Former head of Armenia’s delegation to the Parliamentary Assembly of
the Council of Europe (PACE) Hovhannes Igityan believes that the
European Union (EU) will wait for Armenia’s further steps in
connection with the Eurasian Economic Union (EaEU), to decide on
whether to grant Armenian FM Edward Nalbandian’s request for visa-free
travel to the EU for Armenia’s citizens.

“There is uncertainty surrounding Armenia’s accession to the EaEU. If
Armenia decides in favor of the EaEU, while the West is imposing not
only economic, but also visa restrictions, I do not think the EU will
grant any privileges to Armenia. In any case, I think the EU will wait
for Armenia’s further steps.”

According to Mr Igityan, the EU has Associations Agreement with many
countries, including dictatorships.

“Association Agreements regulate bilateral relations. What Armenia was
offered nine months ago was the highest level for Armenia to assume
human rights commitments and get free trade advantages. The EU will
find a formula for communicating with Armenia after it has seen what
particular boundaries Armenia intends to mark for itself and what
concessions on, for example, independent decisions on joining the EaEU
it is ready for.”

As regard French President François Hollande’s proposal for an
Armenian-Azerbaijani presidential meeting in Paris, Mer Igityan said:

“I may have failed to notice – or it may be a great secret – but I
have not yet seen the agenda or the objective of such a meeting. It
may a merely formal meeting – they have not had such meetings for a
long period. As to the OSCE Minsk Group, I have not yet seen any
progress for the past two months. I think the Ukraine-Russia conflict
may account for that. I think the OSCE Minsk Group co-chairs
representing the two sides will find it most difficult to reach a
diplomatic agreement on a settlement of the Nagorno-Karabakh peace
process.”

For the first time in the history of international competitions, an
Armenian collective is invited to perform at the international
competition held in Asia.

The State Youth Orchestra of Armenia (SYOA) will appear as the
official orchestra of the 9th Frederic Chopin International
Competition for Young Pianists in the city of Foshan, China.

>From August 11 to 18, 2014 as the official orchestra SYOA will perform
within the framework of the international competition, widely
recognized as a high status event in Asia, and will give two concerts
presenting a unique concert program.

The Frederick Chopin International Competition for Young Pianists is
one of the brightest and most important cultural events of the world.
So it is truly an honor and an equally great responsibility to present
the achievements of the century old Armenian performing school during
such a significant event!

Lifer Harutyun Khachatryan has started a hunger strike at the
Nubarashen penitentiary, Gor Ghlechyan, a spokesman for the
Penitentiary Department at the Justice Ministry, told A1+. He has
demanded the prison administration to move inmates to other cells.

Earlier in July, Harutyun Khachatryan cut his veins and demanded that
prison officials give him more drugs than had been prescribed to him.

Khachatryan’s relatives say physicians have got the lifer on a drip
which contradicts the principles of the hunger strike.

Gor Ghelchyan told us that a dropper is tied to an inmate only in extreme cases.

At present, Harutyun Khachatryan is in a separate cell under the
supervision of doctors.

Police officers named as victims in the case of political activist
Shant Harutyunyan and his friends continued to be questioned in court
today. The first three victims, according to the court, were
questioned in previous court hearings. Yerevan Deputy Police Chief
Valeriy Osipyan (pictured) named as the fourth victim in the case was
to have been examined in court today; however, Judge Mnatsakan
Martirosyan, starting the court session 40 minutes late, invited
Police Colonel Khachik Avetisyan, named as the fifth victim in the
case, to court.

The judge provided no explanation why Osipyan, who directed the
actions of police on November 5, 2013, did not appear in court. Note,
at previous court sessions, Shant Harutyunyan asked the court to
question Osipyan first, since ahead of the march, he had a private
conversation with him, and Harutyunyan believes this fact is important
in the consideration of the case.

Recall, Shant Harutyunyan and his supporters were arrested on November
5, 2013, in Yerevan, at the start of an anti-government march. They
are accused of “hooliganism” involving weapons or objects used as
weapons. Several local human rights activists and international
organizations consider the men political prisoners.

Products from Azerbaijan receive “registration” in Armenia

Unfortunately, on the bazaars of Russia, along with hight-quality and
legitimate products, dubious products also can be found. Amongh the
latter are products supplied from the occupied territories of
Azerbaijan, in particular, canned vegetables and jams made in
Nagorno-Karabakh. According to the labels, they were produced and
packed in Stepanakert – Khankendy, an Azerbaijani city, the
administrative center of the Nagorno-Karabakh region, which in Soviet
times was named after, Stepan Shaumyan, and when Azerbaijan gained its
sovereignty, was returned to the city got back its historical name.
These preserves are being produces and exported to Russia by JSC
“Artsakh Fruit”, also based in the occupied Nagorno-Karabakh and
registered in Yerevan. The partners “Artsakh Fruit” in Russia are,
according to the company’s website, Moscow CJSC “Crown” and Krasnodar
LLC “Yugdekor.”

The full address of manufacturing and packaging, indicated on the
company’s products such as letcho and blackberry jam, attracted the
attention of VK. “Artsakh Fruit” decided on the labeling of the
product produced in the occupied territories of Azerbaijan, ie de jure
in Azerbaijan, in contradiction with the official position of not only
the Republic of Azerbaijan, but also that of Armenia: the labels
indicate “Armenia, Stepanakert” and “RA Stepanakert”(ie Hankendi).

These addresses are non-existent. All the world countries recognize
the Nagorno-Karabakh region and seven surrounding districts as
sovereign territories of Azerbaijan occupied by Armenian armed forces
and hence Khankendi, too. The self-proclaimed “Nagorno Karabakh
Republic”, by contrast, is not recognized by any country in the world,
including Armenia, which exacerbates and complicates the situation
lwith abeled products from Karabakh, while the only legitimate
labeling of such a product from the point of view of international law
is “Azerbaijan, Khankendi.”

VK has decided to ask the experts which Russian laws the manufacturer
violates, when presenting Hankendi as part of Armeniaon on their
products.

As explained in the Society for Consumer Protection, a buyer who
purchased such goods has “the right to make a claim, demanding a
refund due to the fact that he has been provided false information
about the address of the manufacturer.” It is possible to get
additional compensation from the company. “If therefore any damages
were caused to the consumer, he also has the right to claim
reimbursement. For example, it may be the moral suffering, if this
person convincingly proves that if he knew that the product originates
from the occupied territories of Azerbaijan, nwould not buy it,” the
Society for Consumer Protection explains.

This case is regulated by Articles 10, 13 and 15 of the Federal Law
2300-I from July 7, 1992, “On Protection of Consumer Rights. For
example, Art. 10, Part 2, inter alia, states that “information about
the goods (works, services) on a mandatory basis should contain …
information … about the date and place of manufacture and packaging,
… address (location), (name) manufacturer (executor, seller,
authorized organization or an authorized individual entrepreneur, or
importer).” This article obliges the manufacturer to indicate correct
addresses relating to the goods.

Art. 13 establishes the liability for incorrect information on
the product. Art. 13, Part 2 states: “Unless otherwise provided by
law, the damages caused to the consumer shall be reimbursed in full in
addition to the penalty (fine), established by law or contract.”

Art. 15 speaks of compensation for non-pecuniary damage. “Moral
damage to the consumer as a result of violation by the manufacturer
(executor, seller, authorized body or authorized by an individual
entrepreneur, importer) of the consumer’s rights, protected by the
laws and regulations of the Russian Federation, must be compensated by
the tortfeasor in the presence of his guilt. The amount of
compensation for moral damage is determined by the court and does not
depend on the amount of compensation for the property damage.”

However, the fact of “including” Khankendi to Armenia has a more
subtle economic dimension. As the head of the laboratory of the Gaidar
Institute for International Trade Economic Policy, Alexander Knobel,
notes, by this way the company gets the customs privileges for which
it actually has no rights, which means that the importation of goods
into Russia is illegal. “Armenia is a member of the WTO with its the
internationally recognized borders, without Nagorno-Karabakh. Russia
has an agreement with Armenia on free trade zone within the CIS, and
this agreement was also signed within internationally recognized
borders, again without Nagorno-Karabakh. This means that one cannot
apply zero tariffs on products produced outside of Armenia in its
legal boundaries – if only because the goods has already illegally
crossed the customs border of Armenia and Russia,” says Knobel.

According to the expert, the same can be said about importing goods
produced in Nagorno-Karabakh by the firms registered in Armenia in any
other country which gives Armenian businessmen preferential customs
conditions. “If Armenia has certain agreement on preferential
treatment of foreign economic relations in general or any trade
agreement, Karabakh definitely cannot be included in these agreements
. So the trade regime, which applies to Armenian products should not
be applied to the goods from Nagorno-Karabakh,” he adds.

With regard to the sanctions which may be imposed on such firms,
Russian law requires revision, Knobel stresses. “It all depends on
whether there are formal documents regarding restrictions on trade in
goods. The problem is that if there are no such documents, it is
difficult to legally punish anyone. There are resolutions of the UN
Security Council stating thst Nagorno-Karabakh is an occupied
territory of Azerbaijan, but it is quite possible that in Russia there
are no special documents relating to the ban on the export of goods
from there. Probably, back then the problem of exporting goods from
Karabakh was so small compared to other issues of the Nagorno-Karabakh
conflict, that nobody thought about formalizing it,” says the expert.

However, this does not mean that imports from the occupied
Nagorno-Karabakh by Armenian companies into Russia can not be
officially banned in the future. “I stress that if Azerbaijan
initiates this question, it has all the chances on the international
level to adopt the documents on the ban on trading goods from
Karabakh,” concludes Alexander Knobel.

The Diocese of Georgia of the Armenian Apostolic Church disagrees with
the Georgian Ministry of Internal Affairs’ assessment on the incident
that occurred nearby the Holy Etchmiadzin Armenian Church in Tbilisi.

Church representatives claim that Georgian law-enforcement did not
give a relevant qualification to the case that occurred in front of
the church several days ago.

According to the statement by the Diocese of Georgia of the Armenian
Apostolic Church, in the evening of July 19, a group of people carried
out a planned attack against the clergy of the Holy Etchmiadzin
Church. According to the witnesses, the reason of the clash was
because of a car that was parked in the wrong place.

“The incident, which occurred near the Holy Etchmiadzin Armenian
Church in Tbilisi, did not have an ethnic basis,” the Ministry of
Internal Affairs of Georgia has stated.

“The clash took place in the street because of parking. The
investigation is conducted on charges of causing bodily injuries,” the
MIA states.

Church officials say they did not agree with the ministry statement
concerning ordinary hooliganism, and demand an investigation.

According to Diocese attorney Levon Isakhanyan, five clergy members
suffered injuries as a result of the incident.

“What happened was the first incident of such extent. [But] the
important thing is to do everything so that this kind of thing will
not happen again,” Isakhanyan added.

The statement made by the spirituals caused dissatisfaction among
those participating in the clash. As it turned out, there were ethnic
Armenians on both sides.

Tamaz Khachaturov, one of the participants of the clash, states that
the Armenian spirituals are trying to cause ethnic rivalry, when it
had nothing to do with ethnicity.

“The clash was caused due to a petty little thing, the clash itself
was provoked more by the spirituals,” Khachaturov claims.

Arnold Stepanyan, head of Multiethnic Georgia, also excludes any clash
on religious or ethnic grounds. He stresses that the statement made by
the church representatives was prompt and anti-state. According to
him, such types of statements might be very risky and cause real
confrontation when the initial reason might be totally different.

The church representatives disagree with the statements and are still
firm over changing the qualification of the case.

Public Defender Ucha Nanuashvili appealed to law-enforcers to
investigate the case appropriately, taking all details into account as
there might have been some other crimes committed, not only
hooliganism.

“Ring of Fire” opera by famous Armenian composer Avet Terteryan will
have its Artsakh premiere in Shushi Fortress on September 1.

The performance is organized under the high patronage of First
Armenian Lady Rita Sargsyan, with the assistance of Culture Ministries
of Armenia and Nagorno Karabakh, and at the initiative of Spendiaryan
National Academic Opera and Ballet Theatre.

The opera is based on Boris Lavrenev’s story “The Forty-First” and
poems by Yeghishe Charents. The performance will be dedicated to
Artsakh’s Independence Day and the 85th birthday of Avet Terteryan.

Armenia”, Deputy Prime Minister, Chairman of the State Committee for
Work with Refugees and IDPs, Ali Hasanov said, APA reported.

“The OSCE Minsk Group co-chair countries often use the word
confidence. However, they should know that we don’t need to be taught
that confidence. The Azerbaijani people always lived with its
neighbors in the condition of confidence. Let them teach Armenians
that confidence and lay down that condition for Armenians”, he said.

Hasanov said the OSCE Minsk Group has lost its significance, adding
that the Azerbaijani people don’t believe that organization anymore.

MOSCOW, July 23 (RIA Novosti) – More than 90 countries are sending
their military attaches to Russia’s international air force crew
competitionAviadarts, Lt. Gen. Viktor Bondarev, Russian Air Force
commander-in-chief said Wednesday.

“The costs [of organizing the competition] are comparable to those of
the military training,” Bondarev said, without providing the exact
figure.

Aviadarts is a contest held since 2013 for professional military
aircraft pilots to show off their skills in piloting, navigation and
ground target engagement. This year the competition between more than
80 Air Force crews from Russia, Belarus and China are held on the
airfields of Voronezh, Lipetsk and on the military testing site
Pogonovo in Voronezhskaya Region.

Due to the growing popularity of Aviadarts, new military sites both in
Russia and in participating countries may be engaged for the future
competitions.

As for 2015, the list of participants already includes Kazakhstan.
Armenia and Kyrgyzstan are expected to take part as well.
