Armenian President Serzh Sargsyan said he is impressed by the
reconstructed chamber of the Armenian parliament, which has become
modern and comfortable for work.

According to him, every parliament member should represent the people’s
will and interests of all groups of population. “We have also chosen
the democratic path of development. And I attach importance to this
choice of our people. Our work should never stop in this field,”
President Sargsyan said.

“The parliament plays an important role in division and balancing of
the power branches. Under conditions of the global economic crisis,
the Armenian parliament shared the burden of taking the country
out of the crisis situation. As a result of joint actions of the
Armenian government and parliament, salaries of teachers were not cut,
pensions were paid on time and the army’s efficiency was continuously
increased,” he said.

Mekhitarist Order member, head of the Armenian, Georgian and Eastern
European dioceses of the Armenian Catholic Church, Archimandrite
Vahan Ohanyan will publish book about Armenians in Ottoman Empire.

“”A relative of mine provided me with 60 000 of photocopies of
documents referring to Armenians and the Armenian Genocide kept in
an archive in Nant, France. In addition to these French documents,
there are also publications of American newspapers,” His Reverence
told a PanARMENIAN.Net reporter.

“The first edition titled ‘Armenians at the Sunset of the Ottoman
Empire’ has been already published, although there are problems with
financing,” he said.

Perished Soldiers Museum in Karabakh hosted a presentation of a book
entitled National Liberation Movement of NKR: 1988-2009.

The book is authored by the chairman of NKR Union of Perished Soldiers’
Families, Galya Arustamyan.

The book portrays the story of Karabakh war through heroic feats of
soldiers who died for liberation of Artsakh.

National Liberation Movement of NKR book features the lives of people
who became witnesses to deportations, bombings and large scale attacks
in a war they were drawn into by Azerbaijan.

The Book of Fame, dubbed so by the author, contains short biographies
and photos of war heroes.

The Armenian-language book, published by Dizak Pluys publishing house
in Stepanakert was released in 5 000 copies, miasin.ru reported.

For the resolution of the Nagorno Karabakh conflict Azerbaijan’s
government should change its policy, first of all, stop threats,
Azerbaijani political scientist Zardusht Alizade told vesti.az.

Azerbaijan should “convince” Armenians of Nagorno Karabakh that living
in Azerbaijan is safe and beneficial, expert said.

“Besides, Azerbaijan should stop propaganda of ethnic hatred through
electronic and printed media as it contradicts our Constitution,”
political scientist said.

Alizade stressed talks should proceed between official Baku and
Stepanakert.

“We should start negotiations with Nagorno Karabakh’s Armenian
community in the person of representatives of NKR authorities, whom we
do not recognize, we should invite heads of NGOs and parties to Baku.”

It’s no use changing OSCE Minsk Group format, according to the expert,
as Minsk Group represents all decisive political players in the
process. He expressed confidence that Turkey will not be involved in
the process of Nagorno Karabakh conflict settlement as Armenia and
Russia will protest against it.

line of contact of Karabakh-Azerbaijan armed forces on October 21
night. Azerbaijani army fired over 270 shots at Karabakh positions.

Azerbaijani party most intensively fired at Seysulan sector, Martakert
region of NKR, firing more than 160 bullets.

Azerbaijan is the most barbaric country in the world, Azerbaijanis
seem to have genetic hatred for everything which is Armenian, Hakob
Simonyan, Director of the Scientific and Research Institute of
Historical and Cultural Heritage of Armenia’s Ministry of Culture,
told reporters in Yerevan.

“I am sure that very few of around 10,000 monuments have been kept.

Azerbaijan deliberately destroys all Armenian monuments in its
territory, at the state level and consistently.”

Touching upon the condition of Armenian churches in Georgia the
expert said Georgia does not destroy Armenian churches but turns
them Georgian.

Armenia’s Ministry of Culture has been informed that Georgia is
set to turn the Surb Yerevman Church of Akhaltsikhe into a Georgian
Catholic center.

Czech “Golden Prague” 47th international cultural TV film festival
was held between October 16 and 20 in Prague, organized by Czech CT
public TV.

Armenia for the first time participated in the festival, represented by
the “Ararat” Armenian cultural TV Channel. The festival is sponsored by
Czech-Armenian businessman Gevorg Avetisyan, MFA press office reported.

On the day of festival opening, October 16, Ambassador of Armenia
Ashot Hovakimyan in his interview to CT TV Channel said that Armenian
“Ararat” TV Channel’s participation in the festival will give the Czech
TV audience an opportunity to get acquainted with the Armenian culture.

On October 17, as part of the festival, “Ararat” presented a film
about its TV programs. The film features Armenian culture with its
different genres. The event was attended by festival administration,
representatives of Czech TV channels, countries participating in the
festival, Armenian community, cultural figures.

YEREVAN, October 22. /ARKA/. Quite large capacity of Armenian economy
is not being used to its full extent now, Tatul Manaseryan, adviser
to the National Assembly Speaker, said at a news conference on Friday.

“Today we have more troubles than achievements,” he said.

Armenian economy, he said, is developing slowly, while shadow dealing
is growing three or four times faster.

According to statistical reports, GDP grew 2.8% in Jan-Sept 2010,
compared with the same period a year earlier, to AMD 2386.7 billion.

Manaseryan thinks that either entrepreneurs or ordinary people don’t
use their free funds or use them wrongly.

He stressed that it would be better to lower interest rates on deposits
and lend the deposited money to businessmen, especially to small-
and mid-scale businesses.

The lawmaker is convinced that high interests on deposits hobble the
development of the real sector of the national economy.

“Now, amid the crisis, when banks use the government funds, including
those borrowed from other countries and international organizations,
the government should dictate rules of the game,” the expert said
adding that interest rates shouldn’t be higher than 5% or 6%.

Otherwise, he said, small and mid-scale businesses will remain
stagnated hobbling the development of the whole economy.

Manaseryan also stressed the importance of using professional abilities
of Armenians living abroad.

“Today we haven’t idea of the economic power of Armenian communities
overseas,” he said.
