The U.S. Senate Foreign Affairs Committee confirmed the nomination
of Francis J. Ricciardone to the position of U.S. Ambassador to Ankara.

As NEWS.am reported previously, heated discussions were held during
the Senate Foreign Relations Committee hearing of Ambassador-Designate
Francis Ricciardone on July 23.

“Facilitating regional integration is a high priority for the United
States. Rapprochement between Turkey and Armenia will foster increased
stability and prosperity in the entire Caucasus region. As President
Obama noted in his Armenian Remembrance Day statement of April 24th,
‘Together, the Turkish and Armenian people will be stronger as they
acknowledge their common history and recognize their common humanity.”

We commended the governments of Turkey and Armenia on their signing
of the historic protocols on normalization of relations on October
10, 2009 in Zurich. The United States will continue to urge Turkey
to ratify the protocols,” Ricciardone said.

The United States Senate Foreign Relations Committee approved the
nomination of Francis J. Ricciardone Jr. to succeed James Jeffrey as
the US ambassador to Turkey on Tuesday following tough hearings at
the committee.

During a meeting, the committee approved the US envoy to Turkey,
along with 32 other would-be ambassadors and officials, clearing the
way for a full Senate vote. Ricciardone was faced with tough hearings
due to strong Greek and Armenian lobbies, pushing senators to ask the
position of the ambassador regarding contentious issues. US President
Barack Obama nominated the senior diplomat in July, and the ambassador
testified before the committee on July 20.

Ricciardone has served as deputy ambassador and charge d’affaires at
the US Embassy in Afghanistan since 2009. He also served as ambassador
to Egypt until 2008 and earlier as ambassador to the Philippines
and Palau.

Speaking to reporters following the hearing, Indiana Senator Richard
Lugar said Ricciardone is an “exemplary” diplomat.

Noting that he has worked with Ricciardone for many years, the
senator said he is a professional in many spheres and that he has
done a great job during his career at the State Department.

Lugar also stated that Ricciardone has a great deal of interest in
serving in Turkey and that he appreciates and supports the diplomat’s
wish.

Meanwhile, Committee Chairman John Kerry pulled the nomination of
Matthew Bryza as an envoy in Baku because of the strong Armenian
lobby in Washington and concerns from Democratic Senator Barbara
Boxer of California. The approval of Bryza was long contested by the
strong Armenian lobby in Washington, which claims that Bryza’s wife,
Zeyno Baran, who is a senior researcher at the Hudson Institute,
is an ethnic Turk and that her works were previously funded by the
Azerbaijani government. The ambassadorial post of the US embassy in
Baku has been empty for a year.

Speaking to reporters, Lugar said Bryza is a “diplomat of high class.”

Lugar said he believes that the State Department, together with
Senator Boxer, will consider the rebuttals and hopes to eliminate
her and others’ concerns.

ADL’s Stand On Ground Zero Mosque Is Wrong

Several hundred years ago, many European countries actively persecuted
Jews. The Netherlands gained a reputation of tolerance. At one time,
the powers that be even allowed synagogues in New Amsterdam, but
mandated that they be plain-looking and on the side streets, so as not
to “create problems” for passers-by. That was their idea of tolerance.

Something like this is apparently what the Anti-Defamation League
(ADL) advocates for American Muslims. In a recent statement, the ADL
applauded freedom of religion and condemned “those whose opposition
to the proposed Islamic Center [near the World Trade Center site]
is based on bigotry.”

The statement, however, goes on to say that “there are strong passions
and keen sensitivities surrounding the World Trade Center site … The
controversy which has emerged regarding the building of an Islamic
Center at this location is counterproductive to the healing process.

Therefore, under these unique circumstances, we believe the City of New
York would be better served if an alternative location could be found.”

So the ADL is now afraid of controversy. Is it? The ADL recently
issued another statement decrying the recent Arizona immigration bill.

It also wrote a statement saying creationism and “intelligent design”
don’t belong in the classroom. Both of these, by the way, are positions
I would agree with. And both are controversial positions. So what’s
the problem as far as the Ground Zero mosque is concerned?

Maybe the problem is that a small minority of prominent, basically
conservative leaders in American Jewish organizations (whose
opinions definitely don’t represent the majority of American Jews)
seem to see anything involving Muslims or Arabs in terms of the
Arab-Israel conflict. This might also explain the ADL’s opposition
to a congressional resolution on the Armenian genocide. Turkey,
whose predecessor state, the Ottoman Empire, was responsible for this
genocide, is one of Israel’s few allies in the Muslim world.

The head of the ADL, Abraham Foxman, apparently falls into the category
I described above. As a young man, he was part of a youth group that
admired Menachem Begin’s Irgun, a militant organization that believed
in establishing a Greater Israel “on both sides of the Jordan.” The
Irgun, which was responsible for the bombing of the King David Hotel
in Jerusalem, was considered beyond the pale by David Ben-Gurion,
the founder of Israel, Albert Einstein, and other prominent Jews. This
writer never saw his father, a lifelong Zionist who volunteered for the
Israeli Army in 1948, more upset than when Begin became prime minister.

While Foxman recently acknowledged that American Jews have the
right to criticize Israel, he clearly seems uncomfortable with the
idea. And by criticism, I mean legitimate criticism by organizations
such as J Street (“Pro-Israel, Pro-Peace”), not the type of vitriolic
anti-Zionism produced by the extreme left.

Getting back to the mosque. Sure, it might offend some people. It
offended Saudi Arabia, until recently, to have churches within
its territory. The ADL would be the first to condemn this state of
affairs. A mosque near Ground Zero is worth the same consideration.

Radio station “Radio Pozitiv”, broadcasting in New York in Russian
and possessing a wide audience, apologized to the audience for naming
Azerbaijani folk song “Sari Gelin” (Sarı GE~Ylin) as Armenian one,
said in the statement of the Permanent Mission of Azerbaijan to the UN.

During the broadcast on July 28 this year, Azerbaijani folk song
“Sari Gelin” (Sarı GE~Ylin) was named as the song of the Armenian
musician Jivan Gasparyan “Gornaya nevesta” (Mountain Bride).

In response, the Permanent Mission of Azerbaijan to the UN had
contacted the radio station, asked to announce the fact of error
in previously announced information and to announce that the song
“Sari Gelin” is the Azerbaijani folk song.

The request was satisfied. “Radio Pozitiv” announced the error and
apologized for it.

YEREVAN. August 4, 2010: Military actions in the zone of the
Karabakh conflict may begin during the fall of this year, said
political observer David Petrosian at the political debates of the
Sardarapat initiative group. The threat of the resumption of war in
the conflict zone increases with every passing day. He referred to
reports in unnamed Azerbaijani media, that men aged 18 to 45 were
not being issued visas at foreign embassies, at the request of the
Azerbaijani leadership.

In the light of the increasing threat of war, it is necessary to
call on the Armenian Diaspora in U.S. to stop the campaign against
the candidacy of Mathew Bryza for the position of the U.S. ambassador
to Azerbaijan, Petrosian believes. “Under the current circumstances,
it is in Armenia’s interests to have the U.S. appoint its ambassador
to Azerbaijan as soon as possible,” because the United States can
prevent Azerbaijan from starting a war.

If Azerbaijan begins the military actions, Russia will not interfere,
because Nagorno Karabakh is not Armenia’s territory, said Petrosian.

Petrosian believes that at this stage Russia is more interested in
Azerbaijan than in Armenia, and will try to win Azerbaijan’s favor.

The main goal of Moscow is to deploy its peacekeepers to the zone of
the Karabakh conflict, and it is the main point of the Azeri-Russian
dialogue. However, Baku does not permit the deployment of Russian
peacekeepers (Turan).

YEREVAN, August 4 (Itar-Tass) – Russian President Dmitry Medvedev
and Armenian President Serzh Sargsyan have agreed on engaging an
Armenian firefighting and rescue detachment in the efforts to put
out the wildfires raging in Russia, the presidential press service
said Wednesday.

In the course of the telephone conversation, Sargsyan voiced
condolences to Medvedev over the loss of human lives and material
damage the fires have caused in Russia.

Sargsyan said the Armenian people knows perfectly well how important
assistance of friendly countries in situations of natural calamities
is.

He proposed to use the services of Armenian firefighting and rescue
departments in the extinguishing of fires in Russia and elimination
of their aftermath, officials at the Presidential Administration said.

Yuri Bocharov News.Az interviews political scientists Yuri Bocharov,
a member of the Azerbaijan-Israel international association.

As a PR specialist, what can you say about the information war
unleashed on Azerbaijan by Armenia? Has Azerbaijan finally managed
to start its own offensive, the need for which has been highlighted
by President Ilham Aliyev?

The president is right, it is better to attack than to defend in the
information war. However, in the information war, as in the formation
of a state image, it is primarily necessary to define the main groups
of influence on world public opinion which makes the rulers take the
relevant decisions. I can see four such groups in the confrontation
with Armenia: first, the US Congress, second the Council of Europe
and all European structures influencing the policy of European
countries, third, the Kremlin and fourth different economic and
political associations of Azerbaijan’s Middle Eastern neighbours,
such as the Arab League and others.

Moscow and Washington are certainly the main groups of influence here
and it is they who will probably put a full stop to the conflict.

While there has been some strategic success on the American front,
there have been only individual tactical victories on the Moscow
front. Certainly, Azerbaijan has come a long way in this fight over
the past few years, but there’s still a long way to go until victory
and we should not relax. I would like justice to win and am ready to
help in any way I can.

It is no secret that Armenian activists use smear campaigns to
spoil Azerbaijan’s image. How susceptible are foreign media to
anti-Azerbaijani propaganda?

I don’t usually pay any attention to provocative statements by Armenian
extremists about Azerbaijan. However, the articles “Pearls of so-called
Azerbaijan” and “Some problems of the mentality of Caucasian Azeris”
got my interest from the analytical point of view. When I read negative
articles written to order, as an analyst I usually ask who needs this
and why and who has paid for it.

The reason why such articles are posted on the Voice of Armenia’s
website does not even merit discussion. The Voice is designed to
conduct smear campaigns to earn its keep. However, the question is
why these articles were first reprinted by Inosmi.ru and then Newsland.

And what’s most interesting is that the article “Some problems” which
has been posted on the Newsland and at least five other websites as a
reprint from Inosmi.ru, has already been removed from the Inosmi site.

The error 404-information message appears when you try to access it.

This article isn’t on Voice of Armenia website either! Meanwhile,
Newsland, which has an audience 100 times the size of the Voice’s,
continues to promote it. The original of this article was actually
published in Armenian on the Iravunk website, though it has the same
author as the article “The pearl”.

I wonder, therefore, why Newsland, which usually provides balanced
and accurate information about current events, should twice print
two odious, clearly anti-Azerbaijani articles. Is this a new trend or
being done to order? The website is reported to have very competent
journalists from Russia, Belarus and Ukraine, though according to
rumour they are backed by the Ukrainian security department. Then who
are they targeting? Azerbaijan, or Russia and Turkey? Who does not
benefit from the gradual calming of the Caucasian conflicts? Is Russia
preparing to clear out Caucasians, so needs to warm the people up?

These people are the main targets of criticism on the Newsland website!

In fact, both articles reflect Yerevan’s position, which is trying
to substantiate its occupation of Nagorno-Karabakh before the world
community. For this purpose it needs either to prove that these lands
never belonged to Azerbaijan or it would be even better to prove
that Azerbaijan never existed as a state! If there were no republic
or state, the tale of a Greater Armenia from sea to sea would become
the truth and the occupation of Azerbaijani lands would no longer be
an occupation but the restoration of territorial integrity.

What’s most “interesting” here is that these articles are a very
successful piece of PR for someone against many targets. First,
there was a hint that Turkey is interested in destabilizing the
situation in the Caucasus which automatically sets it against
Russia and Azerbaijan. Second, the “Lezgins” seem to link their
hopes for an independent state not with Russia, but with whom? Again
with Turkey or America and probably with Iran, whatever you wish,
but everyone is involved. I have put the word Lezgins in inverted
commas because the author cannot define them himself noting that
“…we use this generalized formula for brevity, since in fact all
Lezgin ethnicities include Udins, Tsakhurs, Lezgins, Rutuls, Agils,
Tabassars, Kriz and Buguds”. For which members of the group does he
want to create a state? All of them strongly defend their identity
and are not willing to assimilate. Meanwhile, the author also sets
up the Lezgin people, stirring up the Russian people against him,
since he writes that “the leaders of the Lezgin people, who have
been struggling against Azerbaijani rule for 20 years now and having
numerous losses in this fight know well how to attain this goal with
or without Russia’s support”. It means that the new state will “be
formed” not within Russia, so Russia “loses” part of its land. Here
is the way real provocateurs hit three targets at once.

But most of all I “liked” the map given in the article “The pearl”.

This is posted only on the Voice of Armenia site, while other websites
do not show it, which is a pity since they have lied so much in an
attempt to prove that Azerbaijan has never existed. The map shows
Armenia, Georgia (which is interesting in terms of its current
borders) and even the Nakhchivan Automonous Region in their place,
while Azerbaijan is divided into five almost equal sections within its
current territory. Azerbaijan itself is in the area of the Absheron
Peninsula, Lezgistan along the border with Russia, Talishstan in the
south on the border with Iran and Gardmang and Artsakh in the west.

What’s most important is the way the borders were drawn – one dates to
the 9th century, another to the 16th century and a third to the 19th
century. This is how the map of Greater Armenia is built on a mosaic
of borders! If they hint at the so-called Artsakh province, they could
at least draw their 9th century maps with quite a different Armenian
border, at least the Wikipedia website has a different version. Then
why fiddle around with some Karabakh and Artsakh if the whole of
Azerbaijan isn’t there?

One more statement by the Armenian “scientist” who said, “Modern
Azerbaijanis do not only have different tribal roots but also
consists of numerous (dozens) of tribes, ethnic groups and quite
independent ethnicities today. The population of the Kur-Araz plain
which makes the basis of the Azerbaijani ethnicity consists of 30-40
tribes of Turkmen, Khazar-Turkic, Khazar-Jewish, Iranian, Kurdish and
Dagestani origin.” Thank God, they did not eliminate the concept of
“Azerbaijani ethnicity” though they could have deprived us even of
this. To take the Armenian theory further, Russia also cannot exist
within its contemporary borders. The most it can claim is part of
Moscow province within the princedom of Ivan Grozny while the rest is
“occupied and colonized”!

It is paradoxical that Armenia, which is known for its monoethnic
composition, should speak about “discrimination” against different
nations in Azerbaijan.

I do not want to speak of genocide but I know only two countries in
the world where the aboriginal population is 98%. These are Armenia
and Cambodia, though the [former] leader of the latter, Pol Pot,
attained this through a more radical way, though also set “humanistic”
goals of saving his people from famine through their total reduction.

I do not have any idea of the purposes of the Armenian leadership
today, but we remember that even in the remote past in the period
of the “fraternal love” of all peoples in the USSR, Armenia always
differed in terms of the “purity” of its population and a special form
of tolerance of other peoples. Probably, therefore, the number of the
Armenian diaspora abroad is higher than the population of the country.

Meanwhile, the main cities where Armenians live today are Paris,
New York and Moscow, rather than Yerevan.

I would like to urge people be cautious and not to yield to provocation
if justice is to win.

NATO Parliamentary Assembly may develop a report on Karabakh conflict
related to which Speaker of Armenian National Assembly Hovik Abrahamyan
issued a letter to express his concerns to the NATO PA President
John Tanner.

“That was right done to send a letter, and even if that gives no
results that is a powerful signal to the NATO PA how Armenia would
react,” Styopa Safaryan, member of Armenian delegation to PA told
Panorama.am.

Safaryan said Azerbaijan shouldn’t hope of a victim image that would be
allowed to them. He said he personally will never allow them a country
which provoked a war and threats to repeat it feel as if a victim.

The Deputy said Armenian delegation takes serious efforts to “make
their party spoiled.”

“Let them not hope Azerbaijani side can have a happy life in the
Assembly,” he said.

But it seems Azerbaijani mass media is hopeful with the report. Deputy
Speaker of Azerbaijan’s Mili Mejlis declared they’ve already presented
all the documents over the conflict since 1992.

We were interested in whether Armenian delegation gets prepared
somehow to counteract the report or they wait for the report, the
Deputy said: “I think the most important thing is to unveil how the
decision was adopted to prepare a report, who the speaker is, in order
we could work with him,” Safaryan said adding those questions would be
discussed when other members of the delegation are back from vacations.

An-24 passenger jet crashed in Russia’s Krasnoyarsk territory on Monday
killing 11 out of 15 people aboard the plane, news agencies reported.

“An-24 plane on a flight from Krasnoyarsk to Igarka crashed at 9:40
p.m. Moscow time 700 meters from the landing strip near the airport
in the town of Igarka when approaching for a landing,” said Irina
Andrianova, spokeswoman for the ministry.

Only the four crew members survived the plane crash in East Siberia
and were hospitalized. One of them was in intensive care with critical
conditions. All the 11 passengers including the child were believed
to have died.

A criminal investigation into the incident has also been launched,
with investigators working at the scene.

Russian media published the list of the victims including a name
having pure Armenian pronunciation – Denis Aghjoian. Panorama.am
tried to find out from Armenian Embassy to Russia if the man was of
Armenian nationality. Embassy representative said the man could be
Moldavian but they try to make it sure. Armenian Foreign Ministry
would be reported as soon as the nationally of the man is found out.
