We must call on friendly states to launch Artsakh independence
recognition process, Republican Party of Armenia (RPA) parliamentary
group leader Galust Sahakyan stated.

“Karabakh has to be recognized by foreign states as a subject of
international law and have representations in different countries,”
Sahakyan told a news conference in Yerevan.

It’s not a positive factor for any state to have another country~Rs
military base be deployed in its territory, according to Galust
Sahakayan, head of parliamentary group of the Republican Party
of Armenia.

At the same time, he noted that deployment of the Russian military
base is advantageous for Armenia and voiced hope that RA will one day
become a powerful country and will itself deploy bases in other states.

~SMoscow maintains the military balance in the region. Under the
amendments introduced to the agreement between Armenia and Russia,
the Russian base will ensure Armenia~Rs security, what is of utmost
importance, specifically in view of Karabakh conflict,~T Sahakayan
told reporters on August 25.

He also said that in case of resumption of hostilities Russia will
not be the only country to defend NKR.

Commenting on extension of deployment terms, Sahakayan noted that
Russia needs cooperation guarantees.

Gas Pipeline Explodes In Turkey

GAS PIPELINE EXPLODES IN TURKEY

A pipeline carrying gas from Iran to Turkey exploded in the Turkish
province of Agri, Dogan agency reported.

As result, a fire burst out. Fire brigades and experts from Turkish
oil companies arrived at the site. The causes of the explosion are
not announced yet.

ECHR TO HOLD HEARING ON COMPLAINT FILED BY ARMENIAN FAMILY AGAINST AZERBAIJAN

In recent years, Armenian-Americans have filed several lawsuits in
U.S. courts against insurance companies, banks, and the Republic of
Turkey, seeking compensation for losses stemming from the Genocide
of 1915, Harut Sassounian, Publisher of The California Courier writes
in an article titled “Complaint against Azerbaijan in European Court
Could Have Grave Consequences”

The article goes on:

“For the first time, on September 15, the European Court of Human
Rights (ECHR) will hold a hearing on a complaint filed by an Armenian
family against the Republic of Azerbaijan for damages suffered during
the Karabagh (Artsakh) conflict. Remarkably, the ECHR will consider
on the same day a similar complaint brought by several Azeris against
the Republic of Armenia (Chiragov and others vs. Armenia).

Minas Sargsyan, a former resident of Gulistan in the Shahumyan region,
north of Artsakh, filed a complaint on August 11, 2006, regarding the
destruction of his house and eviction from his property. Sargsyan
stated in his complaint that someone else, presumably an Azeri, is
now living in his house. Although Sargsyan passed away a year ago,
his widow and two children are continuing to pursue the case. Due to a
backlog, the ECHR normally takes several years before it hears a case.

The Sargsyan family is represented before the Court by attorneys
Narine Gasparyan and Knarik Ohanyan of Yerevan (members of the Legal
Guide NGO), and well known human rights lawyer Prof. Philip Leach
representing the European Human Rights Advocacy Center in London.

The Shahumyan region is situated on the northern border of the former
Nagorno-Karabagh Autonomous Oblast, as it was known in Soviet times.

More than 80% of Shahumyan was inhabited by Armenians prior to the
Artsakh conflict. In June 1992, when the Azerbaijani forces bombed
Gulistan, Sargsyans’ two-storey house was destroyed. As a result,
the entire population of the village fled fearing for their lives,
according to the “Statement of Facts,” summarized by the ECHR.

Sargsyan’s complaint is based on the following claims:

1. The destruction of his house and eviction from his property
constituted “a violation of his right to peaceful enjoyment of
his possessions.” 2. Infringement on his right to a private and
family life and to his home because of his forced displacement and
Azerbaijan’s continuing refusal to allow him access to his home
and belongings. 3. In view of the demolition or vandalism of several
Armenian cemeteries in Azerbaijan, Sargsyan stated that he was unaware
of the condition of the cemetery of his close relatives and that he
was deprived of the possibility of visiting their graves, which he
had done regularly in the past. The mere fact of knowing that the
graves of his relatives were under the risk of being destroyed caused
Sargsyan severe suffering and distress. The inability to visit the
cemetery deprived him of spiritual communication with his deceased
relatives, as visiting and maintaining his relatives’ graves was a
religious duty that he fulfilled before his eviction. 4. There are
no effective remedies available to ethnic Armenians who were forced
to leave their homes in Azerbaijan. Armenians who had sought to lodge
complaints with relevant Azerbaijani authorities were unable to obtain
any redress for the violation of their rights. Due to the unresolved
status of the Artsakh conflict, there were practical difficulties
and obstacles for gaining direct access to any remedies available
in Azerbaijan. 5. Sargsyan complained that he had been subjected
to discrimination in Azerbaijan, based on his ethnic and religious
affiliation. He submitted that only ethnic Armenians living in
Azerbaijan had been targets of violence, pogroms, and attacks. The
Government of Azerbaijan failed to investigate violence against
Armenians and to provide redress for the illegal occupation of their
properties and the destruction of Armenian cemeteries.

This is the first Armenian complaint lodged with the ECHR for
violations of property rights, among others, by the Republic of
Azerbaijan. If successful, it will set an important precedent for
claims by hundreds of thousands of Armenians who were forced to
abandon their properties in Baku and other parts of Azerbaijan.

Similarly, the Chiragov complaint lodged against Armenia could open
the door for demands by hundreds of thousands of Azeris who left
their homes during the Artsakh conflict. In contrast to the Armenian
case, however, most Azeris left at their own free will and sold their
properties prior to their departure.

It cannot be a mere coincidence that the Armenian and Azeri complaints
are set to be heard by the Grand Chamber of the ECHR on the same day.

If the Court finds a violation of property rights in these two cases,
and orders monetary compensation to the applicants, this would likely
lead to many similar cases being filed in the future, which could have
far-reaching consequences for the economies of Armenia and Azerbaijan,
amounting to billions of dollars. Alternatively, the Court could
mandate that both countries allow their respective citizens to return
to their former homes, which could create new upheavals and security
risks in the region. As members of the Council of Europe, Armenia
and Azerbaijan are obligated to comply with the decision of the Court.

Both hearings could be followed live on September 15, on the Court’s

Azerbaijan Not Going To Join Either NATO Or CSTO

The head of the public and political department at the Azerbaijani
presidential administration, Ali Hasanov, said that Azerbaijan is
not going to join either NATO or CSTO ‘until these organizations
condemn Armenia’.

“Unless the CSTO gives an adequate assessment to Armenia’s aggressive
policy, Azerbaijan has nothing to discuss with it,” he said.

“Azerbaijan and Russia has been holding talks on military cooperation
since 1992. However, nothing was done for resolution of the Karabakh
problem. How can Azerbaijan join CSTO if Armenia is a member of this
organization,” Hasanov said, 1news.az reported.

It has always been a concern that a second country deploys a military
base in another one, Republican Party of Armenia MP Galust Sahakyan
said at a press conference today as he spoke about the recent defense
pact signed between Armenia and Russia prolonging the duration of the
contract that regulates the presence of the Russian military base in
Gyumri up to 49 years.

“It has always been a concern that the military bases of a second
country are being deployed in any country. This isn’t a good thing,”
said he.

According to him the world has created a model that is able to keep
balance in the world. For our reality, in his words, there is nothing
to discuss as that agreement has a regional value.

“For centuries, as well as today, Russia and Turkey have been
competing for gaining influence in the South Caucasus; it is as
simple as that. It is Russia not Turkey that is preferable for us,”
said Mr Sahakyan.

Further he said that the amendments to be made to the previous military
agreement are beneficial not only for Russia but for Armenia too,
as with Russia’s help all the economic programs stipulated in other
agreements signed in the framework of Dmitry Medvedev’s visit will
be possible to fully implement.

“It is difficult to say why exactly 49 years but I can forebode that
those economic programs will be brought to life in about 10 years.

Some 10-15 more years’ time they will be implemented already as
business programs. I think the 49-year period is related to economic
guarantees,” said he.

Armenia’s youth team won 4 medals in the Singapore Youth Olympics
2010 – 1 silver and 3 bronze.

With these results Armenia is 61st among the participants.

In total 91 countries have won medals in these games.

China is heading the list. Out of with 50 medals won 29 are gold.

Russia and South Korea are in the top 3.

Member of the local Armenian youth organization Hayazn, Tigran
Sargsyan, has disseminated an open letter criticizing Armenia’s ruling
authorities for their indifference to the wildfires that recently burst
in Samtskhe-Javakhetti, currently Georgia, while sending firefighters
to Russia instead.

Fires in Samtskhe-Javakhetti coincidentally broke out at a time when
Russia too was piling efforts to douse peat bog fires that were
devastating large areas causing a surge in wheat prices in world
prices after Russian Prime Minister Vladimir Putin imposed a ban on
wheat export.

“On August 4 wild fires broke out in Atskuri village in Akhaltskha
region in Samtskhe-Javakhetti. The fires lasted a week. We armenians
did not do anything to help our brothers.

What did we do at the state level? Of course, nothing. We preferred
to help our ‘fraternal’ Russia, while we did not try to do anything to
help part of our homeland which is at a stone’s throw far [from us],”
reads the letter in part.

The letter comes after Armenia sent 4 firefighting vehicles and a
brigade of 28 heavily equipped firefighters to Russia where they
joined the firefighting efforts more than a week.

Tense and speculative situation in the world wheat market and the
newly-sparked buckwheat deficit in Russia are already affecting also
Armenia, according to local Armenia business daily Capital.

Buckwheat prices is Armenia, according to the source, have already
skyrocketed by 50 per cent since August making 600 drams per kilo.

Though Armenia imports 65-93 tones of buckwheat per year which makes
an insignificant part of Armenians’ basket of goods, any rise in
buckwheat prices in the future is not excluded.

The Opening of the Armenian-Turkish border runs counter to the
interests of Turkey and Azerbaijan, Head of Social and Political
Department of the Azerbaijani Presidential Administration Ali Hasanov
told journalists.

“Opening of the Armenian-Turkish border meets neither the interests
of Turkey nor Azerbaijan,” he said.

Earlier, it was reported that Turkey does not exclude the possibility
of a partial and temporary opening of the Turkish-Armenian border
Sept.11- 17, 2010 as part of NATO relief exercises planned in Armenia.

But Turkish Foreign Minister Ahmet Davutoglu denied this information.

Hasanov believes it can also lead to that Armenia will continue to keep
to what he called “an unconstructive position” in the negotiations.

“We have brought this attitude to the attention of the Turkish
officials. Prime Minister Recep Tayyip Erdogan and President Abdullah
Gul have repeatedly stated that the Turkey-Armenia border will not
be opened until Armenia comes to a constructive position on the
Nagorno-Karabakh. We believe in the Turkish officials and we believe
the border between Armenia and Turkey will not be opened until all
the conditions are fulfilled,” Hasanov said.

Turkey cut diplomatic relations and closed down the border with
Armenia in solidarity with Azerbaijan in the 1993 Karabakh war.
