Regional states are capable of meeting all their needs and safeguarding
security of the region through expansion of bilateral ties, President
Mahmoud Ahmadinejad said Tuesday.

He made the remarks while meeting the visiting Prime Minister of
Armenia Tigran Sargsian who is currently in the Iranian capital to
discuss issues of mutual interest with senior officials of the country.

President Ahmadinejad said: “Tehran and Yerevan enjoyed positive and
progressing ties, sharing common views to boost bilateral cooperation
in all fields.

The President stressed: ‘The more expanded bilateral cooperation of
the regional states, the more standing would become their mutual ties.’

He added that regional states could restore lasting peace and security
in the region by expansion of all-out relations.

Meanwhile, the Armenian prime minister said that the two capitals
enjoyed enough grounds to boost bilateral economic ties up to the
level of their political relations.

“We can’t say this is a surprising meeting, since the negotiating
process is still on, and Russia is actively involved into the
negotiations,” NA Deputy, Republican Speaker Edward Sharmazanov
told Panorama.am speaking about October 27 meeting among Presidents
Medvedev, Sargsyan and Aliyev in Astrakhan.

According to the NA Deputy before every meeting Aliyev makes
deconstructive statements, but takes every opportunity of the meeting.

“I hope this time Azerbaijan’s President will assume that the
recommendations presented in Saitn Petersburg based on Madrid
papers are the basic focus of the negotiations. It would be better
Aliyev neither leaves the negotiations not organizes diversions,”
NA Deputy said.

According to the Republic Speaker Azerbaijan will not organize another
diversion since after those famous cases Nagorno-Karabakh Defense
Army prepared a good response for them.

“No serious changes should be expected from this meeting, because
Artsakh’s authorities don’t still have any participation to the
negotiations. President Serzh Sargsyan numerously declared that the
status of Artsakh is the most important issue, and Karabakh can’t be
under Azerbaijan’s control and people of Artsakh should rule their

Dutch Authorities Have Shut Down The Bredolab Botnet That Had Infect

DUTCH AUTHORITIES HAVE SHUT DOWN THE BREDOLAB BOTNET THAT HAD INFECTED OVER 30 MILLION SYSTEMS.

The Bredolab botnet, which had infected over 30 million computers
worldwide, has been taken down.

The High Tech Crime Team of the Dutch National Crime Squad announced
it had disconnected 143 servers which were helping run the botnet
and Armenian police have arrested a man believed to be the mastermind.

Investigators determined that the illicit network had the ability to
infect three million computers a month. At the end of last year, the
team estimated that 3.6 billion emails with Bredolab virus payloads
were sent every day to end users.

The criminal operation used services hired in the Netherlands from
a reseller of LeaseWeb – one of the biggest hosts in Europe.

LeaseWeb fully cooperated in tackling the botnet and removing its
activity from its network.

“On request of the Netherlands police we did not take down the botnet
immediately after discovery, but gave the police the opportunity to
investigate and deal a lasting blow to this cyber crime organisation,”
LeaseWeb’s security officer Alex de Joode told IT PRO.

“This is a big success. This is one of the largest botnet
infrastructures dismantled and one of the few times that the botnet
mastermind was also apprehended.”

Cyber criminals had used the botnet to steal financial information
and other carry out other fraud offences.

The Bredolab virus itself can take complete control over an infected
computer and steal data from a user’s system.

It also has the ability to copy, change or delete files and other
information.

“Bredolab is a large family of complicated, polymorphic Trojans,”
explained Mikko Hypponen, chief research officer at F-Secure.

“They have been distributed via drive-by-downloads and email. Bredolab
is known to be connected to email spam campaigns and rogue security
products.”

Hypponen claimed in a blog that 2010 “is becoming a good year in
shutting down big botnets.”

Earlier this year, another mega-botnet in the form of Mariposa was
taken down and the suspected criminals behind the operation were
arrested.

On October 26, Armenian Prime Minister Tigran Sargsyan met with
Iranian President Mahmoud Ahmadinejad in Tehran.

Premier Sargsyan noted that official visit will give an impetus to
intensification of Armenian-Iranian economic relations as compared
with highest level of political relations, RA governmental press
service informed NEWS.am.

The Armenian Premier and Iranian President discussed economic projects
both sides are interested in.

Mahmoud Ahmadinejad stressed that Iran is ready to develop all the
initiatives.

The Armenian Premier also confirmed President Sargsyan’s invitation
to visit Armenia.

The sides pointed out running of joint enterprises, adding that Armenia
can become a bridge to expand ties between Iran and the CIS states.

Tigran Sargsyan highly appreciated his meeting with Iranian Vice
President Mohammad Reza Rahimi, noting that the sides can reach
agreement in all fields of cooperation. In his turn Ahmadinejad
stated that expansion of bilateral relations at the governmental
level will contribute to development of cooperation and friendship
between the states.

Mosque To Be Be Pulled Down Because Of Old Armenian Monastery In Van

The foundation of a new mosque has been laid in the village of
Yukari Bakracli, 10 kilometers of Van. The local residents want the
well-known Armenian monastery Varagavank to be renovated in their
village, and the mosque beside it has to be pulled down.

The head of the village community said that he was initially against
the villagers’ demands. However, the Religious Affairs Department
informed him that the mosque could, if necessary, be pulled down.

The new mosque will be completed in 2012, after which the old one
will be pulled down.

A NEWS.am correspondent talked to the local imam Mehmet Choban. He
said that the renovation of Varagavank requires the displacement of
the mosque, which is now in front of the monastery.

“We addressed a relevant letter. The Van authorities and the Ministry
of Tourism and Culture approved the renovation program. The renovation
work at the church will start next year,” Choban said. He said that
full-scale renovation is planned, similar to that at the church on
Akhtamar Island.

Turkey’s ambassador in London has rejected a European perception that
his country’s relations with countries to the East posed a threat
for the West.

“If Turkey’s vision on the East is seen as a threat for the West,
then this is called purblindness. If the European Union wants to be a
global power, it definitely needs Turkey’s partnership,” Unal Cevikoz
told reporters when responding to questions in a London conference
on Turkey-Azerbaijan relations.

Cevikoz said the EU should develop an understanding that Turkey’s
growing relations with its neighbors in the region was an asset for
the EU itself.

Cevikoz also rejected claims that Turkey’s course of foreign policy
shifted to the East from its traditional western orientations, saying
Turkey aimed at establishing a “zero-problem neighborhood policy.”

Touching on Turkey’s EU prospects, Cevikoz said the Cyprus issue
was one of the obstacles against Turkey’s accession, adding that the
Union “made a huge mistake by saying ‘yes’ to the EU membership of
the Greek Cypriot side, which said ‘no’ to the Annan plan in 2004.”

“However, Turkey should pursue the EU goal with more determination. We
have embarked on this journey 47 years ago and we can wait for a few
more years,” he said.

On Turkey’s relations with Armenia, Cevikoz said Turkey’s efforts
for the normalization process with Armenia had aimed at adding a new
momentum to talks over the Karabakh issue as well as maintaining
a regular and sustainable course of relationship between Ankara
and Yerevan.

“Turkey’s efforts for normalization with Armenia should be considered
within this framework. Nothing can negatively affect the brotherhood
and understanding between Turkey and Azerbaijan,” Cevikoz said.

“Every member of society should work to improve himself in order
to overcome poverty for good,” said the Georgian President, Mikheil
Saakashvili. He was speaking at the joint session of representatives
of the Ministry of Economy and Sustainable Development and the
Ministry of Infrastructure on Friday. “No success can be achieved
in conditions of hopelessness and cynicism, the way we had for so
many years. People even stop dreaming. But now it is time to create
examples of success. Working on even micro-projects is a basis for
new achievements,” the President commented.

Although the world economic crisis is not yet over, Georgia has
some economic growth, Saakashvili noted, adding that the country
“still has a hard period ahead.” He said that increasing inflation
was a major concern as it could harm the most vulnerable part of the
Georgian population. “A mechanism should work at full strength in
order to create prospects for everyone. This should be done within
a year and a half,” the President noted.

Everything that is done should be followed by “multiple effect”,
Saakashvili said at the session. “We need more privatisation and to
attract more investment. We politicians should care about maintaining
political stability, so that there is no fear that tomorrow or the
day after someone will again decide to sit in a cage and intimidate
Georgian society,” the President stated, adding, “Our society has
overcome this stage for good. Now we should continue working in every
direction. We should be always in a good shape.” he added.

In conditions when the cost of food on the world market is increasing
and affects food prices in Georgia, hurting our population, people
might ask what’s the use of building a glass bridge in Tbilisi or
pouring sand on Batumi beach, Saakashvili said, explaining that the aim
of all these investments is to attract more investments in the future.

“For example, if we have 100 million and distribute this money to
the poor in addition to what they already receive, the money will be
exhausted in two months and Georgia will stay without any income in
the future,” he stated, listing investments, infrastructure, tourism,
Georgian products and new businesses in agriculture or other fields
as sources of income for the country. He pointed out, “We should not
forget that every newly constructed road, each tourist or each newly
opened business employs people.”

Everyone including the President and the Prime Minister should be
promoting Georgia, Saakashvili noted. “I am actually no longer of an
age to show off my muscles in the sun, but because it is something
that is broadcast in the international news, yesterday I jumped in
the sea and swam to show that we have prospects for developing coastal
resorts,” he said.

Saakashvili hailed the construction of a new road to
Samtskhe-Javakheti, saying that it has not only infrastructural,
but also political importance. “Javakheti is populated with ethnic
Armenians and Georgian Armenians; however they were completely isolated
from the rest of Georgia [due to road problem]. It was easier for
them to go to Yerevan [than to Tbilisi],” he noted. “Although we sent
Georgian language teachers to that region, the locals showed very
little interest in learning Georgian,” he added, reiterating that the
construction of new road helps the integration of the ethnic Armenian
population with the rest of Georgia.

Georgian Government members should “tighten their belts” in order to
“make a leap forward,” Saakashvili said at the session. “We have chosen
the right idea because whatever we are doing, we do it as best as we
can for future generations,” the President declared.

Nagorno-Karabakh Foreign Ministry reported on October 26 OSCE mission
held a monitoring in the line of contact of Nagorno-Karabakh and
Azerbaijan near Agdam.

The field assistants of the representative of the OSCE
Chairman-in-Office Antal Herdich (Hungary) and Jaslan Nurtazin
(Kazakhstan) held the monitoring from the NK side.

OSCE office coordinator Imre Palatinus (Hungary) and William Prior
(UK) and Christo Christov (Bulgaria) held the monitoring from the
rival’s side.

According to NK MFA ceasefire regime wasn’t violated during the
monitoring. Monitoring mission was accompanied by NK Foreign Ministry
representatives and Defense officials.

Deputy energy minister of Armenia, Ara Simonian stated on October 23
that construction of the Iran – Armenia oil pipeline will be finished
in 2 years. 110 km of the pipeline will be laid on Iranian territory,
while 265 km will be in Armenia. The 8 inch wide pipe should satisfy
Armenia’s demand for oil through until 2037. The next stage of
cooperation foresees building an oil refinery in Armenia. There have
already been negotiations on this issue between the Armenian energy
ministry, Iranian oil ministry and Russia’s GazProm; however so far
there has been no definite decision on the issue.

Currently Armenian-Turkish ties are frozen, political expert Yervand
Bozoyan told the reporters.

According to him the international community has de facto forgotten
about the Armenian-Turkish process and everybody are focused on the
resolution of Nagorno-Karabakh conflict. Hence, the expert underscored
that serious changes aren’t expected in the Armenian-Turkish ties.

Expert said, Turkey found a new method to influence upon the co-chairs
to intensify the resolution of Nagorno-Karabakh conflict. They use
Armenian-Turkish ties in pure diplomatic manners, in order they could
have any role in the conflict resolution.

Turkey is intended to impact on Russia, USA and EU in order they make
their activities over the NK issue more intensive.

Expert concluded the atmosphere in Armenia and Turkey would be changed
and Turkey could open the borders without much noise over it.

“When we’re powerful Turkey makes compromises, when we’re weak Turkey
becomes rude,” expert concluded.
