people mean a joint dream of having a powerful and strong homeland,
Armenian Prime Minister Tigran Sargsyan told today journalists, adding
they have forever connected that dream with Tigran the Great, as they
have received potential from him. Thanks to it we have revealed in
our history such attractiveness and strength that has always inspired
our people to fight for restoration of independent state system.

“Tigran the Great has always inspired us, and today, too, it is
splendid occasion to refer to the history of the great king, to take
lessons from it and open new windows to future,” the Prime Minister
stressed.

Within the framework of the events dedicated to the 2150 anniversary
of Tigran the Great a showing of documentary film will be organized
December 3 at the National Art gallery of Armenia and children’s
exhibition will open December 8 at National Aesthetic Center. All the
events will be conducted under the high patronage of Armenian Prime
Minister Tigran Sargsyan.

Armenian Premiere Minister partook today in opening ceremony of the
exhibition devoted to Tigran the Great 2150th anniversary.

The events devoted to the Armenian great king Tigran the Great are
holding under Armenian PM’s high favor. Armenian Defense Minister
Seyran Ohanyan, bishop Navasard Kjoyan also took place in the opening
ceremony, press service of Armenian Government reports.

The head of Armenian Government walked around the halls, looked
at the paintings, sculptures. The best work will be awarded with
“Vardkes Surenyanc 150” medal.

Tigran Sarsgyan noted while answering to the journalists’ questions:
“Now celebrating Tigran Mets 2150th anniversary, we aim to realize
the role of Tigran Mets for our nation and history. Saying Tigran
the Great we mean the idea of huge and strong motherland which always
has been tied with Tigran the Great.”

Tigran Sargsyan underlined the example of Tigran the Great always
has given strength to our nation to struggle.

Armenian PM also rated the fact the ancient city Tigranakert in
Artsakh is being excavated by Armenian professors.

Azerbaijani President Ilham Aliyev has harshly criticized Armenian
policy on Karabakh in his address to the OSCE summit in Astana.

Azerbaijan has the impression that Armenia wants to maintain the
status quo on Karabakh, he told the summit’s plenary session.

“Instead of conducting talks in an atmosphere of good will and in
the interest of finding a resolution of the conflict in the near
future, Armenia prefers to follow a path of escalating the conflict
with unpredictable consequences,” President Aliyev said, according
to Interfax-Azerbaijan.

Armenia “constantly breaks the ceasefire regime, conducts military
exercises in the occupied territories, tries to change the historic
names of occupied towns and villages, illegally resettles the
civilian population in the occupied territory, all in an attempt to
make the situation irreversible and the peace process pointless”,
the Azerbaijani leader continued in a hard-hitting speech.

“Armenia’s behaviour during negotiations gives us the impression
that Armenia does not seek peace, does not seek the liberation of the
occupied territories and most probably wants to maintain the status
quo for a long time and to render the talks process pointless,”
Aliyev said.

The OSCE is the body mediating a settlement to the Karabakh conflict
through its Minsk Group, co-chaired by France, Russia and the USA.

“The OSCE Minsk Group was created in 1992. Talks have been held within
its framework for nearly 20 years but without result,” Ilham Aliyev
told the summit.

“We are ready to continue talks and come to completion in the shortest
possible time and also to reach a result that will be based on the
norms and principles of international law as part of the territorial
integrity of Azerbaijan,” he said.

The remarks pretty much put an end to hopes that the Azerbaijani
and Armenian leaders might make progress at the summit on a Karabakh
settlement.

Diplomatic sources in Astana are reporting that the two presidents will
not, after all, meet at the summit, according to ANS TV’s correspondent
in the Kazakh capital.

The three Minsk Group co-chairs and Russian President Dmitriy Medvedev
in particular held many rounds of talks with the sides in the run-up
to the summit.

The outlook was already not good earlier in the day on Wednesday. The
heads of delegation of the three OSCE Minsk Group co-chair countries
and the Azerbaijani and Armenian presidents said in a statement that
they had agreed “that the time has come for more decisive efforts to
resolve the Nagorno-Karabakh conflict”, not quite the breakthrough
that some had been hoping for.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims on the Azerbaijani territory
of Nagorno-Karabakh. Armenian armed forces occupied a swathe of
Azerbaijani territory from 1992, including the Nagorno-Karabakh
region and seven surrounding districts. Azerbaijan and Armenia signed
a ceasefire agreement in 1994 but no long-term peace agreement has
been reached.

The nub of the conflict remains unresolved – the competing claims of
territorial integrity, which Azerbaijan insists takes precedence in
the case of Karabakh, and self-determination, which Armenia wants to
see for the Armenians of Karabakh.

The total volume of the energy, harnessed in Artsakh, is 260
million kW/ hour. The 55% of the energy is produced in Artsakh and
45% is imported from Armenia. Karlen Petrosyan, head of the NKR
government-affiliated department of industrial infrastructures, told
Armenpress that after the construction of the 3 small hydro power
stations by ‘Artsakh Hydro Power Station’, Artsakh will become not
only self-sufficient, but also an energy exporting country. Karlen
Petrosyan added that the tariff for energy (25 AMD) is not expected
to be changed until 2012.

YEREVAN, DECEMBER 1, ARMENPRESS: At the invitation of the Armenian
State Revenue Committee delegation led by the head of the Iranian
Customs Service Ardeshir Mohammadi is in Armenia.

Press service of the committee reported that the visit of the Iranian
delegation was organized within the framework of the Comprehensive
Border Management Program that launched in Armenia in the beginning of
the year. The program intends various events for reinforcing bilateral
border cooperation as well as increase of efficiency of work of the
customs services.

Members of the delegation first had an official meeting with
the leadership of the State Revenue Committee, afterwards signed
bilateral cooperation documents, including an agreement on exchange of
information, and then left for the Armenian-Iranian border – Meghri
customs point to get acquainted with the reforms intended within the
framework of the program on site.

“In respect of cooperation on customs issue Iran is Armenia’s active
partner. During the visit of the RA prime minister to Tehran this year
issues on making reforms in the Armenian-Iranian border check-point
were discussed and the Iranian side was suggested to visit Armenia,”
head of tax payers service and taxing department of the committee
Karen Beglaryan said.

Within the framework of the complex management of borders works have
already launched on the Armenian-Georgian border check-points. The next
step will be the reforms of the Armenian-Iranian border check-point.

During his visit to Washington, November 27 to 30, Turkish Foreign
Minister Ahmed Davutoglu, discussed the main issues of Turkish foreign
policy, including the Turkish-Israeli relations, with several U.S.

congressmen.

Davutoglu once again stated that Turkey is waiting for an apology
and compensation from Israel over an incident with a flotilla.

At a meeting with members of the Committee on Foreign Relations, U.S.

House of Representatives, Davutoglu discussed the resolution
recognizing the Armenian Genocide, which the Committee adopted in March
of this year. He noted that the resolution could damage US-Turkish
relations and recalled the Turkish initiative to “examine the events
of 1915.”

During his visit Davutoglu also met with U.S. Secretary of State
Hillary Clinton.

Armenian Minister of Transport and Communication received today the
delegation headed by Kshishtof Zarnotal, chairman of the council of
“Poland’s Stock Production Factory” company.

Press Secretary of the Armenian Ministry of Transport and Communication
Susanna Tonoyan told Armenpress that Mr. Vardanyan, welcoming
the representatives of the Polish company, proposed to expand the
cooperation circle in the sphere of transport and communication and
present concrete proposals in that direction.

Mr. Zarnotal stated that “Poland’s Stock Production Factory” company is
interested in a number of countries of the world, including in Armenia,
in introduction of new system of controlling devices. The chairman
of the company said that they are interested in implementation of
different programs in Armenia.

At the end of the meeting an agreement was reached to submit a package
of proposals on cooperation to the Armenian Ministry of Transport
and Communication.

Armenian President Serzh Sargsyan held a number of bilateral meetings
on the sidelines of OSCE Summit in Astana.

Serzh Sargsyan met with President of the European Council Herman Van
Rompuy, British Deputy Prime Minister Nick Clegg and Serbian President
Boris Tadic, RA Presidential press service informed NEWS.am.

At the meeting with President of the European Council, Armenian leader
discussed developments in Armenia-EU relations. The sides touched
upon issues on facilitation of visa regime within the framework of EU
Eastern Partnership project, assistance to reforms in Armenia, as well
as negotiation process on association agreement between Armenia and EU.

The Armenian leader and British Deputy Prime Minister discussed
intensification of bilateral relations, as well as expansion of
Armenia-EU ties.

Sargsyan and Tadic held a discussion on Armenian-Serbian relations
as well.

“Tatev Wings” ropeway is the cornerstone of development of the core
of the southern tourism of Armenia, head of the Tourism Office of
the National Competitiveness Foundation of Armenia Syuzanna Azoyan
told Armenpress, adding that the southern tourism core starts from
Noravank, includes Jermuk town, Karahunj and Tatev.

“We are going to implement a number of programs from 2011 spring, in
order tourists, visiting these territories, stay there not 4-5 hours,
but several days,” Mrs. Azoyan said, adding that Tatev ropeway and
monastic complex are the visiting cards, by which Armenia is presented
for 2011 tourism seasons.

By the second round of “Tatev Renaissance” program we intend not only
attract tourists to the south, but to multiply the number of tourists
coming to Armenia as well. To reach our goals we attach importance
to the role of tourism companies and tour operators,” Mrs. Azoyan
stressed, adding that our rich cultural heritage is the most important
tourist result, but we must spread our Armenian cuisine, art, etc.

According to Mrs. Azoyan, the development of rural communities is
one of their primary goals, the development of infrastructures and
development of hotels can contribute to it.

AZERBAIJAN FAILS AT OSCE SUMMIT

The first day of the OSCE Summit in Astana is over. Many of the
participants focused on the protracted conflicts in the territory
of the OSCE member-states, particularly in Georgia, Transdniestria,
and Nagorno-Karabakh.

Many of the heads of delegations pointed out the importance of peaceful
settlement of conflicts.

Interestingly, in contrast to Moldova and Georgia, members of the
delegations never mentioned Azerbaijan’s territorial integrity. U.S.

Secretary of State Hillary Clinton’s statement proved a cold
shower for the Azerbaijani delegation, which was now and then
mentioning Azerbaijan’s territorial integrity. She stated that the
Nagorno-Karabakh conflict must be settled on the principles of nonuse
of force or threat of force, territorial integrity and peoples’
right to self-determination.

The U.S. Secretary of State emphasized that the principles are a
single whole, and any attempt to present one of them as superior to
the others will not contribute to the peace process.

Mrs. Clinton underlined the importance of simultaneous application
of the principles, which rules out any exceptions.

Observers account for Azerbaijani President Ilham Aliyev’s emotional
speech by the aforementioned. According to them, the first day proved
a failure for the Azerbaijani delegation. Even before the summit,
Azeri political analysts made numerous appeals to the international
community for pressing Armenia into agreeing to the basic principles.

However, in their statements, the leaders of the OSCE member-states
only pointed out some problems in the process.

An Azerbaijani-Armenian presidential meeting, the Azeri side had
hoped for so much, was not held either.

“In his speech, president Aliyev, who ignored Hillary Clinton’s
statements, stressed only one principle and found himself in an
awkward situation,” a foreign diplomat told NEWS.am.

The Armenian and Turkish Presidents, Serzh Sargsyan and Abdullah Gul,
are to deliver speeches on December 2, when a final document is to
be adopted.
