YEREVAN, NOVEMBER 3, ARMENPRESS: The ensuring of equal gender
rights and opportunities of men and women is important especially in
legislative and governing systems, Karine Achemyan, member of the NA
Armenian Republican Party, said during today~Rs discussion on gender
legislative changes.

According to her, an institute of team work must be developed among
women, as the corresponding experience of different countries proves
that such groups of leader women implement programs very purposefully
and efficiently. And during drafting of the NA bill on gender policy,
according to the speaker, the Armenian outlook must be taken into
consideration.

~SExperience shows that in the countries where women participate
in adoption of decisions, the work is running more efficiently, But
this process must not be artificial: our women must be prepared for
it round by round,~T she said.

Member of the Armenian Revolutionary Federation Artsvik Minasyan
said that the equality of genders is the basis of normal development
of society.

Member of the Heritage Party Larisa Alaverdyan reminded the message
of political figure Indira Gandhi ~V ~SThe biggest obstacle is in me~T.

According to her, the governing is ~Sugly~T there where the role of
the woman is small.

Leader of People~Rs Party Tigran Karapetyan said that the gender
policy must be solved within the global social process. ~SIt is
not subject to discussion, that there is no progress without woman:
there is no life without woman,~T he noted.

October 27Astrakhan statement of the Armenian, Russian and Azerbaijani
Presidents on exchange of captives and the bodies of those killed will
be implemented by Azerbaijan only in part as Azerbaijan is used to
withdrawing its signatures, Karabakh war participant, Artsakh hero,
Lieutenant General Arkadi Ter-Tadevosyan (Komandos) told reporters
today.

“Azerbaijan never fulfills its commitments. It again violated the
cease-fire regime immediately after the trilateral agreement,” he
said. Azerbaijan is not used to implementing the agreement provisions
and what it does is blame Armenia later, he said.

“The international community more believes the Azerbaijani lies than
the reality,” the Lieutenant General said.

Azerbaijan acts as far as its interests go and to please co-chairs
it says it is trying to implement what it is obliged to, while those
are merely “false promises.”

YEREVAN, NOVEMBER 3, ARMENPRESS: The meeting of Armenian Ambassador
Armen Martirosyan with heads of German community organizations was
held October 30 in the Armenian Embassy of Germany.

Press service of the Armenian Ministry of Foreign Affairs told
Armenpress that the works implemented during the year were summed
up, the up-to-date issues and programs of community organizations,
the ways of work coordination were discussed.

The heads of the Armenian organizations briefly presented the spheres
of their activity and the viewpoints in the direction of improving
of cooperation with the embassy.

During the conversation Mr. Martirosyan expressed gratitude to the
heads of the community organizations of Germany for traditionally
displayed support. At the same time Armen Martirosyan presented his
approaches to cooperation of the embassy and community organizations,
pointing out the opportunities of the efficiency increase of the
further cooperation.

He presented Armenia’s position toward Armenian-Turkish relations and
Artsakh issue and called the organizations to be more consistent and
actively cooperate with the embassy in the direction of presenting
Armenia’s position on the two issues in Germany. Discussing the 2011
joint programs, an agreement was reached to combine the organization
of the anniversary events dedicated to the 20th year of Armenia’s
inedepndenec.

Any breakthrough in the Karabakh peace process can be expected only at
the OSCE summit in Astana, Alexander Rahr, Director of the Berthold
Beitz Center for Russia, Ukraine, Belarus and Central Asia, German
Council on Foreign Relations, told NEWS.am.

He noted probably there will be a declarative statement calling on
the sides to find ways to resolve the Karabakh conflict, as world
community cannot turn the scale in favor of certain party. ~SThe
trilateral meeting in Astrakhan showed commitment of the sides to
continuation of peace talks, but unfortunately they are not ready for
mutual compromise,~T the expert stressed, adding that presently world
community is inclined to maintaining the status quo in the Karabakh
conflict zone.

The only way to resolve the Karabakh conflict under present
circumstances is to grant sovereignty to Nagorno-Karabakh, Rahr noted.

~SIt is hard to say when it will happen, as at the moment the sides
have uncompromising positions. It is difficult to forecast when they
will change their stances for the final settlement,~T the expert noted.

YEREVAN, NOVEMBER 3, ARMENPRESS: In response to the Azerbaijani
falsification on the occasion of putting up a monument in Hague
in memory of the victims of the Armenian Genocide, head of the
Hague executive authority Jozias van Aartsen has come forth with a
denying letter: “Unfortunately, in one of authoritative newspapers
() I read that I personally
have refused to place the monument, based on the 20 000 signatures
gathered in the Netherlands and presented by the Azerbaijani-Turkish
Cultural Union (NATCV) against placing of the monument.

I am very sorry for those publications and inform that the signatures
presented in the Netherlands by the Azerbaijani-Turkish Cultural
Union have not been admitted, besides that, the two parties have been
periodically informed about the process of discussions over the issue
both by means of a letter and phone conversations,” he wrote.

The letter also says that the mentioned decision of Hague executive
authority had been adopted before summer, and mentioned that a monument
in memory of Armenian genocide has already been put up in Asen town,
Netherlands in 2001. Nevertheless, the Dutch-Armenian organizations –
the Dutch-Armenian federation and the Commission of Hay Dat are not
satisfied with the arguments of the mayor on not placing a monument
and are currently consulting the further steps.

The Armenia Government has elaborated a concept of housing assistance
to the residents of Artsvashen, who were forcibly displaced during
the military operations on August 8, 1992.

RA Minister of Urban Development Vardan Vardanyan pointed out that at
its Nov. 4 meeting the Armenian Government is to approve the concept.

Under the document, 416 families will be provided with flats in
residential buildings, with the rest 66 to receive financial aid for
purchasing housing.

The forcibly displaced Artsvashev residents, 633 families, mostly
settled down in the Gegharkunik region. To approve the families~R
housing conditions, the RA Government made a number of decisions on
long-term loans or financial aid to them. Despite the measures the
families go on living in uninhabitable dwellings.

reached during the meeting in Astrakhan between the Presidents of
Armenia, Russia and Azerbaijan, on November 4 the citizen of the
Republic of Azerbaijan, who illegally crossed the Armenian border in
2010 will be returned to the Azerbaijani side on the north-eastern part
of the Armenian-Azerbaijani contact line, on the Ijevan-Ghazakh road,
Press and Information Department of the Defense Ministry reported.

In accordance with the norms of international humanitarian law, the
name of the Azerbaijani citizen will not be made public before he is
handed over to the Azerbaijani side.

Ambassador of Armenia to Syria Arshak Poladyan met today with
Health Minister of Syria Dr.Rida Saeed. An official from the press,
information and PR department of RA Foreign Affairs Ministry told
Armenpress that during the meeting the sides discussed the current
state and the prospects of development of the Armenian-Syrian
cooperation in the sphere of healthcare. The sides touched upon the
existing opportunities and potential in the spheres of healthcare
and medicine and underscored the necessity of developing those
opportunities.

During the meeting they reached an arrangement to organize in Yerevan
the next meeting of the working group, formed within the framework of
the Practical Program, signed 2008 in Damascus. Dr. Rida Saeed noted
that in case of a corresponding invitation he will visit Armenia to
study the opportunities of prospects of development of the cooperation.

A lawyer for the family of slain Turkish-Armenian journalist Hrant Dink
has demanded that the court hearing the trial into the journalist’s
killing merge the case of Ogun Samast, the hitman in the murder,
who has been recently sent to trial in juvenile court since he was
a minor at the time of the crime, with the main Dink murder case.

At the 15th hearing of the Dink trial at the 14th High Criminal
Court on Oct. 25, the young man’s defense lawyer, Levent Yıldırım,
reiterated that he had requested that court on Oct. 21 allow Samast
to be tried in juvenile court since he was a minor, 17 years old,
at the time of the incident. Yıldırım, who referred to the “Law
of Amendment to the Counterterrorism Law” asked for a transfer to
juvenile court for his client. Although Guray Dag, a co-plaintiff
lawyer for the Dink family, argued that Samast should be tried with the
other suspects in the same court, the court accepted Yıldırım’s
request. The presiding judge decided that according to the new
Counterterrorism Law (TMK), the current court lacks subject-matter
jurisdiction and separated Samast’s case from the Dink murder case,
ruling that Samast should be tried at a juvenile court.

Fethiye Cetin, a lawyer representing the Dink family, yesterday
submitted a two-page-long petition to the 14th High Criminal Court,
saying that although Samast’s case was sent to juvenile court in
accordance with the new TMK, its legal relationship with Dink’s murder
case means it should be merged with the main case.

Dink was editor-in-chief of the bilingual, Armenian and Turkish, Agos
weekly until he was killed on Jan. 19, 2007. Lawyers representing
the Dink family have long alleged that the murder was the doing of
Ergenekon, a clandestine group charged with plotting to overthrow
the government.

Cetin also recalled that a European Court of Human Rights’ (ECtHR)
ruling has put much of the responsibility for Dink’s murder on the
Turkish state and the judicial system for failing in its duty to
protect the life of the slain journalist and to effectively investigate
his murder. In a long-awaited unanimous ruling, the court also included
a reference to possible links between the murder of Dink and Ergenekon.

>From November 1 “Karabakh Telecom” CJSC has decreased the tariffs
of internet accessibility services. Press service of the NKR Public
Services Regulatory Commission told Armenpress that the application
presented by “Karabakh Telecom” CJSC has been confirmed by the
commission, according to which the tariff of “Dial up” internet
connection with fixed phone lines has been decreased by 34%. The day
tariff has been defined 39 Drams for one hour instead of the former
60, and the night one – 20 instead of 30. Other discounts have been
implemented as well.

According to the press service of “Karabakh Telecom” CJSC, after
obtaining optical cable net, which is intended in January-February
of the upcoming year, the internet quality and speed provided by the
company will be considerably increased. The subscribers making use of
“Light” and “Heavy” tariffs plans will especially feel it.
