Ukraine supports OSCE Minsk Group efforts towards the resolution of
Nagorno-Karabakh conflict, Ukraine’s Foreign Minister Constantine
Grishchenko told his Armenian counterpart Edward Nalbandyan during
a phone call.

According to Ukrainian Foreign Ministry message, Foreign Ministers
had a phone call yesterday on November 17.

“The Ministers have discussed bilateral issues of urgent character,
they discussed Astana hosted OSCE summit, etc.”

According to the source, Armenian FM told his Ukrainian counterpart
about the on-going process over the NK conflict. Minister Grishchenko
expressed hope that long lasting and mutual resolution would grant
prosperity and stability to the region.

“In this respect, Minister Grishchenko expressed his support towards
the OSCE MG efforts to settle the conflict based on international
norms and principles.”

Armenian ICT companies had much success in the ICT Development and
Cyber Security Event GITI 2010 held between November 10 and 12 in
Tbilisi, Georgia. The Armenian delegation included 13 Armenian ICT
companies led by the Union of Information Technologies Enterprises.

Members of the delegation shared their impressions and told about
their achievements at a press conference in Yerevan.

Armenian ICT private sector was represented by Arminco, iDram, Spyur,
Lime Tech, CHS Vericel Service, Universal Systems, Shirakinfo, SPMS,
X-Tech, Essential Solutions, Actrade Soft companies and state sector
by the Office of Introduction of Electronic Management Infrastructures.

Managing Adviser at the Union of Information Technologies Enterprises,
UITE Expo Director Vahan Hovsepyan said that representatives of the
Georgian Armenian community, Embassy of Armenia in Georgia visited
the Armenian pavilion and offered cooperation.

The Armenian delegation won awards in 14 out of 5 nominations in GITI
2010. X-TECH won Best Multimedia Solution award for DIGITEC EXPO 2010
multimedia CD featuring all companies participating in GITI 2010,
information concerning them. LimeTech won the Best Integrator of
the Year award. It presented State Revenue Committee information
pavilion having many innovations. iDram company won Best Complex
Business Solution award, EKENG company Best IT Project Offer award,
Essential Solution company Best B2B Solution award.

UITE Expo Director Vahan Hovsepyan said that Armenian companies
winning awards in 4 out of 6 nominations in the private sector showed
Armenian ICT private sector’s potential and eSignature and Mobile ID
solution of EKENG company, the only representative of state sector,
won international jury prize.

Note that the Armenian delegation was co-funded by D-Link, USAID/Caps,
USAID/RCI. USAID/Caps also provided special advisory services while
dealing with target consumers.

Managing Adviser at the Union of Information Technologies Enterprises,
UITE Expo Director Vahan Hovsepyan met with his Georgian and other
foreign partners, including those from Albania, Bulgaria, Macedonia,
Moldova, Ukraine and Latvia, as part of the ICT Development and Cyber
Security Event GITI 2010 held between November 10 and 12 in Tbilisi,
Georgia. Many of the event participants accepted the invitation of
the Union of Information Technologies Enterprises to participate in
the Digitec Business forum due in 2011 June.

“The aim of our visit to Georgia was to properly present Armenian IT
sector, to gain new partners, to get acquainted with all possible
ways for attending regional IT events. Unless we show that Armenia
is a reliable partner, we will never meet adequate attitude,” UITE
Expo Director Vahan Hovsepyan said stressing that the state should
also play an important role in this issue.

“IT private sector needs state support, and it would be dishonest
not to support the sector having huge capacities across the South
Caucasus and Eastern Europe,” V. Hovsepyan said.

The Armenian delegation also visited the Embassy of Netherlands in
Georgia and discussed cooperation in Armenian private sector with
Netherlands government MMF, PSI economic cooperation programs, Nuffic
educational program, ORIO state cooperation program.

Note that the Armenian delegation was co-funded by D-Link, USAID/Caps,
USAID/RCI. USAID/Caps also provided special advisory services while
dealing with target consumers.

TBILISI: Georgia Is Not Selling Main North – South Gas Pipeline

The Georgian government does not plan to sell its main gas pipeline
connecting Russia with Armenia via Georgia. The press service of
Georgian PM spoke about this on November 16, stating that although
many countries might be interested in buying this asset, it does not
mean that Georgia will be selling it.

SOCAR president Rovnag Abdulaev stated on November 13 that his
company is ready to either buy or manage the pipeline. It is worth
remembering that in July this year, the Georgian parliament excluded
this pipeline from the list of strategic projects, therefore it could
have been privitised and sold. The possible sale of the object created
concern in Armenia, which of course did not want Azerbaijan to become
the owner of this strategically important pipeline.

Alexei Malashenko I think Karabakh conflict is eternal conflict, said
member of scientific board of Moscow Center of Karnegie, political
scientist Alexei Malashenko.

‘I think the Karabakh conflict is among eternal conflicts. This is
rather a process. It is impossible to settle it to meet all parties
including Nagorno Karabakh in the nearest future. Movement towards
solution is important here and it must be based on mutual concessions.

But now as we see mutual concessions are made and then taken away’,
Malashenko said.

He noted that the Karabakh conflict will naturally be discussed
in Astana: there will be much noise but nothing significant should
be expected.

‘The matter is that the talks about the resolution of the conflict
have been heard long before but still no changed’, Malashenko said.

“Armenia-Russia strategic partnership relations are very
comprehensive including cooperation in military-political, economic,
science-education and other fields. The meetings of Serzh Sargsyan
of Armenia and Dmitry Medvedev of Russia are surely certain impulses
for the implementation of practical steps and settlement of problems,”
NA deputy, member of Republican Party Artak Zaqaryan told Panorama.am
referring to Sargsyan-Medvedev meeting.

According to the deputy Russia is a country of Caucasus region and
has certain interests in Southern Caucasus, this continues intensified
efforts towards the settlement of regional conflict.

“Being OSCE Minsk Group co-chairing state, combining efforts with USA
and France, on the eve of OSCE summit as well as before RF President’s
Baku visit, Presidents had a meeting of preparatory phase regarding
NK conflict discussion in Astana,” Zaqaryan said.

To Panorama.am question how the deputy could comment on Dmitry
Medvedev’s statement that “contacts between our states and heads
of the states are of primary character,” Zaqaryan said: “It means
Armenian-Russian strategic relations are getting advanced in the
frames of bilateral interests and priorities.”

The United States has not made sufficient efforts to resolve the
Nagorno-Karabakh conflict, Azerbaijan’s Consul General in Los Angeles
Elin Suleymanov said.

“Where we actually have a concern is that the U.S. is not showing
enough effort on bringing about a peaceful settlement to Armenia. We
believe the U.S. can do more and should do more in pressuring Armenia
to help us find a solution to the conflict,” Suleymanov said in an
interview with the Arizona Daily Wildcat.

Regarding the Azerbaijani-American cooperation, he noted the strategic
nature of the relations between the two countries.

“Our troops are in Afghanistan and we have fought alongside U.S.

troops in Iraq. Azerbaijan was one of the first nations to offer its
support after 9/11,” Suleymanov said.

“Azerbaijan and the U.S. have a very close relationship,” he said. “I
think we can never be too complacent. But, we need to work more to
make it happen.”

America has no ambassador in Azerbaijan for over a year, and that is
not a healthy situation, he said.

The post of U.S. Ambassador in Baku has been left vacant since
the previous ambassador, Ann Derse, left it in connection with the
completion of her term in July 2009.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

SANTA MONICA, Calif.

Hundreds of Armenian taxi drivers here are in danger of losing their
jobs, after the City Council last week approved a controversial
ordinance limiting the number of taxi franchises in the city.

The ordinance was proposed after residents complained about high
cab fees and poor customer service. A recent study also found that
the large number of taxis was preventing the city from reducing
vehicle emissions. The ordinance, which goes into effect in January
2011, grants only five companies-Bell Cab, Independent Taxi Owners
Association, Metro Cab Company, Taxi! Taxi! and Yellow Cab-the right
to operate within Santa Monica.

Thirteen companies had applied for the taxi licenses. None of the
six companies owned or operated by Armenian-Americans were selected,
a decision that is expected to have an economic impact on some 300
families.

The drivers and Armenian-American organizations say the ordinance
is unfair.

“We have suspicions of discrimination,” said Nora Hovsepian, an
attorney and a member of the board of directors of the the Western
region of the Armenian National Committee (ANC). “We’re not accusing
anybody of anything right now, but the more information we get about
the selection process, the more it gives credence to those suspicions.”

Serouj Aprahamian, executive director of the Armenian Youth Federation
(AYF), was looking for transparency into the selection process.

“There’s no explanation that’s been given,” he said. “This is [the
drivers’] livelihood. If they can’t work here, they have nowhere else
to go.”

A large number of recent immigrants from Armenia are employed by
taxi companies. Thirty-five percent of Yellow Cab’s drivers are of
Armenian descent, according to Marco Soto, public affairs director
for the Administrative Services Co-op, which represents Yellow Cab
of Los Angeles.

Mesrop Injyan was one of the drivers protesting at City Hall and
looking for answers. After winning a green card lottery, he immigrated
to Los Angeles five years ago and started driving a cab.

“They are putting us out of work,” he said in an Armenian-language
interview with Ianyan Mag, an independent Armenian publication. “We
have been asking them what the selection criteria was, what basis
the companies were selected on, and as of now we haven’t received an
answer. It’s like if you’re playing basketball and the game ends,
and you say, ‘This team wins, and this team loses,’ and I ask why,
and you say, ‘That’s just the way it is.'”

The proposals were evaluated by a five-member inter-agency committee,
including representatives from the city’s Finance Department, Office
of Sustainability and the Environment, the Police Department and the
City of Los Angeles Department of Transportation Taxicab Regulation
Division.

The criteria included the proposed business plan; fleet composition
(the number of vehicles that met low-emission standards); local
preference; character of the operators’ owners, including criminal
records; discount fares for seniors, as well as driver training.

According to a memo issued after the City Council vote, “The evaluation
committee was unaware of the specific race, ethnicity or nationality
of individuals linked to specific taxicab companies until such race,
ethnicity or nationality was pointed out by outside individuals and
organizations subsequent to the evaluation process.”

It wasn’t just Armenian-owned companies that felt they were being
treated unfairly.

Euro Taxi, also denied a franchise, was represented by the Latino
Business Association and South Bay Latino Chamber of Commerce, and
strongly opposed the staff recommendation.

Ellen Poghosyan, president of V.I.P Yellow Cab, pleaded with the
council to reconsider its decision: “Just give us a chance.” She
noted that V.I.P was the only company that served Santa Monica 24
hours a day, seven days a week.

with his parents eight years ago. Now 25 years old and a U.S. citizen,
he predicts that the council’s decision will have disastrous results
for Armenian families.

“The economy is so bad that you can’t even save money,” said Karapet
Torosyan, who came to the U.S> eight years ago with his parents and
works for V.I.P. “You’re working to barely support your family.”

Many Armenians chose the profession of taxi driving out of necessity.

“It doesn’t seem to me that there is anyone in our Armenian community
who is happy driving a taxi, but people still have to work,” Injyan
said. “It’s clear that this isn’t a very good job, but it’s what
it is.”

“We came here to have a better life,” he added. “How can you survive
in America without working?”

The head of the Nuclear safety state committee in Armenia,
Ashot Martirosian, stated that no nuclear power station could be
built without international expertise, therefore he expressed his
support for the US initiative to cooperate in Armenia’s new nuclear
power energy station. Martirosian even proposed a plan of options
for different countries to participate in the construction, which
envisages involving Russian, American, German and Japanese companies
in the construction activities.

Initially, it was considered that Russia and Armenia would jointly
build a nuclear power station.
