On November 17, Catholicos of All Armenians Karekin II received
Ukrainian Ambassador to Armenia Ivan Kukhta.

His Holiness Karekin II congratulated the Ambassador on the appointment
to the new post and wished him success in his diplomatic mission,
press service of Mother See of Holy Etchmiadzhin informed NEWS.am.

Karekin II and Mr. Kukhta discussed spiritual issues of the two states,
Armenia-Ukraine relations, as well as the development of bilateral
cultural ties. The sides also stressed the important role of the
Armenian community in Ukraine in different spheres of the country.

Armenian Defense Minister Seyran Ohanian insisted on Wednesday that
Azerbaijan has not gained the upper hand in the Nagorno-Karabakh
conflict despite its growing defense budget fueled by soaring oil
revenues.

Meeting with students at Yerevan State University who will soon be
drafted to the Armenian army, Ohanian said Armenia and Nagorno-Karabakh
are successfully “neutralizing” the Azerbaijani military’s numerical
superiority in weapons and personnel.

“We are maintaining the balance of forces vis-a-vis the Azerbaijani
armed forces, not with quantitative data but by raising the qualitative
standards of our armed forces,” he said. “We are enhancing the
combat-readiness and fighting spirit of our armed forces.”

The minister added that the Armenian side is also receiving “modern
weaponry.” He did not elaborate, though.

The remarks came just days after President Serzh Sarkisian warned
that Azerbaijan will be dealt a “devastating and final” blow if it
attempts to resolve the Karabakh conflict by force. Sarkisian issued
the warning as he and Ohanian watched what Armenian officials called
the biggest ever exercises held by the Karabakh Armenian army.

Armenian Public Television reported on Monday that the two-week
maneuvers involved thousands of soldiers, hundreds of tanks and
armored vehicles as well as heavy artillery. It said the tanks and
artillery systems fired more than two thousand live rounds as the
troops simulated an Armenian counteroffensive against Azerbaijan.

Sarkisian admitted that the exercises were held in response to
Azerbaijani President Ilham Aliyev’s frequent threats to reconquer
Nagorno-Karabakh and the liberated territories.

Aliyev’s government announced recently plans for another sharp rise
in Azerbaijani defense spending. It is projected to reach $3.1 billion
next year, a sum exceeding Armenia’s entire state budget. The Armenian
government plans to spend only about $400 million on defense in 2011.

The spending gap is somewhat offset by Armenia’s military alliance
with Russia, which enables it to acquire Russian-made weapons at
cut-down prices or free of charge. A new Russian-Armenian defense
agreement signed in August commits Moscow to supplying Yerevan with
“modern and compatible weaponry and special military hardware.”

“The existing situation allows us to say that the positions of
the Republic of Armenia and the Nagorno-Karabakh Republic have not
weakened,” Ohanian said. “On the contrary, today we have a situation
where our positions have strengthened on both the diplomatic and
military fronts.”

Ohanian also downplayed a recent spate of non-combat deaths and other
violent incidents in the Armenian army ranks, which sparked a public
uproar and led to the sackings and arrests of several dozen servicemen.

“Of course, this is a worrisome issue,” he said, answering a question
from a student. “But analyses conducted in the army and statistics lead
to the conclusion that, on the whole, abuses and other extraordinary
incidents in the armed forces are decreasing, rather than increasing.”

Another student wondered which military structure in the country
is most corrupt. “There is no [military] area where corruption is
particularly rampant,” replied Ohanian. “It all depends on the moral
integrity of the commanders of a particular field. We are making
appropriate efforts in that direction.”

reduction of percent rates of dram credits for small business by 3-4%.

>>From November 15, 2010 to March 1, 2011 Bank VTB (Armenia) will give
credits for small business by annual rate of 14% if the borrower is
registered in Yerevan or his main business is located in Yerevan and
13% – for the borrowers in the regions. Credits in the amount from
4 million to 60 million drams are provided for 5 years.

crediting terms of small business, at the same time assisting the
development of small business in the regions of Armenia. We create
favorable conditions for the development of business of our clients
exempting them from currency risks”, said the Head of Retail Business

Establishment of new committee on ethics will allow to more efficiently
struggle against corruption in Armenia, said Armenian Prime Minister
Tigran Sargsyan.

Government of Armenia initiated establishment of new committee on
ethics which will control the activity of 500 high officials.

“The new committee should follow that activity of these high officials
corresponds the requirements of Armenian legislation. Information on
detection of any violation (abuse of power for personal purposes,
etc.) will be subject of public discussions”, said Sargsyan during
the meeting of students of State Engineering University of Armenia.

These 500 high officials have to submit declarations mentioning their
interrelated persons which will be included in the Internet site of
the new committee on ethics. Thus, their activity will be under the
control of the society.

“Committee members should be officials having the trust of our
society”, said Sargsyan.

Implementation of this project should take place before Parliament
elections 2012. In its result, people wanting to deal with state and
political activity and not business should be included in the newly
elected Parliament.

being held in Moscow, Russia from November 16 to 18, 2010. After 15-28
rounds held yesterday Levon Aronian ranks first at the Championship.

Then come Magnus Carlsen (second) and Teimour Radjabov (third).

20 chess players, including Carlsen, Kramnik, Grischuk, Mamedyarov,
Radjabov, Gelfand, Ponomariov, S. Movsesian and other top grandmasters
are participating in the championship.

The tournament is being held with a round-robin system (total –
38 rounds). For each game the opponents are given 3 minutes, plus 2
seconds for every move.

Iranian president Mahmoud Ahmadinejad considers that the settlement of
Nagorno-Karabakh conflict is possible on conditions of negotiations,
justice and mutual respect.

“The peoples of the region must live in peace and friendship. We
are neighbors; we can not ignore our neighborhood. This is
geography and history. If we try to resolve own problems fairly and
friendly, solutions will be found to all problems. The settlement
of Nagorno-Karabakh conflict is also possible on conditions of
negotiations, justice and mutual respect”, Iranian president Mahmoud
Ahmadinejad said in his interview to Azerbaijani TV channel “Lider”.

Iranian president pays a two-day visit to Azerbaijan, November 17-18.

He is to hold bilateral negotiations with the country’s governance and
to take part at the summit of the Caspian littoral countries’ leaders.

Over 230 people attended the speech on free software and freedom
delivered in Yerevan by Richard Stallman, the founder of Free Software
Movement.

Free software is not a technical but a socio-economic and ethic issue,
according to Mr. Stallman, a fierce opponent to proprietary software.

~SIf government is using proprietary software – it’s a disaster… like
inviting the CIA for couple of days,~T he said.

During the lecture, Mr. Stallman auctioned a gnu toy, selling it for
AMD 65 thousand ($180).

As he noted in a conversation with a PanARMENIAN.Net reporter, ~Sin
general former communist countries do not take up free software very
much. When the soviet union fell, in Russia and mostly in Eastern
Europe too people were only interested in how they could make money.~T

~SNow it~Rs starting to change. In China there is a free software
movement and it seems to be a lot of enthusiasm in Armenia. Places
where there is a tremendous demand for free software are South America
and India and in some European countries ~V Spain or France,~T he said.

Understanding.

are a major human resource for development, positive social change

The musical project of Vordan Karmir and An Gordonach! is aimed at
raising public awareness about the importance of youth involvement
in social processes. The international artistic cooperation of a
well-known band from Armenia and a newly-formed Scottish group will
be an earnest example for young people of the ability to act, create

On November 15-19, Nairobi (Kenya) is hosting the 5th sitting of
the intergovernmental committee of states parties to the UNESCO
Convention for the Safeguarding of the Intangible Cultural Heritage. 47
nominations have been put on its agenda, including a nomination of
the Republic of Armenia: “Symbolism and Craftsmanship of Khachkar –
Armenian Cross-stone.”

However, this time Azerbaijan again could not stand aside, making
another attempt of politicizing the matter.

The press service of the RA Ministry of Culture reported that on
November 16 an Azerbaijani representative demanded to amend the
Armenian nomination as follows: “Symbolism and Craftsmanship of
Armenian Khachkar – Armenian Cross-stone. Thus, he attempted to
prove that khachkar craft belongs not only to Armenians, i.e. it
is typical also for the Caucasian Albanians, whose successors are
allegedly Azerbaijanis.

To appeal against Armenia’s nomination, an action was organized at the
initiative of the Azerbaijani government, during which representatives
of Azerbaijani communities of various countries sent 143 letters to
UNESCO Director-General Irina Bokova, urging her to prevent acceptance
of the nomination.

Armenia’s representative, Deputy Minister of Culture Arev Samuelyan
noted for her part that the stance of the Armenian side is clear. She
urged not to politicize the matter and refrain from considering
topics, which have no relation to discussion of values expressing
national identity.

The intergovernmental committee accepted all the other nominations
and offered to postpone consideration of the Armenian nomination
until November 17. At the same time, UNESCO offered to organize
negotiations between the Armenian and Azerbaijani parties to find an
acceptable decision.

As a result of long discussions, the intergovernmental committee has
not considered statements of the Azerbaijani side and accepted the
Armenian variant of the nomination: “Symbolism and Craftsmanship of
Khachkar – Armenian Cross-stone.”
