ARMENIE
Les militants civiques déterminés à poursuivre la lutte pour les
droits en Arménie

La société civile d’Arménie continuera à exiger des solutions aux
préoccupations vitales, mais les discussions sur la façon d’organiser
cette lutte continue de la manière la plus efficace sera également
ajouté à son ordre du jour, affirment les militants.

Au cours des dernières années, des citoyens actifs, exigeant d’Arménie
ont réussi à inscrire un certain nombre de victoires. En particulier,
ils n’ont pas permis une augmentation des tarifs de bus à Erevan ou
que les citoyens soient obligés d’adhérer au nouveau système de
retraite. Mais dans certains cas, la lutte est toujours allumé, comme
dans les efforts de conservation d’un btiment historique qui
appartenait aux frères Afrikyan à Erevan au début du siècle dernier.

Participant à de nombreuses initiatives civiles, membre du groupe
contrat civil Lena Nazaryan a dit que la lutte est toujours nécessaire
– que ce soit pour sauver un btiment, un parc ou un arbre de la
destruction ou pour la résolution des problèmes sociaux comme les
pensions, les prix de l’électricité, les transports, etc

“En bref, il y a beaucoup de questions urgentes, maintenant je peux
même les nommer, mais en se concentrant sur des cas particuliers je ne
vais pas réussir à voir les enjeux globaux qui ont un caractère
systémique. Le btiment historique à Erevan est en cours de
démolition, car pendant de nombreuses années, il n’a pas été rénové,
des projets controversés dans le secteur minier ont commencé dans des
communautés car pendant des années aucun autre investissement n’y
avait été fait “, dit-elle.

De l’avis de Nazaryan, cependant, la société civile est aujourd’hui
confrontée à un problème plus conceptuel.

“Quelle devrait faire la société civile ? Poser des questions et
entamer des négociations avec des représentants du gouvernement ou
établir que le gouvernement est injuste depuis le début, ce qui
signifierait que la coopération avec lui n’entraînera rien et que l’on
doit mettre fin aux injustices et tablir la justice. On ne peut pas
éviter cette question “, ajoute-t-elle.

Le plus grand succès enregistré par la société civile cette année a
été le fait que le mouvement a réussi à obtenir un procès contre la
nouvelle réforme des retraites controversée par la Cour
constitutionnelle et de voir quelques-unes des dispositions de la loi
déclarée inconstitutionnelles. Mais les participants du mouvement ne
considèrent pas que ce soit un succès complet, car seulement quelques
mois plus tard, le gouvernement a apporté des modifications à la loi
et a remis des contributions obligatoires dans les prestations
sociales obligatoires. Pour l’instant, seuls les employés du secteur
public devront effectuer les paiements, alors que la norme deviendra
obligatoire pour tous dans un délai de trois ans.

Gevorg Hayrapetyan, un membre de Dem.am, le groupe qui a fait campagne
contre les éléments obligatoires de la réforme, a dit à ArmeniaNow que
certaines concessions ont été faites, mais elles n’ont été
formellement adaptées à leurs besoins car essentiellement la norme
obligatoire n’a pas été retiré pour certains groupes de citoyens.

“Nous allons sûrement continuer notre lutte, mais ce sera plus clair à
l’automne sur la manière de le faire. Cela dépendra aussi des
sentiments du public et le niveau de détermination du gouvernement à
faire de l’argent “, a-t-il dit.

Selon la militante, la lutte se poursuivra si certains des employés du
secteur public décident de se battre pour leurs droits et ”
réussissent à surmonter le climat de peur et d’indifférence entre
eux.”

Gevorg Hayrapetyan a souligné que, bien que le groupe Dem.am, qui a
été formé pour faire campagne contre la réforme controversée, est
devenu plus passif, l’activisme civil de ses membres est resté aussi
fort qu’avant et dans les questions de priorité pour le public ces
gens sont aussi actifs comme ils étaient en s’opposant à la loi sur
les retraites.

Malgré certaines réalisations dans certains domaines, la société
civile de l’ensemble de l’Arménie a encore du mal à réaliser la
consolidation dans sa lutte générale contre les autorités et devenir à
part entière parce que >. Cette opinion a été maintes
fois exprimé dans ses discours publics prononcés par le directeur du
Centre arménien pour des Études Nationales et internationales Manvel
Sarkissian.

L’analyste politique suggère que, pour atteindre le succès la société
civile devrait sortir non seulement contre les autorités, mais aussi
contre toutes les forces et les partis politiques.

Il rappela également que lors de sa rencontre avec le Catholicos de
l’Eglise arménienne Karékine II, il avait mis en garde l’Arménie qui
avait une attitude hostile à la Géorgie à l’ONU et face à d’autres
organisations internationales.

Catholicos of All Armenians Makes Pontifical Visit to India

On September 25, 2014 His Holiness Karekin II Supreme Patriarch and
Catholicos of All Armenians visited the Armenian Holy Church of
Nazareth, Kolkata. He was escorted by the wardens of the church, Mrs.
Susan Reuben and Mr. Sunil Sobti; Very Rev. Fr. Zaven Yazichyan;
Armenian Spiritual Pastor of India and Manager of the Armenian College
and Philanthropic Academy; Rev. Fr. Paruyr Avetisyan, Director of the
Intra Church Relations Department of the Mother See of Holy
Etchmiadzin and guests. A special prayer service was performed on the
graves of the Church.

Thereafter His Holiness also visited St. Gregory the Illuminator
Chapel. There he met the community members and blessed the inmates
residing in the old-age home of the chapel with special healing
prayers. Later a special requiem service was held in the graveyard of
the chapel in remembrance of the Armenian ancestors who lived and died
in India.

Thereafter the Pontiff visited the seat of Armenian education in
India, the Armenian College and Philanthropic Academy of Kolkata. The
students, teachers and staff had put together a warm welcome for His
Holiness. They greeted Him with a red carpet affair, respectfully
tinged with the Armenian tradition of offering bread and salt to the
guest of honor. He was then led to the school auditorium which had
been beautifully decorated by the students in anticipation of His
Holiness visit. The welcome program was initiated with the Lords
prayer, followed by the national anthem of countries, Armenia and
India, and finally the school song. Very Rev. Fr. Zaven addressed a
welcome speech to His Holiness; the students presented mementos to His
Holiness, and then commenced an elaborate cultural program prepared in
honor of His Holiness’s visit to India and the Armenian College.

The school choir began the proceedings with wonderful rendition of
famous Armenian, Hindi and Bengali songs. Then the students presented
an Indian dance and recited the poem “Dance of Sasoon” by Gevorg Emin.
The teachers expressed their joy on this special occasion through a
Bengali song sung by teacher Mrs. Soma Sarkar. A PowerPoint slideshow
was also presented charting the history of Armenians in India from the
17th century to current day.

At the end His Holiness concluded the program by congratulating the
community, staff & students on the marked improvements and progress
made by the school over the last year. He also requested the staff of
the college to carry on the good and noble word of educating the
children of the new generation and advised the children to be
receptive and grateful for the knowledge being imparted to them.

The day ended with the students, teachers and guests sitting down to
lunch with His Holiness and a photo session to commemorate the
Pontifical visit to the Armenian College.

Meeting Armenian Defense Forces of Iraqi Kurdistan

Hamo Moskofian, Hawrezg-Duhok, Iraqi Kurdistan,

Before heading to Hawrezg, Kurdistan, we paid a “traditional” visit to
the Holy Nerses Shnorhali Church in Duhok. The church was constructed
by architect and now Member of Parliament Yerwant Aminian. We were
warmly received at the church by the brave Father Massis Shahinian,
pastor of the community.

Following the visit, we drove to Hawrezg–45-minutes away by car. The
Hawrezg village, constructed in 1928 through the efforts of Levon
Pasha Shaghoyan, was reconstructed in 2006 by the former Minister of
Finance of Iraqi Kurdistan Sarkis Aghajan, an Armenian from maternal
side.

As opposed to my last year’s visit to the settlement, this time I
encountered armed Armenian fedayees in the village. They stopped our
“Parliamentarian” Jeep and upon learning that we had come to visit
Murad Vardanian, their commander and the head of the village council
(“moukhtar), they guided us to Vardanian’s modest house.

A week earlier, the LBCI sattelite channel of Lebanon had aired an
interview with the Armenian hero. Vardanian had said that Armenians
had armed themselves to defend the 19,000-strong Armenian community,
specially in Dhok, Hawrezg, Avzruk, Ishkender, and Zakho.

I did not know that Vardanian had been an Iraqi army commander for
eight years and had seen action in several wars. His aides had also
been in the Iraqi army. The walls of his modest and cozy house were
covered with machine guns, sniper weapons, pistols and photos of
Armenian fedayees and that of beloved Levon Pasha Shaghoyan.

I asked Commander Murad how he and his followers had chosen the
dangerous path of struggle against a ferocious foe like ISIS while
thousands of other Iraqis had fled from their villages, leaving even
their firearms behind?

“As Armenians, we are famous for our intellect and courage. The Kurds
and the Iraqi Kurdistan state leaders respect us immensely. We,
Armenians, are born and raised with eagles and lions. If necessary, we
will die as lions too,” said Commander Murad.

He added: “We fought much greater battles in the eight-year Iraq-Iran
War and stopped the massive attacks of thousands of enemy troops.
These ISIS people are a bunch of killers and crooks, armed mainly by
Turkey and its allies. ISIS will be defeated by the united force of
Armenians and our Kurdish brothers.”

Vardanian said that the day he announced the formation of an Armenian
defense force, 36 Armenians who had served in the Iraqi army, joined
his nascent group. “As we began to buy weapons and bullets through our
own resources our troops grew bigger and bigger. New recruits came
from all over the Armenian villages and towns of Iraqi Kurdistan,”
said Vardanian.

“We went to confront the treacherous enemy on the riverbank, before
they reached our villages,” said the Armenian commander, and added: “A
delegation of the Kurdistan government visited us. They were extremely
happy to see their Armenian brothers defending their second motherland
beside Armenia…They promised all kinds of help.”

Like Father Shahinian and Kurdistan MP Aminian, the heroic commander
was surprised and angry that the Armenian ambassador in Baghdad and
the Armenian authorities in Yerevan have shown no interest in Iraqi
Armenians. “Anyhow, we will go to the aid of Nagorno-Karabagh, if it
is attacked by Azerbaijan,” said the patriotic commander.

Hraparak: Suren Khachatryan promises to “skin” community heads

‘Hraparak’ paper says that unlike some of the regional community heads
who are supporters of governor Suren Khachatryan, others are appalled
by his return. These people dared to speak about Syunik province
governor’s shortcomings during his temporary resignation, the paper
notes.

‘Hraparak’ wrote earlier that Suren Khachatryan learned about it and
he personally called those community heads and told them that on his
return he would “strip the skin off” them.

Who remembers the “offshore case” now?

Last week, at the “Armenia-Diaspora” conference, the Chairman of
“Nairi” Association in the Armenian Community in Kazakhstan, Artyusha
Karapetyan, has grabbed the recorder from the journalist of “Armenian
Times” newspaper, Taguhi Hovhannisyan, and then instructed his
thick-headed “bodyguards” accompanying him to delete the footages
taken by the phone of the journalist. Police did not respond to the
incident in any way. After that, the Kazakh-Armenian, probably,
returned to his second homeland, where it must be admitted that the
journalists are treated more severely. Artyusha perhaps is accustomed
to it. I am sure that if there be a response to my this publication,
then it would be from the Armenian community in Kazakhstan. The text
with round, square and other seals would read what a generous
benefactor A. Karapetyan is, and in what high level he keeps the life
of the Armenian community in his country. But frankly speaking, I do
not care about his nation preservation activities if he is not capable
to communicate with the journalists in his homeland humanly.

Earlier, on September 9, Karen Hayrapetyan, head of the NA National
Security, attacked Marine Khachatryan, journalist of “A-1 +”, who was
covering the “Counterblow” campaign and after several attempts, he
threw her recording device on the ground. Thus, hindering the work of
the journalist. Unlike the previous incident, K. Hayrapetyan’s, to put
it mildly, hooligan behavior is recorded, the head of the National
Security is a citizen of Armenia, he has not gone anywhere, and on the
contrary, he continues with his office “triumphantly”, not even
half-heartedly asking for this 20-year-old girl’s forgiveness.

And I am thinking whether our, the journalists, fault is there, in the
sense that we are not sufficiently consistent in covering the
consequences of this or that case. For instances, last summer, a case
of murdering took place at the then Syunik Governor Surik
Khachatryan’s house. No one, except for the “independent court”,
believes that it was a “necessary defense”. But since the
“informational occasion” is obsolete, the media are writing about it
much less.

The “offshore case” is a more classic example. When Tigran Sargsyan
was the Prime Minister, we were writing about it almost every day. As
soon as he was removed from his position, the severity of the theme
seemed to be disappeared. But if Tigran Sargsyan was truly engaged in
frauds and money laundering, are his alleged crimes “washed out”
because of his not being the prime minister? The Ambassador of Armenia
to the United States is also an important position. …. Similarly, the
“heroic deeds” committed by the Kazakh-Armenian and head of the
security would be forgotten.

HAUT KARABAGH
Le cessez-le-feu violé à 220 reprises par l’Azerbaïdjan, les forces
arméniennes contrôlent la situation

La semaine écoulée, du 21 au 27 septembre, l’Azerbaïdjan a violé à 220
reprises le régime du cessez-le-feu le long de la ligne de contact
avec la République du Haut Karabagh. Dans le même temps, plus de 1 400
projectiles furent tirés en direction des positions arméniennes. Selon
le Ministère de la Défense de la République du Haut Karabagh qui
diffuse ces chiffres, les forces arménienne ont continué de leur côté
à respecter le régime du cessez-le-feu et contrôlent l’ensemble des
positions frontalières.

comme la société qui est > en Arménie
et s’est vue remettre un Grand Prix. Ce dernier fut remis à la société
hier 27 septembre lors d’une cérémonie de remise des prix à l’Opéra
national d’Erévan. > a été reconnue comme la meilleure
société laitière par un sondage effectué auprès de la population
arménienne par la filiale arménienne de l’institut de sondage Gallup
International. Un sondage effectué sur l’ensemble des régions de la
République d’Arménie.

Esabelle Dingizian troisième Vice-présidente du Parlement suédois

Esabelle Dingizian a été nommée troisième vice-présidente du Risksag
(Parlement suédois) sous l’étiquette des Verts.

Membre du parlement depuis 2006, réélue en 2010, Esabelle Dingizian
est née à Bagdad le 16 septembre 1962. Fille de l’homme d’affaires
Krikor Dingizian, sa famille émigrera en Suède en 1965.

Elle a été membre de la Commission de la Culture et membre suppléant
de la Commission du travail.

Après l’élection de 2010, elle est devenue députée à la Commission de
la défense et de la Commission de l’éducation. Elle est également
porte-parole de la politique de la jeunesse du Parti Vert.

Très jeune, se rendant compte que les femmes et les hommes étaient
traités différemment, Esabelle Dingizian s’est engagée dans un combat
contre un état de fait et important écart entre les sexes, notamment
observé dans l’économie, la politique, la guerre, le pouvoir, les
ressources et même la sexualité.

GENOCIDE ARMENIEN
Une exposition sur génocide arménien se tiendra en 2015 au Parlement
de la République tchèque à Prague

La délégation de parlementaires Arméniens, emmenée par Edouard
Charmazanov, le président du groupe interparlementaire d’amitié
Arménie-Tchéquie, était en visite à Prague. Lors d’une conférence de
presse le 27 septembre, Edouard Charmazarov a affirmé que l’an
prochain une exposition consacrée au génocide arménien se tiendra au
Parlement de la République tchèque. Divers éléments du Musée du
génocide arménien d’Erévan seraient ainsi exposés au Parlement tchèque
à Prague pour le 100ème anniversaire du génocide arménien.
