A critical summit convened in Washington last week.

It was aiming to resume Israeli-Palestinian peace talks. However,
I – and I think many others as well – were surprised by the images
on television.

Palestinians and Israel were the sides in the summit organized by
the United States. Egypt and Jordan sat at the table as mediators.

“The shining star of the region, Turkey,” as frequently referenced by
the Justice and Development Party, or AKP, government was unfortunately
not included in the meeting.

Prime Minister Recep Tayyip Erdogan, who is introduced to people as
“the conqueror of the Middle East” at every possible opportunity,
was not even an observer.

Why?

Firstly, it was because of the “one minute” tirade that took place
in Davos.

Secondly, it is because of his support of Hamas and Iran.

The AKP became an advocate of radical elements in the region with
the Middle East policies it created, ignoring the Foreign Ministry.

The insulting remarks of Erdogan toward Israel have caused a reaction
in the West. Other countries in the region do not approve of the prime
minister taking Hamas and Iran under his wing and being obstinate
with the world.

Sympathy for Erdogan in the Middle East does not add anything to
Turkey’s influence in the international arena.

And the result is that Erdogan was left out of the Israeli-Palestinians
talks this time.

As for national politics, we see plenty of contradictions. Let me
give you an example.

The day before his referendum rally in the southeastern province of
Diyarbakır, Erdogan said the following:

“What we say in Tekirdag, we say it in Agrı, too. Don’t expect us
to speak differently in different parts of the country.”

The prime minister’s speech in Diyarbakır, however, and the one in
the southern province of Mersin were denials of his previous remarks.

In Diyarbakır, he neither spoke about “one flag, one nation” nor
said a word on the outlawed Kurdistan Workers’ Party, or PKK.

But in Mersin, he referred to the issues he didn’t touch in
Diyarbakır.

It is beneficial to recall a critical issue here.

Because, as the late Prime Minister Adnan Menderes said, “Human mind
tends to forget.”

What happened to the initiatives which he has tried to explain to
people for days? The Kurdish, Roma, Alevi and Armenian initiatives
are all forgotten.

If people remember a little, they could be more careful while voting.

Recently again, in one of the fast-breaking dinners he attended,
the prime minister criticized the judiciary: “Believe me, we are
wearing shackles. There is a judicial power dominating Parliament
and the executive and that restrains you. I am restrained by that;
it sends back governors I appoint.”

Mr. Prime Minister says, “I cannot appoint a governor,” but governors
are acting like provincial heads of the AKP.

The Supreme Board of Judges and Prosecutors, or HSYK, Acting President
Kadir Ozbek answered Erdogan in the following way: “What Mr. Prime
Minister calls a shackle is not a shackle but the state of law.”

Yes, Erdogan sees the state of law as a shackle.

That is to say he does not want a state of law but wants to control
the state. This is the reason why tricky articles are embedded in
the constitutional amendment package.

He keeps calling people to say “yes” to the amendment package in the
referendum to bring the Sept. 12 military coup to account.

Jurists, however, say the military officers behind the Sept. 12
takeover cannot be judged because of the statute of limitations.

So, Mr. Prime Minister’s reasons to vote “yes” contradict the facts.

Deputy Director of Artsakh Fruit CJSC Seyran Hovhannisyan said that
the demand for traditional Armenian canned food is continuously
growing in Russia.

Through its participation in ARMENIA EXPO 2010, the company wants to
present its production in Armenia, in expectation of signing agreements
with foreign buyers, Hovhannisyan told a PanARMENIAN.Net reporter.

Meanwhile, production of the Karabakh cannery is imported to Armenia
at low volumes. 37 types of jams, marinades and other traditional
Armenian canned goods are produced by Artsakh Fruit and basically
exported to Russia.

2112.3t of canned food was produced in Armenia in January-July 2010
that is 13.4% more as compared with the same period in 2009.

Production of canned vegetables and tomatoes totaled 667.1t and
624.1t respectively. In addition, 477.2 tons of canned fruits (-14.8%)
were produced in January-July 2010.

The OSCE Chairperson-in-Office, Kazakhstan’s Secretary of State and
Foreign Minister Kanat Saudabayev, today made a statement regarding
to Nagorno Karabakh conflict, reported OSCE official web page.

“I strongly condemn the recent violations of the ceasefire agreement
along the line of contact in the Nagorno-Karabakh conflict. I am
concerned about the increase in casualties on both sides.

I emphasize that any violation of the ceasefire would destabilize the
process of negotiations in the framework of the Minsk Conference,
limiting opportunities to enhance constructive dialogue. In this
regard, I support today’s statement of the OSCE Minsk Group Co-Chairs
calling on the parties to the conflict to exercise restraint, and to
strictly observe the ceasefire and refrain from inflammatory public
statements.

The intensified efforts of the Co-Chairs of the Minsk Group to foster
a spirit of compromise ahead of the Summit in Astana will only be
successful if all sides to the conflict demonstrate a genuine interest
in achieving progress”, -he said.

A farewell ceremony with Ambassador Extraordinary and Plenipotentiary
of Ukraine to Armenia Alexander Bozhko took place at the National
Library of Armenia today. The Ambassador is completing his diplomatic
mission in Armenia but remains attached to Armenia as an Armenologist
and translator, participants of the event noted.

Chairman of Writers’ Union of Armenia Levon Ananyan said Bozhko’s works
written in perfect Armenian, his translations further strengthened
ties between the two peoples.

A. Bozhko said he is set to donate his large library of Armenian
books to the Ukrainian Academy of Sciences.

Armenian lawmaker, a Republican Rafik Petrosian doesn’t exclude
that the UN General Assembly will pass Azerbaijan’s anti-Armenian
resolution by dint of supporters from the Islamic countries. However,
he said, the document won’t have a legislative force, so it shouldn’t
be taken seriously.

He also said that Azerbaijan is trying to color the Karabakh issue
as the inter-religious. He described Azerbaijan’s President Ilham
Aliev as “uzun akhmakh”, what means “a tall sheep’s head”, for his
obsessive anti-Armenian policy.

“This feature defines President Ilham Aliev of Azerbaijan. When a
person is tall and continues being of state of mulishness, then in
Azerbaijan such kind of person is described as “a tall sheep’s head.”

Well, what to say when he is hoists a 40-meter flag on a 160-meter peak
and actually after half an hour the wind bursts it, and another flag
is being hoisted, and this one in its turn tears…” said Petrosian,
referring to a comic ceremony of hoisting “the highest state flag
in the world” that occurred in Azerbaijani capital Baku by order of
Ilham Aliev. The attempts to crack a record failed as the two times
two separate Azerbaijani flags were being hoisted, and the two times
the wind tore them.

The European Union is concerned about increasing violence in the
disputed Nagorno-Karabakh region and has urged Azerbaijan and Armenia
to focus on peace talks, a senior EU envoy said Monday.

“The European Union is concerned with the frequent incidents recently
on the cease-fire line. It is necessary to concentrate on peace
negotiations,” EU envoy to the South Caucasus Peter Semneby told ANS
television during a visit to the Azerbaijani capital city of Baku.

Fighting between Azerbaijani and Armenian forces over Nagorno-Karabakh
has been increasing for months, with at least 16 soldiers on both
sides reported killed in clashes this year and six reported killed
in the last week alone in some of the heaviest fighting seen so far.

The Organization for Security and Cooperation in Europe’s Minsk Group,
currently moderating peace talks regarding the Nagorno-Karabakh
conflict, also raised concerns about increasing violence in a
statement Monday.

The group’s three co-chairs, from France, Russia and the United
States, said in a statement, “[We] strongly condemn any violation of
the cease-fire, in particular incursions across the line of contact.”

The statement said the group would be intensifying its efforts to
push for a peace deal this fall and would hold a series of meetings
in Baku, Yerevan and Nagorno-Karabakh in the coming months.

Baku attempts to “justify itself” through provocations on the contact
line on the threshold of the discussion of the anti-Armenian resolution
in UN General Assembly, Chairman of the Democratic Party of Armenia
Aram Sargsyan told a news conference.

“I think the Azerbaijani side commits provocations to prove to the
international community that it fights for “fair” aims,” Sargsyan
said stressing that the UN resolution will give Baku an opportunity
to assert that Azerbaijan’s territories are “occupied” and “Baku is
going to liberate its occupied territories.”

According to the speaker, the Armenian side should deliver a
counterblow to Azerbaijan in response to its resolution.

Armenian lawmaker, Republican Rafik Petrosian said at today’s press
conference that Turkey’s government is going to renew Armenia-Turkey
negotiations. However, Turkey doesn’t take any concrete steps,
he added.

This view was expressed in comments in relation to the recent statement
of a Turkish expert who said during his travel to Yerevan that Turkish
cabinet is secretly negotiating on re-opening of talks with Armenia.

“The Turkish public mostly doesn’t accept relations with Armenia,”
said Petrosian.

Larisa Alaverdian, a lawmaker from Heritage Party, in her part said
that the Armenian side has dangerous hopes linked to Turkey’s position.

“Armenians are expecting for when the Turkish public will understands
that it is good to Turkey to renew Armenia-Turkey normalisation
process,” she said and voiced concerns that due to normalisation of
relations with Armenia Turkey can reach a goal – recognition of the
illegal borders by Armenia, while these borders weren’t accepted even
during Soviet-era times.

“A protocol was signed between Armenia and Turkey and it clearly
contains an article that Armenia and Turkey are mutually recognizing
the current and acting borders as the state borders,” warned Mrs
Alaverdian.

a decree on awarding.

For courage shown in the defense of combat positions and proper
realization of tasks set by the command staff and service duties

TBILISI, Sept 6 (Reuters) – Envoys in the Caucasus conflict over
rebel Nagorno-Karabakh called for restraint on Monday after deadly
clashes between Azeri and Armenian forces and said they would step
up mediation.

At least four soldiers have died in skirmishes in the past week
near the mountain region, where Christian ethnic Armenians backed
by Armenia threw off rule by Muslim Azerbaijan as the Soviet Union
headed towards collapse two decades ago.

The unresolved conflict remains a constant threat to stability in
the strategic South Caucasus, a transit region for oil and gas from
the Caspian Sea and Central Asia to the West.

Russia, French and American mediators of the Organisation for Security
and Cooperation in Europe (OSCE) said they deplored the “useless loss
of life”.

They said they would consider how to strengthen the ceasefire, hold
discussions on the margins of the U.N. General Assembly this month
and assess the humanitarian situation on the ground, before an OSCE
summit in Kazakhstan in December.

“During this period of intense activity, the Co-Chairs urge all parties
to respect strictly the cease-fire and to exercise restraint on the
ground,” the so-called Minsk Group co-chairmen said in a statement.

“In response to the most recent incidents along the Line of Contact,
they also strongly condemn any violation of the ceasefire, in
particular incursions across the Line of Contact.”

Armenian-backed forces have held Nagorno-Karabakh and seven surrounding
Azeri districts forming a land corridor with Armenia since a ceasefire
was declared in 1994, but a peace deal remains elusive. An estimated
30,000 people died during the war and more than a million were
displaced.

Reported skirmishes appear to have intensified over the past 12
months, and oil-producing Azerbaijan — its military spending hugely
outstripping that of Armenia — frequently threatens to take back
the heavily fortified region by force.

Both sides have accused the other of launching “sabotage” attacks
across the front lines over the past week. Four Azeri soldiers have
been confirmed killed.

Renewed conflict would have devastating consequences for the region
and could draw in neighbouring powers Russia and Turkey. Failure to
reach a settlement was behind the collapse in April of an historic
deal to mend ties between Turkey and Armenia.

Azerbaijan hosts oil majors including BP, ExxonMobil and Chevron,
and the BP-led Baku-Tbilisi-Ceyhan pipeline that ships 850,000
barrels per day of high quality Azeri crude to the Mediterranean,
skirting Nagorno-Karabakh.
