to effectively advance U.S. interests and American values
in the region. Special areas of focus included his close ties into
oil-rich and corrupt Azerbaijani officials, potential conflict of
interest issues, his silence in the face of Baku’s threats of war,
and his slow and weak response to the Azerbaijani military’s videotaped
destruction, in 2005, of a 1,300-year old Armenian cemetery in Djulfa.

Senator Boxer opened her line of questioning by asking why the U.S.

State Department had not offered to clear condemnation of Azerbaijan’s
recent attack against Nagorno Karabakh defense positions. Bryza
responded that “what transpired that day remains not entirely clear
to us but we do know that there were several people who were killed.

There was an Azerbaijani movement across the line of contact, Armenia
responded, resulting in deaths.” He incorrectly attributed Nagorno
Karabakh defense forces response to Armenia and failed to explicitly
condemn Azerbaijan’s aggression, a point noted by Senator Boxer,
who stated: “I agree with you, and that is why I was looking for
a more forceful answer in the condemnation of Azerbaijan and that
is why I would like to re-ask this question:. . . In your opinion,
is the government of Azerbaijan actively trying to escalate the
conflict with Armenia?” Bryza again responded in generalities, saying:
“The administration believes that the government of Azerbaijan is
committed to the Minsk Group process, which is to create this peaceful
settlement. And if confirmed, what I would do would be to continue
to reiterate to President Aliyev and his team, again, there is no
military solution and to urge them to remain committed to the Minsk
Group process.”

Senator Menendez followed up, asking, “I’ve heard your comments that
there’s no military solution, but by the same token, sometimes I
think we need to be stronger than that even with our friends. Can
you respond to that?” Bryza responded: “Absolutely, and I couldn’t
agree with you more in raising these concerns and in response to your
question, I absolutely do understand why people would worry in this
way,” but once again fell short of explicitly condemning the most
recent Azerbaijani attacks on Nagorno Karabakh.

Both Senators Boxer and Menendez expressed concern about Bryza’s long
silence in the face of the government of Azerbaijan’s destruction of
the Armenian cemetery in Djulfa. Bryza, three months after this act
of desecration, eventually called the destruction “a tragedy”. When
pressed by Senators to about his delayed response, he blamed the
quality of the video footage stating it “was very foggy, it’s
grainy” then noted that he had privately expressed concern to the
Azerbaijani leadership on this matter. Both Senators noted that the
first documented public statement from Bryza came in response to
Armenian press inquiries months later, and asked for documentation
of other statements made in the interim.

“Matt Bryza’s testimony unfortunately raised more questions than it
answered, underscoring our longstanding concern that he is not the
right person to represent the United States in Azerbaijan,” said ANCA
Executive Director Aram Hamparian.

“We want to share our special appreciation with Senators Boxer and
Menendez for their continued leadership in ensuring that the Senate
approves a diplomat to Baku who can most effectively advance U.S.

interests and American values in the Caucasus region, and offer
thanks to Chairwoman Shaheen for raising relevant concerns regarding
a possible conflict of interest,” concluded Hamparian.

met with the deputy head of NKR National Assembly Artur Tovmasyan.

The meeting focused on RA-NKR interparliamentary cooperation,
parliamentary diplomacy development perspectives as well as ICJ ruling
on Kosovo independence.

As Artur Tovmasyan noted, Kosovo precedent may promote international
recognition of NKR independence. In this context, the deputy head
of NKR NA emphasized the importance of parliamentary diplomacy,
stressing that international recognition of NKR independence will
not hamper the negotiation process.

The parties also focused on recent developments in Karabakh conflict
settlement and presentation of Karabakh’s position in international

The passenger traffic at Zvartnots airport totaled over 647,000 people
in January-June 2010 against 583,500 during the same period of last
year, according to the press service of the RA General Department of
Civil Aviation.

The number of arrived passengers totaled 300,300 people in
January-June 2010 against 274,300 people during the same period
of last year. Meanwhile, the number of departed passengers totaled
347,600 people during the first six months of 2010 against 309,200
people in 2009.

The number of take-offs and landings at Zvartnots airport amounted
to 4279 in January-June 2010 against 3742 during the same period of
last year.

On July 28, President of the Republic of Artsakh Bako Sahakyan visited
Askeran and Martuni regions to inspect operation of the newly-built
irrigation system there.

Besides, the President held a working consultation in Askeran regional
center on problems of irrigation system.

Bako Sahakyan said that the development of irrigation network is of
strategic importance for NKR.

In addition, the President attached importance to elaboration of a
new concept for water consumption.

Mr. Sahakyan gave certain instructions to heads of relevant structures.

NKR Prime Minister Ara Harutyunyan, Minister of Agriculture Armo
Tsaturyan and other officials accompanied the President during the

If before Turkey expected Armenia’s refusal from territorial claims,
at present Ankara’s more focused on Karabakh conflict settlement issue,
according to the expert Artak Shakaryan.

“Any concessions on Karabakh conflict settlement could serve as a
green light to Ankara in normalization of ties with Armenia,” the
expert told a news conference in Yerevan.

In this context, he emphasized that official Yerevan is unready to make
concessions on Karabakh at the moment, given impending parliamentary
elections in Armenia.

“Such a step would spell political suicide to Armenian authorities,”
the expert noted.
