On January 27, Coadjutor of the Constantinople Patriarchate of the
Armenian Apostolic Church, Archbishop Aram Ateshyan visited Armenia’s
permanent representation to the Organization of the Black Sea Economic
Cooperation (BSEC) to meet with RA Permanent Representative to the
organization Michael Vardanyan.

The Armenian community of Turkey was in the focus of the meeting.

Vardanyan briefed on basic priorities and achievements of Armenia’s
permanent representation to the BSEC.

The two men agreed to continue meetings and discussion of matters
presenting mutual interest, the RA MFA press service reported.

On January 26, French National Assembly hosted a news conference to
sum up results of signature-gathering campaign entitled In the Name
of Peace in Karabakh.

The campaign, initiated by French MPs, was prompted by frequent cases
of ceasefire violation on the line of contact on behalf of Azerbaijan,
as well as the Azeri attack in the vicinity of Martakert on June
18, 2010.

The declaration condemning militaristic statements and actions of
Azerbaijan and supporting the position of France in Karabakh issue
will be sent to French Foreign Ministry and distributed through
media outlets.

The declaration was singed by 145 French MPs out of 577, with
signature-gathering still in process, NKR Foreign Ministry press
service reported.

The Parliamentary Assembly of the Council of Europe (PACE) adopted a
written declaration on NKR (Republic of Artsakh) that was submitted
by member of Heritage parliamentary group of Armenia Zaruhi Postanjyan.

The document was signed by 30 members of PACE, including the Armenian
delegation, the press service of Heritage party reported.

The declaration reads: “Azerbaijan declared itself the successor of
the Azerbaijani Republic that existed from 1918-1920. But Mountainous
Karabakh (Artsakh) was never a part of that state, and it was because
of the Kemalist-Bolshevik “deal” that Artsakh had become a part of
Soviet Azerbaijan.

In 1991, the people of Karabakh voted “yes” to independence through a
referendum that was observed and recognized by numerous international
observers. But refusing to accept the Artsakh Armenians’ lawful
exercise of their right to self-determination, Azerbaijan launched
a large-scale attack, which ended with the 1994 ceasefire.

Even though Azerbaijan still violates this ceasefire, Karabakh
Armenians continue to peacefully build their democratic state and are
guided by international norms and standards, one of the most important
of which was the 2006 constitutional referendum. Many international
observers, experts and journalists certified this referendum and
several subsequent presidential, parliamentary, and local elections
as democratic, free and fair. Dozens of political parties, media
and NGOs function in Artsakh, and its market economy and national
legislation meet international standards.

With its objective of building a democratic state, the Mountainous
Karabakh Republic is an established state, and deserves international
recognition and membership in all international organizations.”

YEREVAN, JANUARY 27, ARMENPRESS: Reorganization of ‘Yerevan state
college of estrade-jazz art’ and ‘Yerevan state college of art’
state non commercial organizations is intended according to the 1005
decision, the RA government adopted August 6, 2010. The decision
caused a keen response in the society. RA Culture Minister Hasmik
Poghosyan said today at a meeting with journalists that those, who
caused doubts in the society, are connected neither with the students,
nor with the lecturers.

‘They just tended to spread misinformation, according to which they
had not been aware of the decision and the ministry had made a secret
decision,’ Hasmik Poghosyan said. She added that before the adoption
of the decision she convened a gathering of all the heads for the
provision of information. Besides, the minister said, all the decisions
by the RA government are being posted on the official website. ‘We
just started works, which do not hinder the creative, educational
process, and they started to worry about that,’ the minister said.

She added that the educational part of the jazz college will be
preserved, and that ‘it is quite natural there will be changes in the
administrative part’. The minister did not provide any information
on the new principal of the college, however she mentioned that she
does not have a right to show biased attitude in that issue.

YEREVAN, JANUARY 27, ARMENPRESS: Our army is consolidated today,
efficient and can solve the issues it faces, hero of the Artsakh
battle, General-Mayor Arkady Ter-Tadevosyan – Commandos, said.

He described the process of the Artsakh war, stressing that the enemy
was better armed and comprised a larger number, but the Armenian forces
managed to confront and take a victory in the imposed war. “We formed
voluntary detachments, the goal of which was to concede no land to
the enemy,” Commandos said. According to him, the Azerbaijani called
us an aggressor, while they kidnapped, manifesting violence.

“There was no state leadership at the beginning, we did not have
allies, while Turkey was fully supported by Azerbaijan,” Mr.

Ter-Tadevosyan pointed out, adding that the Diaspora joined the battle,
having its outstanding contribution to the victory.

“By that time we put the basis of the army, and we conveyed our
experience to next generations. But the wars of the present and
past are different,” the speaker stressed, detailing that this
is a century of information war, hence we must act by up-to-date
means. “Azerbaijan is moving forward with the methods of Goebbels
propaganda, the proof of which is the lies spread by the Azerbaijani
mass media,” Commandos stressed.

He also pointed out the necessity of setting up a center engaged
in the history of the Armenian army, where the whole information
concerning the army will be compiled.

Armenian army is stable and fully consolidated which is also testified
by international experts, military expert Artsrun Hovhannisyan said,
adding that the speaking circumstance of the power of the Armenian
Armed Forces is that before the war the Armenian army without getting
prepared took victory in the Karabakh war. The military expert said
the importance of the role is difficult to underestimate in the
history of military art.

Political analyst Alexander Manasyan said the recent achievement of
the Armenian army is the lack of trust created in the Azerbaijani
army. “Azerbaijan is not sure that the issue may be solved in the
military way and the “guilty” of it is our army,” the political
analyst said. According to him, the Armenian army differs from the
armed forces of the other regional countries with the devotion and
readiness of the soldiers.

“Armenian soldier not only knows weapon but has a quality of patriotism
which our opponents lack,” Manasyan said expressing hope that the
Armenian army is the strongest in the region.

Member of the Public Council affiliated to the Defense Ministry,
military psychologist Davit Jamalyan said the peculiarity of our army
is the implementation of 24-hour duty.

At the same time he noted that Artsakh’s army is also strong as it
consists of young and battle-worthy soldiers.

Restoration Centers For Preservation Of Cultural Heritage To Be Esta

RESTORATION CENTERS FOR PRESERVATION OF CULTURAL HERITAGE TO BE ESTABLISHED

YEREVAN, JANUARY 27, ARMENPRESS: The ensuring of bases for preservation
of cultural heritage, publicity of cultural heritage, as well as
improvement of provision of cultural services will be the priorities
of the 2011 activity of the RA culture ministry, according to Hasmik
Poghosyan, RA culture minister.

She said today at a meeting with journalists that the ministry mapped
out a strategy for the implementation of each of the above-mentioned
priorities. It is intended to be called into being in the current year.

‘Restoration centers for the preservation of cultural heritage will
be established for the purpose of ensuring bases for preservation of
cultural heritage,’ the minister said. She added that works will be
undertaken for equipping the technical bases of the centers, creating
corresponding laboratories and organizing training of personnel for
restoration of wall-paintings, monuments and cultural items.

The minister mentioned that the majority of over 24 thousand monuments
and 1 million 738 thousand 678 museum items, registered in the RA,
need restoration.

‘The establishment of the center will ensure qualitative restoration
and preservation of cultural values through the local potential,’
Hasmik Poghosyan said. She added that after the establishment the
center will be regional. Study of the international experience,
trainings and workshops with the participation of foreign specialists
are intended be organized.

will undertake works in the direction of extending museum exhibitions
via up-to-date technical means, according to Hasmik Poghosyan, RA
culture minister.

She said today at a meeting with journalists that the program is
directed to the extension of publicity of the cultural heritage.

She said electronic exhibitions of collections of the RA culture
ministry’s museums will be organized within the framework of the
program.

‘Today, the museums present to the public only 2.57 % of their
collections for lack of exhibition territory,’ the minister said.

Hasmik Poghosyan added that due to the investment of modern
technologies, the frames of exhibition will be extended and additional
information on cultural heritage of the funds of museums will be
provided.

of tickets by application of modern IT will be introduced in the
running year into the ticket economy of theatrical-concert and museum
organizations for purpose of improvement of the cultural service.

Armenian Culture Minister Hasmik Poghosyan said today at a meeting
with journalists that a joint system of electronic sale of tickets
is intended to introduce into museums, concert and theatrical state
organizations and into their branches. “The main goal of the program
is to make the sale of the tickets more available for consumers,”
Hasmik Poghosyan said.

She noted that the introduction of this new system also requires
periodical replenishment and updating of the electronic IT, and
creation of a joint electronic net.

of the Armenian Ministry of Education and Science intends certain
international cooperation, contests and new programs for this year.

Press service of the State Science Committee told Armenpress that
cooperation agreements are intended with Germany, Italy, China and
Switzerland, a close activity will be extended within the framework
of the Black Sea cooperation and “Candle” program.

This year the Committee will declare a number of republican and
international grant contests, including co-financing contests with
Artsakh. The 5-year programs on development of Armenology and on
strategy of the sphere of science will be submitted to the Armenian
government. “SPRINGERLINK” information system will be applied,
as well as negotiations will start for involvement in “ELSEVIER”
scientific-informative system. According to the information of the
Committee’s press service, in 2011 the pilot program of the Research
University, as well as a number of programs within the framework of
the Committee’s scientific-technical council will be presented.
