Basic goal of Russian military base in Armenia is to protect Russia’s interests

Russian Foreign Minister Sergey Lavrov said that the Protocol on
extension of the Russian military base deployment term in Armenia is
signed for 49 years and nothing else. `It does not change the Russian
military base’s function in Armenia, the number of its servicemen and
the amount of arms available there,’ the Minister said.

According to him, there are not any changes that the Protocol on
military base may introduce to the balance of forces in the region.
Besides, the extension of current functions and parameters of the
Russian military base for 49 years does not violate any agreements.

`The basic goal of the Russian military base is to protect Russia’s
interests, which, of course, include preservation of stability in
South Caucasus, Caspian region. This was the initial goal set before
the Russian military base when the relevant agreement was signed. And
this goal has not changed anyhow,’ concluded Sergey Lavrov, Trend News
reported.

Russian Foreign Minister Sergey Lavrov said that maybe there are not
observable results on the Karabakh conflict settlement, as the works
are carried out in a confidential regime. `However, as a participant
of this work, I can state that there are results, which are not
observable for a wide audience,’ he said.

According to Lavrov, disputable issues have considerably been reduced
during the years of Russia’s participation in the activity of the OSCE
Minsk Group Co-Chairmen together with American and French partners.

`And the work on the so-called basic principles, which is under way
now, has yielded certain results with respect to wordings that allow
fixing the parties’ consent at this stage. It does not mean that
everything will be settled immediately upon completion of the work on
basic principles,’ noted Lavrov, adding that a legal document – peace
agreement – should be drafted after the basic principles. `Naturally,
it will require going into details, while the Devil is in details,’
the Minister said.

He added that, at the initiative of President Medvedev, Russia has
being trying to make additional contribution to the search of
agreements, due to which six meetings were held among the Russian,
Azerbaijani and Armenian Presidents over the last two years, with two
meetings in 2010.

`Yes, there is not an agreement on everything that refers to the
project of basic principles yet, but there is comprehension concerning
a considerable part of the text. And we offered a common thing – to
fix 2-3 issues, which are not among agreed wordings, as ones requiring
further discussion and to write down clearly that any final agreement
is impossible without these issues. It would allow fixing the progress
achieved with respect to the overwhelming part of the text and showing
simultaneously that there are two-three certain problems, on which
additional efforts should be exerted, thus, fixing the achievements up
to date,’ said Lavrov, adding that the OSCE Minsk Group Co-Chairmen
have supported it.

`I would like to repeat it – the adoption of basic principles with
fixation of 2-3 yet uncoordinated moments would be a very important
political signal, which is awaited by the international community and
Europe, that Armenia and Azerbaijan are determined to solve this
conflict and do it peacefully,’ noted Lavrov.

Besides, he reiterated that the OSCE Minsk Group Co-Chairmen issued a
joint statement on July 17 in Almaty, saying that the efforts exerted
by the parties have not secured a result at this stage.

`It is the parties that should agree. The Co-Chairmen – be it
unilaterally, bilaterally, trilaterally or at the level of minister
and presidents – will be unable to solve the problem instead of
Armenia and Azerbaijan. Thus, our stance has always been as follows:
we are ready to apply our possibilities, intellectual abilities to
assist in looking for an agreement, but it can be achieved only by the
Armenian and Azerbaijani leaders,’ concluded Sergey Lavrov, Trend News

Turkey Requests Removal of Congressional Veto on Arms Sale

ANKARA (Hurriyet)-Turkish officials have asked the United States
administration to increase its pressure on Congress to approve a
pending arms sale to Turkey, which needs fresh weapons in its war
against the Kurdistan Workers’ Party (PKK), according to diplomatic
sources.

`We have realized that we should better inform members of Congress
about Turkey and current issues. To this end, we will send delegations
to the U.S. Congress after Congressional elections in November,’
Hurriyet quoted an anonymous source close to the issue as saying.

The message was given to U.S. officials by the Turkish diplomatic
delegation headed by Undersecretary Feridun Sinirlioglu that visited
Washington this week. The delegation held talks with senior State
Department officials William Burns and James Steinberg,
American-Turkish Council head Richard Armitage and representatives of
the pro-Israeli lobby in the United States.

According to reports, the U.S. Congress suspended negotiations for
arms sales to Turkey following the country’s no vote at the United
Nations Security Council over imposing a new round of sanctions on
Iran. A number of Congressmen later signed a joint statement urging
the administration to review its state of alliance with Turkey.

`Turkey’s objective was not and is not to defend Iran but to solve the
problem through diplomacy,’ the delegation told their counterparts.

Regarding the sanctions on Iran, the Turkish delegation repeated its
commitment to the U.N. resolution and said it would implement it.
However, the Turkish diplomats underlined the close ties between
Turkey and Iran and made it clear that Washington’s unilateral
sanctions would not be endorsed by Turkey.

The delegation also discussed with their counterparts continued
cooperation in Turkey’s fight against the PKK. The Turkish diplomats
emphasized the need to intensify U.S. efforts to cut the flow of money
to the PKK, especially from Europe. The U.S. administration,
meanwhile, said it would continue to work with Turkey.

The appointment process of Francis Ricciardone as the top U.S. envoy
to Turkey was also on the delegation’s agenda. `The absence of an
American ambassador is a serious matter,’ said one Turkish diplomat.

U.S. officials said they were expecting that the appointment process
would be completed in early September but were avoiding making
concrete statements.

Turkey’s relations with Israel and the suspended reconciliation
process with Armenia were also discussed. Having noted that Turkey
would not stop asking for an apology and compensation from Israel for
the May 31 flotilla attack, the Turkish diplomats also expressed their
desire to normalize ties with Israel.

Arguing that the reconciliation process with Armenia had been
suspended due to internal political problems in that country, the
Turkish diplomats asked the U.S. to intervene to revitalize the
process.

About 1400 schools to work in 2010-2011 academic year in Armenia

YEREVAN, AUGUST 27, ARMENPRESS: On September 1, about 1400 schools in
Armenia will open their doors. An official from the Secondary
Education Department of the Armenian Education and Science Ministry
told Armenpress that 35 secondary schools which are under the
liability of the Education and Science Ministry, as well as 57
non-state licensed secondary educational establishments will work.
There are 25 state special secondary educational establishments in
Armenia.

According to the official information published by the Armenian
Education and Science Ministry, 91 senior schools will work in the
upcoming academic year, the 37 of which – in Yerevan. Four senior
schools will work in Ararat province, 6 in Armavir, 5 in Lori and
Gegharkunik, 9 in Shirak, 4 in Syunik and Tavush, 3 in Vayots Dzor and
Aragatsotn province, and 11 in Kotayk.

YEREVAN, AUGUST 27, ARMENPRESS: This year Russian-oriented classes
will operate in 40 schools of Armenia; 16 ones of the classes will
operate in Yerevan, and the rest of them – in the provinces.

Lilia Balasanyan, chief specialist of RA education and science
ministry’s public education department, told Armenpress that the
number of Russian-oriented classes in Yerevan and provinces is small.
Especially in the provinces of Syuniq and Vayots Dzor there are no
Russian-oriented classes. The number of schoolchildren, involved in
Russian-oriented classes, is not clear yet, but preliminary
calculations show that the number does not exceed 10 thousand.

According to RA Procedure on Admission of Pupils for Special Public
and Public Educational Establishments, only those children, who are
Russian by nationality or representatives of the Russian community to
Armenia, who studied in Russia for minimum 6 years, one of whose
parents have Russian citizenship, have the opportunity to be involved
in Russian-oriented classes.

`If a pupil studied in Russia for less than 6 years, he/she studies in
Armenia at a Russian-oriented class for the first year, and the next
year studies at an Armenian-oriented class. In that case it becomes
easier for a child to adopt himself/herself,’ Lilia Balasanyan added.

She mentioned that the number of Russian-oriented classes in the
Republic has reduced in the recent years.

The Azerbaijani Defense Ministry said the country will not participate
in the NATO exercise to be held in Armenia from September 11 to 17.

`We state categorically that our servicemen will not participate in
the NATO exercise in Armenia,’ a Defense Ministry official said when
commenting on a statement by Turkish Foreign Minister Ahmet Davutoglu
that Azerbaijan will be represented in the NATO exercises in Armenia
to some extent, Informer.az reported.

The Euro-Atlantic Disaster Response Coordination Centre will conduct
the consequence management field exercise Armenia 2010 from September
11 to 17, 2010 in the town of Arzni, in the Kotayk region of Armenia.
Teams from 15 Euro-Atlantic Partnership Council (EAPC) and
Mediterranean Dialogue (MD) nations are planned to take part in the
exercise and 11 additional countries are scheduled to participate by
sending staff officers.

at a meting with journalists, adding that some part of the Azerbaijani
society has the impression that Azerbaijan has become a small toy in
the hand of big powers. Among the failed directions of the Azerbaijani
foreign policy Mr. Harutunyan pointed out that the country has
unfriendly relations with Iran, freezing is noticed in relations with
Russia, and even in relations with Turkey Azerbaijan does not get what
it would like.

According to military expert Davit Jamalyan, Azerbaijan uses 2 main
theses in its information field, first, Azerbaijan is a rich country
and can take victory over Armenia by obtaining weapon, and second, can
gain victory by the advantage of the population quantity.

`But after Russian President Dmitry Medvedev’s state visit and signing
of important contracts Azerbaijan can not think of easy victory any
more,’ Mr. Jamalyan said, adding that now this country will try to
follow the path of discrediting contracts.

`Both in the South Caucasus and in the whole world some consensus is
noticed between Russia and USA,’ Mr. Harutyunyan said, commenting on
the USA attitude toward the latest Armenian-Russian contracts.
