YEREVAN, OCTOBER 18, ARMENPRESS: No violence against a child has
a grounding or justification, Armenian Minister of Education and
Science Armen Ashotyan said today at a briefing with journalists,
adding that children’s’ rights defense at schools is a priority for
him together with educational process,” Armen Ashotyan said, referring
to the video materials placed in the nets, where scenes on violence
of a teacher against a pupil are shown.

Armen Ashotyan noted that actually it is difficult to work with
today’s children, as the merit system of children is changing,
sometimes children do not manage to percept and digest elementary
norms of ethics, and sometimes the street hinders.

Armenian Minister of Education and Science also said that today the
IT enters everywhere. “Technologies make our life more transparent,
more accounting and people must be more responsible for their deeds,
for if previously the possibility of publicizing was small, today a
new incident can become public property all at once,” Armen Ashotyan
stressed, adding that the teacher, who cannot work within today’s
conditions, must not work with children.

news agency Anna Aghvanyan and Hasmik Paytyan will have a specialized
training in Versailles (France) at St. Quentin University. The
correspondents are master’s students of the YSU and State Linguistic
University after Brusov.

The training will last for one academic year during which the reporters
will have qualification classes in environment protection, scientific
and humanitarian spheres. Director of “Armenpress” news agency Hrayr
Zoryan said that negotiations are held to make the training program
continuative involving in it students of the YSU journalism faculty.

YEREVAN, OCTOBER 18, ARMENPRESS: The first pan-Armenian two-day forum
of financers and bankers launched today in Yerevan organized by the
Diaspora Ministry, RA Central Bank, Union of Armenian Banks. About
45 representatives from Ukraine, Russia, French, Great Britain,
Spain, the USA, Lebanon and United Arab Emirates arrived in Armenia
to participate in the event.

Armenian Diaspora Minister Hranush Hakobyan presented the message
of the Armenian president who welcomed the participants and wished
success in the work expressing hope that serious and interesting
discussions will be held.

Hranush Hakobyan said that the goal of the gathering is to unite the
potential of world Armenian financers and bankers, work out mechanisms
for increasing the efficiency of Armenia-Diaspora cooperation.

“This forum must become the beginning of implementation of big deals.

This is the 9th specialized forum. I think that such events promote
the uniting of specialists from Armenia and Diaspora, more strengthen
their ties,” Hranush Hakobyan said.

According to the minister, for combating the existing challenges the
strengthening of Armenia is very important.

“I must say that Armenia’s banking system is one of the best
achievements of independent Armenia. During the conference the
bankers and financers may share with their experience with the local
specialists,” Hranush Hakobyan said, rating high their assistance in
the implementation of investments and foreign programs.

Chairman of the Armenian Central bank Arthur Javadyan noted that this
forum is an important event in the financial life of Armenia.

“Today we must try to lay the basis for creation of All-Armenian
network. The participants must better understand the situation in
Armenia and imagine what participation they may have in the further
development of Armenia’s financial system. We had such an experience,
thanks to our Diaspora partners today “HSBC”, “Rosgosstrakh”, “Unibank”
and others are functioning in Armenia. After this forum the number
of such organizations must increase,” Arthur Javadyan said.

During the forum reports on “Issues of Financial Education in Armenia”,
“Professional Potential of Diaspora in the process of governance of
RA financial institutions”, etc. will be presented.

chairman soon. Head of the Central Bank Arthur Javadyan told the
reporters that soon the government will provide territory for the bank.

“We are in the springs of creation of the All-Armenian Bank and
necessary studies have been done by corresponding specialists.

Afterward the newly appointed heads will present the further
activity of the bank,” Javadyan said, adding that the creation of
the All-Armenian Bank was mentioned still in 2008 RA president’s
program speech.

YEREVAN, OCTOBER 18, ARMENPRESS: The first EU-Armenia Sub-committee
meeting on energy, nuclear safety, transport and environment will
take place in Yerevan on 19 October. The establishment of this new
subcommittee is a sign of the increasingly closer relations between
the EU and Armenia.

The meeting will be co-chaired by Mr. Areg Galstyan, Deputy Minister
of Energy and Natural Resources on the Armenian side, and by Mr. John
Kjaer , Head of Unit “Ukraine, Belarus, Moldova and Southern Caucasus,”
Directorate General for External Relations on the EU side.

The subcommittee will discuss recent developments in the field of
energy in Armenia and the EU, regional energy cooperation, and nuclear
safety and security issues, including steps towards the decommissioning
of the Medzamor nuclear power plant. The subcommittee will also review
latest developments in the transport sector, developments in Armenia’s
environmental policy and governance, as well as climate change and
civil protection issues.

The European Union has provided continuous support to Armenia in the
fields of energy, nuclear safety, transport and environment. Efforts
have included rehabilitation measures and ensuring minimum safety
standards for Medzamor with more than EURO 59 million of assistance,
renewable energy projects, as well as regional energy cooperation
assistance through the INOGATE programme and the “Baku Initiative”. In
the field of transport, Armenia benefits from the TRACECA programme
(Trans-European Corridor Europe Caucasus and Asia) since 1993. The
EU has also actively promoted regional cooperation on environmental
issues, notably through the establishment of the Regional Environmental
Center for the Caucasus (REC Caucasus), as well as more recent regional
projects on climate change and civil protection.

On 22 April 1996 a Partnership and Cooperation Agreement was signed
between the Republic of Armenia and European Union (PCA), which entered
into force on 1 July 1999. a Cooperation Committee was established
according to Article 83 of the PCA. During the eleventh EU-Armenian
Cooperation Committee on 17 September 2010 a decision on establishing
the new subcommittee was signed. The new subcommittee provides forums
to discuss key issues related to cooperation in the energy, nuclear
safety, transport and environment fields.

On 17 October President of the Artsakh Republic Bako Sahakyan
visited the village of Vank in the Martakert region and partook at
solemn ceremonies of opening the buildings of village administration,
kindergarten and market built by financial assistance of philanthropist
Levon Hayrapetyan.

Central Information Department of the Office of the Artsakh
Republic President told Armenpress that the president rated high the
contribution of the philanthropist to the development of Artsakh
noting that putting the kindergarten into operation completed the
introduction of a contemporary educational network in Vank and
neighboring settlements, which would create a reliable basis for

Armenia has the potential to develop quicker, according to Mkrtich
Buldukyan, former deputy head of Lebanon’s Central Bank. He said
today at a meeting with journalists within the framework of the First
All-Armenian Forum of Financiers and Bankers that it is necessary
to undertake every step to keep the trust in banks and raise its
authority.

‘I have been working in this sphere for many years and I am sure that
the main value of prosperity of banks is trust and authority. In this
case many investments will be made and the volume of deposits will
increase. It is necessary to have open borders for the development
of financial-banking system. Armenia faces this problem, as it does
not have open borders with 2 neighbors,’ Mkrtich Buldukyan said.

He expressed hope that the forum will give an opportunity to
representatives of financial-banking system of Armenia and other
states to get acquainted with the existing opportunities, to make
clear the further activities.

Astghik Purmayan, representative of the French ‘NEXGEN’
financial organization, said she is not well-acquainted with the
financial-banking system of Armenia. ‘Our organization wanted
to partake in this forum so much, as it is an opportunity to get
acquainted with the operation of the system, its achievements and
issues. Besides, we can be of some help in the development of the
financial-banking system of Armenia. We can exchange experience and
become a link between the banks of Armenia and such organizations of
other states,’ Astghik Purmayan said.

Sargis Bedoyan, representative of the French ‘Marceau’ financial
organization, said the financial-banking system of Armenia is good
and has a successful legislative field. ‘The Diaspora should support
the development of this system in Armenia. The Armenian financiers,
working abroad, have good experience and knowledge. We must invest
this richness for the benefit of our country and its society. I
am sure that after this forum concrete steps will be undertaken,’
Sargis Bedoyan said.

IFC HELPS ARMENIAN BANK IMPROVE RISK MANAGEMENT WITH INNOVATIVE FINANCIAL PRODUCTS

YEREVAN, OCTOBER 18, ARMENPRESS: IFC, a member of the World Bank
Group, is helping Armenia’s Ameriabank engage for the first time in
international interest-rate and currency-swap transactions, which
will strengthen the Armenian financial system by reducing currency
and interest-rate risks.

An official from the IFC told Armenpress that IFC and Ameriabank
today signed an International Swaps and Derivatives Association
master agreement, the international standard for risk management
transactions. Under the agreement, IFC will provide Ameriabank with
U.S.-dollar interest-rate swaps and multiple-currency swaps. This
will enable the bank to better manage its interest-rate risks on
borrowed funds as well as currency risks for its euro deposit base,
and allow it to provide a wider range of deposit products to customers.

“This transaction will help strengthen our risk-management capacity,
which is particularly important in the post-crisis period,” said Artak
Hanesyan, Ameriabank’s General Director and Management Board Chairman.

Thomas Lubeck, IFC Regional Head of the Caucasus, said, “This is our
first swap agreement in Armenia and we are happy to be providing this
high-level of financial technology. It will provide Ameriabank with
important risk-management tool and improve the bank’s sustainability.”

Ameriabank became an IFC client in mid 2009, when the bank joined
IFC’s Global Trade Finance Program. Building on the partnership, in
December 2009, IFC provided Ameriabank with a $15 million senior loan
for onlending to small hydropower plants that will boost renewable
energy supply and decrease greenhouse-gas emissions in Armenia. IFC
has supplemented the investment with advisory services to help
the bank assess and review projects focusing on environmental and
financial aspects.

Armenia became a member of IFC in 1995. Since then, IFC invested
$87 million in 18 projects across a range of industries, including
financial markets, general manufacturing, energy, mining,
and chemicals. IFC Advisory Services focuses on developing the
country’s the financial sector, sustainable energy, and regulatory
simplification.

working visit to Syunik marz, President Serzh Sargsyan visited the
newly constructed cardiology center in Goris. This medical facility
will be providing immediate medical care to the patients from the
southern regions of Armenia and the population of Nagorno Karabakh.

Presidential press office told Armenpress that in Goris, the President
of Armenia attended also festivities dedicated to the Town’s
Day. The statue of Grigor of Tatev was unveiled in the framework
of celebrations.

Today, President Sargsyan met also with over a hundred journalists
and editors from Spyurk, who have arrived to Goris to meet with
the President of Armenia. They came from the capital of the
NKR Stepanavan, where they participated in the works of the 5th
All-Armenian Journalists Conference.

“Tatev Renaissance” program was initiated. Here, the ceremony of
inaugurating technical operations of the longest in the world airtram,
which connects Halidzor and Tatev villages, took place. The airtram,
which is stretching for 5.7km over the picturesque Vorotan gorge,
opens new opportunities for the visitors of the monastery compound,
making it more accessible. The program is aimed at the development
of the areas neighboring Tatev, reestablishment of the celebrated
and glorious spiritual, scientific and cultural traditions of this
terrific ancient monastery compound. At the ceremony of inauguration
of the airtram, the President of Armenia was accompanied by His
Holiness Catholicos of All Armenians Garegin II, the President of
the Nagorno Karabakh Republic, representatives of social, political
and cultural circles, officials, hundreds of guests from all over the
world, many of whom are sponsors of the program. On the occasion of
the inauguration of the airtram in Tatev, President Sargsyan made a
statement, in which he particularly said,

“Your Holiness, Esteemed Guests, Fellow Citizens,

I welcome you all to one of the most picturesque places in Armenia.

The inauguration of the “Tatev Renaissance” program is a
nice opportunity to visit once again and take pleasure in the
incomparable views of Syunik and masterpieces of the Medieval Armenian
architecture. Today, those views will be augmented by a modern airtram,
which is called upon to add new charm to the Vorotan Gorge and present
the visitor with unforgettable impressions.

By building the longest airtram in the world we didn’t aspire to
surprise anyone. The objectives we were following are modest by world
standards; however they have crucial importance for Tatev and adjacent
areas. The “Tatev Renaissance” program is a strategic component of the
comprehensive development program of the Southern regions of Armenia
and constitutes a serious impetus for the economic, scientific,
and cultural development of the region.

This is one of major initiatives going on in Armenia today, in which
state and private sectors joined hands in one project. First, the
unrivaled nature of this stunning gorge was crisscrossed by human
thinking. Later, that soaring thinking inspired many individuals.

Today, that soaring thinking is embodied in the airtram, which bridges
the past and the future, the traditional and the modern, culture and
business. The airtram is vivid evidence of the fact that even the
most improbable dreams become reality when there is a clear purpose
and faith and also when the right and important thing is being done
obstacles sooner of later give in.

Ladies and Gentlemen:

Today, a momentous and festive occasion has brought us to Syunik –
one of cradles, one of the oldest centers of the Armenian science
and culture. Here, in Syunik the past is hemmed by the light of future.

Here, wounds are silent, and stones are articulate. Many have
dreamed of leaving their vicious footprints here, the footprints of
destruction. But Armenian monuments have reigned and will reign here;
stones here have been speaking and will continue to speak Armenian.

The Monastery of Tatev and Tatev University are among the most
celebrated centers of our science and culture. Tatev has been
deservedly enjoying high repute thanks to the prolific activities of
Grigor Vardapet of Tatev, who was a disciple of Hovnan Vorotnetsi. It
is emblematic that the 600th anniversary of the canonization of the
luminary of the Armenian and world theology Grigor of Tatev and the
“Tatev Renaissance” program coincide in time. Giving new life to this
ancient cradle of the Armenian letters and nearby areas is also an
excellent gift for the 500th anniversary of the Armenian book-printing,
which we will be celebrating soon.

Dear Friends, I congratulate us all. As the saying goes “A good start
half the job done”. The “Tatev Renaissence” Program was initiated by
the Competitive Armenia Fund, and was enthusiastically supported by
our Government, Armenian Apostolic Church, and benefactors. I thank Mr.

Rouben Vardanian who has become a true leader of the project and its
driving force. I also thank all individuals and organizations that
have been involved in this enterprise – an enterprise that seemed
impossible – for their faith, disregard for difficulties, ability
to work shoulder to shoulder and for the present result. I believe
that every visitor will also think with gratitude of the construction
workers, who have done a marvelous job.

To become competitive on the international arena, we sometimes have to
travel abroad and learn there, and it is quite natural. However, there
are some lessons that are to be learned here. Those who built Tatev
were the most spirited architects of their times. The University of
Tatev was one of the most competitive educational centers of its times,
and Saint Grigor of Tatev still remains one of the most brilliant
thinkers of the world. Rebirth of Tatev means the rebirth of Syunik,
hence – competitive Armenia.
