The government of President of Azerbaijan Ilham Aliyev has stepped up
the pressure on critics of the government and independent organizations
in the country. In Azerbaijan, the situation with the human rights
in comparison with previous years is growing worse. This is stated
in the article written by Jodie Ginsberg, published on the website
of the international human rights organization “Index on Censorship”.

As it is noted in the material, in the number of gross violations of
human rights in Azerbaijan are include the prosecution of journalists,
political opponents, the pressure on civil society. Over the past
few months, many well-known Azerbaijani and human rights activists
have been arrested on various charges. The article notes the names
of human rights activist Leyla Yunus and her husband Arif Yunus,
a journalist and human rights activist Rasul Jafarov, lawyer Intigam
Alliev, journalist Seymour Hazy.

As it is written in the Azerbaijan’s last independent newspaper
Azadliq, was forced to suspend printing in July because of financial
pressures from the government. Azerbaijani authorities want at all
costs to crush the authoritative voice of the opposition media. The
author recalls the story of journalist Khadija Ismailova, who has
become the target of attacks of government for his journalistic
activities. Ismailova is the author of a number of journalistic
investigations on corruption in the highest echelons of power in
Azerbaijan, the article writes.

“According to the international observer mission, the October 2013
election “was undermined by limitations on the freedoms of expression,
assembly and association”, with “significant problems” observed
throughout election day. Transparency International has called Aliyev’s
government the most corrupt in Europe. Baku is preparing to host the
first ever European games, what will happens then?” the author wonders.

“Index on Censorship” also writes that on September 17 in London,
outside the offices of British Petroleum (BP) – the largest operator
of oil production in Azerbaijan- protest was held under the slogan
“Stop supporting repressions in Azerbaijan.”

This week marks the anniversary of the signing of the Contract of the
Century, when BP began its 20 year relationship with the Aliyev clan.

Ilham Aliyev, with considerable power and money, facilitating the
country’s repressive regime and hampering democracy.

The organizers of the protest say there are currently 98 political
prisoners being held in Azerbaijan and the threat of arrest others
is also high.

“We’re here today in solidarity with Azerbaijani civil society who
are calling on BP to raise the case of the 98 political prisoners in
Azerbaijan and also to drop their sponsorship of the 2015 Baku European
Olympic Games,” told Emma Hughes one of the organisers of the protest.

The political decision on Armenia’s membership in the Eurasian Economic
Union (EEU) is practically made, with only technical matters still
needing a finalization, according to a Belarusian expert.

At news conference in Yeervan, Alexander Shpakovski said the founding
member states of the Russia-led bloc have already given their consent
to the country’s membership bid.

Asked whether he believes that the membership treaty will be signed
on October 10, the expert said he finds that the most likely scenario.

“If the document’s signing isn’t rescheduled due to the technical
reasons,” Shpakovski replied. “But its impact is not going to be
that serious, so the Armenia will soon be able to benefit from all
the positive impacts that the EEU envisages.”

Addressing the topic, Alexander Sitin, a leading researcher from the
Russian Institute for Strategic Studies, also said that he does not
see any reason for the contrary scenario.”I think Armenia will accede
to the EEU. The delay is a technical issue, so there is absolutely no
serious reason. If the meeting does take place, I think the document
will be in most likelihood signed,” he noted.

The expert further dismissed the reports about the founding member
states’ disagreements over Armenia’s membership issue. He said that
all the three countries (Russia, Kazakhstan and Belarus) have hailed
Armenia’s decision.

Asked what country will be the next to join the bloc, Sitin said he
believes it will be Kyrgyzstan. But he recommended against making
haste.

LA FAMILLE D’UN PRISONNIER ARMENIEN PORTE PLAINTE DEVANT LA CEDH CONTRE L’AZERBAIDJAN

La famille de Mamikon Khojoyan, un citoyen armenien qui mourut peu
de temps après avoir ete libere de captivite en Azerbaïdjan, a depose
une plainte auprès de la Cour europeenne des droits de l’homme (CEDH)
contre l’Azerbaïdjan vient d’annoncer une ONG locale.

Les trois enfants du resident de 77 ans du village a la frontière
de l’Armenie de Verin Karmiraghbyur ont depose la plainte, avec le
soutien de la Fondation contre la violation de la loi (FAVL).

Khojoyan, qui souffrait d’un trouble mental, s’etait egare dans le
territoire azerbaïdjanais a la fin de Janvier et a ete apprehende
par les forces azerbaïdjanaises comme un > armenien,
une allegation pour laquelle les autorites de Bakou ont meme ete
ridiculises par les medias locaux. Plus tard, Bakou a dû admettre que
l’homme etait un civil et avec la mediation du Comite international
de la Croix-Rouge Khojoyan a ete rapatrie en Mars.

Après sa liberation Khojoyan subi un examen medical qui a revele des
traces de torture. L’homme est decede en mai.

Maintenant, la famille de Khojoyan exige que le gouvernement
d’Azerbaïdjan soit poursuivi en vertu des articles 2, 3, 5, 13 et 14
de la Convention europeenne des Droits de l’Homme, qui interdisent
le meurtre, la torture, les traitements inhumains et la discrimination.

En outre, ils demandent a la CEDH de reconnaître des cas similaires
de civils armeniens tortures en Azerbaïdjan, y compris ceux de Artur
Badalyan et Karen Petrossian.

Ce dernier, selon des autorites azerbaïdjanaises, est mort d’une
insuffisance cardiaque. Peu de temps avant qu’il ait ete humilie
et malmene par ses ravisseurs devant les cameras. La video a ete

La Cour europeenne des droits de l’homme a demande a l’Azerbaïdjan
de donner une explication de sa > rapporte la Fondation
contre la violation de la loi (FAVL).

Le 10 Septembre, un groupe de travail representant la famille de Karen
Petrossian, un civil armenien tue sous la garde de l’Azerbaïdjan, a
demande a la Cour europeenne des droits de l’homme (CEDH) d’intervenir
conformement a la règle 39 du Règlement general de la Cour. L’appel
demande a l’Azerbaïdjan de faire revenir immediatement les restes de
Petrosyan a sa famille dans un etat digne.

Le groupe de travail est compose d’experts dans le domaine du droit
international des droits de l’homme qui representent les interets de la

et devant la CEDH. Les avocats Kristina Gevorkyan, Ara Ghazaryan et
Vahe Grigoryan, ainsi que les defenseurs des droits de l’homme Larisa
Alaverdyan et Artak Zeynalyan, representent la famille devant la CEDH.

En reponse a la demande des representants de la famille Petrossian,
la CEDH a interpelle le gouvernement de l’Azerbaïdjan, le 12
Septembre, demandant

L’Armenie sera en mesure de renforcer ses liens avec l’Union
europeenne, meme après son adhesion prevue avec l’alliance russe
dominee par les anciennes republiques sovietiques, a declare un haut
responsable polonais lors d’une visite a Erevan hier.

“Nous sommes tout a fait sûr que l’Armenie et l’Europe, nous nous
rapprocherons l’annee prochaine”, a declare le sous-ministre des
Affaires etrangères de la Pologne, Tomasz Orlowski.

Orlowski a declare a cet egard que Bruxelles et Erevan identifieront
des “objectifs communs” lors du prochain sommet de l’UE sur le
programme du Partenariat oriental qui se tiendra dans la capitale
lettonne en 2015.

Orlowski, dont le pays est un principal soutien du Partenariat
oriental, a parle d’une “nouvelle entente” qui, dit-il, est due a
une volonte de l’Union europeenne.

Le diplomate polonais a rencontre le ministre des Affaires etrangères,
Edouard Nalbandian, mardi dans le cadre des consultations regulières
tenues par les ministères des Affaires etrangères armenien et
polonais. Le service de presse de Nalbandian a declare que les liens
de l’Armenie avec l’UE dans le cadre du Partenariat oriental etaient
a l’agenda de la reunion.

“L’Armenie continue sur la meme ligne : elle est toujours interessee
pour tracer sa propre voie pour collaborer avec l’Europe”, a declare
Orlowski.

Il a dit que l’Union europeenne, pour sa part, a decide d’adopter une
approche plus differenciee des pays du partenariat oriental. “Un an
après, nous avons realise que nous devons tenir compte de la situation
très particulière de chaque pays”, a t-il dit.

On September 18, an Armenian soldier, Mher Hakobyan, 24, died of a
gunshot wound after being shot by Azerbaijani forces in a frontline
position of a military unit in the southern direction of the Line
of Contact of Nagorno-Karabakh’s and Azerbaijan’s troops, the NKR
Defense Ministry said.

An investigation is underway.

The NKR Defense Ministry shares the grief of the loss and extends
sympathy to the family, relatives and fellow servicemen of the soldier.

AMERIABANK’S LENDING TO ARMENIA’S ALTERNATIVE ENERGY SECTOR TOTALS AMD 17 BILLION IN JAN-JUNE 2014

YEREVAN, September 17. /ARKA/. Ameriabank’s lending to Armenia’s
alternative energy sector totaled AMD 17 billion in the first half
of this year, Gagik Sahakyan, the Ameriabank director in charge of
relations with corporate clients, told journalists on Wednesday.

“We are ready to implement long-term programs in this area and embark
on risky projects, since this area depends on administrative risks
to a lesser degree; it is free from shadow dealings and prices here
are fixed – this allows long-term planning,” he said.

Sahakyan said the bank shows interest in mining industry and a very
quick reaction to market changes.

“In particular, Russia’s decision to ban imports of certain foods
from USA and EU has spurred demand for lending from Armenian companies
making agricultural products,” he said.

In his words, there is a quite large portfolio in this area and an
interesting export potential, which monetizes quickly – in eight or
nine months.

Sahakyan said sanctions will be in force at least for several months,
and this allows the bank to put special emphasis on food and processing
industries and agricultural products.

Ameriabank is a universal bank that provides investment, corporate
and retail banking services in the form of a comprehensive package of
banking solutions. It is the first investment bank in Armenia that has
been providing a wide range of innovative banking services since 2007.

The bank’s assets as of July 1, 2014 amounted to 342.7 billion drams
(an 8.8% growth from the beginning of the year), its liabilities stood
at 302.5 billion drams (up 9.48%) and capital – at 40.2 billion. drams
(up 3.9%). The bank earned 2.8 billion drams in profit in the first

President Sargsyan Leaves For Vatican

Armenian President Serzh Sargsyan is to make an official visit to
the Holy See (Vatican) on September 18. Press service of Armenian
President informs about this.

In Vatican Serzh Sargsyan will hold a private meeting with Pope
Francis followed by his meeting with Vatican’s Secretary of State
Cardinal Pietro Parolin.

The Armenian President is going to take part in the opening of the
photo exhibition “A Fable of the East: Christianity in front of the
challenges of the new millennium” at Vittoriano Museum Complex where
he will make a speech.

The president will also visit Saint Bartholomew Church whose chapels
contain records of Christian martyrs, including those of the Armenian
Genocide. Serzh Sargsyan will lay a wreath at the main sacristy of
the church and will pay tribute to the memory of the martyrs.

On his visit Serzh Sargsyan is to visit permanent exhibition halls
of medieval Armenian cross-stones at the Vatican museums.

Other meetings will also be held with the representatives of the
Christian lay community of Sant’Egidio and the cardinals of the Roman
Curia (administrative apparatus).
