Nicosie, 20 juil 2014 (AFP) – Les sirènes ont retenti dimanche dans
les villes et villages chypriotes pour marquer le 40e anniversaire
de l’invasion par la Turquie de la partie Nord de l’île, toujours
divisee en depit des multiples tentatives de reconciliation.

Au meme moment, les autorites de la Republique turque de Chypre du Nord
(RTCN, non reconnue), ont elles celebre en presence du president turc
Abdullah Gul ce qu’elle considèrent comme une “operation de paix” :
le debarquement des troupes turques, officiellement pour proteger la
minorite chypriote turque après une tentative de coup d’Etat visant
a rattacher l’île mediterraneenne a la Grèce.

Dans les semaines qui suivirent le debarquement, la Turquie s’est
empare de 37% du territoire, forcant 160.000 Chypriotes-grecs et des
dizaines de milliers de Chypriotes-turcs a fuir leurs villages. Selon
les autorites chypriotes grecques, le conflit a fait 3.000 morts,
1.400 disparus et des dizaines de milliers de blesses.

Au cours d’une messe dans la capitale Nicosie, le president chypriote
Nicos Anastasiades a declare le temps de la paix et de la reunification
etait venu.

“Quarante ans, c’est assez pour que tout le monde –pas seulement
nous, mais aussi la Turquie et les Chypriote-grecs– realise qu’une
solution serait benefique a tous”, a declare le president, tout en
denoncant la presence de M. Gul en RTCN, une “provocation”.

M. Anastasiades a egalement appele Ankara a faire preuve d’un
engagement “actif et significatif” pour aider a trouver une solution
au conflit chypriote. Parallèlement, le president turc, qui a assiste
a une parade militaire au Nord, faisait peser la responsabilite de
l’absence de solution sur les dirigeants chypriotes.

“Une solution ne sera possible que si elle est fondee sur les
realites de l’île”, a-t-il declare. “Ce qu’il faut, c’est une volonte
politique. Les Chypriotes turcs ont fait preuve de volonte”.

M. Gul a egalement promis que le gouvernement turc, le seul a
reconnaître l’existence de la RTCN, perdurerait : “La Turquie a ete
a vos côtes dans toutes les circonstances, et continuera a le faire”.

Les premières troupes ont debarque le 20 juillet 1974 a Kyrenia (nord)
a 05H30 GMT, et la presence militaire turque n’a jamais cesse depuis.

Pour les Chypriotes-grecs, cette presence est au coeur du conflit,
auquel aucune solution n’a ete trouvee en depit des nombreuses
discussions menees sous l’egide de l’ONU.

Les pourparlers directs entre le Nord et le Sud, interrompus depuis
2012, ont neanmoins repris en fevrier sous l’egide des Nations unies
et grâce a l’appui marque de Washington.

Une coalition de citoyens chypriotes, composee notamment d’un
parlementaire europeen, a depose aujourd’hui une plainte penale
a l’encontre des dirigeants du gouvernement turc auprès de la Cour
penale internationale (CPI) de La Haye. Les petitionnaires ont appele
le procureur de la CPI a ouvrir une enquete sur les crimes turcs
quotidiens perpetres sur le territoire de la Republique de Chypre, et
plus particulièrement sur la croissance continue des colonies turques
au sein du territoire occupe. L’occupation turque constitue l’une des
demarches de colonie les plus perilleuses de l’epoque moderne, dans
la mesure où les colons issus du continent turc composent desormais
pas moins de la moitie de la population au sein du territoire occupe.

Cette annonce est formulee par M. Kostas Mavrides, membre chypriote du
Parlement europeen, ainsi que par Cypriots Against Turkish War Crimes
(CATWR), association composee principalement de Chypriotes et de
refugies issus de l’invasion de la Republique de Chypre par la Turquie.

Le cabinet juridique Shurat HaDin a contribue aux recherches et a la
redaction de la plainte.

Cette demarche inedite de demande d’investigation face a des crimes
de guerre a pour but de mettre un terme a l’impunite dont jouit la
Turquie autour des agissements criminels auxquels elle se livre depuis
qu’elle a envahi la republique insulaire le 20 juillet 1974. Les
demarches de colonisation entreprises par la Turquie dans le nord
de Chypre sont aujourd’hui averees, ayant ete reconnues par la Cour
europeenne des droits de l’homme et par les Nations Unies. Malgre
cette reconnaissance, et en depit de l’occupation a laquelle elle
se livre a l’encontre d’un Etat membre de l’UE, la Turquie et ses
dirigeants ont jusqu’a present echappe a toutes les consequences
juridiques de leurs crimes.

La conduite d’une enquete par le procureur de la Cour constituerait une
toute première demarche de mise en lumière des violations criminelles
de la justice internationale perpetrees au travers de l’occupation
turque. Cette plainte fait valoir combien la Turquie s’inscrit en
violation flagrante et systematique de l’Art.

8(2)(b)(viii) du statut de la Cour, qui interdit a une puissance
occupante d’installer directement ou indirectement ses propres citoyens
sur un territoire occupe. De manière continuelle depuis l’invasion,
la Turquie a recrute, encourage et transporte les citoyens turcs
issus des regions rurales du continent aux fins d’une installation sur
le territoire occupe. L’ampleur demographique de l’etablissement de
colonies menace la perspective d’un denouement mutuellement acceptable
du conflit.

Chypre compte parmi les pays membres de la Cour depuis son adhesion en
2002. Aucune nation ne reconnaît a ce jour la souverainete legitime
du regime d’occupation turc dans le nord de Chypre. La CPI apparaît
ainsi clairement competente pour juger des crimes de guerre perpetres
par le gouvernement turc en territoire occupe.

L’association CATWR est representee par Athan Tsimpedes, base
a Washington DC, qui a initie devant les tribunaux americains une
action judiciaire contre cette occupation illegale.

Un Officier De L’Armee A La Retraite Condamne A De La Prison

UN OFFICIER DE L’ARMEE A LA RETRAITE CONDAMNE A DE LA PRISON

Un colonel retraite de l’armee très critique a l’egard du gouvernement
a ete reconnu coupable de corruption et a ete condamne a six ans de
prison dans un procès controverse qui a pris fin jeudi a Erevan.

Volodia Avetisian, un veteran de la guerre de 1992-1994 dans le
Haut-Karabagh, a ete arrete en Septembre dernier et accuse d’avoir recu
2000 $ d’une personne contre la promesse d’exempter un de ses parents
du service militaire obligatoire. Selon les procureurs, il a egalement
tente de toucher d’un autre homme de 500 $ contre la meme promesse.

L’officier a la retraite avait commence une manifestation solitaire
dans le centre d’Erevan quelques mois avant son arrestation. Il
exigeait en particulier de meilleures conditions sociales pour des
milliers d’anciens combattants qui, dit-il, vivent avec de maigres
pensions de l’Etat. Homme d’action Volodia Avetisian a declenche
de grandes manifestations de solidarite organisees par les anciens
combattants, parmi lesquels se trouvent certains ont egalement formule
des revendications a l’endroit du gouvernement.

Avetisian a fermement dementi les accusations portees contre
lui. Ses partisans, pretendent pour leur part que ces poursuites
sont politiquement motivees. Beaucoup d’entre eux se sont reunis a
l’annonce du verdict et de la sentence contre Avetisian en scandant
“Honte a vous !” dans la salle d’audience.

Avetisian lui-meme n’a pas fait de commentaires sur la decision du
tribunal. Mais dans son discours de clôture il a declare : “Je suis
pret a aller en prison, parce que si vous combattez pour la nation,
vous devez etre pret a faire des sacrifices.”

Plus tôt, Volodia Avetisian a egalement ete prive de la possibilite
d’etre libere en vertu d’une amnistie decretee en Armenie en 2013.

Avocat de la defense Ara Zakarian a confirme au service armenien
de RFE / RL (Azatutyun.am) que si la juridiction avait condamne son
client a cinq ans prison, il aurait ete eligible a une liberation,
en vertu de la loi d’amnistie.

L’avocat a declare qu’ils allaient faire appel du verdict et de la
peine devant un tribunal superieur.

University of HawaiÊ”i at MÄ~Anoa astronomer Dr. R. Brent Tully is
a co-winner of the 2014 Viktor Ambartsumian International Prize.

Established in 2009 by the president of Armenia in commemoration
of the great Armenian astrophysicist, it has been awarded every two
years since 2010 to those who have made an important contribution in
astronomy/astrophysics and related sciences.

The Special Astrophysical Observatory in Russia nominated Tully and
his Russian collaborator, Professor Igor Karachentsev, “for their
fundamental contribution in the cosmology of the Local Universe.”

They share the prize with Professor Felix Aharonian (Dublin Institute
for Advanced Studies, Ireland), who is recognized for his contributions
to high-energy astrophysics.

The recipients were chosen by an international steering committee
chaired by the president of the Armenian National Academy of Sciences,
which received nominations from national academies of sciences,
universities and observatories in various countries.

The US $500,000 prize will be shared, with Aharonian receiving
$250,000, and Karachentsev and Tully each receiving $125,000.

This is the third major prize Tully has won in less than two months.

In June, he was one of four recipients of the 2014 Gruber Foundation
Cosmology Prize for his role in understanding the structure and
evolution of the nearby universe, and he also received the Wempe
Award given by the Leibniz Institute for Astrophysics Potsdam (AIP)
“in recognition of his groundbreaking research about the structure
of galaxies and the large-scale structure of the cosmos.”

On the faculty of the Institute for Astronomy, University of
HawaiÊ”i at MÄ~Anoa since 1975, Tully studies galaxies and their
interrelationships in the cosmic web, with particular interest in the
dark matter that holds these structures together. What has become known
as the Tully-Fisher relation provides a way of measuring distances
to galaxies, hence determining the size and age of the universe.

Founded in 1967, the Institute for Astronomy at the University of
Hawaii at MÄ~Anoa conducts research into galaxies, cosmology, stars,
planets, and the sun. Its faculty and staff are also involved in
astronomy education, deep space missions, and in the development
and management of the observatories on Haleakala and Maunakea. The
Institute operates facilities on the islands of Oʔahu, Maui,
and Hawaiʔi.

Transportation Minister hits back at Turkish PM after he accused
Israel of attempting a “systematic genocide” of Arabs in Gaza.

Transportation Minister Yisrael Katz (Likud) hit back at Turkish
Prime Minister Recep Tayyip Erdogan on Thursday, after the latter
accused Israel of attempting a “systematic genocide” of Palestinian
Arabs in Gaza, in his strongest attack yet on the Jewish state over
self-defense campaign Operation Protective Edge.

In a post on his Facebook page, Katz reminded Erodgan of the Armenian
Genocide, when in 1915 more than a million Armenians were murdered
by Ottoman troops.

“In 1915 the Turks massacred a million and a half Armenians and he
accuses us, who are fighting his friends in the Islamic movement,
of genocide? Who wants a relationship with such a person?” wrote Katz.

In Thursday’s remarks, Erdogan said, “We are witnessing this systematic
genocide every Ramadan. The Western world remains silent; so does
the Islamic world.”

“Because those who lost their lives are Palestinian, you can’t hear
their voices,” he added.

Erdogan has become increasingly vocal over the operation, and
threatened to end the normalization process with Israel over “state
terrorism.”

He has also accused Israel of “lies” because “not enough” Israeli
Jews have died in the conflict and has compared Jewish Home MK Ayelet
Shaked to Adolf Hitler.

In April, Erdogan offered condolences to the grandchildren of the
Armenians who were murdered by Ottoman troops.

Un Nouveau Projet De Loi Contre Le Gel Des Comptes Bancaires

UN NOUVEAU PROJET DE LOI CONTRE LE GEL DES COMPTES BANCAIRES

Les legislateurs armeniens veulent apporter des modifications a la
legislation en vigueur pour sanctionner les banques qui bloquent
integralement les comptes des citoyens a la demande des huissiers
qui cherchent seulement un gel partiel des actifs.

Des centaines d’Armeniens ont vu ces derniers mois que leurs comptes
bancaires ont ete > alors que ces derniers devaient payer
des amendes encourues pour la plupart en raison de violations des
règles de la circulation.

Le ressentiment de la majorite des citoyens est lie au fait qu’ils ne
sont pas correctement informes sur les amendes qu’ils doivent payer
en premier lieu.

Les modifications apportees au Code des delits administratifs et
forcees au debut de cette annee permettent a la police d’imposer
l’amende par le Service de l’execution obligatoire des actes
judiciaires (Smeja) sans passer par des tribunaux.

Alors que le Smeja demande aux banques de mettre un gel sur seulement
une quantite specifique d’un compte bancaire d’argent d’un citoyen,
les banques gèlent le compte en question dans son ensemble, ce qui
constitue une violation des procedures legales en vigueur.

Les membres du Parti republicain au pouvoir a l’Assemblee nationale
sont en train d’elaborer un projet de loi pour remedier a la situation
car ils cherchent a rendre les banques responsables du gel integral
des comptes des citoyens.

Arpine Hovannisian a dit que ce sont les banques qui sont a blâmer
pour la situation. “Les pertes reelles subies par les citoyens doivent
donc etre compenses” a-t-elle dit.

Beaucoup d’avocats pensent aussi que c’est un problème grave que
le Smeja a eu le droit d’infliger des amendes aux citoyens sans
une decision de justice. Les specialistes la considèrent comme une
violation flagrante de la Constitution car tout citoyen a le droit a
un procès equitable et a l’inviolabilite de la propriete. De nombreux
citoyens se sont tournes vers le Bureau de l’ombudsman dans le cadre
de l’affaire. Le mediateur va contester la question devant la Cour
constitutionnelle.

Agreement On Armenia’s Accession To Eurasian Economic Union To Be Si

AGREEMENT ON ARMENIA’S ACCESSION TO EURASIAN ECONOMIC UNION TO BE SIGNED BEFORE LATE OCTOBER – PREMIER

YEREVAN, July 18. /ARKA/. The agreement on Armenia’s accession to the
Eurasian Economic Union is to be signed before the end of October,
Armenian Prime Minister Hovik Abrahamyan told journalists on Thursday.

“We will join the Eurasian Economic Union before the end of October,
and other details were reported by the press office of the government,”
Novosti-Armenia quoted Abrahamyan referring to RIA Novosti.

On May 29, at a session of Eurasian Economic Council in Astana,
Kazakhstan, the Armenian president expressed Yerevan’s intention to
join the Eurasian Economic Union agreement until June 15. However,
appropriate papers have not been signed so far.

On July 1, Russian President Vladimir Putin, speaking at a meeting
of Russian diplomats, said Armenian will become a full member of the
union very soon.

In resent days, media outlets quoted Kazakh Foreign Minister Yerlan
Idrisov as saying that the agreement between Armenia and Eurasian
Economic Union is likely to be signed in October 2014 at a regular
meeting of Eurasian Economic Union countries’ presidents in Minsk.

Russian-Armenian Businessman Levon Hayrapetyan Does Not Plead Guilty

RUSSIAN-ARMENIAN BUSINESSMAN LEVON HAYRAPETYAN DOES NOT PLEAD GUILTY

Russian-Armenian businessman Levon Hayrapetyan, who has been placed
under 2-month arrested in Moscow, does not plead guilty, Hayrapetyan’s
friend Matsak Poladyan told Tert.am.

Hayrapetyan’s fiends in Russia, including those in law-enforcement
agencies, are sure the charges against him have been trumped up.

“And the next few days will show who has trumped up the charges. He
felt very bad yesterday, but he received an insulin injection and
got better,” Poladyan said.

Nevertheless, although feeling bad, Hayrapetyan hurried to Armenia
and Nagorno-Karabakh to speed up the construction of the military
school in Nagorno-Karabakh.

“He promised to open the school before the end of this year,”
Poladyan said.

Heritage party member Anahit Bakhshyan believes that one more “bubble
of falsehood” will burst if the four non-coalition parliamentary
forces fail to hold a rally this autumn.

“Most of Armenia’s political forces are awaiting,” Bakhshyan told
Tert.am.

As to political forces’ cooperation with civil initiatives, she
regrets the absence of such cooperation because civil initiatives
say they are not cooperating with any political forces.

However, no political changes are possible without political will,”
she said.

With respect to the four non-coalition forces’ activities, Bakhshyan
noted that their cooperation must prove to be effective.

“All the 12 points of the four forces’ program are the minimal
problems, but the struggle against funded pensions did not produce
results,” she said.

As a rally to the rule of Law party plans to hold on July 18, Bakhshyan
doubts the party will be able to prove its being an opposition force.

“The Rule of Law party should not forget that, as a coalition member,
it has been voting for destructive bills over the past five years. The
Rule of Law party has come against itself and is now trying to feint
its opposition to Armenia’s authorities,” she said.

Q: In view of your individual professional accomplishments prior to
teaming up to launch HIVE, you seem to share a distinct passion for
empowering communities, irrespective of ethnicity or geography. Do
you feel that a context of social responsibility can and should be
a key ingredient in the success of the next wave of internet startups?

A: Our generation of Diaspora Armenians feels a great deal of gratitude
for the opportunities that have been afforded to us. This gratitude
comes from the realization of sacrifices that have been made by our
parents and grandparents, allowing each of us to enact our respective
goals and dreams. So it’s true that each of us has felt an obligation
in some way or another to contribute and empower others, irrespective
of ethnicity and geography.

Unfortunately, our tragic history as Armenians has created a disconnect
between Diaspora Armenians and our homeland. As Diaspora Armenians, we
all at some point have wondered how we can effectively and tangibly
re-connect with fellow Armenians of Armenia and help uplift our
country to new heights.

HIVE was imagined in the country of Armenia, when a small collective
of thinkers and philanthropists challenged us to find ways to use
technology as a medium to improve the Armenian economy and outcomes
for the Armenian youth. Through our collective experience, we proposed
a number of different ideas and, during a presentation we made in
Yerevan, the Hovnanian Foundation quickly identified HIVE as the
clear winner, and set as its priorities three distinct goals:

1) To create jobs in Armenia;

2) To connect Armenians from around the world;

3) To provide direct support to startups in order to put Armenian
entrepreneurship on the map.

Visiting Armenia and imagining HIVE was a euphoric experience for
all of us involved.

Q: By functioning as a virtual network and accelerator for
startups, HIVE is in effect fostering a global community of creative
collaborators–all, whether investors, entrepreneurs, fresh talent,
or advisors, engaged in the generation of innovative web enterprises.

>From what you’ve experienced through your work with HIVE so far,
would you say there is universal enthusiasm for what you’re trying to
accomplish, or have you encountered instances of skepticism? If the
latter, where do you think they stem from and how would you respond
to them?

A: Overwhelmingly the response has been positive and it’s clear that
we Armenians have entrepreneurial blood running through our veins! All
parties have been eager to contribute and get involved. Our launch
in New York sold out, and since then our membership has been growing
exponentially. It’s hard to be skeptical about something that is so
clearly capitalizing on Armenian talent at all levels.

Q: In recent years, there has been much talk about Armenia’s
technological potential. As professionals with experience in numerous
countries, how would you rate Armenia’s tech talent as a whole? For
instance, whenever you connect with prospective colleagues in Armenia,
do you feel as though you’re speaking the same “language,” in terms
of an advanced level of knowledge and aptitudes?

A: The talent in Armenia is on par if not better than many other
places around the world. However, resources, networks, and exposure
are limited. That’s where HIVE is stepping in. We are creating
an avenue for Armenians around the world to support one another,
utilizing our collective experience and talents to help each other
rise above the rest.

Q: As HIVE has garnered notice not just from Armenia, but the diaspora
as well, what’s your initial assessment, generally speaking, of the
latter’s state of dynamism, in terms of level of interest, innovation,
and tech acumen?

A: We think Diaspora Armenians are ecstatic to be part of HIVE. We’ve
created the equivalent of the Armenian LinkedIn but with even better
features: allowing for the ability to build teams, find mentors or
mentees, or pitch ideas and get seed funding and advisor support.

There has never been a cleaner or clearer way for Armenians to
connect across the globe to support each other in their professional
development. It takes less than 30 seconds to sign up (through Facebook
or LinkedIn), and within seconds you are exposed to a global network of
individuals who are at different points in their career trajectory. For
the tech community, this is an invaluable resource if you are looking
for that integral team member or advisor who can support your endeavor.

Q: To date, your portfolio of companies comprises five startups. What
does it take to make it into the HIVE portfolio? What, would you
say, are some of the core attributes shared by the startups you
have selected?

A: The basic qualities for making it into the HIVE portfolio are
simple:

1) A company needs to have an innovative and scalable tech idea;

2) A company needs a strong team (with at least one member of Armenian
descent).

Aside from these, a company needs to demonstrate its value by
addressing the same components any startup should be thinking about:
need for product/idea, competition, market, ability to scale,
financials, risks, etc. In addition, the company needs to resonate
with our advisors, who, as seasoned professionals, have years of
expertise in a variety of fields.

Finally, every company that gets accepted into the HIVE portfolio
would also be in some way or another interested in giving back
to Armenia. Whether that means hiring developers from Armenia,
creating avenues for other Armenians to be involved in the company,
or simply putting Armenia on the global technology map, we hope that
each company has a mission and vision of enhancing HIVE’s priorities.

Q: What would an outstanding startup pitch sound like? Any particular
do’s and don’ts you might offer to aspiring startups?

A: Outstanding pitches easily identify the problem the startup is
addressing and its proposed solution. We also want to see why a
team is most qualified to build the company. A good team is the most
important piece of the puzzle, but we also want to see a clear vision,
early adoption, and a strategy for customer acquisition. While we do
ask startups to pitch to our team a few times to receive our feedback
and answer preliminary questions, for our first investment round we
gave each company five minutes to pitch their startup to our advisors.

This is an incredibly short amount of time to cover all the key
points of what will make a company successful while being confident,
collected, and concise. Boiling down to the basics of what will
resonate with advisors and funders is a skill set that is only
sharpened with a lot of feedback.

We encourage all HIVE hopefuls to solicit feedback from a wide pool
of constituents before presenting their pitch. Creating a masterful
pitch is like creating any work of art. It takes time, commitment,
and practice.

Q: You seem to place considerable emphasis on mentorship. How do
you envision the mechanics and desired benefits of HIVE’s mentorship
component?

HIVE co-founder Hrag Hamalian

A: If selected to be part of HIVE’s portfolio, companies will be
paired with an expert advisor who will be available for consultation,
networking, and development.

For the remainder of HIVE’s members, initially we are interested
in simply connecting Armenians to one another. We facilitate this by
offering a powerhouse search engine that allows Armenians to search for
one another through a variety of different keywords and methodologies.

In the next few months, we will create further structures around
mentorship. Message boards will allow mentees to solicit advice
and feedback from potential mentors who are willing to advise in
certain arenas.

Eventually, we will have very structured ways in which mentors will be
selected and tagged on our website. Mentees will have clear pathways
to pair up with willing advisors. HIVE will help structure these
meetings and their desired outcomes.

Q: Talk a bit about HIVE’s online and offline events as well as any
educational programs you have planned.

A: HIVE’s first launch event, in New York City, was a great success and
sold out within a week of its posting. We have a number of additional
launch events, during which like-minded Armenians will meet and
mingle, scheduled for July in Yerevan and August in San Francisco
and Boston (check out the HIVE website, at , for
more information).

HIVE is also constantly working in the background to advise,
facilitate, and run programs that enhance our mission of driving
technology and improving outcomes for Armenia.

Q: Although HIVE is geared mainly toward entrepreneurs, startups,
fresh talent, and investors, can non-stakeholders, so to speak,
join the site? If so, how would they benefit by being members?

A: Of course! The site isn’t limited to tech-minded individuals.

People who join HIVE can benefit from the network in a number of ways.

First and foremost, founders of

companies are looking for people with a variety of skill sets to become
team members or simply just to advise. A skill set in law, education,
media, marketing, etc., could be of interest to the next big company
looking to fill a gap in their team. Additionally, any HIVE member
has the ability to link to another member who is currently operating
in their field. You’d be surprised as to how many fellow Armenians
are working in similar fields, who are looking to help you advance
in your own career or to learn from your experiences.

Q: What does a good day’s work at HIVE look like?

A: Every day is a good day for HIVE. We’re so excited to see our
membership rise, and to see how the connections made on our website
are leading to friendships, partnerships, and the next wave of change
that will be good for Armenia and the world at large.

We’re regularly posting relevant content, fielding investment
applications, connecting members, and planning for our next events.

It’s a busy time as the network grows faster than we expected.

Q: Where do you see HIVE five years from now?

A: We are going to go where our user base takes us. Our ideas as a
startup have gotten Armenians around the world excited to utilize
our website, pitch to our advisors, and come to our events. Based on
the feedback we hear from our membership, we are going to continue
to enhance our features to meet their needs. We have also discussed
with the Hovnanian Foundation the potential need to help step up
the scope and breadth of the educational infrastructure in Armenia
to ensure we continue to expand the employable talent within the
country. The foundation continues to remind us that its support of
HIVE is contingent upon a focus on implementing its desire to help
develop the IT sector within Armenia and halt the tide of promising
talent leaving the country.
