La motion sur le génocide arménien secoue le PS |

La situation val-d’oisienne sur la motion contre la négation du
génocide arménien est en voie de devenir une affaire nationale au PS.
A la suite de l’article publié sur ce sujet dans nos colonnes, le
patron du PS val-d’oisien, Dominique Lefebvre, a adressé une lettre Ã
Martine Aubry, la première secrétaire du PS, dans laquelle il dénonce
« une campagne nauséabonde indigne de militants ».

Dans cette missive au ton bien trempé, Dominique Lefebvre vise tout
particulièrement Daniel Auguste, conseiller municipal Ã
Villiers-le-Bel, et Philippe Haroutiounian, élu à Gonesse.

Depuis mars, ces deux élus socialistes ont fait le tour des mairies du
département pour faire entendre leur cause. Ils demandent aux maires
de soumettre au vote de leur conseil des motions réclamant une loi sur
la pénalisation de la négation du génocide arménien de 1915. Une
façon, selon eux, de mettre la pression sur les sénateurs qui n’ont
toujours pas remis à l’ordre du jour de leur assemblée cette loi déjÃ
votée par l’Assemblée nationale. Si la position du parti sur cette
question ne pose pas de problème, le patron du PS 95 cloue au pilori
la méthode de ses deux « camarades ». Et le maire de Cergy a bien pris
soin de transférer le courrier à tous les militants du département. Il
y dénonce notamment « ce pouvoir de proposition qui se transforme en
pouvoir d’injonction impérative ».

Pour lui, cette campagne remonte à l’époque où le PS constituait sa
liste pour les élections régionales, Ã l’automne 2009. « Ils n’ont pas
supporté que nous présentions sur notre liste conduite par Ali Soumaré
en position non éligible l’adjointe au maire de Goussainville Sevgi
Karaman, qui est d’origine turque », précise Dominique Lefebvre,
rappelant que la candidature du jeune militant de Villiers le-Bel
avait conduit en interne, à « des mises en cause liées à ses origines
et à sa religion ». A la fin de la lettre, il suggère même à Martine
Aubry « d’engager à leur encontre les procédures prévues par nos
statuts ». Clairement, ces deux élus sont menacés d’expulsion.

Une table ronde proposée

Cette lettre n’a pas manqué de faire réagir Jean-Pierre Blazy, le
maire (PS) de Gonesse, le seul, avec son collègue de Sarcelles, Ã
avoir fait voter la motion. «Ane pas organiser de dialogue, on crispe
les uns et les autres, critique le maire de Gonesse. Le rôle d’un
premier fédéral, ce n’est pas des menaces d’expulsion. » Jean-Pierre
Blazy soumet même l’idée d’organiser « dans les meilleurs délais » une
table ronde sur ce sujet. « L’effet sera positif, assure-t-il. Cela
apaisera les esprits sans viser, exclure, ou stigmatiser untel ou
untel en fonction de ses origines. »

La motion sur le génocide arménien divise les villes PS

Ce matin (7 décembre 2010), Philippe Haroutiounian, conseiller
municipal de Gonesse, et Daniel Auguste, son collègue de
Villiers-le-Bel se rendent au conseil général. Ces deux socialistes
vont évoquer avec son président, Didier Arnal (PS), le vote d’une
motion demandant une loi sur la “négation du génocide arménien” pour
lequel ils n’ont de faire pression sur les élus.

Ce rendez-vous n’est qu’une étape supplémentaire dans les activités de
lobbying de ces deux élus. Samedi, ils ont rencontré Alain Richard, le
maire de Saint-Ouen-l’Aumône, tête de liste du PS aux prochaines
sénatoriales. Hier soir, ils se sont rendus au conseil régional
d’Ile-de-France, accompagnés de l’ambassadeur d’Arménie en France.

« Nous pensions que cela serait simple, mais nous sommes confrontés au
lobby des associations turques qui véhicule des positions
négationnistes dans ces assemblées, affirme Philippe Haroutiounian.
C’est du clientélisme électoral. » L’homme ne semble pas manquer
d’humour. Les organisations turques sont les principales absentes de
ce débat sur la scène associatives. Peu actives sur le sujet et
incapables de s’organiser pour faire entendre leurs positions sur
cette loi. Pour ce qui est du clientélisme électoral, l’électorat turc
n’a jamais représenté une priorité pour les élus PS, il serait
étonnant que cela ait brusquement changé.

En 2006, l’Assemblée nationale a voté la loi de “pénalisation du
négationnisme du génocide arménien de 1915”. Une revendication
réclamée depuis des années par les officines arméniennes et
assyro-chaldéennes, grandes activistes dans cette affaire. Mais
depuis, la loi est bloquée et n’a toujours pas été votée par le Sénat.
Sans ce vote, la mesure est caduque. « Ces motions permettent de
remettre la pression sur les sénateurs pour qu’ils inscrivent la loi Ã
l’ordre du jour, explique Philippe Haroutiounian. Nous voulons
réenclencher le processus parlementaire. » La polémique s’est
cristallisée autour de Goussainville, où l’on attribue à une adjointe
socialiste « des propos tendancieux à la limite du négationnisme »
tenus dans un journal turc en 2007, rapporte Philippe Haroutiounian. «
Personne n’a jamais été capable de rapporter ces propos, s’offusque
Luc Broussy, adjoint (PS) au maire de Goussainville. En réalité,
l’exception, ce sont les villes qui ont voté cette motion. Je ne vois
pas pourquoi elles ne seraient pas plus suspectes de faire de
l’électoralisme que celles qui la refusent ! » Un tacle pour Sarcelles
et Gonesse, où la motion a été votée. « On ne délibère que sur des
affaires communales ou sur des motions qui ont un lien avec une
affaire locale », se défend également Didier Vaillant, le maire (PS)
de Villiers-le-Bel.

Une lettre à Martine Aubry

La motion ne sera pas non plus à l’ordre du jour du conseil municipal
d’Ecouen mené par un sénateur-maire PS, ou encore de celui de
Garges-lès-Gonesse, ville dirigée par l’UMP. Mais les deux élus
continuent leur combat. Une lettre a été envoyée à Martine Aubry, la
première secrétaire du PS pour mettre en exergue la situation
val-d’oisienne.

Erdogan demande à Obama d’empêcher l’adoption d’une résolution sur le
“génocide arménien”

Le Premier ministre turc, Recep Tayyip Erdogan, a demandé au président
américain, Barak Obama, d’intervenir pour empêcher l’adoption d’une
résolution à la Chambre des représentants US qualifiant de “génocide”
les massacres d’Arméniens entre 1915 et 1917.

Erdogan a déclaré que l’adoption de ce texte serait une “erreur”, a
indiqué le ministre turc des Affaires étrangères, Ahmet Davutoglu,
cité par l’agence de presse “Anatolie”.

“Espérons que la Chambre des représentants n’adoptera pas un texte qui
engagera nos relations bilatérales dans une nouvelle épreuve”, a dit
le ministre turc, qui a mis l’accent sur l’importance des relations
stratégiques entre Ankara et Washington.

Ahmet Davutoglu a rappelé également sa conversation téléphonique avec
la secrétaire d’Etat américaine Hillary Clinton à ce sujet, précisant
qu’il a pressé Mme Clinton de n’épargner aucun effort pour empêcher un
vote sur cette résolution.

Cette résolution appelle Obama à “qualifier de façon précise
l’extermination systématique et délibérée de 1,5 million d’Arméniens,
de génocide”.

Ankara avait rappelé, en mars dernier et pendant plusieurs semaines,
son ambassadeur aux Etats-Unis après que la commission des Affaires
étrangères de la Chambre des représentants US ait approuvé une
résolution relative au massacre des Arméniens.

Les Arméniens qualifient de “génocide” les massacres et déportations
qui ont fait, selon eux, plus d’un million et demi de morts au sein de
leur communauté.

La Turquie reconnaît qu’entre 300 mille et 500 mille personnes ont
péri, non pas victimes d’une campagne d’extermination mais, selon
elle, dans le chaos des dernières années de l’empire ottoman.

La Turquie salue la position des USA vis-à-vis de la résolution arménienne

ISTANBUL d 23écembre

Le président turc Abdullah Gül a salué jeudi la position des
Etats-Unis qui a empêché la résolution sur les accusations arméniennes
concernant les événements de 1915 d’être incluse dans l’agenda
quotidien officiel de la Chambre des représentants américains.

M. Gül a déclaré lors d’une conférence de presse à Istanbul : «
L’administration américaine, principalement le président Barack Obama
et la secrétaire d’Etat américaine Hillary Clinton, ont fait de leur
mieux dans cette affaire. Nous les apprécions ».

« Aussi, ont-ils empêché les relations turco-américaines d’être
emprisonnées par ce problème », a ajouté le président turc.

D’après M. Gül, « il est très clair à quel point le président Obama et
nous-mêmes sommes attachés aux relations turco- américaines. Nous
coopérons étroitement sur les sujets importants relatifs à la région
et au monde ».

Plus tôt dans la journée, le ministre turc des Affaires étrangères,
Ahmet Davutoglu, avait déclaré que la Turquie était ravie que le
projet de loi reconnaissant le génocide arménien n’ ait pas été abordé
à la Chambre des représentants américains mercredi.

La résolution H. Res. 252, qualifiant les événements de 1915 qui se
sont déroulés juste avant l’effondrement de l’Empire Ottoman de
génocide, a été approuvée par la commission des relations étrangères
de la Chambre des représentants américains par 23 voix contre 22 en
mars dernier.

L’adoption de cette résolution avait provoqué de vives réactions en
Turquie et avait entraîné le rappel de l’ambassadeur turc aux
Etats-Unis, qui est reparti à Washington D.C. un mois plus tard.

Dolphinarium opening sparks protest in Armenia

YEREVAN, Dec 24 2010

Environmentalists on Friday staged a protest against alleged cruelty
to animals as Armenia’s first dolphinarium opened in the capital.

Protesters representing an alliance of 50 Armenian environmental
groups and animal-welfare organisations gathered outside the new
dolphinarium in Yerevan’s Komitas Park holding placards that read:
“Don’t use dolphins for entertainment!”

The campaigners believe that keeping dolphins in confined spaces is
cruel and could cause them to become psychologically disturbed.

They also argue that the climate in Yerevan — where winter
temperatures can plunge to minus 10 degrees Celsius (14 degrees
Fahrenheit) — is not suitable.

“Summer is too dry and winter is too severe, which is harmful for
dolphins and other sea mammals,” said Ruben Khachatrian, director of
the Fund for Wildlife Protection.

But the Ukrainian company that built the new tourist attraction —
home to four dolphins and two fur seals — has said that suitable
conditions will be guaranteed and a glass dome will ensure protection
from bad weather.

“I don’t understand this protest — we are giving children an
opportunity to interact with these beautiful animals,” said dolphin
trainer Dmitry Uryvsky.

Turkish envoy says US decision on Armenian resolution not end of issue

Washington, DC, 23 December: The Turkish ambassador in the US capital
said that US House of Representatives’ latest decision on not to
debate a resolution on Armenian allegations regarding the incidents of
1915 did not mean that “everything was over”.

The House of Representatives decided [on] Wednesday [22 December] not
to debate and pass a resolution on Armenian allegations labelling the
incidents of 1915 as “genocide”.

Holding a press conference on the latest developments, the Turkish
ambassador in Washington, DC, Namik Tan said, “The process regarding
Resolution No 252 does not mean that everything is over for us. It is
now time to act with greater determination and unity”.

The ambassador said it did not seem like the resolution would drop off
the agenda quite easily in near future. “We need to be prepared for
that,” he said.

Tan also said the resolution had caused a loss of time and energy.

Praising Turkish community’s reaction to the issue, Tan said Turkish
associations had worked closely to solve the matter.

Tan also said that the Turkish party would carry on with its
activities and talks aiming at informing its addressees.

The ambassador said even the congressmen who criticized Turkey on
several other issues did want to sacrifice relations with Turkey
against some Armenian-Americans’ marginal interests.

Tan also noted that he believed the US administration had taken
necessary actions to prevent the Armenian resolution.

Statements by international organizations on Azerbaijan’s territorial
integrity are important, but insufficient, Azerbaijani Presidential
Administration Political Analysis and Information Provision Department
Head Elnur Aslanov told reporters on Friday

According to him, it’s time to make real steps, to demonstrate
political will. International organizations must take concrete steps
to liberate Azerbaijani territories from occupation.
“Because of non-implementation of UN resolutions and decisions of
other international organizations, Azerbaijan might resort to other
options,” said Aslanov.

According to him, today Azerbaijan is not only the most stable and
developed country from political and economic point of view, but also
today Azerbaijan is the most advanced country in the region from a
military point of view.
“Neighboring countries must always consider and realize that
Azerbaijan may resort to the various options in order to liberate its
lands,” said Aslanov. According to him, despite that different
organizations call the conflict frozen, in fact, it refers to those
conflicts in which a ceasefire agreement has been reached.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces occupied 20 percent of Azerbaijan since 1992, including
the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

EXPERTS SEE LESS AND LESS PROSPECTS FOR PEACEFUL RESOLVING OF THE
NAGORNO-KARABAKH CONFLICT; Situation regarding Nagorno-Karabakh is
getting rapidly worse. Armenia and Azerbaijan may start the
hostilities at any moment. This war may have terrible consequences.

Rhetoric dedicated to the Nagorno-Karabakh problems has been getting
much harsher both in Yerevan and Baku lately. Azerbaijani President
Ilham Aliyev says increasingly often that his country is ready to
solve the Nagorno-Karabakh problem by the military way because it
cannot do this peacefully. In turn, President of Armenia Serzh
Sargsian states that Yerevan will recognize independence of
Nagorno-Karabakh Republic if Baku unleashes hostilities again it.

It is reported that mobilization has already begun in Armenian and
Azerbaijani Diasporas. Firing exchanges that lead to human losses and
are accompanied with mutual accusations of breaching of the truce
appear on the contact line regularly.

They have armed themselves thoroughly

So, it is interesting to study the balance of forces of the parties of
the Nagorno-Karabakh conflict.

After breakup of the USSR, Armenia, Azerbaijan and self-proclaimed
Nagorno-Karabakh Republic acquired certain shares of the heritage of
the Soviet Army.

Having divided the Soviet quota set by the Conventional Forces in
Europe Treaty (CFE), Russia, Ukraine, Belarus, Moldova, Georgia,
Armenia, Azerbaijan and Kazakhstan received their own quotas for
armament and military hardware. For example, all three Transcaucasian
countries were permitted to have 220 tanks, 220 combat armored
vehicles, 285 artillery systems, 100 combat airplanes and 50 strike
helicopters each.

In reality, after breakup of the USSR Azerbaijan received 436 tanks,
947 combat armored vehicles (558 fighting infantry vehicles and 389
armored personnel carriers), 388 artillery systems, 63 airplanes, 8
helicopters. At the beginning of 1993, Armenia had only 77 tanks, 189
combat armored vehicles (150 fighting infantry vehicles and 39 armored
personnel carriers), 160 artillery systems, 3 airplanes, 13
helicopters. Along with this, Nagorno-Karabakh was a kind of “gray
zone.” Armenian forces there got hold of a small quantity of armament
of the disbanded Transcaucasian Military District. Yerevan also
transferred some unregistered models of armament and military hardware
to Stepanakert.

Despite the obvious superiority in forces and means, Azerbaijanis were
defeated in the war of 1992-1994. Armenians established control not
only over almost entire former Nagorno-Karabakh Autonomous Region of
the Azerbaijani Soviet Socialist Republic but also adjacent districts
of Azerbaijan proper. Before the war, Nagorno-Karabakh has not been
connected with Armenia. There is a common border between them now on
account of the occupied Azerbaijani districts.

When a truce began on the frontline, it turned out that the parties
bore significant losses during the war. Thus, Armenia recognized loss
of 52 tanks T-72, 54 fighting infantry vehicles, 40 armored personnel
carriers, six guns and mortars (losses of the troops of
Nagorno-Karabakh Republic were unknown). Azerbaijan lost 186 tanks
(160 – T-72 and 26 – T-55), 111 fighting infantry vehicles, 8 armored
personnel carriers, 7 self-propelled artillery mounts, 47 guns and
mortars, 5 multiple rocket launcher systems, 14-16 airplanes, 5-6
helicopters. Soon after signing of the truce Azerbaijan also had to
write off the following hardware damaged in battles: 43 tanks
(including 18 T-72), 83 fighting infantry vehicles, 31 armored
personnel carriers, 1 self-propelled artillery mount, 42 guns and
mortars, 8 multiple rocket launcher systems.

However, Azerbaijanis managed to take more than 20 T-72, 14 fighting
infantry vehicles, 1 self-propelled artillery mount, 8 guns and
mortars from Armenians. Along with this, a lot of the hardware lost by
the Azerbaijani forces was taken by the enemy either in full repair or
with insignificant damages.

Of course, in the first half of the 1990s the newly formed army of
Azerbaijan does not resemble regular troops very much and looked more
like guerilla forces (even despite that it had tanks, artillery and
aviation). In any case, it is impossible to explain the defeat by this
circumstance alone because it is possible to say the same about the
opponent.

Since then, armies of all three parties of the conflict passed a big
evolution towards transformation into regular armed forces. For
Armenia Russia was the most important source of import of military
hardware and something was bought in Eastern Europe. Besides, Yerevan
became the only buyer of Chinese multiple rocket launcher system WM-80
(four systems were supplied) that China copied from Russian Smerch
without any license.

Due to the oil revenues Azerbaijan worked on modernization of the
armed forces much more energetically because its military budget was
300% bigger than that of Armenia. Kiev claims the role of the main
supplier of armament to Baku. Along with this, Azerbaijan bought
weapons in many countries including Russia. In 2006, Russia sold 62
secondhand T-72 tanks to Azerbaijan.

As a result, Azerbaijan turned out to be the only of the 30 CFE member
states that exceeded its quotas in two classes of armament
simultaneously: tanks (381 as of January 1 of 2010) and artillery (425
artillery systems). Baku also recognizes existence of 181 combat
armored vehicles, 75 combat airplanes and 15 strike helicopters in its
army.

As to Armenia, judging by the data that it provides in the framework
of the CFE, the quantitative parameters of its armed forces have
remained stable for many years. According to Yerevan as of January 1
of 2010, the Armenian army had 110 tanks, 140 combat armored vehicles,
239 artillery systems 16 airplanes and 8 helicopters.

Along with this, the “gray zone” of Nagorno-Karabakh did not
disappear. According to Azerbaijani sources, the armed forces of the
unrecognized republic have 316 tanks, 324 combat armored vehicles and
322 artillery systems. Along with this, the amazing stability of
quantity of the military hardware in the army of Armenia demonstrates
that at least a part of the models of armament and military hardware
purchased by Yerevan is transferred to Stepanakert.

Our matter is non-interference

If we speak about the strategic allies of each of the parties, for
Yerevan this is Moscow and for Baku this is Ankara. However,
Azerbaijan does not border Turkey and has Russia as the northern
neighbor. Armenia has a directly opposite situation: it is separated
from Russia by hundreds of kilometers but Turkey borders it from the
south.

In any case, the 102nd Russian military base located in Gyumri
compensates for remoteness of Russia. The base has about 100 tanks, up
to 300 fighting infantry vehicles and armored personnel carriers
approximately 20 self-propelled artillery mounts and 20 multiple
rocket launcher systems. The group of Russian forces also has 18
fighters MiG-29 (at the 3624th air base in Erebuni) and an air defense
missile brigade of S-300V (there are only four brigades armed with
these systems in Russia proper).

Yerevan not only does not demand payment for rent of the base from
Moscow but also actually pays for its maintenance. There is also a
significant quantity of Armenians having Russian citizenship serving
in the Russian group of forces. It is clear that in case of emergency
they will defend their compatriots actively.

Armenia is a CSTO member state. Hence, in case of a war (at least, if
Azerbaijan starts it) Russia, Belarus, Kazakhstan, Uzbekistan,
Kyrgyzstan and Tajikistan are obliged to help it. However, there are
practically no doubts that this will not happen in reality. Due to the
oil and gas problems that do not let Moscow quarrel with Baku
seriously (like it has been said above, it even supplies offensive
armament to Azerbaijan) and simply because of unwillingness to get
involved into a big-scale conflict Russian authorities will refer to a
“good excuse” saying that Azerbaijan attacks not Armenia but
Nagorno-Karabakh Republic. It will be “forgotten” immediately how an
absolutely similar behavior of Georgia in 2008, an attack at South
Ossetia not recognized by anyone, has been declared treacherous
aggression by Moscow. To imagine that other CSTO member states will
help Armenia is so absurd that it is pointless to discuss this.

Along with this, Turkey does not wish to participate in hostilities
too, first, due to a noticeable improvement of relations with Armenia,
second, due to a risk of direct military clash with Russia (there is a
group of the Russian forces in Armenia). Turkish leaders will say that
the conflict has been started by Azerbaijan and this is very bad.

During the previous Armenian-Azerbaijani war Iran has shown that
“Islamic solidarity” was a chimera and supported not Moslem (moreover
Shiite) Azerbaijan but Orthodox Christian Armenia. This was explained
by extremely bad relations between Tehran and Ankara, the main patron
of Baku. The Iranian-Turkish and Iranian-Azerbaijani relations grew
noticeably better by now but the Iranian-Armenian relations did not
get worse too. There are no grounds to doubt that Tehran will remain
neutral.

We should not forget about the West. Its position will be influenced
by two opposite factors: powerful Armenian Diaspora (especially in the
US and France) and exceptional importance of Azerbaijan for numerous
oil and gas projects and plans to retain the status of the main
suppler of hydrocarbons alternative to the Russian ones. However,
military interference of the US, leaving apart European countries, is
absolutely ruled out. The West together with Russia will ardently
demand Yerevan and Baku to stop the war immediately.

The fact that the Armenian Parliamentary Vice-Speaker focuses on the
UN Charter in resolution of the Armenian-Azerbaijani Nagorno-Karabakh
conflict and appeals to it wins approve, Azerbaijani Foreign Ministry
spokesman Elkhan Polukhov told Trend. He commented on the statement
made by Armenian Parliamentary Vice-Speaker and member of the
Republican Party Samvel Nikoyan.

2010 was active from the point of the Karabakh settlement process,
Nikoyan said in an interview with Panorama.am summarizing the past
year.

“The negotiation process was continued, though not always with
significant results. I would like to note the statements made by
representatives of Russia, France and the United States at the OSCE
Astana summit and the five-sided statement signed at the summit. This
is the first document, which contains a clear reference to the UN
Charter, which noted the right of nations to self-determination not
only as a principle, but as a goal,” he said.

The fact that the Armenian MP, certainly, is familiar with all the
contents of the UN Charter and, in particular, Chapter

5 entitled “Security Council” which clearly states in Article 24: “To
ensure prompt and effective action by the UN, its Members confer on
the Security Council primary responsibility for the maintenance of
international peace and agree that in carrying out its duties under
this responsibility the Security Council acts on their behalf, ” wins
approval, Polukhov said.

And further, Polukhov said, the Article 25 declared: “Members of the
United Nations agree, in accordance with the present Charter, to
comply with the Security Council decisions and fulfill them.”

“In accordance with Nikoyan’s logic, the Armenian side must
unconditionally submit the demands of the UN Charter and implement the
Security Councils’ Resolutions 822, 853, 874 and 884 requiring the
withdrawal of the Armenian armed forces from occupied Azerbaijani
territories,” Polukhov said. “Does Armenian deputy speaker need a
better explanation on this issue or the Armenian political elite
prefers half-hearted arguments out of context? ”

In addition, it would be better for Nokoyan to re-read Article 51 of
Chapter 7, which reflects the inherent right of individual or
collective self-defense if an armed attack occurs against a Member of
the United Nations.

“Apparently, amid the international arena’s increasing support to
Azerbaijan’s just position in the resolution of the
Armenian-Azerbaijani Nagorno-Karabakh conflict, Armenian political
leaders have to frantically search for exculpatory arguments for their
own people, “he said.

“After all, how to explain to ordinary people, who have become
hostages of politics pursued by the Armenian authorities, the European
Parliament’s “Resolution on the need to develop European Union
Strategy in the South Caucasus”, which expresses demand for the
withdrawal of Armenian armed forces from the Azerbaijani occupied
territories, adopted in May, 2010 or Paragraph 34 of NATO’s strategic
concept adopted in Lisbon, which clearly stated support for the
sovereignty, independence and territorial integrity of States? ”
Polukhov said.

And all of this, he said, took place on the background of the economic
situation worsening each day in Armenia and the growing power of
Azerbaijan.

Nikoyan would have better not to seek a legal justification of the
continuing occupation, but begin to prepare their voters to the
inevitability of restoring the territorial integrity of Azerbaijan and
need for the withdrawal of the occupation troops from the neighboring
country for the peaceful resolution of this conflict.

“Just doing so, the economy of his country might withdraw from the
deep stagnation, and he will be able to fulfill promises to improve
the socio-economic situation of citizens, which he, as a deputy,
certainly gave to his voters,” Polukhov said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are
currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

ANKARA: Turkey supports solution to NK problem, Turkish FM

TURKEY SUPPORTS SOLUTION TO UPPER KARABAKH PROBLEM, TURKISH FM

ISTANBUL (A.A) -Turkish Foreign Minister Ahmet Davutoglu said on
Thursday that Turkey supported solution of Upper Karabakh problem on
the basis of Azerbaijan’s territorial integrity.

“Turkey wishes restoration of peace and order in southern Caucasus
within the framework of this solution. We want normalization of
relations not only between Turkey and Armenia but also between Armenia
and Azerbaijan,” Davutoglu told reporters during the 11th summit of
the heads of state and government of the Economic Cooperation Council
(ECO) in Istanbul.

Asked if pressure on Turkey would change Turkey’s stance on Upper
Karabakh issue, Davutoglu said, “Turkey defends a solution on Upper
Karabakh problem on the basis of Azerbaijan’s territorial integrity.
This is norm of international relations. Similarly, Turkey wishes
peace and order to prevail in southern Caucasus within the scope of
this solution. Turkey is eager to normalize relations with Armenia.”

Davutoglu underlined that methods like pressure, blackmailing and
methods based on wrong historical interpretations should not be used.

Davutoglu said, “Turkey is ready to support every kind of peaceful
process in the Caucasus.”

Upper-Karabakh conflict, which resulted from the Armenian occupation
of Azerbaijan’s territories, stands as the principle obstacle to
political stability, economic development and regional cooperation in
the South Caucasus. Upper-Karabakh conflict, in addition to the
occupation 20 per cent of Azerbaijan’s territory, has turned more than
one million people in Azerbaijan into refugees and internally
displaced persons.

Turkey acts in solidarity with Azerbaijan on the Upper-Karabakh
conflict, which is Azerbaijan’s most important foreign policy issue
and actively participates in the work of the Minsk Group established
under the auspices of OSCE for finding a peaceful, just and lasting
solution to this issue without further delay. Turkey considers the
OSCE Minsk Process as the appropriate platform for finding a solution
to this problem. Nonetheless, Turkey believes that creative
initiatives are needed to overcome the current deadlock in the peace
process.

Turkey stands ready to support a fair solution to the Upper-Karabakh conflict.
