Meeting with the Winners of Baze Youth Gathering

National Assembly of RA, Armenia
Sept 18 2010

Meeting with the Winners of Baze Youth Gathering

On September 17 the head of the NA RPA faction Galust Sahakyan and the
member of the faction Karen Avagyan met with the winners of Baze
(Hawk) youth gathering.

Mr. Sahakyan highly assessed the work done by the youth gathering,
emphasized the participants’ patriotism, the energy and consistency of
struggle. According to his assessment, Baze is the most active youth
circles, and their members prefer the path of struggle, which
predetermines their future: very often they become patriotic leaders
directing the society and play a certain role in the future fate of
the state and its development. The Republican Party of Armenia always
greeted and supported such youth initiatives, realizing very well that
the patriot, active and initiating young people predetermine the
future of our country and the society.

The NA deputy Karen Avagyan noted with satisfaction that the
participants of the youth gathering showed organizational high
features and responsibility, which became the pledge of success.

The young winners presented their impressions received during the
five-year struggle with the participation of 33 teams, underlining
that the important thing was not the victory, but also the sense of
being together, the joy of making new friends and gathering around the
common idea.

European Court’s decision may make Armenia pay compensaion to Lachin plaintiffs
Sat 18 September 2010 12:45 GMT | 8:45 Local Time

Chingiz Askarov ‘If the European Court’s decision will be positive,
Armenia will have to pay compensation to plaintiffs of Lachin’, said
Chingiz Askarov.
Azerbaijan’s authorized representative in the European Court of Human
Rights Chingiz Askarov disclosured to jounrnalists on the case of
‘Chiragov and others vs Armenia’.

Chingiz Askarov noted that Azerbaijani government attented a court as
a third side.

‘Azerbaijani government expressed the position as a side. I think that
the court was satisfied. Questions related to each other were raised
on the case. No additional documents were required since the submitted
ones satisfied the court. We hope for a positive result “, said
Askarov. He also noted that the court will consider the claim
depending on its admissibility and importance.’

‘The court will consider the complaint depending to its admissibility
and importance. The significance of the claim is obvious. Human rights
were violated. If this is fixed by the court, the question will arise
about the compensation for moral and material damage. No hearings will
be held on this case. The court will pass a decision in some time’, he
said.

According to C. Askarov the hearing on the case of ‘Chiragov and
others vs Armenia’ is over. The decisions of judges may continue for
1-2 months then they will disclosure their positions.

Strasbourg held open hearings on claims of 6 Azerbaijani refugees
forced from Lachin – Fakhraddin Pashayev, Ramiz Jabrailov, Sagatel

Moscow sends a signal to parties to conflict – Turkish expert
Sat 18 September 2010 12:37 GMT | 8:37 Local Time

Sinan Ogan A Turkish expert spoke about the possible impact of
prolongation of the term of the Russian base in Armenia on regional
processes.
‘The military agreement signed between Russia and Armenia to extend
the stay of the Russian military base for 49 years, of course, poses a
threat to the countries in the region, and especially Turkey and
Azerbaijan.

Therefore, it is necessary to analyze all of these processes
carefully, and develop the tactics that will reduce the risks posed by
the Russian military base in Armenia’, said Turkish political
scientist and director of the Center for Strategic Studies of Turkey
TURKSAM Sinan Ogan.

According to him, by signing this agreement, Moscow apparently sends a
signal to the parties in conflict, which means it will not allow a
military action in Nagorno-Karabakh, though Azerbaijan has the full
right to return its occupied lands through force.

As for whether it is possible to create a Turkish military base in
Nakhchivan, the political analyst said that it would not be a very
good idea.

‘Moscow will misinterpret the placement of Turkish troops in
Nakhchivan which will create a crisis in the Russian-Turkish and
Azerbaijani-Russian relations. So it is too early to speak about it.
Now our main task is not to strain the already tense situation in the
region, but on the contrary, to calmly change the situation in our
favor’, said the analyst.

Ukraine pledges food aid to Georgia, Armenia, hit by Russian grain ban

02:54 19/09/2010

KIEV, September 19 (RIA Novosti) – Despite low harvest, Ukraine is
ready to render food aid to Georgia and Armenia, who were affected by
Russia’s grain export ban, the country’s prime minister said.

Georgia imports 85% of all consumed grain, with 95% coming from
Russia. Armenia also traditionally imports 300,000-400,000 metric tons
of grain from Russia annually, with its own harvest usually enough to
last for 2.5-3 months.

“Despite this year’s harvest being lower than last year, we have
enough [grain] not only for ourselves but also for helping Georgia,
Armenia and other countries that sought our assistance,” Mykola Azarov
was quoted as saying by his press service.

Ukraine’s agriculture ministry has again revised its grain harvest
forecast from 42-43 million metric tons to 38 million metric tons. The
figure stood at 46-48 million metric tons early this year.

The Kremlin banned grain exports until at least the end of the year
following this summer’s severe drought and forest fires that destroyed
around 10.8 million hectares of crops and reduced harvest forecasts to
as low as 60 million tons, 38 percent less that in 2009.

The ban has caused a steady rise in grain prices in Russia and around
the world.

Armenia MoD states that Azeri disinformation aims to destabilize

The Ministry of Defence of the Republic of Armenia states that Yet
another disinformation of Azeri authorities aims to destabilize the
condition on the contact line

Noyan Tapan
18.09.2010 | 20:30

The Ministry of Defence of the Republic of Armenia states that the
information publicized by a number of Azeri news agencies, and spread
through Youtube on the 17th of September in the `interview’ with
M.Saribekyan, alleged member of Armenian `diversion’ group who was
captured in Azerbaijan, does not correspond to reality.

M.Saribekyan completed his compulsory army service in May, 2010 and
does not have any links with the special services. Presenting the lost
shepherd, who was looking for his missing cattle, as a member of
`diversion’ group is another plain step by Azerbaijani propaganda
machine. Expert assessment of the video allows to conclude that the
video was filmed under physical and psychological pressure and with
the use of special methods.

Yet another disinformation of Azeri authorities aims to destabilize
the condition on the contact line and mislead international community
and its own public, while covering up repetitive military crimes,
including the failed attempts of diversion, committed by Azerbaijan.
By openly exploiting the information for the propaganda purposes,
Azerbaijan once again blatantly violates the well known norms of
International Law. In particular, article 6 of `European Convention on
Human Rights and Fundamental Freedoms’, article 14 of `International
Covenant on Civil and Political Rights’, article 11 of `The Universal
Declaration of Human Rights’ and many more.

We draw the attention of international organizations, in particular
the Organisation of Security and Cooperation in Europe and
International Committee of the Red Cross to such actions of
Azerbaijani authorities.

The spread of such a videomaterial in parallel with the appeal
presented to ICRC by the parents of M.Saribekyan is an evidence of
ignorant attitude of the Azeri side towards international humanitarian
norms and casts doubt on the effectiveness of the implementation of
these norms by respective international organizations.

Armenian Ministry of Defence expects appropriate actions by respective
structures to prevent Azeri side from taking such steps.
