OPPOSITION NEWSPAPER: YEREVAN EX-MAYOR OCCURS IN THE MIDDLE OF SHOWDOWN AGAIN

ArmInfo. Yerevan ex-mayor Gagik Beglaryan beat a man again, Haykakan
Zhamanak opposition daily reported referring to its own sources. This
time Eduard Melkonyan, Assistant to Secretary of the National Security
Council of Armenia, caught it bad from Beglaryan. The daily reported
that on January 23 near the city market near Tashir trade center
Beglaryan’s people had a scuffle with Melkonyan. The ex-mayor came to
the place of scuffle and tried to stop the fight at first and could
not help but sock Melkonyan.

Gayane Gasparyan, Press Secretary of the Security Council Secretary,
confirmed the report to ArmInfo and said that the conflict did not
result from parking of the cars of the taxi service belonging to
Melkonyan. Gasparyan said that a security officer of the market flied
upon Melkonyan after the latter honked at a third person while driving
along the Arhestavorneri Street. In fact, they began to scuffle.

Gasparyan did not confirm Beglaryan’s participation in the scuffle.

A criminal case has been initiated on the fact. Preliminary inquiry
is underway.

To recall, Mayor of Yerevan Gagik Beglaryan sent in his resignation
on Dec 8. According to the Haykakan Zhamanak newspaper, Beglaryan
kidnapped an employee of the Protocol Service of the Armenian President
Aram Kandayan, took him to his Metax plant and beat him severely.

amount of $9mln to Armenian Ardshininvestbank.

“The credit lines provision obliges us to be more careful and
responsible towards both our clients and foreign banks – partners,” the
bank press service quoted Chairman of the Board of Ardshininvestbank
Nerses Karamanukyan as saying.

YEREVAN, JANUARY 26, ARMENPRESS: Armenia’s national army has been
formed in parallel to the war and today is able to carry out its
mission keeping save its country and people, colonel Vanik Minasyan,
head of the military-patriotic events’ organization department of
the public relations department of the Defense Ministry said at a
news conference today.

He said today the Armenian armed forces are able to solve any issue
they face though the 19 years is short time for the development and
reinforcement of the army. Minasyan said the leadership of the defense
ministry highlights the ties and cooperation with the public.

January 17 events dedicated to the 19th anniversary of the RA Armed
Forces launched and will continue till the end of the month.

On its part the head of the “Soldier’s Mother” NGO Greta Mirzoyan
congratulated the army employees and noted that their organization
is marking its 20th anniversary which means that from the first day
they were involved in the consolidation of the RA Armed Forces.

YEREVAN, JANUARY 26, ARMENPRESS: At the elections in the Armenian
National Academy of Sciences 16 correspondent members and 4
academicians have been elected, 8 vacancies remained. President of
the NAS Radik Martirosyan said at a news conference today that all
the elected are worthy candidates. According to him, every election
is a subjective process and the factor of human relations has an
important role in it. ~SElections are intending mutual respect between
partners,~T Martirosyan said.

Speaking about the achievements of the 2010 Martirosyan said that
the NAS employees got 70 grants the total cost of which amounts to 10
million USD. The grants mainly relate to the nature sciences sphere,
followed by humanitarian and public.

~SI highly rate the implementation of joint works with international
research centers. Last year three joint laboratories were created.

Wide circles of cooperation exist with the Russian NAS,~T Martirosyan
said.

Elections of RA NAS academicians and correspondent members is being
conducted once in three years.

YEREVAN, JANUARY 26, ARMENPRESS: The more we will be prepared
for war the more its possibility will be less, NA parliamentarian
Gagik Minasyan said referring to the military statements of the
Azerbaijani side. According to him, in that respect the Armenian side
is undertaking all the necessary steps stemming from the international
commitments, uses the inner resources so that the cease-fire regime
turns to final peace.

~SOur recent arrangements with the partners of CSTO allow us to watch
the future from the point of view of protection of peace. We must
never inspire the idea that the resuming of war is impossible,~T
Minasyan said.

As to the subversive acts by the Azerbaijani side, Minasyan said the
Armenian side must be ready to any such kind of step and be ready to
give such response that the next time Azerbaijan will think deeply
before coming forth with another such initiative. ~SUnfortunately,
Azerbaijan does not understand other language,~T Minasyan said.

The parliamentarian said it is necessary to deepen the achievements
reached within the framework of the OSCE Minsk group and try to make
them understandable for the international community.

YEREVAN, JANUARY 26, ARMENPRESS: In reality there is no new tendency
in the Karabakh conflict settlement negotiations, former member of
the Artsakh parliament, chief editor of the “Analitikon” magazine
Gegham Baghdasaryan said speaking to reporters today.

“The efforts of the mediators are directed toward preservation of
stable situation as there is concern that one of the sides, Azerbaijan,
may go out of the negotiation process and try to solve the issue in
another way,” he said.

The speaker said he does not see serious grounds for Azerbaijan to
go out of the process. Azerbaijan is making military statements more
frequently when there is a “gold” or “silver” opportunity to find
solution at the negotiations. Baghdasaryan said with such strategy
Azerbaijan wants to show that its participation in the negotiations
is already a concession.

“But the non-usage of force must not only be a condition or concession
but an obligation,” the speaker said. According to him, before the
recognition of the NKR the Armenian public must promote the recognition
of the Karabakh factor: Karabakh must have its word in every issue
relating to it. The possibility of resuming of war always exists but
in near future there are no “favorable conditions” for Azerbaijan to
start a war.

Armenian-Azerbaijani conflict it becomes clear that there is no
possibility of war, political analyst Sergey Shakaryants said adding
that may be Azerbaijan will try the soberness of Armenia. ~SIf stemming
from the last year~Rs logic we must wait that Azerbaijan will at any
case try our soberness not only in the Artsakh line of contact but
in common border with Armenia,~T he noted.

According to Sergey Shakaryants Azerbaijani soldier is not ready to go
to war alone. ~SAzerbaijan at least must get Turkey~Rs assistance and
permission and in the current round Turkey does no want war connected
with inner and foreign political developments,~T the political analyst
pointed out.

Sergey Shakaryants also expressed opinion that in the NKR negotiations
there will be no progress, instead the current status-quo will be
preserved.

YEREVAN, JANUARY 26, ARMENPRESS: The speech of Turkish President
Abdullah Gul at PACE was not something new, they have been repeating
that “song” from 1918, political specialist Sergey Shakaryants said
today at a meeting with journalists, adding that Turkey has always
moved forward with such a policy denying the fact of annihilation of
Armenians by them. “They have not changed from 1918-1919, no other
interpretation can be here,” the political specialist said.

During the PACE first plenary session 2011 kicked off in Strasbourg,
the President and Foreign Affairs Minister of Turkey, which has assumed
the presidency of the Assembly from November 2010 by 6-month rotation
system, have already delivered speeches referring to the issue of
relations with Armenia. Sergey Shakaryants noted that the Turkish
state has committed the Armenian Genocide and must answer for it.

“Turkey has planned and committed genocide toward Armenians, while it
continues to deny that fact in front of the international community,”
Mr. Shakaryants said, citing the words of Greek President Karolos
Papoulias, according to which Turkey has always been a barbarian.

According to the political specialist, Gul’s speech at the PACE cannot
bring to anything serious.

YEREVAN, JANUARY 26, ARMENPRESS: Turkey goes on speaking in a language
of preconditions, NA member Gagik Minasyan said today at a meeting
with journalists, referring to the statement of the Turkish President,
according to which Armenia must leave the Azerbaijani territories.

“It is more than obvious that the Nagorno Karabakh Republic has been
self-determined in its territory, it has not used any other territory.

Moreover, one of the territories founded by it -Shahumyan, is a
part of Azerbaijan up to now. If there is an issue of speaking of
expropriating of other state, Turkey must be the first to show itself
as an occupant of our friend country – Cyprus,” Mr. Minasyan said.

According to him, speaking in a language of preconditions, Turkey once
more gives a way to the way of acting which has already discredited it.

Referring to the current round of regulation of Armenian-Turkish
relations, the parliament member said that the process is in a passive
stage, but has not expired itself. Speaking of Armenian President
Serzh Sargsyan’s visits to Cyprus and Greece, Mr. Minasyan noted that
there are prospects of serious development of interstate relations.

“I think a country like Cyprus, which has an issue of restoration
of territorial integrity, will support the perceptions of Armenia in
regard to NK issue regulation within the EU frameworks. The Chairman
of Cyprus, being the first among the countries of the European Union,
distinctly stressed that he sees the realization of self-determination
right of peoples in the basis of regulation of the Karabakh issue,”
Mr. Minasyan said.

The parliamentarian noted that Serzh Sargsyan’s latest visits are in
accordance with the undertaking foreign policy declared by him.

According to him, in the sphere of bilateral relations agreements have
been gained for development of economic, cultural and educational
spheres. It has been registered the political relations between the
two countries suggest that the economic cooperation must be deeper,
more efficient and diverse.

The representatives of the business circles accompanying the president,
too, have reached agreements. According to Mr. Minasyan, we must expect
them to give their positive results in near future both by investment
of the Greek and Cyprian capital in Armenia and by establishment of
joint ventures.

Affairs has singled out 3 primary directions for the year of 2011 ~V
drafting of a concept on funding of the development of physical culture
and sport, organization of a contest on ~SThe Best Athletic Family~T,
conduction of polling among Armenian young people and preparation of
a new report.

Minister of Sport and Youth Affairs Arthur Petrosyan said today at a
meeting with journalists that the concept must be simple, transparent
and acceptable by the majority. According to Mr. Petrosyan, nearly
the 4 billion Dram means provided from the state budget cannot be
enough for development of a structure, which fixes Armenia~Rs biggest
successes in international areas.

The Minister attached importance to conduction of studies in the
direction of development of youth state policy and its drafting in
an appearance of a new national report, for the report 2006 already
needs numerous changes.
