La Russie encourage les importations de produits alimentaires arméniens

Le gouvernement russe a proposé d’aider l’Arménie à accroître les
exportations de produits agricoles vers la Russie après son boycott
des importations de produits alimentaires venus de l’Ouest, a révélé
jeudi un haut responsable arménien. Robert Makarian vice-ministre de
l’Agriculture a montré au service arménien de RFE / RL (Azatutyun.am)
une lettre du ministère russe de l’Agriculture faisant état d’une
forte demande pour les produits alimentaires arméniens en Russie et se
déclarant prêt à favoriser les modalités de leurs importations.

Makarian a indiqué que les représentants de certains détaillants de
produits alimentaires russes sont déjà arrivés en Arménie et se sont
penchés sur son potentiel d’exportation. “Comme ils sont maintenant
confrontés à une certaine pénurie de produits agricoles, ils sont
maintenant plus intéressés à voir nos produits sur le marché russe”,
a-t-il expliqué.

Le gouvernement arménien a fait d’ores et déjà face à cette pénurie
russe annoncée avec la mise en place a mise en place la semaine
dernière d’un groupe de travail spécial, une initiative de Sergo
Karapetian ministre de l’Agriculture. Le groupe de travail dirigé par

Journal of the Society for Armenian Studies, Vol. 22 (2013)

The Society for Armenian Studies is pleased to announce the
publication of Volume 22 (2013) of the Journal of the Society for
Armenian Studies (JSAS) . Edited by Dr. Sergio La Porta (California
State University, Fresno), JSAS 22 contains several articles and
communications from new contributors to the Journal . Not only are the
names new, but also their contributions provide insight into material
that has heretofore received inadequate attention. The appearance of
fresh scholars and scholarship bodes well for the future of the field.

Eight articles on various aspects of Classical and Modern Armenian
Studies, including one in Armenian, comprise Volume 22. Also included
are six communications, and a revised version of a talk delivered at
NAASR in Belmont, MA; three review essays; and three book reviews.

Volume 22 begins with two articles on issues in Classical Armenian
Studies. The first, by Robert Hewsen, clarifies the relationship
between four seemingly independent, yet inter-related, territories
mentioned in early Armenian texts.

David Zakarian’s essay focuses on the description of the reigns of the
Arshakuni queens, Pa r andzem and Zarmandukht, in the fourth century,
in order to arrive at an analysis of the institution of queenship
during the Arshakuni period.

Following these two articles are six essays on various topics of
Modern Armenian history and culture. The section commences with a
detailed examination by Sebouh Aslanian on the book publishing trade
that originated at the Armenian Mkhitarist Monastery in Venice.

Next are three contributions that address different aspects of the
Armenian Genocide. In the first study, Jonas Kauffelt brings to light
the work of the Danish Lutheran Christian missionary, Karen Jeppe
(1876-1935), who joined the De Danske Armeniervenner (DDA, the Danish
Friends of Armenia) in 1903.

Vahram Shemmassian, on the other hand, looks at the role the Armenian
Prelacy of Aleppo played in providing help to refugees arriving in the
early months of the Genocide. Based upon an examination of two files
found in the Prelacy archives, the author sheds important light on the
humanitarian activities of the Refugee Committee formed for the
purpose of alleviating the plight of the new arrivals.

The final essay concerning the Armenian Genocide is by Stefan Ihrig
who examines the reception of the assassination of Talt Pasha by
Soghomon Tehlirian in 1921 in the German public sphere. He concludes
that the German media came to accept that something akin to genocide
(the word not yet having been invented) had occurred, clearly
describing the killing of the Armenians as the annihilation or
extermination of a people.

The final two articles of this volume concern themselves with modern
Armenian literature. In her study of Leonardo Alishan’s poetics, Alina
Gharabegian suggests that an examination of affective cultural
difference presented in the Armenian literary tradition can
potentially collapse categories of East and West that are often
strictly defined through religious lines in Western scholarship.

And finally, Alvard Semirdjyan-Bek`mezyan explores the development
and modification of linguistic features of modern and post-modern
Eastern Armenian prose fiction.

The communications included in this volume similarly address a wide
range of topics, including the interpretation of a passage in MovsÄ`s
Xorenac`i’s History of the Armenians concerning the construction of
Artashat; corrections to Bedoukian’s study of Artashesian coins;
the therapeutic application of music in medieval Armenia; an analysis
of a Mamluk inscription dating to the year 1450 found in the Armenian
Monastery of St. James, Jerusalem; Nader Shah’s relations with the
Armenians of Iran; a report on the political lobbying efforts behind
the erection of two statues to Aliyev and the Khojaly massacres in
Mexico City; and a reflection on Raphael Lemkin’s discourse on the
Armenian Genocide. The three review essays contained in this volume
address recent works on the region of Artsakh, the Azeri appropriation
of George Bournoutian’s work for political purposes, and the many
publications issued in coordination with the commemoration of the
500th anniversary of Armenian printing.

Ahmet Davutoglu has played a crucial role in Turkish foreign policy
for more than a decade

ANKARA – A former academic, Ahmet Davutoglu has served the Justice
and Development Party faithfully since 2002, as an adviser to prime
ministers Abdullah Gul and Recep Tayyip Erdogan and, for the past
five years, as foreign minister.

It was in this role that he emerged as one of the party’s leading
figures, steering Turkey to a more central position on the regional
and global stage.

As foreign minister of the country bridging Europe and Asia, Davutoglu
wanted to “transform Turkey into not only a regional power but also
a global power.”

Born in the central Anatolian province of Konya in 1959, Davutoglu
suffered the loss of his mother aged four but has emerged as a
world-renowned diplomatic figure over the past decade.

Even before his promotion to the foreign ministry, he was a prolific
writer on foreign policy issues with books published in Turkish,
English, Japanese, Portuguese, Russian, Arabic, Persian and Albanian.

This culminated in him being placed seventh in Foreign Policy
magazine’s 2010 list of top 100 global thinkers, citing his role as
“the brains behind Turkey’s global reawakening.”

During his political life he has been centrally involved in the
40-year-old Cyprus conflict; the dispute between Turkey and Armenia; as
well as the seemingly intractable feud between Palestinians and Israel.

In Cyprus, he supported Kofi Annan’s 2004 peace plan which saw Turkish
Cypriots agree to a federal system, only for Greek Cypriots to vote
overwhelmingly against the proposal.

In another diplomatic hurdle close to Turkish hearts, Davutoglu
was involved in negotiations on establishing ties between Ankara
and Yerevan in 2007, only for the agreement to fail due to Armenian
intransigence.

Since 2002, Turkey has played a key role as a mediator in the
Israel-Palestine conflict with Davutoglu, bringing the two sides
together for a peace conference in Ankara.

He also played a role at the heart of Turkey’s efforts to resolve
sectarian violence in the Muslim world between Sunni and Shiite
factions, particularly in neighboring Iraq and Syria, as well as
wielding influence in Serbia’s disputes with Bosnia and Kosovo and
over cross-border tension between Afghanistan and Pakistan.

During Davutoglu’s period near the top of government, Turkey’s
representation overseas has grown significantly, with the number of
diplomatic missions rising from 163 to 221 over the last 12 years.

Furthermore, Turkey has developed its Africa policy, extending an open
hand to the continent to secure valuable commercial contracts. The
number of Turkish embassies in Africa has nearly trebled while 28
African nations are now represented in Ankara.

Perhaps more than any other foreign policy issue, European Union
accession has dominated Davutoglu’s time in power. Turkey began
negotiating in 2005 and has been working hard to secure membership. At
the end of last year, Turkey signed an agreement to allow visa-free
travel in the EU for Turkish citizens.

However, Davutoglu’s pet project has always been humanitarian
diplomacy, in particular the human suffering unleashed by the U.S.-led
invasion of Iraq and the Arab Spring.

Accordingly, the Global Humanitarian Aid Report ranks Turkey as fourth
in a table of contributor countries to its emergency humanitarian
fund and Turkey spent more than $1 billion on relief projects, mainly
aimed at Syrian refugees, in 2012.

Georgia’s Prime Minister Irakli Garibashvili has arrived in Armenia
with delegation. The Prime Minister of the Republic of Armenia Hovik
Abrahamyan welcomed Irakli Garibashvili, the Minister of Foreign
Affairs of Georgia Maia Panjikidze, the Minister of Energy and Natural
Resources of Georgia Kakha Kaladze and the Minister of Economy of
Georgia Giorgi Kvirikashvili in the airport.

The Georgian PM will meet with Armenia’s President Serzh Sargsyan,
the Prime Minister of the Republic of Armenia Hovik Abrahamyan the
Chairman of the National Assembly of the Republic of Armenia Galust
Sahakyan and other high-level officials.

The delegation will probably discuss economic issues, such as new
approach to customs regulations. This issue is especially important
now, when Armenia is going to join Customs Union. New transit routes
from Armenia to Russia across Georgia’s territory, as well as promotion
of peace and stability in the region are also likely to be discussed
during the visit.

Armenia plans to for the first alternative parliament in its history
at the existing parliament in mid-October, said Vardan Akopyan,
a member of the future parliament, Tert.am reports.

Concerning pre-parliament regional visits, Akopyan noted that they
will be organized to exchange information. They will be made in four
groups. The official clarified that the alternative parliament will
not consist of any members of the administrative system.

Armenian bellydancer Safinaz has finally found a solution to her
ongoing deportation problems!

The clever fox has surprised everyone by announcing her marriage to
an Egyptian businessman; she can now legally stay in Egypt without
having to worry about being shipped back to her homeland!

But what does the “lucky” hubby look like? Who knows! A picture of
Safinaz in her wedding dress surfaced the Internet, but her husband
was nowhere to be seen!

In March, Safinaz landed herself in hot water when she breached her
work contract with Al Nabila Hotel, whom she signed a contract with
in 2009 upon her arrival to Egypt.

According to the Middle East news portal Elaph, Safinaz who was
banned from performing since New Year’s Eve due to the conflict with
the hotel and was arrested by tourist police after performing at
a different location, resolved her disputes without revealing the
details of the agreement between her and the hotel that led to her
victory of being free.

Yesterday, at the press conference in Stepanakert, NKR Defense Minister
Movses Hakobyan said that he could list the names of causalities of
the Azerbaijani army in the result of subversive attacks by Azerbaijan
from July 25 to August 2; they are 36 of them.

“Our data are not in doubt; I can list the names of all. We also had
casualties, six of them: three officers and three soldiers. And you can
see that the views voiced in some places are wrong that only soldiers
are dying in our army. It is not so, our commanders always stand by
our soldiers, the commander of our investigation unit was killed, he
led the battle wounded until his last moment.” The minister mentioned
that this year was the tensest situation after the ceasefire. Moreover,
the number of shootings has increasingly growing compared to the last
year. “Last year, a total of 7560 shooting were heard, this year –
17903 shootings.”

Le soleil se fait moins violent sur les bords de la piste poussiereuse
qui s’enfonce dans les flancs du petit massif de Sinjar (nord-ouest de
l’Irak). Ce soir du mercredi 13 août, les petits camions venus chercher
les milliers de refugies yezidis (une minorite kurde irakienne, adepte
du zoroastrisme) pris au piège des montagnes par l’Etat islamique
(EI), reviennent tous a vides. >

Si les chauffeurs sont aussi craintifs, c’est qu’ils empruntent
un corridor ouvert a travers champs par les combattants du PYD,
une formation kurde syrienne, jumelle du Parti des travailleurs
kurdes (PKK) de Turquie. En plein territoire irakien conquis par les
islamistes, ils ont securise un couloir d’une dizaine de kilomètres
de large, où s’ecrasent de temps a autres quelques obus de mortiers,
tires notamment depuis le village de Sounouni, où flotte le drapeau
noir de l’EI.

Par ce corridor, le PYD a organise, quasiment seul, le sauvetage de
près de 70 000 personnes en dix jours, originaires de Sinjar et de
ses environs, selon les estimations officielles. Ces refugies ont
rejoint soit la Syrie soit, en majorite, le Kurdistan irakien, après
avoir transite sur le sol syrien via le camp de Nauruz, a la sortie
de Derik. Mercredi, les forces speciales americaines depechees sur le
massif de Sinjar pour evaluer le besoin d’une mission d’evacuation ne
pouvaient que constater qu’elles arrivaient trop tard pour etre utiles.

POUR BAGDAD, >

La reussite de l’evacuation des yezidis s’explique principalement par
l’anticipation du PYD. Car si l’operation a debute dès le 3 août,
voila des mois que le PYD craignait que l’Etat islamique, qu’il
combat deja sur le sol syrien, ne tente de le prendre a revers, par
le sud, en prenant appui sur les montagnes de Sinjar pour bombarder
la frontière syrienne toute proche – et surtout ses positions.

operant dans les domaines de la defense et de la securite seront
representees a l’exposition internationale sur l’industrie de la
defense, qui se tiendra a Bakou du 11 au 13 septembre.

APA, citant le site officiel de l’exposition ADEX 2014, rapporte que
7 societes presenteront leurs produits et services sur le stand de
CIFAL France tandis que d’autres auront leurs propres stands.

Les entreprises francaises qui participeront a l’exposition
ADEX-2014 sont MBDA, Thales, DCNS Group, >, >, >, > et d’autres.

Toujours selon APA, la France aurait ces dernières annees fait part
de son interet a cooperer avec l’Azerbaïdjan, dans le domaine des
industries militaires et de la defense. Un certain nombre d’entreprises
francaises operant dans le secteur de la defense ont visite Bakou et
ont fait des propositions aux institutions militaires de l’Azerbaïdjan.

Le Ministre azerbaïdjanais de la Defense, le general-colonel Zakir
Hasanov, celui-la meme qui a affirme a plusieurs reprises qu’aucune
zone de l’Armenie n’etait a l’abri de ses canons, avait signe a la
mi-janvier un accord de cooperation bilaterale avec Jean-Yves Le
Drian son homologue francais.

Partout où ils sont entres, a Mossoul, Shengal, Qaraqosh, Makhmour,
les djihadistes de l’EI ont commis des crimes atroces contre la
population, notamment contre les non-musulmans, comme les Chretiens
et les Yezidis : ceux qui refusent de se convertir a l’islam sont
massacres, les femmes sont enlevees, violees et vendues comme esclaves.

Chaque avancee de l’EI jette des centaines de milliers de personnes
sur les routes. A Shengal, ceux qui n’avaient pas les moyens d’aller
loin se sont refugies dans les montagnes et sont confrontes a la
famine. Des centaines d’enfants yezidis sont morts de deshydratation
dans le mont Shengal. Des milliers de personnes sont encore coincees
dans la montage aride, sous des temperatures depassant les 40°.

Malgre la resistance acharnee des combattants kurdes venus de toutes
les parties du Kurdistan pour defendre la region, l’EI continue a
avancer et a menacer des populations entières.

Dernièrement, on a appris que près de 600 hommes yezedis avaient
ete massacres par les djihadistes dans le village de Kocho, dans la
region de Shengal. Voici le temoignage d’un des trois rescapes de ce

Par ailleurs, l’Observatoire Syrien des Droits de l’Homme a fait
savoir que 700 membres d’une tribu arabe avaient ete executes par
l’EI en Syrie, au cours des deux dernières semaines.

Nous appelons a une nouvelle manifestation samedi 23 août, a 17h,

Demander a la communaute internationale de prendre immediatement des
mesures contre les Etats assassins qui financent et soutiennent l’EI
