“Armenia’s opposition is preparing for the parliamentary elections
of 2012,” Armenia’s former Foreign Minister Alexander Arzumanian said
November 3.

The opposition demands resignation of the president, rather than
dissolution of the parliament. Mr. Arzumanian explains the opposition’s
demand by the acting Constitution: either the president disbands the
parliament or the parliament takes a decision of resignation.

“I do not think that our parliament which consists of half-criminal
elements will demonstrate high political consciousness to dissolve
itself.”

The former FM stressed that the opposition should name a united
candidate in the next elections otherwise “we shall witness the
repetition of 2007 when the opposition took only 21% of votes.”

With regard to the amendments to the Electoral Code, Alexander
Arzumanian said, “To conduct free and fair elections in the country
we need to demonstrate political willpower.”

All political prisoners will be released and internal problems of
Armenia will be solved only in case Serzh Sargsyan resigns and free
and fair elections are held in the country,” he concluded.

Yerevan hosts first Armenian-Emirate business conference, which is
supposed to be attended by Prime Minister Tigran Sargsyan. The head
of Armenian Government received Minister of Foreign Trade of Arabic
United Emirates Shaikha Lubna Al Qassimi on Tuesday, who arrived in
Armenia to attend the conference.

Prime Minister expressed hope that Trade Minister’s visit would
contribute to the development of trade-economic ties between Armenia
and AUE. The officials signified the implementation of necessary
projects in this respect.

AUE Minister said that the delegation includes 40 businessmen and
underscored that all of them are interested in the economic development
perspectives of Armenia and are ready to search and make investments
in different aspects of the economy.

PM Tigran Sargsyan hailed Fly Dubai air company venue to Armenia,
which according to him would greatly contribute to the reinforcement
of the bilateral ties.

Azay Guliyev News.Az interviews Azay Guliyev, a member of the
Azerbaijani parliamentary delegation at the OSCE Parliamentary
Assembly.

Will the “road map” for a Karabakh settlement, which the OSCE is
planning to present to the conflict parties at its summit on 1-2
December in Astana, help to settle the problem?

Azerbaijani society still hopes for a peaceful resolution of the
Karabakh conflict, but as someone constantly involved in OSCE events
and reasonably informed about sentiment within this organization, I
believe that the Astana summit will be ineffective, as the organization
is not yet inclined to force the aggressor to peace. I think the OSCE
summit in Astana will not take even a small step towards solving the
conflict. The reason is that the superpowers which must take this
step are not determined. This is primarily because Armenia is not an
independent state and is backed by some forces. In this situation,
the Karabakh conflict can be settled through consensus between these
powers, on the one hand, and the world community, on the other.

Does this mean that it will not be possible to take any document to
Astana that will promote a resolution of the conflict?

Of course, tough discussions will be held at the OSCE summit and,
if the OSCE summit and its participants find the courage, then the
document they adopt will at least have paragraphs from previous
documents of international organizations on the Karabakh conflict.

In other words, we expect the OSCE document, like earlier documents
adopted by international organizations on Karabakh, to include
paragraphs condemning Armenia for its continued occupation of
Azerbaijani land. We hope that the document adopted at the OSCE
summit in Astana will set time frames for the withdrawal of forces
from the occupied lands. These time frames must allow for the phased
liberation of Azerbaijani land and gradually promote the return home
of refugees and IDPs. The document should say that after liberation
of the occupied lands and return of refugees, the Azerbaijani and
Armenian communities of Karabakh will have to define the legal status
of this region. Of course, all these processes must be executed within
the framework of the territorial integrity of Azerbaijan.

How may the Astrakhan meeting of the presidents of Azerbaijan,
Armenia and Russia influence the Astana discussions on Karabakh?

Russia sought to get the psychological advantage before the OSCE
summit by organizing the meeting in Astrakhan. At the same time,
it showed that Russia can always put pressure on Armenia and get any
decision adopted. This state of affairs is at the same time a message
to other Minsk Group co-chairing states. Therefore, I think the OSCE
summit in Astana will become a specific point in the transition of the
superpowers to the next stage of combat and competition in our region.

This is also proven by the expected visit of French President Nicolas
Sarkozy to Azerbaijan.

How effective is Azerbaijan’s policy in this regard?

Certainly, Azerbaijan’s diplomacy has recently shown the pointlessness
of attempts to put pressure on Azerbaijan from outside. Azerbaijan
shows that it will not make any concessions on the issue of its
territorial integrity.

Is this policy useful?

I believe that when they come up against this Azerbaijani policy
the superpowers will finally take determined action on a Karabakh
settlement, though so far there are no signs or symptoms that these
countries are aware of the need to take such steps. Nevertheless,
this trend has recently been felt among the superpowers’ leaders.

Is Turkey’s active participation in these processes useful?

I believe there is a great need for Turkey’s active participation
in the Karabakh settlement. Turkish diplomacy should step up a gear
before the OSCE summit in Astana. Turkey should help in any way it can
to seize and develop the chance of ensuring the territorial integrity
of Azerbaijan.

Diplomatic sources say that the document that the international
mediators will present at the OSCE summit will mention the need for
NATO peacekeeping troops around Karabakh. How realistic is this and
should Azerbaijan agree with it?

I do not think the location of NATO-led troops in the region is
realistic, since the Karabakh problem is a conflict whose solution
requires the formation of a peacekeeping contingent from among
several troops. These forces are directly or indirectly interested
in resolution, or on the contrary, protraction of this conflict. The
Azerbaijani side can take only a temporary placement of international
peacekeepers on a mixed basis in the conflict area. I think it is
unrealistic to place peacekeepers, formed from among the NATO-led
troops or Russian forces. It is desirable to form the peacekeeping
contingent from NATO-led, Russian and Turkish troops. Though the
latter is a NATO member, I would like to repeat that it is desirable
for Turkey to be represented in the peacekeeping forces.

Kazakhstan’s chairmanship of the OSCE is coming to an end. Has
Kazakhstan been able to do anything to help resolve the Karabakh
conflict?

In reality, Kazakhstan’s chairmanship of the OSCE was a formality.

Kazakhstan does not play a serious role in forming international
policy. Kazakhstan does not have major influence in the world either
that would make the conflict parties take its will or intention into
account. The superpowers sometimes agree on the OSCE chairmanship
of such countries as Kazakhstan, so that the world does not have
the impression that only the big countries lead this international
organization.

Two weeks ago Haykakan Zhamanak daily reported on arrival of 15 FBI
employees in Armenia to disclose details of activities of Armenian
criminal network, arrested in the U.S. The operation was under the
protection of Armenia crime boss Armen Kazaraian nicknamed “Pzo”.

They intend to find out where the criminal group spent the money,
received through Medicare fraud.

Later, the information was officially confirmed. However, the pointed
number of FBI employees was far from the actual figures.

According to the information at the daily’s disposal, a larger
group of FBI officers arrived in Armenia. The aim of their visit is
not officially specified, they act as representatives of different
organizations or under the name of unknown experts or specialists.

“In short, Americans intend to find out the “owners” of the funds
stolen from their country,” the daily concludes.

On November 3, Armenian-UAE economic forum was on the verge of failure
for technical reasons.

During Tigran Sargsyan’s speech it appeared that equipment providing
simultaneous translation was out of order. The Prime Minister stopped
his presentation but equipment was not repaired at once. Tigran
Sargsyan had to invite an interpreter and deliver a speech anew.

However, it was not the only problem. Later it appeared that
headphones were intended only for Arabic guests. As a result, Armenian
journalists covering the event were left without headphones and failed
to understand speeches delivered by the Arabic ministers in English.

The UAE delegation was headed by Foreign Trade Minister Sheikha
Lubna al Qasimi. The delegation involved representatives of Abu
Dhabi economic development department, free zone of Dubai airport,
trade-industrial chamber of UAE, different banks and representatives
of small and medium business. In the course of the forum, Armenia
and UAE signed a memorandum of understanding.

Serzh Sargsyan Visited "Ayrum-Jiliza" Checkpoint

On November 3, Armenian President Serzh Sargsyan visited “Ayrum-Jiliza”
checkpoint in Gegharkunik region of Armenia, the NEWS.am correspondent
reported.

A total of 125 m AMD budget funds were allocated for construction of
a new building with modern equipment and Internet. Works on railway
passenger traffic and cargo transportation are carried out at Ayrum
checkpoint.

Talking to the journalists, Hovik Abovyan, head of Gegharkunik office
of State Revenue Committee, said that due to changes transportation
of goods is done much faster, about 70 carriages with 400,000 tons
of cargo are passing through a checkpoint daily.

Armenian President intends to tour other checkpoints on the border
a well.

Ruben Hayrapetyan, Republican Party MP, businessman and head of the
Armenian Football Federation, neither refuted nor confirmed information
on his appointment to the post of a head of Customs Service.

Talking to the NEWS.am correspondent, Hayrapetyan just advised to
appeal to the sources spreading such rumors. “If information was
spread by certain media outlets, you have to ask them, not me, to
check the veracity of these facts,” he noted.

Certain Armenian media outlets have recently spread reports saying
that the Armenian authorities intend to divide State Revenue Committee
into Tax Service and Customs Service. According to press, head of RA
State Revenue Committee Gagik Khachatryan will be appointed Chairman
of Tax Service, whereas Ruben Hayrapetyan will hold a post of the
Chairman of Customs Service.

TBILISI: Ukraine Assists Azerbaijan Army

Ukraine and Azerbaijan recently embarked on military cooperation
with Ukraine supplying arms to Azerbaijan and helping to maintain
and repair military equipment. Azerbaijan is currently interested in
anti-aircraft equipment as well as the Ukrainian AN type planes.

Belarusian newspaper Narodnaia Gazeta reports that Azerbaijan is the
only country among the 30 counties who signed the conventional arms
treaty to exceed the agreed limits on tanks and artillery. The country
has also increased its 2011 military budget up to USD 3 billion.

According to the conventional arms treaty Azerbaijan is allowed to
have up to 220 tanks, 220 armed vehicles and 285 artillery systems.

Armenian sources report that Azerbaijan has almost twice as many tanks
and armed vehicles as well as artillery systems and that the country
is constantly increasing its armament and modernising its equipment.

Armenian businesses depend largely on imported raw materials, it is
therefore worth introducing innovative technologies in the country
that are compatible with the worldwide consumer market, stated
Dominique Burton, Director General of consulting company McKinsey &
Company during a press conference in Yerevan on October 30. Burton
mentioned that according to compatibility Armenia is rated 97th in
the world; however it has well-qualified personnel and is capable
of improving its situation in chosen priority areas. To enter world
markets however, it should also develop its infrastructure and combat
the extremely high level of corruption in the country. The consultant
also recommended the country invest in the areas of agriculture and
food processing in addition to their healthcare system, water supply,
education and high technology.

The identities of three of the twenty alleged spies detained by
the Georgian law enforcers earlier in October have been revealed,
Interpressnews news agency reported on Monday. Two of them are ethnic
Armenian citizens of Georgia – Armen Gevorkyan and Ruben Shikoyan,
Interpressnews wrote, citing the detainees’ advocate, Nana Tsuladze.

According to the advocate, her clients, the director and the
deputy director of a company that inspects cargo and oil transit,
were detained on October 17 in Batumi and sentenced to two months of
preliminary detention. “The investigation is in progress; the case is
completely confidential,” Tsuladze told the news agency. According to
Interpressnews, Armen Gevorkyan was the head of the Armenian Diaspora
in Ajara during Aslan Abashidze’s term in office.

Later on Monday Interpressnews reported on the identity of the third
alleged spy – Ruslan Galogre, the technical manager of O. Galogre
hotel in Batumi. According to the news agency, Galogre was detained
two weeks ago. This was confirmed by the hotel’s administration;
however it had no information about the possible reasons for Galogre’s
detention. “We are in an uncertain situation. The only thing we
know that he has been moved to Tbilisi and that he has a lawyer,
but we do not know the lawyer’s name,” Interpressnews quoted hotel
administration staff as saying.

The Georgian Interior Ministry has refrained from commenting on the
case. “We can neither confirm nor deny the information spread by the
media,” Head of the Analytical Department at MIA, Shota Utiashvili
told The Messenger on November 1.

Information on the detention of 20 people, allegedly suspected of
spying for Russia, was disseminated by Reuters news agency on October
29, attributing anonymous “Georgian security sources”. According to
Reuters, the detainees, all of them Georgian citizens, were supposed
to have formed a spy network and passed secret information to Russia.

Georgian Interior Ministry officials declined to comment on the
Reuter’s information, promising to make an official announcement at
a special press conference on November 5.

Meanwhile Moscow has denied having any information about the case. “We
do not know anything about the spy scandal in Georgia so far, apart
from the fact that the detainees are Georgian citizens,” Foreign
Minister of Russia, Sergey Lavrov told journalists on October 30.

The Foreign Ministry of Georgia has also declined to give any
comments to the media on the spy case, citing that they do not yet
have any information. Speaking at the regular Monday press briefing,
Deputy Georgian Foreign Minister, Nino Kalandadze said the Ministry
of Internal Affairs is looking into the case. “MIA is processing the
case and the Foreign Ministry currently has no information,” she noted.
