Armavir mayor is in intensive care

Armavir Mayor Ruben Khlgatyan and two other men are being treated in
the intensivecare ward of the Erebuni Medical Center after a mine
explosion. The mayor has a skull fracture, brain haemorrhage and
numerous facial injuries, Armenia Today reports.

The other two patients have minor injuries, concussions and fractures.

Tenth exhibition Digitec Expo 2014 will be held in Yerevan on October 3-5

YEREVAN, July 22. / ARKA /. The tenth Digitec Expo 2014 exhibition
will be held at Expo-Yerevan Center on October 3-5, Karen Vardanyan,
the director of the Union of Information Technology Enterprises
(UITE), said today.

The event, organized traditionally by the UITE, is held under the
patronage of the Armenian prime minister. The main sponsor is Ucom
telecom company.

“Digitec Expo is the most important and representative IT event in
Armenia. It is a real feast for the Armenian IT community all over the
world, “Vardanyan said at a press conference on Tuesday.

According to him, Digitec Expo is another reason to bring together
Armenia IT community representatives providing them with an
opportunity to create new business and personal relationships.

He said around 150 companies are expected to attend the event and 120
of them will showcase their products. He said also some 30 thousand
people are expected to visit the exhibition.

According to Vardanyan, the exhibition is becoming more professional,
as evidenced by the separation of exhibition space for engineering, IT
programming, mobile applications, and others.

The Union of Information Technology Enterprises of Armenia (UITE) was
founded in 2000 to protect the economic interests of IT companies. It

Armenia’s Armavir city Mayor Ruben Khlghhatyan, who on Tuesday was
injured as a result of a vehicle explosion in a mined area in the
Nagorno-Karabakh Republic (NKR), has been transported on a helicopter,
and along with two other injured, to Erebuni Medical Center in
Armenia’s capital city Yerevan. (photos)

They have been brought to the intensive care unit of the hospital.

The doctor on duty told the mayor’s relatives, who have gathered in
the hospital, that Khlghhatyan is in stable condition.

Erebuni Medical Center Public Relations Department Head Shushan
Hunanyan told Armenian News-NEWS.am that all three are in serious but
stable condition, they were provided with first aid, the medical
examinations are conducted, and they all have suffered multiple
traumas.

“The mayor has a brain injury, hemorrhage, and an injury to his fifth
finger. The others have concussion and shin fracture,” Hunanyan added.

The Ministry of Emergency Situations of Armenia has informed that the
aforesaid incident had occurred at around 6:30am, in Vaghazin village
of the Kashatagh Region of NKR, as a Toyota Prado exploded in a mined
area. As a result, the driver died on the spot, whereas passengers
Ruben Khlghhatyan, A. B., and G. A. were taken to a local medical
center. Subsequently, they were transported on a helicopter to Erebuni
Medical Center.

It is clear that the negotiation process will continue and it is also
clear that there cannot be a way out of the conflict in the upcoming
future. I don’t see the willingness of the international community in
bringing the two sides to the solution of the problem, reported the
political scientist Alexander Markarov at the meeting with the
journalists.

He noted that he cannot link the activeness of Azerbaijan with the
membership of Armenia to Eurasian Economic Union. As the First RA
president Levon Ter-Petrosyan had noted in one of the interviews,
“Activeness bears self-affirmation elements in itself.”

As for the protraction of the membership process to the Eurasian
Economic Union, Alexander Markarov noted that there are relations
which have not yet found their final solution with RF and EEU member
countries.

He added at the end, “The Armenia-Artsakh economic territory will be
preserved, while de jure the existence of the customs shouldn’t be
excluded too.”

On a working visit to Brussels, Armenian Foreign Minister Edward
Nalbandian had a meeting with the Minks Group Co-Chairs Igor Popov,
James Warlick and Pierre Andrieu and the Personal Representative of
the OSCE Chairman-in-Office Andrzej Kasprzyk. During the meeting the
parties continued the discussions on furthering the process of
settlement of the Karabakh conflict.

The Armenian Foreign Minister drew the attention of the mediators to
Azerbaijan’s bellicose rhetoric of the past weeks, the statements
distorting the essence and content of the negotiations, the cruel
violations of the ceasefire at the Armenian border and the line of
contact with Nagorno Karabakh that claimed human lives, and the
intensification of subversive acts.

He underlined that with its provocative steps Azerbaijan aggravates
the situation, obviously turning down the calls of the heads of
co-chairing countries to prepare the peoples to peace.

“Despite the targeted calls of the international community, the
Azerbaijani leadership continues its non-constructive and dangerous
policy by persecuting and arresting the proponents of reconciliation
and peace on fabricated charges, which is not conductive to the
establishment of a positive atmosphere in talks,” Minister Nalbandian
underlined.

The Armenian Foreign Minister noted that the Azerbaijani authorities
are trying to transfer the domestic experience of corruption to the
level of inter-state relations and grab statements from some states,
which turn the content of the negotiations upside down and hinder
progress in the talks.

Edward Nalbandian reiterated Armenia’s willingness to maintain efforts
to solve the Karabakh conflict exceptionally in a peaceful way.

Propriétés arméniennes : La justice turque rejette le retour d’un
btiment arménien

Le Patriarcat arménien de Turquie a perdu sa bataille juridique pour
récupérer le btiment Sansarian Han, qui a été confisqué par l’état il
y a environ sept décennies.

Le rejet de la cour est venu en dépit d’un plan gouvernemental récent
de restituer les biens saisis aux groupes minoritaires en Turquie.

Le btiment historique, construit en 1895 et mis en service par
Migirdic Aga Sanasarian a été conçu par l’architecte Hovsep Aznavour.
Il a été saisi par l’Etat turc dans les pre-mières années de la
république. Le Patriarcat arménien combat juridiquement pour son
retour depuis 2011.

La 13e Tribunal de première instance d’Istanbul a rejeté la demande du
patriarcat pour un retour du btiment du Sansarian Han.

Un entrepreneur a loué l’immeuble le 18 Juin à la Direction Générale
des Fondations de la Turquie (VGM). Le contrat de location qui a signé
avant la conclusion du procès précise que le btiment sera transformé
en hôtel.

Ali Eyuboglu, avocat du Patriarcat arménien, a déclaré que les motifs
de la Cour pour ne pas retourner le btiment ne sont pas claires car
tous les documents et rapports d’experts indiquent que le btiment
appartient de droit au patriarcat. Eyuboglu a dit qu’il fera appel de
la décision une fois que le tribunal aura rendu son avis motivé.

En Août 2011, le gouvernement du Parti Justice et Développement (AKP)
a adopté une loi pour retourner tous biens immobiliers confisqués
appartenant à des fondations des minori-tés en Turquie, une étape
attendue depuis longtemps vers l’élargissement des droits des
minorités dans le pays. Le décret permet aux fondations de récupérer
des biens déclarés en 1936, lorsque toutes les fondations ont été
obligées par le gouvernement de présenter la liste de leurs biens
immobiliers. Les demandes d’au moins 88 biens ont été rejetées.

Le Premier ministre remanie le gouvernement

Tbilissi, 21 juil 2014 (AFP) – Le Premier ministre de la Géorgie
Irakli Garibachvili a annoncé lundi un remaniement ministériel en
renvoyant sept membres du gouvernement, avec pour objectif de voir son
équipe “redoubler d’énergie” huit mois après sa nomination.

“J’ai décidé d’apporter des modifications à la composition du
gouvernement”, a déclaré M. Garibachvili lors d’une conférence de
presse, ajoutant que sept ministres seront remplacés, sans que se
trouve parmi eux de ministère clef.

“Nous devons redoubler d’énergie, de motivation et d’efficacité pour
mener à bien toutes les promesses annoncées par (la coalition au
pouvoir du) Rêve géorgien”, a-t-il lancé sans donner les raisons de sa
décision. Le Premier ministre a indiqué que les candidats aux
ministères remplacés, dont celui de l’Agriculture, des
Infrastructures, de la Culture et de l’Environnement, seraient
annoncés mardi ou mercredi.

Selon la Constitution géorgienne, pour que ce remaniement soit
effectif, il faut que l’ensemble du gouvernement démissionne. Le
président Guiorgui Margvelachvili, un allié de M. Garibachvili, a
alors sept jours pour soumettre au Parlement un nouveau gouvernement.

Le vote de confiance au Parlement ne devrait être qu’une formalité
puisque celui-ci est dominé par la coalition Rêve géorgien de M.
Garibachvili. Le Rêve géorgien, une coalition de partis rassemblés par
l’ancien Premier ministre et milliardaire Bidzina Ivanichvili, est
arrivée au pouvoir après les élections législatives d’octobre 2012,
mettant fin au règne du parti du président pro-occidental de l’époque
Mikheïl Saakachvili, le Mouvement national uni.

Depuis, une partie des principaux alliés de M. Saakachvili ont été mis
en accusation et certains emprisonnés sur des accusations, entre
autres, de détournement de fonds.

Mikheïl Saakachvili, qui a quitté ses fonctions en novembre 2013 à la
fin de son second mandat, est actuellement exilé aux États-Unis et a
refusé de retourner en Géorgie pour répondre des accusations qui
pèsent sur lui devant la justice.

The decision to increase the water release from Lake Sevan to 270 mln
cu m is a shady transaction, Head of the Green Union of Armenia Hakob
Sanasaryan has told ArmInfo.

To remind, on 29 April the Parliament amended the Law “On approval of
the annual complex action plan on restoration, maintenance,
reproduction and exploitation of the ecosystem of Lake Sevan” in the
first reading. According to the amendments, the maximum water release
from the Sevan shall be increased from 170 mln cu m to 240 mln cu m
for a year.

Head of EcoLur NGO Inga Zarafyan has told ArmInfo that it has recently
become known to the environmentalists that after the first reading the
Government submitted a new document to the Parliament, which said that
the maximum water release shall be increased to 270 mln cu m. The
Parliament approved these amendments. So, the decision making process
was not transparent, because the public was not even informed of the
plans to increase the release to 270 mln cu m.

Sanasaryan thinks that the given situation demonstrates certain
people’s intention to prevent the water level rise in order to protect
their business interests. The expert says that usually the water is
released from the Lake for irrigation purposes on 11-20 June. The
current year cannot be called rainless (except for the past 10-15 hot
days). Meanwhile, by mid June the water release from the Sevan totaled
over 140 mln cu m already”, he says.

He thinks that such a policy will slowdown the self-purification of
Lake Sevan and may have a negative effect on the ichthyofauna.

Identifying and honoring Muslim rescuers of Armenians

Eurnekian: “This is an unchartered territory waiting to be discovered”

The International Raoul Wallenberg Foundation (IRWF) and
Kaloosdian/Mugar Chair – Strassler Center for Holocaust and Genocide
Studies at Clark University, join forces in a major research effort
under the supervision of Prof. Taner Akcam

Eduardo Eurnekian, Chairman of the IRWF announced the launching of an
ambitious research project which will identify Turks and Kurds that
reached-out to the victims of the Armenian Genocide.

Eurnekian elaborated further: “The main mission of the IRWF is to
unveil untold stories of rescue and solidarity. The issue of the
Muslim rescuers who went out of their way to save Armenians at the
beginning of the 20th century, was not properly studied yet. This is
an unchartered territory waiting to be discovered. It is a great honor
to join forces with Prof. Taner Akcam and his Chair at the Strassler
Center for Holocaust and Genocide Studies at Clark University in an
attempt to identify and honor the many Turks and Kurds that lended a
hand to their Armenian neighbors in one of the darkest periods of
mankind. We do the same concerning the Holocaust. Rather than focusing
on the evil, we strive to highlight the spirit of solidarity of the
women and men who, like Raoul Wallenberg, oftentimes risked their own
lives to save others. This is our duty towards those saviors and above
all, our obligation towards the young generations that should be aware
of these role models”.

The research project will start in the next weeks, under the
professional supervision of Professor Taner Akcam, a world-renowned
Turkish historian and sociologist who devoted his efforts to try and
reconcile the narratives of the Armenian and Turks.

The investigation will be conducted by an in-depth and painstaking
research “on the ground”, in Muslim (Turkish and Kurd) provinces in
which most killing occurred and where most of these stories have been
passed on verbally from generation to generation.

The project and its funding was approved by the Board of the IRWF and
it is expected to last one year.

Once concluded, the research will be published and the IRWF will pay
tribute to the Muslim rescuers and incorporate their stories into its
educational programs.

“Recognition of goodness is one of the pillars of our mission and we
are confident that this ambitious research will enable us to add more
names to the list of rescuers”, Eurnekian stressed.
