PLOTAVA, Russia – Wildfires were raging close to a shelter housing
hundreds of dogs and retired circus animals, animal activists said
Thursday, as the death toll from weeks of blazes across Russia rose
to 50.

Rescuers pulled a body out from a provincial village gutted by
wildfires and another person died of their injuries overnight, the
Emergencies Ministry said. Almost 600 separate fires were still raging,
mostly in western Russia, as the country endured its hottest summer
on record.

The director of the animal shelter, in the village of Khoteichi,
40 miles (64 kilometers) east of Moscow, said he and volunteers had
already extinguished a fire that came within 150 yards (150 meters) and
were bracing for more blazes. The shelter is home to more than 1,800
animals, mainly dogs, but also bears, monkeys, foxes and tortoises.

“With the speed of fire, we don’t know if we can save them all,”
Sergei Serdyuk said of the animals.

Nearby fire stations did not answer calls when Tuesday’s blaze
advanced – one official hung up as soon as he heard the word fire,
said Serdyuk, who added he has spent the last days dousing trees with
water and digging trenches.

Thick smog that had blanketed Moscow partially lifted early Thursday
but could return with no end in sight to a record heat wave,
officials warned.

Temperatures up to 100 degrees Fahrenheit (38 Celsius) have exacerbated
forest and peat bog fires across Russia’s central and western regions,
destroying close to 2,000 homes. Officials have suggested the 10,000
firefighters battling the blazes aren’t enough.

The forecast for the week ahead shows little change in the capital
and surrounding regions, where the average summer temperature is
around 23 Celsius (75 Fahrenheit).

The body was found in a village near Russia’s fifth-largest city,
Nizhny Novgorod, about 300 miles (480 kilometers) east of Moscow and
the hospital death occurred near Voronezh, southeast of Moscow. Those
regions are among the worst-hit.

In the blaze-ravaged village of Plotava, some 35 miles (60 kilometers)
east of Moscow, local official Viktor Sorokin lamented that the number
of fire wardens in woodland and peat bog areas had halved to 150 the
last few years under new rules.

“There used to be more of them, now there aren’t enough,” he said.

Some locals are taking the initiative to make up the shortfall in
firefighters.

“We woke up several days ago and we couldn’t breathe,” said Alexander
Babayev, a 27-year-old owner of a drive-in theater, before taking a
hose to low rising flames flickering above the smoldering ground.

Babayev assembled a motley team of volunteers using a social networking
website and, after a few instructions from professionals, they began
tending to fires.

Prime Minister Vladimir Putin has promised to build new, better
homes before winter, and vowed each victim would receive $6,600 in
compensation. The sum is huge in a country whose average monthly
wage is around $800, and Russian media say some residents may have
deliberately torched their dwellings to qualify.

To the east, firefighters focused on beating flames back from a
top-secret nuclear research facility in the city of Sarov. A Sarov
news website on Thursday cited local officials as saying a wall of
fire had been broken down into several smaller blazes. On Wednesday,
officials said the closest blaze was still several miles (kilometers)
from the main facilities at the Russian Federal Nuclear Research
Center and as a precaution all hazardous materials had been evacuated.

In the capital, President Dmitry Medvedev fired several high-ranking
military officials Wednesday over what he called criminal negligence
in fires that ravaged a military base.

Russia has been sent helicopters and planes to help douse the flames
from Ukraine, Armenia, Italy, Kazakhstan, Azerbaijan, Emergencies
Minister Sergei Shoigu said in televised comments.

Turkish Government Refuses To Approve Key Military Appointments

TURKISH GOVERNMENT REFUSES TO APPROVE KEY MILITARY APPOINTMENTS

Turkish government has refused to approve key military appointments in
a move that left two of the country’s most senior military positions
vacant and highlighted the diminishing political power of the armed
forces that long held sway over Turkey. A list of appointments released
by the military at the end of the Wednesday’s meeting showed no one
was named for the posts of chief of staff and land forces commander.

Prime Minister Recep Tayyip Erdogan blocked the appointment of Gen.

Hasan Igsız, the officer in line to become the land forces commander,
Turkish media reported Thursday, without citing any sources. Igsız
has been implicated in an alleged Internet campaign to undermine
Erdogan’s government, although there are no formal charges against him.

Erdogan’s spokesman was not available for comment Thursday, while the
military would not comment on the issue. The prime minister’s reported
veto of Igsız affected a slew of military appointments, such as the
planned replacement of the Chief of Military Staff Gen. Ilker Basbug,
who retires at the end of the month. The government and military, which
have sparred for influence since Erdogan’s party came to power in 2003,
must agree on the appointments before Basbug steps down on Aug. 30.

In addition, 11 generals and admirals charged in an alleged 2003 plot
to bring down the government were not promoted by a military panel
that is chaired by Erdogan and meets twice a year for deliberations
on the chain of command. The government had strongly opposed their
promotions to higher ranks.

Igsız, currently the commander for Turkey’s western defenses,
is suspected of ordering the setting up of Web sites to allegedly
disseminate propaganda against the government and its supporters —
an accusation the military rejects. The 11 officers were among 102
retired and active duty officers ordered jailed in an alleged plot
to create chaos and trigger a military takeover. The accused face up
to 20 years in prison if convicted.

The military, which has overthrown four governments since 1960, has
denied such a plot, insisting the documents were from a military
training seminar during which officers simulated a scenario of
internal strife.

Critics allege the cases are built on flimsy evidence and illegal
wiretaps. They say the accusations are a government attempt to silence
Erdogan’s opponents, Today’s Zaman reported.

The seminar, held on August 4 in Tehran University, hosted Iranian

representatives of scientific and political research centers.

At the seminar, RA Deputy Foreign Minister and Armenian Ambassador
to Iran Grigor Arakelyan presented priority directions of RA foreign
policy and perspectives of RA-Iran relations development.

During his visit, Arman Kirakosyan met with a number of Iran’s high
ranking officials.

At the meeting with Iranian Foreign Minister Manouchehr Mottaki, the
parties gave high assessment to current level of bilateral relations,
emphasizing the importance of strengthening economic ties.

Director of Yerevan Zoo Sahak Abovyan said that 50% of Yerevan Zoo
enclosures do not comply with international standards. “However, any
zoo has its small and big problems. Yerevan Mayor’s Office assists us
in solving big problems, and we try to solve the small ones ourselves,”
Abovyan told a press conference on August 5.

According to him, even under conditions of the crisis, Yerevan Mayor’s
Office has not cut the zoo budget. Moreover, it has developed a special
program on reconstructing and bringing the zoo into compliance with
international standards.

“As wildlife and wild animals are studied in none of Armenia’s higher
education institutions, Yerevan Mayor offered to establish a college
under the Armenian zoo to study wildlife and wild animals, and it
will be the first similar college in the region,” noted Abovyan.

He added that the basic problem faced by the zoo is lack of free
enclosures for animals. “For example, there are nine lions at the
zoo now, it is much more than we need, and their housing becomes a
problem,” said Abovyan.

He added that AMD 57mln was spent out of total AMD 187mln allocated to
the zoo under the program. “Meanwhile, the enclosures smell strong as
they have Á concrete surface. If the enclosures were covered by earth,
they would not have smelled strong,” the Director said.

He added that in September-October 2010 the zoo will be supplemented
by new types of animals.

Currently, there are over 2300 animals of 215 types in Yerevan Zoo,
including very rare species – Armenian moufflons and bezoar goats.

However, the number of zoo visitors has decreased this year due
to rains in May and hot weather in June, the best period of zoo
attendance.

Answering a question of a PanARMENIAN.Net reporter, Sahak Abovyan noted
that tourists also visit the zoo, but their number is very limited.

Dashnak Leader Condemns Army Shootings

DASHNAK LEADER CONDEMNS ARMY SHOOTINGS

RFE/RL — A leader of the Armenian Revolutionary Federation
(Dashnaktsutyun) on Thursday strongly condemned the latest deadly
shootings in Armenia’s Armed Forces and demanded “severe punishment”
for those responsible for them.

Speaking on behalf of the opposition party, Vahan Hovannisian
described as “unacceptable and disgraceful” the deaths of seven
military personnel in two non-combat incidents reported last week.

“We expect that there will be a fair investigation and the guilty will
get a fair and severe punishment,” he told RFE/RL’s Armenian service.

“We are confident that the defense minister is able to take drastic
steps on this matter. He is not only able but also obliged to do that.”

Hovannisian, who heads the Dashnaktsutyun faction in the Armenian
parliament, refrained from commenting on preliminary official versions
of the shootings questioned by relatives of some of the victims,
notably Lieutenant Artak Nazarian.

Military investigators insist that Nazarian committed suicide after
being badly mistreated by fellow servicemen. Four of them are now
under arrest pending investigation. The officer’s family believes
that he was killed.

Defense Minister Seyran Ohanian has assured the grieving families that
“everything” is being done to solve the shootings that highlighted
chronic problems within the Armenian army. Ohanian and other military
officials have at the same time argued that the number of such
incidents has significantly declined since the late 1990s.

Hovannisian countered, however, that there was more “solidarity” and
“mutual respect” within the armed forces during the 1991-1994 war with
Azerbaijan and its aftermath. “At some point, the situation changed
because unacceptable and ugly practices began penetrating the army
from outside,” he said.

“Brute force and the will of individuals with prison connections,
as opposed to army rules and discipline, started becoming prevalent
in the army. Of course, this is not a widespread phenomenon but it
is visible in some cases,” added the Dashnaktsutyun leader.

Hovannisian noted that no army in the world is immune to abuses and
violations resulting non-combat deaths. “But all armies fight against
such phenomena,” he said. “We are demanding such a fight from our
authorities and especially the Defense Ministry.”

Another, more radical opposition force, the Armenian National
Congress (HAK), blamed on Monday the government for the “unhealthy
atmosphere and criminal practices reigning in the army.” It said the
resignation of the ruling “criminal regime” is the only way to remedy
the situation.

Hovannisian was more cautious in that regard, saying that the Armenian
army is “very combat-ready” and with a “normal leadership.” “It’s just
that that leadership has committed mistakes and it must rectify them,”
he said.

bronze medals in the tournament of the European Junior Championships
of Freestyle Wrestling, which is currently being held in Sarajevo,
Bosnia and Herzegovina. Gevorg Hambardzumyan (76kg weight category)
defeated only in the semifinal. He achieved bronze medal after gaining
victory over Yakov Petiashvili, representative of Georgia. Yasha
Hakobyan, another Armenian wrestler of 46kg weight category, achieved
the fifth place.

YEREVAN, AUGUST 5, ARMENPRESS: Armenia will participate in the 12th
international architectural exhibition in the Italian town of Venice
August 28-November 21. Director of the National Museum-Institute of
Architecture of the Armenian Urban Development Ministry Ashot Grigoryan
told Armenpress that Armenia will participate in a separate pavilion
which will be located in the building of Venice’s “Murad Rafayelyan”
academy.

According to the tradition, the directorate of the biennale before
each event calls an international council with the participation of
specialist which after discussions specify the year’s slogan. This
year it will be “People meet in the Architecture”. Grigoryan said
Armenia has decided to participate in the Venice biennale with the
world Armenian architectures. The sub-slogan of the Armenian pavilion
will be “Crossroad”.

For selecting the participants Armenia has applied to the world famous
Armenian architectures. A. Grigoryan said the applications were much
more than expected but connected with certain issues a few refused
to take part, and architects from Qatar, the USA, Turkey, Italy and
Armenia have been selected. Overall, the Armenian delegation will
consist of 15 architectures who will present different works. As part
of the exhibition, four language catalogue will be published where
the works of the participant countries will be presented.

The Venice art biennale is being conducted since 1900s. It is one of
the ancient exhibitions and is being conducted once in two years.

Armenia has started participating in it since 1996, without
interruption.

Armenian National Gallery Paravon Mirzoyan will open in St. Petersburg
September 3. “The exhibition is involved in the row of events dedicated
to the 300th anniversary of the Armenian community of Petersburg. I
have always dreamt of such exhibition as for eight years I lived and
studied in Petersburg and it is a home city for me,” Paravon Mirzoyan
said today at a news conference, adding that he is planning to have
a personal exhibition in Serbia as well.

Currently the National Gallery has organized an exhibition in Artsakh
as well. “For the first time “Artsakh Pano” collection has been formed,
which was shown not only in the Freedom square of Stepanakert but
in the NKR culture ministry as well,” Mirzoyan said, adding that a
number of exhibitions will be organized till winter and their main
goal will be to spread Armenian art in the wider public layers of
Armenia and Artsakh.
