Last night, Azerbaijan violated ceasefire on the contact line
of Karabakh-Azerbaijan armed forces more than 5000 times, most
intensively in the direction of Hadrut, Askeran, and Martakert,
NKR Defense Ministry press office reported.

The enemy was silenced by response fire, no casualties are reported.

In a response to the decision of Azerbaijan to include a resolution
on the occupied lands into the UN agenda, the Armenian parliament is
preparing to discuss the recognition of the independence of Karabakh.

Which actions can the Azerbaijani side take to respond Armenia’s
actions?

The Azerbaijani parliament must pass a decision to annul the document
ratified in 1918 which envisions the transfer of Irevan city (Yerevan)
to Armenia. Along with this decision, Azerbaijan should also launch
serious campaigns to return Irevan to Azerbaijan. These actions
will be a response to Armenia’s actions. In addition, the world
community should be informed that the Azerbaijani side is taking
such actions since Armenia which created a state in the territory
of historical Azerbaijan now wants to occupy more lands. It means
that the Azerbaijani side must take adequate steps in a response to
the possible recognition of the so-called Nagorno Karabakh Republic
by Armenia. Azerbaijan must always be ready for these steps, since
Armenia is inclined to take such provocative steps.

Does the Azerbaijani side have sufficient documents to demand the
return of the current capital of Armenia?

Certainly, it does. On 29 May 1918 the government of the Azerbaijan
People’s Republic passed a decision to transfer Irevan to the Republic
of Armenia which immediately proclaimed independence. The relevant
documents are kept in archives. Therefore, the new composition of
the Azerbaijani parliament to form after the upcoming parliamentary
elections of November 7 is to pass a decision about the return of
Irevan. This step must be taken to restore justice.

Which dividends is Azerbaijan planning to get by putting the draft
resolution “On the situation in the occupied lands of Azerbaijan”
to the UN agenda for the fourth time?

As is known, the humanity has long been fighting for lands. This
struggle continues nowadays. Therefore, it is necessary to continue the
struggle both diplomatically and militarily. We should not give up,
since unless a nation lives in a definite place, it has a right to
protect its historical interests. If some nations use terror for the
purpose, we, who have created our state, must concentrate to achieve
these goals.

Does the submission of the Karabakh issue in the UN agenda by
Azerbaijan mean that Baku does not believe in the OSCE potential?

This is not a contradictory step by Azerbaijan. UN and OSCE have
different mandates and status. The OSCE Minsk Group is an institution
which supports Armenia, therefore, Azerbaijan should find and use
the opportunities of a different area, in this case, the UN capacities.

Otherwise, we might be late and Armenians will leave us behind in
this issue.

What does the Azerbaijani side expect now considering the fact that the
OSCE Minsk Group co-chairs have earlier voted against the resolution
“On the situation in the occupied lands of Azerbaijan”?

The work the Azerbaijani side holds with those states is not
satisfactory. We need to intensify this work. We need to intensify
our efforts to get the support of those states.

Mevlut Cavusoglu, a Turkish lawmaker and president of the Parliamentary
Assembly of the Council of Europe (PACE), addressed on Saturday a
conference “Role of Turkey in the European Union” in Gothenburg.

According to Turkish “Anka” news agency Cavusoglu referred to
Armenian-Turkish normalization process.

“Turkey is eager to boost relations with surrounding countries. We
want Armenia to withdraw from Azerbaijani territories it has occupied.

Our relations with Armenia will get normalized in case this condition
is met,” PACE President declared.

On September 5, Prime Minister Tigran Sargsyan attended the Tumanyan
Fairy Tale Day International Puppet Theater Festival in Dsegh, Lori
region, native land of great Armenian poet Hovhannes Tumanyan.

Tigran Sargsyan visited Dsegh school and Hovhannes Tumanyan
House-Museum. At a meeting with reporters the Premier attached
importance to the event that gives an opportunity to present the
great Armenian writer to the world.

The Tumanyan Fairy Tale Day International Puppet Theater Festival is
held between September 5 and 11 in Dsegh.

“The European Union is concerned over latest incidents at the line of
contact,” said EU Special Representative for the South Caucasus Peter
Semneby, referring to Azerbaijan’s recent violations of ceasefire
accord with Nagorno Karabakh.

“We are concerned about incidents at the line of contact,” said
Semneby, who is on a visit to Azerbaijan. He expressed his readiness
to discuss the Karabakh issue and added that a good direction is
necessary to capture the attention to peaceful talks.

“Surely, I want to discuss the Karabakh issue. We hope the OSCE Minsk
Group Co-Chairs will put forward towards investigation of the issue
and will push the process towards peaceful development,” said Semneby.

Azerbaijan has been frequently attacking Nagorno Karabakh since recent
times violating its ceasefire accord with Armenia. The diversionary
attacks of the armed forces of Azerbaijan resulted in casualties:
there were reported killed and wounded soldiers.

The latest deadly incident occurred in the morning of September 4
at 6:50 am in the northern-eastern direction of the line of contact
between Azerbaijan and Nagorno Karabakh (some two kilometers to the
east from Jraberd settlement).

The Karabakh conflict broke out in 1991, when Armenian population of
Nagorno Karabakh — the historical Armenia, remapped during Soviet-era
times in interest of Azerbaijan, — demanded on self-determination. In
response to this rightful claim, the authorities of Azerbaijan tried
to take control of the situation by launching deadly massacres and
ethnic cleanings against civil Armenians and by launching large-scale
military operations, which left thousands dead and caused considerable
material damage.

A cease-fire accord between the two sides was signed in 1994.

Currently, the OSCE Minsk Group is mediating the settlement to the
Karabakh conflict. It has delivered the Madrid document of November
of 2007 containing proposals how to solve the issue.

Azerbaijan hasn’t yet implemented 4 resolutions of the UN Security
Council adopted in 1993, and continues provoking arms race in the
region, thus, violating the basic principles of the international
law on non-use of force and war threats.

OSCE Mink Group co-chair kicked off their regional visit on Monday.

According to Azerbaijani media MG co-chairs are supposed to arrive
in Baku today where they have scheduled meetings with Azerbaijani
authorities. On 8 September co-chairs will depart to Artsakh and then
to Armenia.

It’s worth reminding that MFA news service speaker Tigran Balayan told
Panorama.am that Robert Brdtke of USA, Bernard Fassier of France and
Igor Popov of Russia will arrive in Armenia on 9 September.

Etchmiadzin to Boycott Aghtamar Mass

ETCHMIADZIN, Armenia (A.W.)-On Sept. 4, Etchmiadzin announced that it
will not take part in the Divine Liturgy scheduled to take place on
Sept. 19 at Aghtamar because Turkish authorities have declined to
place a cross on top of the Holy Cross Church.

On Aug. 30, the Armenian Weekly reported that the Catholicosate of
Cilicia had released a statement informing the public that the
Catholicosate will not send representatives to attend church services
at the Holy Cross Armenian Church.

Thus, both Armenian Catholicosates have now made public statements
declining to take part in the Divine Liturgy. Political leaders of
Armenia’s ruling party and in the opposition have also spoken against
the Turkish government’s initiative.

Sahakian Criticizes Azerbaijani `Radical Politics’

YEREVAN, September 3 – `We will do everything in the name of
independence as the ultimate goal, and this work of serving the
country will lead us to the recognition of the independence by the
international community,’ the president of Artsakh (Nagorno Karabakh
Republic) Bako Sahakian told journalists on Thursday.

`On September 2, 1991, our nation made a decision of independence, on
December 10 the same year a national referendum approved it, and the
adoption of the Constitution in 2006, reaffirmed it,’ he said.

`The independence has an exceptional value for our nation, which was
founded and acquired, primarily due to the conscious self-sacrifice of
thousands of our brave ones. And we consider it our duty to remember
them and as gratitude for their heroism and sacrifice we are trying to
create conditions in order to reassert the independence gained by the
sacrifice. `

Commenting on the recent initiative of Azerbaijan to the UN, Sahakian
said, `Yes, Azerbaijan is making such attempts, and it is not his
first attempt. Over the years they have repeatedly made various
statements to the effect that the work of the Minsk Group did not work
out and tried to postpone the issue in other international forums,
particularly in the UN.

`We are deeply convinced that such an attempt could not be effective
not only for Azerbaijan but also for the process to solve this problem
because, in our view, the main difficulties and the fact that we
cannot achieve more significant results in the Armenia and Azerbaijan
negotiation processes is associated with radical politics of the
Azerbaijani government,’ Sahakian said.

`Azerbaijan must demonstrate a constructive approach that will
certainly help resolve the problem peacefully,’ he said.

Arstakh celebrated its Independence Day on September 2. The
independence of Artsakh has not been formally recognized by any state,
including Armenia.
